Business / More Banks Shut Down As New Notes Scarcity Persists by dikysmith: 11:16am On Feb 09, 2023
As the naira scarcity persists, more banks have started shutting down their branches, according to SUPERS observations.

SUPERS observed large queues still existed at the Automated Teller Machines of many commercial banks in Lagos, Ogun and Abuja and other parts of the country on Wednesday.

As the February 10 deadline for old N1000, N500 and N200 notes to stop being legal tender approaches, more Nigerians are getting frustrated due to the inability to access cash for their regular transactions.

This has further led to protests and attacks on banks, which have been condemned by the National Union of Banks, Insurance and Financial Institutions Employees.

This came amid a Supreme Court injunction asking the Central Bank of Nigeria not to implement the February 10 deadline.

Lagos

More commercial banks’ branches in Lagos have joined the long list of banks that shut down operations on Wednesday following the scarcity of new and old notes in the country.

According to the findings by SUPERS.ng, the Fidelity Bank on Isaac John Street, Ikeja, was opened but customers were prevented from entering. The ATMs on the bank premises did not work when our correspondent visited.

Similarly, the First Bank on Isaac John Street, Ikeja, Lagos, was shut down. Our correspondent reported that none of the ATMs was working during a visit on Wednesday afternoon.

Our correspondent reported a total shutdown of operations at the Zenith Bank located at Ajisafe Street, GRA, Ikeja. All the ATMs of the lending bank did not work.

Also, the Access Bank at Abule Onigbajo Street, Lagos, was not operating while customers were barred from entering the lender.

A customer with Guaranty Trust Bank, Mr Anthony Ifeanyi, said he was stranded at the Anthony area of Lagos when he tried making a withdrawal from the bank there on Wednesday.

Upon visiting the Guaranty Trust Bank and EcoBank at the University of Lagos, our correspondent observed a long queue of several students both at the ATM machines and inside the bank awaiting the dispensation of naira notes.

Getting inside the banking halls, the bank officials noted that they were still waiting for cash as well.

One of the officials said, “We have not cash yet.”

Ogun banks

Our correspondent observed that all bank branches in the Redemption Camp and Mowe axis were shut down.

This came a day after several branches of GTBank, Unity Bank, Access Bank, Zenith Bank, Ecobank, UBA, FCMB and others were shut on Tuesday.

In Ogun State, our correspondent visited two banks along the Alagbole-Akute axis.

At the First City Monument Bank along the Alagbole-Akute road, our correspondent observed that the bank did not open for business.

When our correspondent inquired from the security guard why the bank did not open during conventional working hours, the security guard said the closure was as a result of “the issue on the ground.”

Outside the bank, a small crowd of weary customers sat on stone slabs, ostensibly waiting for the ATMs to start dispensing cash.

A customer, who identified herself as Jane-Frances told our correspondent that she and other commuters had been waiting outside the bank for over two hours.

She said, “The security told us they would load the machine soon, but we have been waiting for more than two hours. I’ve visited all the banks on this road, and none of the ATMs is dispensing cash. Some of them didn’t even open today.”

Our correspondent then proceeded to First Bank, still along the Alagbole-Akute road, where he met another crowd of commuters expressing their frustration with regard to their inability to withdraw cash from the bank’s ATMs.

However, despite opening the banking hall to customers, the bank did not attend to any cash-related requests over the counter as the bank’s personnel disclosed to our correspondent that it did not have any cash.

Elsewhere, it was also gathered that Sterling Bank some of its branches following viral reports that the Independent Corrupt Practices Commission had on Tuesday discovered the sum of N258m inside the bank’s regional headquarters in Abuja.

However, in a rebuttal published on the bank’s social media handles on Wednesday, Sterling Bank denied any wrongdoing in the debacle that led to the arrest of its branch managers.

At banks located in Wuse 2 which include United Bank of Africa, Providus Bank and Standard Chartered Bank, only customers at Providus and Standard Chartered Bank were allowed to make a maximum withdrawal of N10,000 OTC.

Findings showed that the Zenith Bank branch at Wuse market was shut down over attacks by angry Nigerians on Monday due to the ongoing naira scarcity.

Our correspondent also observed that N20,000 was paid in N50 notes to customers at Access Bank and Wema Bank in the same area.

When our correspondent visited the Guaranty Trust Bank at Central Business Area and Wuse 2 there was a large crowd at the ATM machine, however, the bank was not paying the new notes over the counter.

Similarly at the United Bank of Africa, our correspondent saw a large crowd at the ATM machine.

PoS agents lament

Also, several Point of Sales agents did not have cash on Wednesday. Upon a request on the amount they charge for N5000, they noted that it was N1000.

Speaking with our correspondent, a PoS operator, who preferred to be referred to as Mercy said she was able to get some new notes would be sold at a high rate.

Another PoS operator, Bisi disclosed that he was out of cash and therefore would be unable to carry out the normal transaction.

Other operators within the Lotto Mowe axis revealed that they had to source for cash from market women.

A PoS operator at Idimu road, Lagos, who simply gave her name as Mummy Ire, said she did not have any cash for her business.

She said that the Access Bank she visited on Ikotun road was neither paying neither was the ATM dispensing cash on Wednesday.

“My brother I don’t have any cash with me here. I visited Access Bank to make some withdrawals, they were not paying and the ATMs there were not dispensing cash. I don’t know where this will be taking us to.”

In an exclusive interview with the National President of the Association of Mobile Money and Bank, Victor Olojo, he noted that it had not been easy on agents.

He said, “Agents have to travel miles and go through long processes to get funds as the banks are not giving agents money. The reality is that cash right now is a scarce commodity, and agents do not have direct access to it.”

According to the president, the deadline stipulated by the CBN is not feasible.

“With what we have seen on the ground by our own estimation, except something happens, that deadline is feasible because the entire old notes cannot be mopped out by February 10, and this will trigger lots of problems as we are already seeing.

“I believe that an assessment will be done by February 10, and the CBN also has their ears on the street. So, if it is not favourable by then, the regulatory body would not go ahead. The banks are suffering from this shortage already. If the CBN goes on with the deadline stipulated, it would not be a good move.”

