Lastly, it is advisable for anyone NOT to be "caught" in a "crime scene" because no matter how "innocent" the person may be, it might be too late to prove their "innocence"!!

The attention of the Nigeria Police has been drawn to an on-line publication entitled ‘Welcome to Hell-Fire’: torture and other ill-treatment in Nigeria.
While we do not question the freedom of Amnesty International to earn its relevance and bread, the Nigeria Police takes serious exceptions to some blatant falsehoods and innuendoes contained in that report.
For one, it smacks of indecency and intemperate language to liken our dear nation Nigeria, to hell fire. That cannot be true. We believe that Nigeria is a growing nation, green and largely peaceful.

While the Nigeria Police and other operators in the criminal justice sector are undergoing systematic reforms, and aligning themselves with the demands of democracy, there is no gain saying the fact that the Nigeria Police Force has since improved its operational efficiency and effectiveness. Since the dawn of democracy in 1999, the Nigeria Police Force has significantly improved on its human rights records, owing largely to training and re-training, community policing, attitudinal change and structural transformation.

In its report under reference, Amnesty International did admit in its methodology that it visited some Police Formations and interviewed some family members of suspects. At no time in its report, did Amnesty speak or interface with the Police authorities. This obviously shows their disdain and apparent lack of character where the democratic tenets of fair hearing are concerned.

The report covered a seven year period of 2007-2014. I dare say that some of the issues raised have since been dispensed with and settled.

Of a truth, torture or ill-treatment is not, repeat, NOT an official policy of the Nigeria Police.

The Code of Conduct of Officers, as well as our Regulations prohibit torture and incivility to members of the public. We are versed with international best practices, and the dictates of the Nigerian Constitution as regards human rights. So the Police do not routinely torture suspects. It is not systemic or endemic. Whenever instances of human rights abuses are brought to the notice of superintending officers, the offending personnel are promptly sanctioned in line with the laws and regulations. For the avoidance of doubt, Nigeria Police Force has a zero tolerance for corruption and abuse of power. There is no Immunity for impunity in Nigeria Police Force.

Besides, the Nigeria Police is women-friendly. We do not target sex workers, nor routinely adopt rape as a weapon. Instead, the Police has established a family and human trafficking unit to protect the rights of women, children and the vulnerable members of our society.

However, the Nigeria Police Force shall meticulously scan through the document, and investigate any current human rights abuses linked to any officer or formation. Any identified and established case of malfeasance or misconduct shall be treated in line with the laws and regulations.

We crave the indulgence of Amnesty International to, for the first time, furnish the Police with specific details of its allegations to enable us reach the ends of justice for the alleged victims, and to improve our service delivery.

The Nigeria Police Force remains responsive to the yearnings of Nigerians for improved safety and security.

The Police is your helper and friend.

PoliticsTragedy: Man Hacks Neighbours Two Sons To Death In Edo by Dexpro(op): 8:31am On Sep 19, 2014
Okha II community, Ikpoba-Okha Local Government Area of Edo State, was thrown into severe mourning on Wednesday when a man allegedly butchered four children of his neighbour. The man, simply identified as Mike, was said to have hacked two of the children, Favour Oliver, aged three years and Destiny Oliver, aged nine months to death with a machete.



Not done with his seeming thirst for blood, the assailant attacked two other children of the family, Gift, aged seven and Goodness, aged five, cutting parts of their body, before fleeing the scene of crime.

Gift and Goodness Oliver were later rushed to the Accident and Emergency Ward of the University of Benin Teaching Hospital (UBTH), where they are currently receiving medical attention.

Medical doctors at the hospital yesterday described the condition of the two children as ‘stable but critical’.

The father of the children identified as Oliver from Enugu State, was said to be away from home at the time of the incident, but his wife, Chinere, reportedly fled for her life.

The assailant, who lives in the same building with the Olivers, was said to have had a long-standing quarrel with his neighbours before the incident.

Police spokesman in Edo State, Noble Uwoh, confirmed the incident.

Nigeria’s police and military routinely torture women, men, and children – some as young as 12 – using a wide range of methods including beatings, shootings and rape, Amnesty International said in a new report published today.

“Welcome to hell fire”: Torture and other ill-treatment in Nigeria details how people are often detained in large dragnet operations and tortured as punishment, to extort money or to extract “confessions” as a shortcut to “solve” cases.

“This goes far beyond the appalling torture and killing of suspected Boko Haram members. Across the country, the scope and severity of torture inflicted on Nigeria’s women, men and children by the authorities supposed to protect them is shocking to even the most hardened human rights observer,” said Netsanet Belay, Amnesty International’s Research and Advocacy Director.

“Torture is not even a criminal offence in Nigeria. The country’s parliament must immediately take this long overdue step and pass a law criminalizing torture. There is no excuse for further delay.”

