OPEN LETTER ON NIGERIA POLICE FORCE REFORMS, PROPER PLACEMENT OF QUALIFIED OFFICERS, AND RECOGNITION OF ADVANCED ACADEMIC ACHIEVEMENTS To: The Federal Government of Nigeria, National Assembly, Judiciary, Head of Service of the Federation, Ministry of Police Affairs, Police Service Commission, Inspector General of Police, Civil Society Organizations, Nigeria Labour Congress, Trade Union Congress, National Association of Nigerian Students, Nigerian Bar Association, Nigerian Guild of Editors, Nigerian Union of Journalists, Human Rights Associations, and other relevant stakeholders. Subject: Urgent Reforms in Staffing Policies, Placement, and Welfare in the Nigeria Police Force We, the undersigned officers of the Nigeria Police Force, wish to draw urgent attention to critical issues affecting the effective utilization, career progression, and morale of serving personnel—particularly those who have acquired advanced academic and professional qualifications. Key Concerns 1. Acknowledgment and Appeal for Consideration We sincerely acknowledge that, despite financial challenges, many rank-and-file officers have pursued advanced education—earning HND, B.Sc, BL, MBA, M.Sc, M.Phil, Ph.D., and professional certifications in Engineering, Accounting, Law, and other disciplines. Our efforts were aimed at improving our capacity to serve Nigeria better. We humbly appeal for forgiveness if these steps were perceived as overstepping boundaries and urge that these qualifications be recognized for appropriate placement, fair career progression, or accelerated promotion. 2. Underutilization of Skilled Personnel Across the Force, there are officers who are qualified lawyers, engineers, accountants, and other professionals—yet many remain in junior ranks (Constable, Corporal, Sergeant, Inspector), while less-qualified individuals often secure rapid promotions through connections or influence. This mismatch results in the loss of valuable expertise and undermines professionalism. 3. Need for Comprehensive Staffing Policy Reform The Nigeria Police Force appears to be the only paramilitary body where large numbers of degree holders remain in low ranks while those with minimal academic backgrounds are appointed or promoted into senior positions through favoritism. A transparent, merit-based staffing policy is urgently needed to ensure fairness, operational efficiency, and morale among officers. 4. Accoutrements and Welfare Deficits The lack of adequate uniforms, equipment, and welfare provisions is a long-standing problem. Many officers purchase their own kits at high personal cost—up to ₦80,000–₦100,000 for a complete camouflage set, boots, beret, insignia, and belt. This should be addressed through increased budget allocations and direct provision of quality accoutrements. Recommendations 1. Proper Placement of Qualified Officers Recognize and reward academic and professional achievements through appropriate postings, accelerated promotions, and utilization in roles aligned with officers’ expertise. 2. Policy Overhaul Conduct a thorough review of the staffing and promotion system to ensure merit-based advancement, transparency, and the elimination of favoritism. 3. Improved Welfare and Equipment Provision Increase the budget for police accoutrements, ensure timely and equitable distribution, and integrate welfare improvements into officers’ salaries and allowances. Conclusion & Call to Action We urge the Federal Government and all relevant authorities to consider these recommendations as a matter of urgency. Proper recognition of qualifications, equitable career progression, and improved welfare will enhance professionalism, efficiency, and public trust in the Nigeria Police Force. Yours faithfully, Sgt.