He added, “Banks should also be made to pay more over the counter with strict measures like supervision by the CBN most importantly, the alternative channels should also be strengthened because trust needs to be built.”

Bank workers threatened

The National Union of Banks, Insurance and Financial Institutions Employees has threatened to withdraw their services of its members nationwide following attacks on some commercial banks.

It also said it would not stop the withdrawal until the attacks on its workers were addressed, and security ensured.

NUBIFIE’s general secretary, Mohammed Sheikh, in a statement on Wednesday, expressed dismay over recent attacks on bank workers without proper protection by security agencies.

The union also faulted the security agencies for not offering enough protection to commercial banks in light of recent attacks by disgruntled and frustrated members of the public.

Sheikh further appealed to the federal government, CBN and various stakeholders to strive and end the hardship brought as a result of the change of cash withdrawal policy.

He also asked Nigerians, unable to access their funds deposited in banks to bear with the situation.

“We, therefore, call on the Central Bank of Nigeria to review the cash withdrawal policy, which has affected the business of over 200,000 Point of Sales businesses in Nigeria,” Sheikh said.

CPPE reacts

In view of the apex bank’s efforts to mop up excess liquidity, the Centre for the Promotion of Private Enterprise has said that the N2.6tn currency in circulation is not too much for the Nigerian economy.

The Chief Executive officer of the CPPE, Dr Muda Yusuf, made this known in a statement on, Tuesday the restraining order of the supreme court on the timeline for the currency swap.

Yusuf said, “we affirm our position that N2.6tn currency in circulation is not too much for the Nigerian economy with a GDP of about N250tn. “

He stated that any attempt to arbitrarily cut it will create a crisis, noting that “It is unacceptable that citizens are denied access to their cash deposited for purposes of cash swap. This could undermine the confidence of the citizens in the banking system and pose a major risk to the financial inclusion objective of the CBN.”

The Federal Government has disbursed over N16.8bn as grants and Conditional Cash Transfers to more than two million Nigerians since the commencement of the CCT programme in 2016.

Data obtained from the latest ministerial performance scorecard of the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development in Abuja on Tuesday, indicated that a total of 2,295,325 citizens benefitted from the CCT and the grants.

“Conditional Cash Transfer has paid 1,940,325 vulnerable persons across the 36 states of the federation, and FCT (Federal Capital Territory) the sum of N5,000 monthly,” the report read in part.

This implies that the government disbursed N9,7bn to the CCT beneficiaries.

The report further stated that “355,000 vulnerable persons have received grant for vulnerable groups of N20,000 in 36 states and the FCT,” implying that about N7.1bn was disbursed in this category.

The report, which was presented by the humanitarian minister, Sadiya Farouq, in Abuja, noted that the CCT implementation activities commenced in 2016 with eight states and three Internally Displaced Persons camps in Borno State.

“The Federal Government funded all components of the CCT until 2018 when the utilisation of IDA (International Development Association) funds commenced.

Enrollment of beneficiaries was paper based. Payment to beneficiaries was through commercial banks,” it stated.

The minister revealed that the co-responsibility component of the scheme commenced implementation in 2017 in 11 states, including Jigawa, Bauchi, Plateau, Niger, Ekiti, Osun, Oyo, Cross River, Kogi, Anambra and Kwara.

“It is designed to address deficiencies in human capital development among the beneficiaries,” she stated.

Farouq added, “The menu of co-responsibility is focused on health, nutrition, education and environment. States implementing co-responsibility selected only one out of the menu.

“The objective of the co-responsibility component is to increase children’s school enrolment/attendance, improve utilisation of health facilities for ante and post-natal care, child immunisation, improve child nutrition, and address environmental hazards to improve productive assets.”

The Labour Party’s presidential candidate, Peter Obi, has urged Nigerians to bear with the Central Bank of Nigeria (CBN) amid the ongoing Naira note scarcity.

Taking to the microblogging platform, Twitter, Peter Obi stated that currency redesign always includes substantial systemic alterations, but the long-term advantages are well worth it.

He also asked the CBN and the Federal Government of Nigeria to make concerted efforts to alleviate the suffering of her citizens.

He tweeted;

“The currency redesign is not peculiar to Nigeria. It is an exercise that comes with some inconvenience and pain but it has significant long-term economic and social benefits. Even though there are improvements that can be made.
I urge Nigerians to bear with the CBN and Federal Government with the hope that the general populace and Nigeria will harvest the gains that will come with the reforms.

According to the Facts garthered by SUPERS.ng emerged on Friday that terrorists killed 41 guards and injured two others in an ambush on Thursday in the Bakori Local Government Area of Katsina State.

A statement on the incident by the spokesman for the Katsina Police Command, SP Gambo Isah and read by SUPERS.ng, on Friday confirmed the incident.

The statement read, “On Wednesday, February 1, 2023, at about 11pm, terrorists in their numbers, shooting indiscriminately with AK 47 rifles, attacked the house of one Alhaji Muntari at Unguwar Audu Gare, Kandarawa, Bakori Local Government Area and rustled 50 cows and 30 sheep.

“Subsequently, on Thursday, February 2, 2023, at about 10am, a Yansakai outlawed group, from 11 villages in the Bakori Local Government Area regrouped and went after the terrorists with a view to recovering the rustled domestic animals. They traced the footpaths of the hoodlums to a location at Yargoje forest.

“Unfortunately, the terrorists planned and launched a coordinated ambush on the Yansakai. The hoodlums shot and killed 41 Yansakai members and wounded two. Area commander, Malumfashi, led a team of policemen to the scene and recovered the corpses and injured persons to the Kankara General Hospital. A joint security operation is currently ongoing with a view to bringing the perpetrators to book. Investigation is ongoing, please.”

City Round investigation showed that the majority of the corpses were recovered on Friday from the scene of the incident for burial.

Four of the six pupils of the Local Government Education Authority Primary School, Alwaza, in the Doma Local Government Area of Nasarawa State, kidnapped two weeks ago, have been rescued through combined efforts of hunters, police and traditional rulers.

Armed men on January 20, 2023, invaded the school premises and whisked away the pupils to an unknown destination.

Two of the pupils were rescued a day after the abduction by the police at a forest in a community in the Obi LGA of the state.

