There is an increasing rate of child sexual abuse in Nigeria and sadly, most parents either choose to ignore or deny this fact. We can’t deny the fact that more and more children are becoming victims of sexual abuse on a daily basis. The media is flooded daily with reports of adults sexually molesting children and some of these children are within two to five years. Sometimes the adults claim that they were seduced but, how does a two-year-old child seduce an old man of 60 or 70 years. Sexual abuse of children should be of concern to everyone because children are not safe anywhere, not even in the comfort of their homes. What measures can parents and guardians take to protect their young children from sexual abuse. 1. It’s not too early to talk about sex: Parents and guardians needs to educate both boys and girls about sex. Some parents don’t want to talk to their children about sex but they really should because children are being exposed to different images through the internet, television and newspapers. 2. Trust no one: In most cases, abusers are not strangers but people that are close to the family. If you have people living with you, you have to really be observant before you end up in regret. If your children are sleeping out, make sure the people are reliable before you allow your child to spend time at their house. There’s nothing like being too careful. 3. Parents should not leave their children without supervision: Keep watch on your children. You should know where your children are at all times and what they are doing. 4. Watch out for signs: If you notice changes in your child’s behavior, you need to do something. Abuse is not usually as obvious as high fever but there may be some signs that your child is in trouble and needs counseling. 5. Form a close bond with your children: Let your children be free to tell you anything. Encourage your children to talk to you about their day, friends and everything that goes on in their lives. 6. If you suspect abuse, take action: Don’t just keep it to yourself, take action. If you find out your child or ward has been a victim of sexual abuse, contact relevant authorities. Abusers must face the law. 7. Avoid unnecessary exposure: Parents of these days want their children to keep up with what’s in vogue and so they dress them in certain ways. Avoid exposing your children unnecessarily. A lot of parents assume their kids are still very young so what they wear does not matter. The Catholic church on Tuesday, March 22, confronted Governor Nasir El-Rufai, stressing that, no governor elected can become an emperor. This confrontation comes on the heels of the move by the Kaduna state governor to regulate the practice of religion through a bill set to be enacted. At a briefing in Abuja, Caritas International, a department under the Catholic Bishops Conference of Nigeria (CBCN) explained that El Rufai must tread with caution in his approach to strangulate the religious freedoms of Kaduna citizens. This Day reports that Rev Fr Evaristus Bassey, director of Caritas International, said though “religious miscreants have caused a lot of havoc in our Nigeria. It does appear however that the measures proposed are an overkill. “The danger in Nigeria is the manipulation of structures and institutions by strong individuals. Thus, the fear is that even if the proposed bill contains good aims, the proposed restrictions would play into the hands of officials of state who have a hegemonic mentality and would allow them the freedom to persecute one religion in favour of another,” Bassey maintained. He said: “The principle of separation of state and Church/Mosque which springs from the supposed secularity of the Nigerian constitution would be severely battered if this bill is pursue in the way it is. “Governor El Rufai, who is quite dogged in the pursuit of anything, given this tool, would pursue ardently both what is good and what may be divisive. “We advise that Kaduna State rely on existing laws and existing state instruments of law enforcement, to maintain religious harmony in Kaduna State instead of reinventing the wheel.” He contended that: “the majority of Kaduna people appear not to want this law, and their wishes should be respected, as no governor is an emperor but an elected official who should defer to the people’s will. “The people’s will is sovereign; because of the potential abuses this bill could bring when it becomes law, we opine that it is not necessary, ” Bassey stated. As a strategy to resolving this constitutional logjam on religion, the Catholic Church further tasked President Muhammadu Buhari to revisit the report of the national conference organised by the last administration. According to Bassey “Nigerian citizens should continue to engage political and state structures to become institutions which are guided by the rule of law. “The President Buhari led administration should revisit the provisions of the national conference and institute measures which should stand