You want be to place Cross river ahead of Edo? But Edo is better than cross river in almost all positive indices.

ur observations beg the question,how many urbanised towns are there in Edo? But in CR u have Ikom,Ogoja,Obudu,Boki,Ugep to mention but a few.oya,apart from Benin city,which other town in Edo can boast of been urbanised?

The truth is no part of Nigeria is developed till date ..even Lagos which Nigerian like to boast about has 70 percent of it population living on untarred dirt roads, 99 percent have zero access to pipe borne water and and a whooping 70 percent have no access to proper toilets or even toilet ...100 percent have to access to sewage management ... Nigeria is the worst shithole on earth

If you take average indices, it is south south, followed by south east and then south west, north central. Lagos is very cool, but when you take the average of other states in the south west, it knocks off the gains Lagos made. That how to do this type of calculation. When they call South west, dont have Lagos only in mind. There are 5 other states. When they call North central, dont have Abuja only in mind, there are 6 other states. Op, Education is also an important development factor you didnt include, trade and investment, science and technology. How could you omit them?