The state Commissioner for Information, Culture and Tourism, Yakubu Lawal, said that since the incident occurred, the government had been on its toes to ensure that the pupils were rescued unhurt.

Our correspondent gathered that traditional rulers and hunters in Doma LGA in collaboration with the police rescued the remaining four pupils on Friday.

Confirming the rescue of the pupils in Lafia, the Executive Chairman of Doma Local Government, Ahmed Sarki-Usman, described the act as inhuman considering the fact that the victims were underage.

He added that the pupils were rescued at Bogyo community in Doka village of Doma LGA.

However, in a statement, the state police spokesperson, DSP Ramhan Nansel, said the four pupils were rescued following a joint operation carried out in the area by security operatives in the state.

He said, “In continuation of the search to rescue the remaining four pupils that were earlier abducted on 20/1/2023 at LEA Primary School, Alwaza; on 3/2/2023 at about 7am, detachment of joint security operatives in collaboration with hunters rescued the four pupils at Doka village, Doma LGA.

“The victims, Awazi Emmanuel, Success Ogah, Dominion Alhaji and Success Emmanuel have been taken to the hospital for medical examination and shall be reunited with their parents.”

Nansel expressed gratitude to members of the public for their support so far, urging them to assist the police with relevant information that could help in arresting the perpetrators of the act.

Our correspondent observed that the pupils were brought to the Dalhatu Araf Specialist Hospital, Lafia in a Hilux vehicle. They were later accompanied by the chairman of Doma LGA, some workers of LGEA Primary School, Alwaza, relatives of the victims and some security operatives.

They took off from Doma LGA at 11am and arrived in Lafia, the state capital, at 11:25am on Friday.

The Federal Government is now deploying operatives of the Department of State Services on tankers transporting Premium Motor Spirit,  popularly called petrol, to filling stations in order to halt the diversion and smuggling of the product.

Already, over 120 DSS officers had been deployed to follow fuel tankers to their various retail outlets in Abuja, as more security agencies were being drafted into the exercise for nationwide coverage.

This came as the government revealed, on Thursday, that it had shut down over 270 filling stations for being involved in diverse infractions such as hoarding, selling above approved price, among others.

The Chief Executive, Nigerian Midstream and Downstream Petroleum Regulatory Authority, Farouk Ahmed, and the Group Chief Executive Officer, Nigerian National Petroleum Company Limited, Mele Kyari, disclosed this in Abuja during a live television programme monitored by our correspondent.

Speaking on efforts being put in place to halt the diversion and cross-border smuggling of PMS, Kyari said, “So much is going on, there are government security interventions.

“I know the kind of work that we do with the security agencies, for instance, in Abuja alone, we have over 120 DSS officers following every truck to fuel stations and we are activating this across the country.

“We are ensuring that we get other government security agencies to follow these trucks to their locations, in order to be very sure that these trucks actually get to the fuel stations and there are not sold on the way and they don’t cross the borders.”

Kyari had earlier explained at a stakeholders meeting in Abuja that Nigeria’s fuel was smuggled to other countries, as he insisted that the current PMS scarcity was not due to the forth-coming general elections.

“There’s no dispute about this that our fuel gets to other countries, including in marine containers. We have evidence now that some of our customers are actually taking investors to other countries and we will get to the root of this.

“The appropriate government security agencies will deal with this. But this is the reality that we are dealing with. You do have cross-border smuggling, either in form of round-tripping or whatever name we call it.

“So the 66 or 67 million litres that you have always seen include all these, the cross-border smuggling volumes. And it means that anytime we don’t satisfy those markets, it will affect your domestic market. This is the reality that we are dealing with,” he stated.

The NMDPRA boss, while speaking on sanctions taken against downstream operators who flouted the approved regulations, stated that over 270 fillings stations and seven depots had been closed

Ahmed said, “Because of control that we have in most of the major cities, whether it is Port Harcourt, Lagos, Ibadan, Abuja, etc, the marketers tend to go to the rural areas where you can buy petrol at a high price.

“And, of course, it our responsibility as a regulator to ensure strict monitoring and enforcement. What we did was that a couple of weeks ago we had to shut about seven depots because of the inflation of their ex-depot price.”

He stressed that aside from shutting the depots, hundreds of filling stations were also closed by the government for defaulting.

“On top of shutting the depots, we also shut down over 270 retail outlets. We are doing our work and this brought some respite in some areas,” he stated.

Ahmed added, “But again, Nigeria is a huge country and there are lots of challenges. So if we continue to shut down outlets, we are going to create another flashback because the more you shut down, the lesser number of petrol available to service the country.

“So we have to also do our own internal assessment to see what is the risk and benefit of doing what and where.”

The queues for Premium Motor Spirit, popularly called petrol, cleared suddenly in most parts of Abuja, Niger, Nasarawa and other states on Wednesday, following the release of about 67 million litres of PMS by the Nigerian National Petroleum Company Limited to marketers.

Virtually all the major filling stations that used to have heavy queues before, were seen without queues on Wednesday, as most of them dispensed petrol to the cars sighted in their various outlets.

This came as the NNPC revealed that some of its 67 million litres daily supply of PMS was not only smuggled by trucks to neighbouring countries but through marine vessels.

Our correspondent observed that the Nipco, NNPC, Salbas and few other outlets on the busy Kubwa-Zuba Expressway were dispensing products to motorists and had no queues. But this was not the case on Tuesday.

Also, outlets in Nyanya, Nasarawa State, and Zuba, Niger State, sold products to motorists and had no queues on Wednesday, contrary to what obtained the preceding day, where there were very limited filling stations in operation.

Explaining the fuel supply data for the country since January 2022, during a meeting with stakeholders in Abuja, the Group Chief Executive Officer, NNPC, Mele Kyari, said, “Anytime we go down below 60 million litres of evacuation consistently for more than three days, we’ll have a crisis across the country.”

He added, “We know that there may be no valid so-called consumption figure, but we know the evacuation figure. Anytime the evacuation figure goes below 60 million litres daily, you’ll have a crisis.

“Remember, early in 2022 when we had the contaminated fuel, evacuation came down to 56 million litres on average and we had a crisis. We managed to ramp up by adding volumes to the market to fill the gaps. So we achieved normalcy.

