Lagos is very cool, but when you take the average of other states in the south west, it knocks off the gains Lagos made. That how to do this type of calculation. When they call South west, dont have Lagos only in mind. There are 5 other states. When they call North central, dont have Abuja only in mind, there are 6 other states.
