Huawei devices released after the US ban can't use Google services. Devices like the P40 series, Mate 30 series, Honor 30 series or generally new Huawei devices launched last year till now.

Some older devices that are rebadged still come with Google services though.

Please, does that mean i wouldn't have problems with google play services if i go for older models such as the Y7 prime 2019?

If you're are not heavily dependent on Google play services, i.e Play Store, Gmail, Maps etc, then you can get a Huawei device. Point to note that even if you sideload those services some apps may not work or won't work properly.