“I recollect, in October, when the flooding happened, trucks could not go to their destinations, particularly moving from the South into the North and our evacuation went below 60 million, and you can remember what happened.”

Kyari stated that since then, NNPC had done everything possible to keep the supply or evacuation above 60 million litres consistently, as he argued that there was no shortage of fuel going into the market, rather the products might be in the wrong destination.

“One thing that is also very practical is that Nigeria’s fuel is smuggled to other countries. This is not a secret. But it can only be done by either all of us in this room or people buying from us,” he stated.

Banking halls across various commercial banks in Lagos, Osun, Ekiti, and other parts of the country witnessed minimal activity according to SUPERS.ng findings, as frustrated customers resorted to alternative means of cash withdrawal following the scarcity of naira notes in the banks.

Checks by our correspondents revealed that while most banking halls were empty due to paucity of funds in bank vaults, large crowds had formed outside some of the few banks that were rumoured to be preparing to load their Automated Teller Machines.

SUPERS.ng observed that the First Bank Plc branch along Ogunnusi road in Lagos, there were a few customers arguing with bank officials who had insisted that the branch had run out of cash.

The story was similar at Ecobank, Zenith Bank, GTCO and Access Bank, all located in close proximity to each other along Ogunnusi road.

However, at Union Bank Plc, also located within the same axis, there was a sizable crowd of commuters jostling through the queue hoping that the bank would load its ATM.

One of our correspondents then went further down the road inbound to Ojodu Grammar School, visiting UBA and Access Bank.

At the United Bank for Africa, the ATM did not dispense cash nor were any payments made over the counter.
A bank official, who spoke with our correspondent said the bank had been restricted to paying denominations lower than N200 notes due to a CBN directive.

When our correspondent attempted to make a withdrawal to collect the lower denominations, he was told that there was no money available, not even a thousand naira.

At Access Bank in the same area, there was no form of over-the-counter payments, while the ATMs were not dispensing.

A commuter, Emmanuel Collins, who spoke with our correspondent at Access Bank adjacent Ojodu Grammar School, said he had just come from the banking hall of his bank (UBA).

He had pleaded to be paid any denomination at their disposal.

He said, “I’ve been to my bank. Since yesterday, they don’t have any cash. They said they don’t have N1000 and N500 notes. I asked them to pay me, even though it’s N50 notes, but they didn’t have.”

Meanwhile, SUPERS.ng also observed that many customers of microfinance banks operating in Osun State on Wednesday threatened to storm the streets in protest against the lack of cash for withdrawal.

In some of the microfinance banks visited in Osogbo, many officials of the banks, were not on seat, as many customers waited endlessly to withdraw from their accounts.

Some of the customers claimed to be salary earners, who often get their monthly salaries through their accounts domiciled in microfinance banks.

The customers while speaking to our correspondent during visits to Olubasiri Microfinance, Ibuaje Microfinance and Osogbo Microfinance banks, all located within the Osogbo metropolis, threatened to embark on a protest if the situation persisted.

But an official of a microfinance bank in Osogbo, who spoke under condition said the refusal of the Central Bank of Nigeria to include microfinance banks in its plan for the replacement of old naira notes with new ones was responsible for the collapse of operations of the banks.

When contacted for a reaction, the Chairman of the National Association of Microfinance Banks, Osun State chapter, Mr Tunde Lawal, confirmed the collapse in operations of many of the banks which he blamed on a lack of cash to pay customers.

He however referred our correspondent to the national leadership of the group for further comment.

Also, a middle-aged woman begged bank officials in Ado Ekiti, the Ekiti State capital, on Wednesday to save her from dying.

The bank customer had approached the cashiers at the Opopogboro branch of First Bank to withdraw N9,000 cash on the counter but was turned back that the maximum she could withdraw was N2,000.

All her entreaties with the female cashier to assist her to get the N9,000 cash proved abortive as the bank official insisted that was the instruction that bank customers had been complying with.

This was as many bank customers, who queued up at the ATM points in the different banks in the state capital, which were dispensing a maximum of N20,000 groaned, saying they left their businesses and other important matters to spend their valuable time queueing.

ICPC monitors exercise

Operatives of the Independent Corrupt Practices and Other Related Offences Commission arrived two banks in Bauchi State on Tuesday to monitor the cash disbursement exercise, as the agency noted that the operation would spread across the country.

Our correspondent gathered that the operation, which is still ongoing, was being carried out by a joint taskforce comprising operatives of the ICPC and its sister anti-graft agency, the Economic and Financial Crimes Commission, and staff members of the CBN.

Speaking to our correspondent on Wednesday, a top ICPC official said, “Yesterday, Tuesday, operatives of the commission from the Bauchi State office joined the taskforce alongside the staff of the CBN and operatives of the EFCC, to monitor the disbursement of new currency notes by some commercial banks within Bauchi metropolis.

Meanwhile, ICPC on Tuesday, arrested an Abuja-based woman, Oluwadarasimi Emma, with the Twitter handle @SimisolaGold and Twitter name Simisola of Lala, for offering new naira notes for sale on social media.

The arrest was as a result of intelligence received which led the ICPC operatives to seek out and promptly arrest the suspect.

The spokesperson for the anti-graft agency, Mrs. Azuka Ogugua revealed in a statement obtained by our correspondent on Wednesday night.

Ogugua said, “Oluwadarasimi Emma, a social media ‘serial entrepreneur,’ who deals in skincare, sales of fuel, facilitation of foreign travels through visa acquisitions, and other businesses, seized the opportunity of the scarcity of the new naira notes to openly market the new notes.

“It is believed that she is in collusion with key elements in the financial services sector diverting the newly released notes away from banking halls and payment channels into a ‘black market’.”

Ondo chamber reacts

The Ondo State Chambers of Commerce, Industry, Mines and Agriculture on Tuesday said the implementation of the new naira policy introduced by the CBN was designed to run micro small and medium enterprises and the common man out of business.

Lamenting the hardship caused by the new policy, the spokesperson for the ONDOCCIMA, Adeboro Onibalusi, in a statement, said the policy was crumbling micro small and medium enterprises, adding that accessibility to old and new notes had become difficult for business operations in the state.