Nigeria on the pillar of justice and peace. “Presently, our constitution is like a hermaphrodite, neither completely secular nor religious. A secular constitution guarantees the rights and dignity of all under the law.” The church also bemoaned the ill-treatment of women in many cultures and communities, describing it as “a symptom of the overall deficiency in the respect for life which engenders a mindset that sees life as dispensable.” They argued that the “underlying materialistic attitude” of society “sees the female specie not as fully human but as an object for male gratification.” Bassey urged government and traditional institutions to be in the forefront of promoting the advancement of the girl-child and the female gender. In the same vein, representatives from over one thousand churches within Kaduna metropolis and environs have vowed to do everything legal to ensure that the rights of Christians were not curtailed in Kaduna state. The Pentecostal Fellowship of Nigeria (PFN) has kicked against the “religious bill”, describing it as anti-Christian. Speaking on the bill which he described as obnoxious, the chairman of the PFN, Kaduna state chapter, Reverend Femi Ehinmidu said it was improper for the government to embark on restricting and regulating religious activities while other prevailing issues in are left unattended to. Meanwhile, Barnabas Bala, the deputy governor of Kaduna state, has met with the leaders of Christian Association of Nigeria in the state, to discuss the controversial bill which Governor Nasir El Rufai has sent to the state House of Assembly for debate and passage. While explaining the reasons of the bill, Bala said it aims to protect the state from religious extremism and hate speech. The Presidency on Wednesday commended the National Assembly for passing the 2016 Appropriation Bill. The Special Adviser to the President on National Assembly Matters (Senate), Sen. Ita Enang, told newsmen at a press briefing in Abuja that the expeditious consideration and passage of the bill was laudable. He further commended the Senate and House committees on appropriation as well as the sub-committees for working hard in ensuring that the budget was passed. “I followed the entire process and I have seen the industry that has been exhibited by the senators. “I want to say that we appreciate particularly the fact that in the course of consideration, the committee chairmen, the committee members and the chairmen of appropriation committees were in constant touch,’’ he said. The special adviser further commended the legislature for approving the harmonised version of the Medium Term Expenditure Framework(MTEF) and Fiscal Strategy Paper(FSP), adding that they were the parameter for passing the budget. Enang also extolled the media for extensive coverage of the process leading to the passage of the budget. By Levinus Nwabughiogu ABUJA – At a time when Nigerians were expecting respite from the pangs of the lingering fuel scarcity in the country, the Minister of State for Petroleum, Mr. Ibe Kachikwu has apparently dashed their hopes, stating that the current queues at gas stations would persist till late May. The minister who doubles as the Group Managing Director, GMD of the Nigerian National Petroleum Cooperation, NNPC added that he was not a magician to make the queues disappear overnight. According to him, it was even a “magic” that the stations were still getting volume of products they dispense to the public, judging from the prevailing circumstances at NNPC. The Minister also revealed NNPC’s import rates have moved form 50 percent to all- time 100 percent, saying that the 445 barrels allocated to crude swap now service 50 to 55 percent importation of refined product. But giving a glimpse of hope on how to achieve lasting solution to the product scarcity, Kachikwu stated that government was working to beef up the reserves. He stated that the when the refineries come on full stream, locally refined products would be left unsold in the reservoir to boost supply and availability of the products. The minister was fielding questions with the State House Correspondents after leading officials of Nigeria Union of Petroleum and Natural Gas (NUPENG) and Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) to a meeting with president Mohammadu Buhari at the presidential villa, Abuja on Wednesday on when the queues at the gas stations would disappear. He said: “One of the trainings I did not receive is that of a magician but I am working very hard to ensure some of these issues go away. And let’s be honest, for the five, six months we have been here, NNPC has moved from a 50 percent importer of products to basically a 100 percent importer. And the 445 barrels that were allocated was to cover between 50 and 55 percent importation. “So, it is quite frankly sheer magic that we even have the amount of products at the stations. We are looking to see how to get foreign exchange imput. The president and I discussed extensively