From the above we have seen that Man Utd has spent over 1billion just like Man City. We can also see that Man Utd has outspent Man City

This is a disingenuous use of figures. That's if the figures are accurate.
2 major skewed factors are; different players spent for different managers and 2, differences in board signing and manager signing.

It's very possible that transfers like that of Ronaldo, Pogba, Lukaku were board signings. I'm sure of the latter two because Mourinho has publicly stated his despise for riola and almost never signed players from him throughout his managerial career.

So again, first point, that money was spread across 3 different managers, and you know that once a new manager comes, he wants to sign players that fit into his style of play.

Second point, difference in manager and board signing. Man-u is a club that signs players not just for managerial preference but commercial preference also. Sometimes this has led to an incompatibility between player and manager, unlike mancity that started signing players for Guardiola even before he arrived and never signed against his will.