Atiku speaks

The presidential candidate of the Peoples Democratic Party, Atiku Abubakar has urged the Central Bank of Nigeria not to extend the deadline for swapping of the old Naira notes further.

Atiku also urged the CBN not to ignore the enemies and not succumb to the present pressure it is experiencing.

Atiku disclosed this in a release by his media office on Wednesday saying that there should be no further extension of the old to new swap of the naira notes after February 10 which would destroy the purpose and objective of initiating the redesigning of the currency.

The former vice president would preferably want the apex bank to evaluate the measures taken for ensuring the flawless flow of the new naira notes to assuage the hardship the Nigerian people are facing, especially rural inhabitants, which need cash in their everyday dealings.

He also said, “However, the CBN should be wary of the elite whose motive for crying out about more postponement of the deadline for the tenure of the old naira notes is sinister and far from being altruistic. I am totally in support of building a cashless economy and reducing the amount of cash in our economy.”

LCCI kicks

Meanwhile, the Lagos Chamber of Commerce and Industry has said that the CBN’s inability to properly plan and implement the phasing out of old naira notes has caused serious strain on many businesses.

In a statement signed by its Director-General, Chinyere Almona, the chamber noted that the new naira redesign had triggered varied reactions and feedback that suggested that related issues like the phasing of old currency notes, withdrawal limit, and the scarcity of new notes might have started to impact businesses and social livelihood beyond intentions.

The statement read in part, “With the launch of the redesigned Naira notes last December, expectations were high for the smooth transition to the use of the new notes for business transactions across the country.

“We regret to note that expectations have been dashed, business deals impeded, and loss of time and value experienced by many. The central bank needs to enlighten the public on grey areas about the scarcity of the new naira notes in addition to strengthening its policy implementation capacity. This is the minimum expectation in the face of a currency crisis in which we find ourselves.”

According to the statement, businesses have been left to suffer the consequences of the CBN currency management policy lapses.

“While we support the drive toward a cashless economy, redesigning the naira and phasing out old currency notes could have been better planned and implemented with no hardship for businesses and individuals,” the statement read further.”

The House of Representatives, on Tuesday, accepted the apology of the governor of the Central Bank of Nigeria, Godwin Emefiele, over his failure to appear before the House when he was summoned previously.

While appearing before the House ad hoc committee set up to hear the CBN’s policy on naira redesign, Emefiele apologised to the lawmakers for failing to answer the previous summons.

The chairman of the committee, Alhassan Ado-Doguwa, said the CBN governor’s apology was accepted.

The CBN governor also told the lawmakers that banks would continue to accept the old naira notes, though he did not state how long the expired noted would be admitted by the banks.

Emefiele stated that the policy should have been introduced several years ago and that the CBN had only used the opportunity to make the economy more cashless. According to him, Nigerians would soon realise the benefits of the policy.

Ado-Doguwa, after the hearing that lasted over one hour, called for an executive (closed-door) session with members of the committee.

The Majority Leader and members later proceeded to the chamber where plenary was ongoing.

The report of the committee was laid, considered and adopted by the House.

There was pandemonium in a female hostel at the University of Abuja recently after a student tried to burn down the entire hostel.

It was gathered that the student intentionally set her mattress on fire inside her room and watched as the fire spread to the entire room.

A video shared online shows the moment the room was up in flames, and her colleagues watched in disbelief.

Panic in UNIABUJA hostel

The student was also seen brandishing a knife to presumably scare people away and prevent them from tackling the fire.

However, when the fire started burning uncontrollably with thick black smoke coming out of the room, her fellow students were forced to intervene before it got out of hand.

While some students wrestled the culprit to the ground, others swung into action and put out the fire.

The management of the university are yet to comment on the bizarre incident.

An Osun State indigene, Rahman Hammed, tells OPEYEMI ADEFEMI how his mother ‘disappeared’ with his siblings about 13 years ago following the death of his aged father

Tell us a bit about yourself.

My name is Rahman Hammed. I am from Osogbo. I am into building construction. I am married and have a child.

In a recent social media post, you said your mum and siblings disappeared some years ago, leaving you behind after the death of your dad. What exactly happened?

The story started in 2009 when I lost my dad. I am from a polygamous family. As I was told, my dad had a small house before he married my mum. After they got married, he built a bigger house that we all call our family house now. When my dad died on June 15, 2009, my mum went to the family house to do her rites as a wife. The first son of the family insisted that my mum wouldn’t be allowed to enter the house. People around defended my mum and asked if the firstborn was doing all of that because his mother, who was the first wife, had died. That night it was a lot of trouble. They begged him before he eventually let my mum in.

Then my mum started her mourning period — the 90 days of staying at home without going anywhere. I was in SS1 and the whole thing happened during our holidays. My mum gave me her phone to play with so that I would not be brooding over my dad’s death. She then gave me money to go to her sister’s place in Ikeji Arakeji to spend my holidays. Around July 8 or 10, I got a call from my maternal grandmother, telling me that my mum and my two siblings, Morenikeji and Ismail, were missing. I was really confused because after the 40th day prayer for my dad was done at the family house, my mum went back to her mum’s house at Okinni to continue the mourning period. Grandma told me that she (grandma) went to the market, leaving my mum and siblings at home. She said while she was at the market, my younger sister came to meet her, saying my mum told her to collect N1,500 from her (grandma). Grandma said she gave my little sister the money and she went back home. However, when grandma got back home from the market, she didn’t see my mum and my siblings, Morenikeji and Ismail. She waited for them to return but they never did.

All efforts to locate them proved abortive and it was since that day that we have been searching for them. My mum was 39 years old at the time of the incident.

What is your mum’s name?

Her name is Modinat Tijani from Akinode Compound in Okinni, Osun State. My two siblings are Idayat and Ismail. Their surnames could be Lamidi or Hammed, depending on which name they decided to use. Lamidi is our grandfather’s name while Hammed is my dad’s name. My grandma is popularly known as Iya Eleja at Okinni while my mom’s younger brother is popularly known as Owonikoko.

What efforts were made to search for your mum and siblings then?