Compiled from hundreds of testimonies and evidence gathered over 10 years, the report exposes the institutionalized use of police torture chambers and routine abuses by the military in a country that prohibits torture in its constitution but has yet to pass legislation outlawing the violation.

The report also reveals how most of those detained are held incommunicado – denied access to the outside world, including lawyers, families and courts.

Torture has become such an integral part of policing in Nigeria that many police stations have an informal “Officer in Charge of Torture” or O/C Torture. They use an alarming array of techniques, including nail or tooth extractions, choking, electric shocks and sexual violence.

In one illustrative incident Abosede, aged 24, told Amnesty International how sickening police abuse left her with a permanent injury:

“A policewoman took me to a small room, told me to remove everything I was wearing. She spread my legs wide and fired tear gas into my vagina… I was asked to confess that I was an armed robber… I was bleeding… up till now I still feel pain in my womb.”

Nigeria’s military is committing similar human rights violations, detaining thousands as they search for Boko Haram members.

Mahmood, a 15 year old boy from Yobe state, was arrested by soldiers with around 50 other people, mainly boys between 13 and 19 years old. He told Amnesty International that the military held him for three weeks, beat him repeatedly with their gun butts, batons and machetes, poured melting plastic on his back, made him walk and roll over broken bottles and forced him to watch other detainees being extra-judicially executed. He was eventually released in April 2013.

Military in Yobe state even arrested and beat a 12 year old boy, poured alcohol on him, forced him to clean vomit with his bare hands and trod on him.

“Soldiers pick up hundreds of people as they search for those associated with Boko Haram, then torture suspects during a ‘screening’ process that resembles a medieval witch hunt,” said Netsanet Belay.

“Torture happens on this scale partly because no one, including in the chain of command, is being held accountable. Nigeria needs a radical change of approach, to suspend all officers against whom there are credible allegations of torture, to thoroughly investigate those allegations and to ensure that suspected torturers are brought to justice.”

In most of the torture allegations against Nigerian state security forces documented by Amnesty International, no proper investigations were carried out and no measures were taken to bring suspected perpetrators to justice.

When internal investigations within the police or the military do take place, the findings are not made public and the recommendations rarely implemented. Of the hundreds of cases researched by Amnesty International, not one victim of torture or other ill-treatment was compensated or received other reparation from the Nigerian government.

The Nigerian government is aware of the problem and has set up at least five Presidential Committees and working groups over the last decade on reforming the criminal justice system and eradicating torture. However, the implementation of these recommendations has been painfully slow.

“Our message to the Nigerian authorities today is clear – criminalize torture, end incommunicado detention and fully investigate allegations of abuse,” Netsanet Belay said.

“That would mark an important first step towards ending this abhorrent practice. It’s high time the Nigerian authorities show they can be taken seriously on this issue.”

Nigeria Union of Teachers (NUT) has directed its members to ignore the 22nd of September, 2014 resumption date of primary and secondary schools in Nigeria announced by the federal government.

National President of NUT, Comrade Micheal Olukoya, gave the directive while briefing journalists in Abuja on Tuesday.
According to him, the teachers should only resume if the Federal Government sufficiently trained and provide them with necessary preventive and protective gadgets on Ebola virus.
“But where the federal government insists on the 22nd September, 2014, date in spite of the wise counsel, the union will rather direct teachers to resume schools whenever they are sufficiently trained and their schools have been provided with the necessary preventive and protective gadgets.

“For the avoidance of doubt, the teachers have this day, resolved to resume classes in obedience to the federal government directive, in states where teachers have been trained to handle any outbreak and all the required preventive and protective gadgets such as hand gloves, sanitizers, infra-red thermometers, running water and soaps have been provided as directed by federal government of Nigeria.
“In states where the training has not been done and necessary safeguarding gadgets not provided, teachers shall continue to remain at home until their state governments respond positively or the union directs them to the contrary”.

He noted that the dream of the union is to see all things put in place to protect the teachers and school children from being infected in the school.
“The NUT is strongly of the opinion that it is better to delay the resumption of school till 13th October, 2014, even when the scourge would have been off months ago than rush and open schools only to be faced with attacks of EVD in the schools.

“It makes more sense to be doubly sure than to operate on shaky grounds of uncertainty and probability as it will be catastrophe of unimaginable dimension if by any act of omission we rush and open schools and end up with even up with even one primary or secondary school being infected by the virus.

The union also threatened to shut down the education sector if the federal government scraps the Teachers Registration Council of Nigeria (TRCN) because it is the only regulatory body for the practice of teaching in Nigeria from primary school to the tertiary institution.
“This attempt at scrapping TRCN shows clearly that the federal government does not care about the standard of teachers of Nigeria and the much sought-for professionalism of the teaching industry.

“The teachers of Nigeria are watching this development with keen interest with a view to returning to the trenches of 1992 and 1993 as they will not just fold their hands and watch the bastardisation of thief profession”.
