While I respect the opinion of the dissent, I believe it doesn't hold water.

Monies in the ECA are funds that belongs to the federation. The states, Local Government and federal government having their own share inside of it.

While I agree that the NASS can't legislate on ECA, considering that it is the statutory job of SHoA to legislate on state governments' spending, it remains a fact that the NASS has power over FG share of funds in ECA.

No matter how you look at it, the power to appropriate funds for the FG rests with the NASS irrespective of the source of the fund.
I don't fault your opinion on this issue. But what do we have as a country. Critical national issues are subjugated to the dictates of primordial interests.
The ECA will ever remain a controversy. The Presidency won't let go of it because of legislative delays. Why the NASS cannot pass the necessary lay abrogating the ECA beats my imagination.

The $1b was enmeshed in controversy. NASS accused presidency of not consulting and getting a nod from them while the presidency said it is aware of the need to get NASS approval. Meanwhile, a differing opinion said the ECA was not a creation of the constitution, so cannot be legislated upon by the NASS as has been the case from the onset. I believe the current imbroglio is a product of the original $1b issue.

He can always do that in form of amendment of the Appropriation bill or as a separate request.
A NASS member (?HOR) says otherwise, prompting the speaker to refer the case to the appropriate house committee.

@OP, many will surely avoid commenting because you didn't indict the president. Whenever I watch the NASS members indulge in their camaraderie, I feel nostalgic about the NASS of 1979-83, 1992/93 and 1999-2003. The NASS members know the exercise is in futility.

Didn't read the communiqué based on some gut feeling-. True men of God never behave this way. The bishops have been encapsulated in ethnic politics, reason why they never appeal to God for intercession in this issue.
Curiosity compelled me to check the signatories to the press release . I wasn't surprised about the identity of the culprits. It can only be them.

Oga do you know it is not even fully funded by this unpassed budget. Work stopped as early as April, 2017 sir. This government has not put much. Contractors stopped based on agreement with GEJ's government.
Senator Adeola was only appealing here that 2018 budget will take care.

Now we are getting somewhere. Wouldn't it have been more enlightening if your topic ha read "Work on Lagos-Ibadan Expressway stopped due to budget wahala" Abi you de fear to implicate the NASS as they are obviously the reason for cessation of work. OK, it is a daily mama to blame FG/PMB.

You must have conveniently forgotten when Fashola was lamenting when the NASS slashed the budgetary provision to N10b. Very convenient for you.

You can't say that for certain that he is better. His antecedence has not shown otherwise. Do you think he will improve the quality of public schools to be better than his? I am not sure. This is why sometimes i don't feel like criticising Buhari,because i will feel terrible if at the end of the day someone worse becomes in charge due to activism. I cannot for the hate for Buhari,choose another failure. If i had the foresight,i would rather expend my efforts in calling out Buhari's errors while also advising him to do better. We should be critical of our decisions.

Igbo's of the 80's, 90"s and early 2000 that I used to know were very friendly and accommodating.. But I stopped visiting since 2014 because the current generation I see defies all known evolutionary theorem. Sociocultural/ethnoreligious evolution gone wrong can only be the ready explanation. It really pains me.