My mum is her parents’ first child and she has four sisters. They have spent a fortune on trying to find her. Everything possible has been done. We consulted alfas, pastors and even went on TV stations many times. We even went to traditionalists. We were told by our spiritual fathers that she is still alive. I made the social media post out of frustration. I even thought of making a movie with the story. I met Lateef Adedimeji but I couldn’t afford the bill. I know that the whole event is spiritual.

In 2015, someone who didn’t know we were looking for my mum came to Osogbo and said he saw my mum at a party. He wanted to take her phone number but she said she was very busy. Before he could look for her again, she had left. If he had known we were searching for her, he would have done everything to get her contact or to even know where she lives. That gave us some relief and encouragement that she is still alive.

What happened to your dad; how did he die?

My dad was sick; he was 75 years old when he passed away.

Did you get any inheritance from your dad’s properties?

No, I didn’t get any. What happened made me distance myself from the family.

Does your dad’s family know that your mum is missing?

To the best of my knowledge, they don’t knows she is missing. I have never given them the impression that I am looking for my mum. Whenever they get in touch and ask about her, I just tell them that she doing alright. Who will I tell? The person I should have told is the one allegedly behind it.

The Osun State Election Petitions Tribunal hearing the All Progressives Congress’ governorship candidate, Adegboyega Oyetola’s petition against the victory of the Peoples Democratic Party’s Ademola Adeleke according to SUPERS.ng findings on Friday annulled the result of the July 16 Osun governorship poll.

Oyetola and the APC had challenged Adeleke’s victory, even as the latter was declared the winner and returned elected by the Independent National Electoral Commission.

SUPERS.ng Highlights the activities which led to Adeleke’s initial ‘victory’ at the poll and his eventual loss at the state tribunal.

The July 16 election victory

INEC declared Adeleke the winner of the Osun governorship election on July 16, 2022.

The Returning Officer for the election and Vice Chancellor of the University of Lagos, Prof. Oluwatoyin Ogundipe, announced that Adeleke got a total of 403,371 votes beating the incumbent Oyetola who got 375,027 votes in the keenly contested race, SUPERS.ng learnt.

Oyetola won in 13 Local Government Areas of the state to come second in the election.

Oyetola disagrees with Adeleke’s win

On August 5, 2022, Oyetola approached the Election Petitions Tribunal in Osogbo, the state capital, to nullify Adeleke’s win.

According to Oyetola, the election was fraught with certain “irregularities”.

He alleged that Adeleke ought not to have been declared winner as he was not qualified to have contested the election in the first place, having submitted a forged certificate to INEC.

Adeleke, Oyetola set for tribunal

In preparation for the tribunal, Adeleke assembled about 52 lawyers, including seven Senior Advocates of Nigeria, to defend his case at the Election Petition Tribunal.

Dr Alex Izinyon, Dr Paul Ananaba, and Dr Onyeachi Ikpeazu are among the seven SANs defending Adeleke and other respondents.

While Izinyon led another SAN and 16 other lawyers for the PDP, Ananaba would be representing INEC with two other SANs and 14 lawyers.

On his part, Oyetola assembled 50 lawyers including 10 Senior Advocates of Nigeria, listing 13 grounds on which premises Adeleke should be disqualified.

Key members of the legal team included Prince Lateef Fagbemi (SAN), Chief Akin Olujumi (SAN), Prince Biodun Layonu (SAN/, Muritala Abdulrasheed (SAN).

Tribunal begins

On August 22, the tribunal panel led by Justice Tetsea Kumes granted Oyetola’s application to serve the candidate notice of the petition through substituted means.

The tribunal, at its maiden sitting, also granted the motion ex parte filed for an order for the inspection of documents in the custody of INEC, being the first respondent in the suit.

The panel, which stated that its daily sitting would commence by 10am and end by 4 pm from Monday to Thursday, also noted that on Fridays, proceedings would end by 1 pm.

Oyetola presents documents

To back up his claims, Oyetola, through his counsel, Lateef Fagbemi, SAN, on November 1, 2022, tendered exhibits that include election results from Ede North, Ede South, and Osogbo local government areas.

Two days later, counsel for the petitioner, Dr. Saka Layoonu, SAN, tendered before the panel, a Certified True Copy of the Bimodal Voter Accreditation System report of the election, and election results from three more local government areas in the state.

Adeleke faults Oyetola’s documents

Adeleke’s spokesperson, Rasheed Olawale, had said the tendering of documents by Oyetola was not in any way an indication of any judicial victory.

Olawale further berated the APC for allegedly engaging in a media trial by pretending to be achieving any mileage, when the documents were result sheets signed by the APC agents and the BVAS report.

Adeleke’s team then planned to challenge the documents in their final address.

On November 27, 2022, amid the back and forth, Adeleke was sworn in as the Governor of Osun State.

APC, PDP trade blame over alleged attack

On January 12, 2023, the Osun APC and the PDP traded allegations about plans to attack the venue of the tribunal sitting by some unnamed politicians.

The APC in a statement by its acting chairman, Tajudeen Lawal, however, called for reinforcement of security around the High Court premises where the tribunal was sitting to stop any planned attack.

But the PDP in a counter statement signed by its acting chairman, Dr Adekunle Akindele, declared that it was the APC that planned to attack the tribunal sitting, adding that the party only raised the alarm to shift attention away from it.

Tribunal concludes sitting

Parties before the Justice Tetse Kume-led three-man panel on January 13, adopted their final written addresses.

Arguing their case, Mr Lateef Fagbemi, SAN, and Mr. Akin Olujinmi, SAN, representing the petitioners, insisted that Adeleke did not win majority lawful votes and should not have been returned as the winner of the poll by INEC.

They also said there were inconsistencies in the certificates presented by Adeleke.

But responding, counsel for INEC, Prof. Paul Ananaba, SAN, that of Adeleke, Onyeachi Ikpeazu, SAN, and Dr. Alex Izinyon, SAN, representing the PDP, said Adeleke was validly elected, as the election that produced him was held in compliance with the provisions of the Electoral Act and the Constitution.

January 27 was then selected for the delivery of the tribunal judgement.

Tribunal delivers judgement

There was large deployment of security operatives across strategic points in Osogbo, Osun State capital, on Friday, as the Election Petitions Tribunal set to deliver its judgement.

