This is a stuupid question coming from someone who claims to have a degree in this field. There are many factors/conditions that must be met for precipitation to occur e.g. right atmospheric temperature, humidity, pressure, wind, cloud type etc. Usually, most of these conditions are prevalent in the rainy season and only need a nucleation surface for condensation to take place. This is where silver iodide, potassium iodide, table salt and other seeding compounds come into effect. This is not so in the dry season as most of these conditions are not there and there is even a wind reversal system in Nigeria during that time. The North-East trade winds bringing in dryness and dust from the Sahara desert.

If a trained surgeon says incantations before performing a surgery, will you still believe he is successful because of the "incantations"? Those other things are called "amanse"(showmanship) in Igboland or rather still because the herbalist has no knowledge of the reason behind the rain.
