Press briefing by THE Gov. Abdulrahman Abdulrazaq on Covid 19 case in Kwara State

1.     Yesterday evening , April  6, 2020, we received the official report from the NCDC of samples earlier taken to the Ibadan test centre. The test confirmed that Kwara State now has two cases of COVID-19. The first is the wife of a man who recently returned from UK, secretly came into the state, had secret treatment administered on him by a professor of medicine, and eventually died at the University of Ilorin Teaching Hospital (UITH) without anypriororr formal communication to the State Technical Committee on COVID-19. 
 
 
2.     The second case is a diabetic patient who also had a travel history to the UK. He came into the country on March 18. He came down with coughing. He has since gone into self isolation with his wife. Following reasonable suspicion, sample was taken from him and he has now been confirmed positive.
 
3.     The two COVID-19 cases have now been moved to the Kwara State Infectious Disease Centre at Sobi Specialist Hospital with full compliments of security agents manning the facility, while our medical team begins standard treatment for them. The two cases are very stable as we speak. 
 
 
4.     Our job is cut out for us and we are definitely not dropping the ball. Contact tracing by the Rapid Response Team of the medical advisory committee has so far netted 74 persons who have had contacts with the cases and the suspected case at UITH. As we speak, government has directed all the contacts to begin self isolation under government’s strict monitoring. In the past two weeks, Kwara State has tested and received results for 12 samples of suspected cases. Out of these, only two have tested positive. This contract tracing continues side by side with aggressive surveillance. 
 
 
5.     Fellow Kwarans, this is truly a trying moment for the whole of mankind. But we are definitely not helpless or without reasonable preparation in Kwara State. We are also blessed with committed professionals who are up to the task and willing to stand up and be counted at this time — while also taking all precautions. Ladies and gentlemen, COVID-19 is a global pandemic and is no respecter of anyone. Contracting it is neither a death sentence nor or an indication of guilt. We urge Kwarans to avoid crowded space, isolate themselves, call our helplines if they have just returned from places of interest in the last three weeks for proper screening and early care in the event of anything. The government will quickly extend the ongoing fumigation exercise to these places of interest, including Offa, where contamination may have occurred as a result of this very infectious disease. Notwithstanding our preparation, we are not ashamed to say that Kwara State will be glad to get all the help it can get at this moment. 
 
 
6.     While the administration revs up efforts to flatten the curve of transmission, His Excellency the Governor has on Monday signed the newly prepared Kwara State Infectious Diseases (Emergency Prevention) Regulation 2020 to provide legal backings for the local management of the global health situation. This is an emergency and the regulation, built around some enabling laws like the Quarantine Act of 2004, may empower us to invoke various drastic measures in the days ahead, if occasion call for it. Highlights of the regulation include sanctions for anyone caught endangering public safety in whatever form or seeking to unfairly profit from our collective vulnerability and need for essential commodities at this time.
 
 
7.     The government is doubling down in the ongoing aggressive sensitisation of the public across all media platforms, especially radio and social media, on the danger of this virus and a need to prevent community transmission. We need everyone to join this public advocacy in their various locality without exposing themselves or others to danger.
 
 
8.     We realise this is no time to pass the bulk. However, we reject in totality suggestions in some quarters that the state government was complicit, had prior knowledge of the suspected case at UITH, or that the isolation centre was not functional. These claims are not only far from the truth but they are also irresponsible. We state that the government or the committee was never informed of the case by the UITH authorities until after the death of the husband of the COVID-19 patient. Claims that the patient was taken to our isolation centre were a tale by the moonlight. If we concede that he was indeed brought there, how come nobody ever contacted the committee or the government of such a suspicious case to be attended to? 
 
 
9.     His treatment was completely shrouded in secrecy. When the government was eventually notified of the suspected case after death, the teaching hospital was specifically directed not to release the corpse until samples were taken from him. This clear advice was parried as the body was hurriedly interned without the government knowing. The question is: who authorised such release knowing how dangerous this was?
 
 
10.  The government is utterly disappointed at the sheer blatant disregard for protocol and ethics and breach of trust that played out in the UITH case, thus endangering the lives of millions of our people and casting undeserved aspersions on the effort of the administration to fight this virus. We insisted at this point that cover up of any kind helps no one as COVID-19 is not a death sentence. It is a global pandemic that requires all sincerity, openness and joint efforts to combat.  Consequently, given his disappointing roles in the entire scandal, we demand immediate suspension of Professor Alakija Kazeem Salami and every other official of UITH whose professional misconducts brought us down this path pending further investigation, even as we step up our efforts to contain this virus.
 
 
11.  We request the Honourable Minister of Health to kindly use his good office to probe this unpardonable behaviour at the UITH and prosecute any of these officials as appropriate to restore confidence in the institution. We demand everything that would ensure this never happens again!
 