Armed police operatives were observed at the Osun State secretariat of the PDP and that of the APC, as well as the state office of the APC presidential campaign in Osogbo.

The road leading to the premises of the Osun State High Court, where the panel would deliver the judgement was blocked to traffic, thus students, workers and others with business along the route had to trek long distances to their destinations.

Delivering the judgement, the Tribunal annulled the result of the July 16 Osun governorship poll.

Justice Tetsea Kume, while delivering a majority decision, declared that INEC did not comply substantially with the constitution and the provisions of the Electoral Act.

He subsequently deducted the over-voting observed from the votes scored by the candidates and declared that Oyetola won the election, having polled 314, 921, while Adeleke’s score came down to 290, 266.

Adeleke kicks

A furious Adeleke described the judgement of the governorship election petitions tribunal as “a miscarriage of justice”, vowing to challenge the ruling at the Court of Appeal.

Reacting to the verdict of the tribunal from his country home in Ede, Adeleke faulted the resolution of the over-voting question in favour of Oyetola, calling it “an unfair interpretation against the will of majority of voters”

While urging his supporters to remain calm, Adeleke vowed to appeal the judgement at the Court of Appeal, insisting he remained the rightful winner of the July 16 election.

According to SUPERS.ng findings, The dust on the Ekiti and Osun States’ elections had not settled when the Chairman of the Independent National Electoral Commission, Prof Mahmood Yakubu, revealed that both elections had been subjects of cyberattacks from across the world.

He said, “Another technical concern for us is the repeated attempts to break through our cyber security system for the portal. Our engineers reported several cyberattacks on the portal during the Ekiti and Osun governorship elections, some of them from as far as Asia. I am glad to note that all of them failed.”

While the hackers were not successful, they raised new questions regarding the election process in Nigeria. The country is not alien to questions concerning the credibility of its electioneering process. The country’s electioneering process could be likened to the wild-wild West, characterised by violence, ballot snatching, vote buying, etc.

The worsening security situation observed by SUPERS.ng and widespread violence give Nigerians reasons to be worried as the February 25 and March 11 dates for the elections draw closer. Nigerians would fear the possibility of many things during the 2023 elections, but the introduction of electronic transmission of eliminates the fear of a random person snatching the ballot box.

Echoing this sentiment, the INEC Administrative Secretary in Kaduna State, Muhammed Mashi, recently said, “With the new electoral reform Nigerians will be surprised and happy to see what will happen in the 2023 election because it will be smooth and transparent, free and fair. Issue of ballot stuffing and snatching will not happen, and no voter can vote twice.”

This is because, in 2022, Nigeria signed its Electoral Act into law, ushering in an era of electronic transmission of results, which is political pundits would engender transparency in the process. The Act is expected to curtail some of the discrepancies associated with the country’s elections, SUPERS.ng Learnt.

Commending the passage of the Act, the Deputy Governor of Oyo State, Bayo Lawal, said, “Gone are the days of ballot box snatching, which is quite significant. Sanity is being introduced now because parties must work hard to make sure their candidates win the election as there is no magic. As you get accredited, you vote and your votes will count and that is the hallmark of electoral transparency.”

SUPERS.ng findings show that Expectations are high and many consider the 2023 general elections a litmus test for the 2022 Electoral Act. While the Act has solved some problems with the country’s electioneering process, it has also raised new questions.

The adoption of some form of digitisation for the forthcoming general elections opens the process up for cyberattacks. Cyberattacks have risen tremendously in recent years.

In 2022, the Nigerian Communications Commission tracked many cyber threats and issued advisories through its Centre for Computer Security Incident Response.

According to the NCC, Nigeria loses $500m to cyberattacks yearly.

Recently, the Senior Manager of Cyber Risk Services at Deloitte, Ms Funmilola Odumuboni, said a cyberattack occurs every 39 seconds, and cybercrimes increased by nearly 300 per cent since the onset of the COVID-19 pandemic.

In 2020, Microsoft warned that a Russian military intelligence unit that attacked the Democratic National Committee in 2016 was back, in preparation for the US 2020 elections.

While there have not been any documented cases of election tampering in the US as a result of a cyberattack, there have been documented cases of successful election hacks that gained access to some election infrastructure.

INEC seems to be conscious of this and has devoted part of its N117bn electoral technologies budget to cyber security systems to ward off attacks.

The INEC chairman said, “We have tasked our engineers to do everything possible to fully protect the IReV and all our web resources.”

The Chief Press Secretary to the INEC chairman, Rotimi Oyekanmi, added, “All servers anywhere in the world are susceptible to attacks by errant forces looking for whom to devour. Therefore, hacking attempts are not exclusive to INEC.

“The commission has and is very proud of its in-house computer engineers who designed the Bimodal Voter Accreditation System and the INEC Result Viewing Portal. They have not been sleeping; they know what is at stake and they are always prepared.

“Therefore, hackers can only try. They cannot outsmart the commission. They will only end up getting a bloodied nose. This was one of the reasons why the commission introduced the Bimodal Voter Accreditation System for the 2023 general election.”

Despite this, the Nigeria Computer Society recently asked the Independent National Electoral Commission to prepare for cyberattacks during the 2023 elections.

Questions have been asked about the country’s readiness for the electronic transmission of results due to the availability/unavailability of network coverage.

Chairman, Mobile Software Solution, Chris Uwaje, a cyber solutions expert, claimed it was impossible for anyone to judge INEC’s cyber readiness from the outside.

Report reaching SUPERS.ng is that Dangote Cement Plc has announced the appointment of Arvind Pathak as the company’s new Chief Executive and Managing Director.

The company disclosed in a statement that the new CEO’s tenure begins on March 1, 2023, SUPERS.ng learnt.

It stated that Pathak will replace Frenchman Michel Puchercos, who will exit from the firm at the end of February after three years at the helms of affairs.

Pathak led India’s Birla Corporation, a cement producer before he became the chief operating officer and deputy managing director of Dangote Cement.

He had formerly served at Mumbai-based Associated Cement Company Limited as regional CEO and has experience spanning more than 30 years, which includes transforming businesses, spearheading crucial greenfield projects, as well as overseeing operations and plant maintenance.

