On do state has attracted $50bn investment to boost oil exploration and refining and a FTZ complete with manufacturing industries plus a sea port.

That highway will connect factories in the FTZ to Lagos and the SS coastline.

I think we need to include the studies of Citizens' rights under the constitution into our academic program from early age. A lot of people don't seem to understand their rights, where it starts and ends and where thers' begin under the constitution.

My guess is that is what would happen if the FGN disbanded Hisbah in its current form. They will go back to the drawing board and after much dialogue, it will be reorganized in its limited role as it was originally intended. WIN-WIN-WIN for everyone. The non adherents of the religion win because they can live their lives without hindrance from a religion that is not theirs. The adherents win because they get continue being govern by the laws they want. Sharia law has existed in the north for centuries prior to colonialism and the British respected the system . At independence, there was still sharia laws and courts until military rule .

It was in 1978 during the drafting of a new - the 1979 constitution, that sharia was then included again.

Military rule which preferred military tribunals and marshal laws saw sharia take a back seat.

Then in 1998, the revised 1979 constitution was passed which we know today as the 1999 constitution.

The impunity behind the adoption rather than sharia itself is actually the problem. Shari'a as you have in the 12 Northern states is at odds with our constitution and standing as a secular state. By adopting Shari'a in the North and empowering the Hisbah to enforce it statewide, these states became theocratic, and sent a message to non state actors that they could impose their religion on others in the state---because their religion is the state's religion.

What I expect is the states, most especially the predominantly Christian states to institute a court case challenging the legality of the Sharia law. The Federating states are suppose to be the checks on each other's excesses when the Federal Government fails to act.

SHARIA LAW IS NOT A CUSTOMARY LAW. It claws every aspect of the general law and rights in Nigeria, not just the north.

Here's a small example of the effect of Sharia law on the Nigerian economy:

- Alcohol Ban, Full VAT Share ... Sharia states ban alcohol but get VAT from it.

- Destroy Goods, Take Tax... They seize alcohol yet share its VAT.

- Lagos Pays for North... Lagos funds Sharia states via VAT.

- Fixed Northern Fund... VAT supports NEDC despite zero local input.

- Policy Creates Dependency... Bans cut revenue; federal funds fill gap.

You see, sharia law is light years ahead of other customary laws. Actually, it is not a customary law as it's scope is wider. And the radicality of those who uphold it is light years of vawulance ahead of the radicality of other customs.

While I do not know how we will undo the constitutional anomaly of having a "country within a country", that the extension of Sharia law beyond civil into criminal matters created; The Presidency, through the ONSA should immediately order the disbandment of all HISBAH Corps in all the 12 Northern States that have adopted Sharia Law for the reasons below.

Alcohol Ban: The Hisbah often strictly enforces the state-wide ban on the sale and consumption of alcohol, which disproportionately affects Christians and other non-Muslim communities who consume it. They have carried out raids in non-Muslim areas.

Public Activities: Hisbah has attempted to disrupt or ban public gatherings or rallies organized by non-Muslim groups, viewing them as "un-Islamic."

2. Creating an Environment of Fear and Secondary Citizenship

The presence and activities of the Hisbah contribute to an overall sense of being treated as second-class citizens among Christians in the region.

Informal Authority: While the Hisbah's legal jurisdiction is often limited, their presence as a state-sanctioned morality police creates a chilling effect, where Christians and other minorities feel compelled to comply with Islamic precepts out of fear of harassment, arrest, or detention, even when such actions are beyond the Hisbah's legal authority.

The Hisbah have become a prosecutorial force for both Christians and non muslims in these states. And as such, the Federal Government ought to show the world that they capable of stepping in to right a wrong, if state and local policies becomes discriminatory, and or, prosecutory for a segment of the population.
Better face the mountain of troubles in your SE and leave northerners alone.