 
12.  Finally, Kwarans, this is no time to panic. It is no time to play politics. We are in this together. Please stay calm. We will do everything to keep you safe. But we need everyone to play their own role. Stay at home, except you are on essential duties. Keep social distancing. Avoid crowd. Prioritise personal hygiene. Eat well and rehydrate yourself. And finally, do not spread unverified news.

The reason there is high compliance to the lockdown in Europe and the west is because of the fact that Europeans and westerners have money; they could have huge savings of $10,000 each in their bank accounts.

But Africa and Africans in general are not rich and most live based on what they make per day; if the African market woman doesn't go to the market, she doesn't eat; if the African carpenter, bricklayer or mechanic doesn't work, he doesn't eat; if the marwa driver and the bus conductor don't work, they don't eat.

The Europeans due to their huge savings account can afford to go on lockdown for 6 months or more.

But the hungry African may start burning tyres, looting, robbing, raping and killing after a few weeks of hunger due to the lockdown. People are already defying the lockdown in Angola.

I predict that if the lockdown in Africa is not called off soon, there will be anarchy in Africa which will make the international leaders to end the lockdown. Either that or they will claim to have found a vaccine.

Africans will not fight you if embezzle government funds, but if you deny them their opportunity to hustle inside the hot sun for their garri and groundnut, they will fight you.

From Africa, the lockdown will end.

They don't have huge money in their account oo, but their government have reserve that can take care of their needs by giving them weekly or monthly stipend, have control over price of things and subsidize where necessary.

The Director-General, Media and Communications, Kano State Government, Salihu Yakasai, has said the deposed Emir of Kano, Muhammadu Sanusi II, won’t have access to visitors.

He said this while making clarification on the removal of Sanusi on Monday.

The Kano State Executive Council had on Monday approved the immediate removal of the Emir of Kano, Alhaji Muhammadu Sanusi II.

The Secretary to the State Government, Alhaji Usman Alhaji, announced the unanimous decision of the council at a news conference on Monday in Kano.

He said the removal of the monarch followed alleged disrespect to lawful instructions by the state governor.

After Sanusi’s removal, there were speculations that he could emerge as the presidential or governorship candidate of a political party in the 2023 general election.

But Yakasi via his Twitter handle, @dawisu, said Sanusi would be kept in exile and would not have his freedom as expected.

“Clearly, some people are ignorant of how dethronement works. When an Emir is dethroned, he is sent to exile in a remote location and will basically be under house arrest and won’t have access to visitors. A person under these circumstances will be after his freedom and not the next election,” he tweeted.

The Nigerian Electricity Regulatory Commission has placed limits on estimated bills that can be issued by electricity distribution companies to unmetered customers.

It said it had cancelled the Estimated Billing Methodology Regulation as a basis for computing the consumption of unmetered customers by the Discos.

NERC disclosed this in its order on the capping of estimated bills in the Nigerian electricity supply industry which it said took effect from February 20, 2020.

The commission said all unmetered R2 and C1 customers should not be invoiced for the consumption of energy beyond the cap stipulated by it.

R2 customers are residential customers who consume more than 50 kilowatt-hour in a month (single phase and three-phase), while C1 customers are small businesses (single and three-phase)

“A consumer of XYZ Disco resident in White Acre under R2 (single phase) tariff class has an energy cap of 78 kilowatt-hour per month and a tariff of N42 per kilowatt-hour. The maximum that XYZ Disco can invoice such a customer is 78kWhr x N24/kWhr = N1,872 per month,” NERC said.

It said all other customers on higher tariff classes must be metered by Discos no later than April 30, 2020, adding customers would not be liable to pay any estimated bill issued if the Disco failed to supply meters.

“The customer shall remain connected to supply without further payment to the Discos until a meter is installed on the premises under the framework work of MAP Regulations or any other financing arrangement approved by the commission,” NERC said.

According to the order, energy consumed for the purpose of estimated billing is capped during the transitional period till the customers are metered but the actual amount payable shall vary in the event of any approved tariff reviews affecting their customer class.

“Discos shall ensure that all customers on tariff class A1 in their franchise areas are property identified and metered by April 30, 2020,” NERC said.

A1 customers are those that use grid-connected premises for agriculture, water boards, religious houses, government and teaching hospitals, government research institutes and educational establishments that require single or three-phase meters, according to the commission.

The regulator noted that the Estimated Billing Methodology Regulation was introduced as a means of ensuring that customers were not issued arbitrary bills that were unrelated to actual consumption or any other metric for estimating their energy consumption.

In another development, power generation companies in the country have raised concerns over the tariff review scheduled to take effect on April 1, 2020.

The Association of Power Generation Companies, the umbrella body for the Gencos, said NERC had not captured all the ‘changes’ in the relevant macroeconomic variables and available generation capacity in updating the operating MYTO 2015 in line with the provisions of the MYTO methodology.