on how to get more crude directed at importation. By Levinus Nwabughiogu ABUJA-Against the background of the violence that apparently characterized the rerun elections in Rivers State, Governor Ayo Fayose of Ekiti State has lashed out at president Mohammadu Buhari, saying that God is angry with him and that Nigerians should ask Buhari why they are suffering. According to the governor, the president superintended over elections that were remarkably bloody. The governor who spoke with Journalists in Abuja on Tuesday chronicled the lists of elections held under the present government, stating that power belonged to the God and and should not be abused by any individual no matter how highly placed. He said: “I am telling you the truth. Power doesn’t come from anywhere. God rules in the affairs of men. Oppressing, bringing and cutting people down, taking their blood, God is angry. The way this government is taking people down, God is angry. God isn’t happy. Go to Rivers, they kill people. “Go to Akwa Ibom, they kill people. Go to Bayelsa, they kill people, incarcerate innocent people. God is angry with Buhari. You can’t continue to take the blood of the innocent. Look at my predictions for the year 2016 for Nigeria, everything has come to pass. This is a different ball game. He that will take me, he that will go against me must first of all defeat God. If these were the kind of violence that greeted Buhari’s election would he ever be president?” Speaking further on the likely impact of the just concluded expanded retreat of the National Economic Council, NEC in Abuja, Governor Fayose stated that the present economic situations in the country indicated that president Buhari lacked technical competence to solve the problem of the country. Even though he specifically praised the idea, the governor wondered if it would not the just a talk shop. “We have had a lot of these things, we have been through such a gatherings but at the end of the day, will it not be the same old rhetorics, same strategies? Is it a diversion or diversionary move to make Nigerians think you are working on the economy because a government that has actually come, which was elected precisely a year now doesn’t know what they are doing, they don’t know what they want, they don’t know why they got there, maybe they wanted power and not to put Nigeria on the part of prosperity? “So it is a good Idea that we should talk about the economy of the country but I think the driver should know more than the passengers but they don’t know direction. They are now fishing. They are fishing for ideas to run Nigeria because they don’t know. “Again with all due respect, people won’t like the way I am saying it right now but they have to come to terms with reality; you can’t grow more than your pastor. You can’t grow more than your MD under the same roof. The president himself has very little capacity. He is limited by age. “He is limited by academic competence and he is limited by exposure. If you can’t grow more than your pastor what will you offer and everybody has to look up to the president. So with his family of APC, they ought to have had an economic team, economic master plan for Nigeria. “We should ask the president why are Nigerians suffering under him more than ever before. Look at the electricity tariff; in most cases they will never get the supply of electricity maybe once a month they will get what we call estimated bills. The people are so disenchanted, the people are not happy. There was this international body that said findings show that Nigerians are unhappy than ever before. Something must be causing all that. If you look at that last 6 elections around the federation, APC isn’t winning and it shows people are saying ‘have we not miss road?” “The fact remains that when the disease catches up with you, you will not know until the thing is about terminating the life of the person concerned. If you look at the violence greeting our elections now it will amaze you, it will give you concern. Even the words of Jonathan abused him, say what you want to say but he promised they will be free and fair election and he delivered it against himself. “Nigerians don’t know party, they know their stomach, they know their business, they know their economy. Let’s look back and imagine that so many middle class businesses are gone. Look at me having a daughter abroad and somebody says my daughter can’t get maintenance money in dollars abroad anymore. “Education of my children has come to a halt after building such a child to a level of year 3 in the university. This is an indicator of incompetence, a clueless administrator. Sometime a lot of agents in APC might have clues but the president doesn’t have clue, he has no clue. The amount was short of N25.293 billion from the N370 billion shared in the preceding month. A breakdown of the figure showed that federal Government received N127.200 billion, States received N64 billion, while Local Governments got N49.740 billion.