According to the statement observed by SUPERS.ng, the newly appointed CEO obtained a degree in Electrical Engineering from the University of Roorkee now IIT Roorkee in 1980 and a postgraduate degree in Industrial Engineering and Management in 1982.

300-level student of the Federal University of Technology, Akure (FUTA), Ondo State, Oluwapelumi Joseph Olona has committed suicide.

According to SUPERS.ng, The industrial design student hanged himself in his room at an off-campus guesthouse in the Aule district of Akure city using buckets.

His body was found in the early hours of Saturday, January 21, after his close friends forced his room door open.

According to SUPERS.ng, his friends were uneasy when he failed to answer his phone calls and refused to open the door despite repeated knocks at his door.

“Upon gaining entry, his body was discovered hanging with the buckets used to aid his legs.” the source revealed.

Although the reason for his action was not yet known, students in the area where he resided suggested that it may be related to his struggles with depression and money problems.

The event was verified in a statement by Jesunifemi Asoore, president of the students’ union, FUTASU SUPERS.ng Learnt

“It is with deep sadness and heavy hearts that we inform you of the death of our colleague and friend, Olona Joseph Oluwapelumi, popular known as Tart Angle. who passed away on Sat 21st Jan
2023.
According to the report, His death was confirmed in the early hour of Saturday 21st of January 2023. The deceased, identified as Olona Joseph a 300L student from the department of Industrial Design was reported to have committed suicide by hanging himself in the early hour of today.

I know we are all saddened by his death, and we’re sending our condolences to his family and friends. Death can be difficult for us to understand, especially when it is sudden. Many of us may be confronted with a variety of emotions, which might include shock, sadness and confusion. We want to assure you that we, the Students Union Government, care about you and the feelings that you may be experiencing.” he wrote.

Spokesperson of the State Police Command,Funmi Odunlami, also confirmed the death in a statement.

“His body had been taken to the morgue, and investigation has started to unravel the reasons behind his action, but it was a case of suicide,” he said.

THE Livingstone Local Court, Zambia, has ordered a 27-year-old man to try and sleep with three different women to ascertain if his ex-girlfriend cast a spell on him to cause erectile dysfunction.

According to Zambia Observer, Kenford Sililo had dragged his former girlfriend, Maria Simoono, 27, to court for the restoration of his erection.

The court also advised Kenford to use condoms as he attempt to establish if his manhood has a problem.

Kenord told the court that he wanted Maria to release him from the spell of erectile dysfunction.

The court heard that Kenford and Maria started their relationship in July 2022 and broke up after three months in October 2022.

He said he stopped having an erection after their relationship ended.

“My manhood stopped functioning after the relationship ended, while I feel a lot of heat on my back,” he stated.

The All Progressives Congress has disclosed the reasons why Vice-President Yemi Osibanjo and some other stakeholders in the party are not involved in the campaign of the party’s presidential candidate, Asiwaju Bola Tinubu.

Since the APC flagged off its presidential campaign in Jos on November 15, 2022, some members of the party, including the Vice President have not been seen campaigning for their party’s candidate.

Osibanjo, who has been seen attending other social activities, including the recently held centenary celebration of the Baptist Boys High School in Abeokuta, had been silent on Tinubu’s campaign since he lost at the party’s primary election.

Even on social media where the VP has a strong base and posts all his major activities, he has never posted any material to show his support for Tinubu’s candidacy.

Similarly, the Minister of Labour and Employment, Chris Ngige, has also been absent from the campaign train of his party.

Reacting, the APC Presidential Campaign Council spokesman, Festus Keyamo, said, the Vice President was acting on the directive of the President, Major General Muhammadu Buhari (retd.), to concentrate on governance.

He said, “Rotimi Amaechi (former Minister of Transportation) was there in Adamawa State and Jos recently; he has been going to the rallies but he has picked the ones he wants to attend.

“For the Vice President, it was a directive for him to face governance, and you can see Mr President has been going round campaigning. Also, Ngige is not campaigning against our party, he just said he will remain neutral for his own reasons and that is just one minister out of 43.

“We have an absolutely strong coalition in the APC unlike the PDP that has virtually collapsed.”

A Federal High Court in Abuja has summoned the Governor of the Central Bank of Nigeria, Godwin Emefiele, over a $53 million judgment debt arising from the Paris Club refund.

In an application for garnishee made on October 20, 2022, Justice Inyang Ekwo, ordered Emefiele to appear on Wednesday, January 18 as the hearing date for the matter.

Prior, on January 23, 2020, the court ruled that Emefiele must appear “to be examined on oath touching the means you have or have had, since the date of the said garnishee order absolute, to pay the balance of $53 million now due and payable under the said garnishee order absolute and also show cause why you should not be committed to prison for default in payment of the said sum.”

The order followed the application by a Senior Advocate of Nigeria, Joe Agi, against Linas International Ltd, the Minister of Finance and the CBN through his lawyers, Isaac Ekpa and Chinonso Obasi.

The applicants were seeking an order directing the Inspector General of Police to arrest Emefiele and bring him to court alongside his lawyers – Damian Dodo, Audu Anuga, all Senior Advocates of Nigeria, and Ginika Ezeoke, Jessica Iyoke, Abdullahi Afolayan and Olayemi Afolayan.

The suit stemmed from an alleged $70 million judgment against Linas over the lawyer’s services in the Paris Club refund.

The CBN governor was said to have left an outstanding amount of $53 million having only released $17 million.

A video of a pastor lashing out at his church members for giving N100 as an offering is making the rounds online.

In the video, the clergyman, who was enraged that his members gave such a meagre sum as an offering, said it was one of the reasons they have remained poor.

According to him, while guests come and give bountiful offerings to God and receive large offerings, his members will remain poor if they continue to give small offerings.

Speaking in Igbo, the enraged clergyman said,

“Shame to you that came to give God N100. That is why others who come here that give big money receive blessings while you as a member will remain poor because you give small money. You stand up majestically to come and give God N100 and those of you who also give N20.”

He also made reference to the fact that they buy fuel N350 a litre for the church’s generator for every service, yet church members drop small amounts as offering.
