I have a friend who studies in Russia. When he got to Russia initially, he wasn't learning Russian-which was the language in which the course was thought in. He will translate the Russian into English, try and see what was important to study and "chew" the Russian equivalent of the answer he wants to keep. This continued until there was a presentation which he was expected to do in Russian.. He nearly failed. He was advices to stop that form of learning and learn the Russian.. After that experience, this friend of mine learned the Russian so well that, anytime he speaks English, it has a Russian accent.

Science/TechnologyNigerian Bank Search For IT Worker Who Siphoned 6.28bn Naira($40m) by dooch(op): 5:20pm On Sep 16, 2014
Cyber-theft prompts search for Nigerian bank IT worker

Mr Uyoyou is named in the wanted poster issued by Nigeria's financial police force
A Nigerian IT worker is being sought by police for his alleged role in co-ordinating a £25m ($40m) cyber-theft at a bank in Abuja where he worked.

Godswill Oyegwa Uyoyou is being sought by Nigeria's Economic and Financial Crimes Commission (EFCC).

A wanted notice claims he helped conspirators dressed as maintenance staff get into the bank so they could use computers to transfer cash.

Local reports suggest the theft was spotted when stolen cash was withdrawn.

Although no members of the gang have been caught, several are being "tracked", Wilson Uwujaren, a spokesman for the EFCC, told News Nigeria.

Details of the robbery are scant but it is thought that Mr Uyoyou and conspirators entered the bank on a Saturday when it was closed and no other staff were working.

The IT staffer was key to the robbery, said the EFCC, because of the access he enjoyed to the computer systems at the bank. This was used to siphon 6.28bn Nigerian Naira into accounts of the conspirators, said the EFCC. So far, the bank at the centre of the theft has not been named.

The EFCC has issued a warrant for Mr Uyoyou's arrest and he is being actively sought in Nigeria.

John Hawes, a computer security researcher at Sophos, said the amount of cash stolen was "unusually large" but the method the gang chose was "all too common".

"Insider risk is a major problem for banks," he wrote on the firm's security blog, "they still have to rely on trusted employees to behave themselves, resist temptation and keep their hands off the huge amounts of funds they may find themselves dealing with every day."

Goldfish recovering after 'high-risk' tumour removal

15 September 2014 Last updated at 18:46
Vets said they had to be precise to minimise blood loss in the 80g fish
A goldfish in Australia is recovering from surgery after a life-threatening tumour was removed from its brain in a "high-risk" operation.

George, whose owner lives in Melbourne, was put under general anaesthetic for the $200 (£125) procedure.

Dr Tristan Rich, who carried out the operation, told Melbourne's 3AW radio station that the fish was now "up and about and swimming around".

Vets say the 10-year-old fish is now expected to live for another 20 years.

"George had a quite large tumour on the top of his head that was growing slowly, and it was beginning to affect his quality of life," Dr Rich from the Lort Smith Animal Hospital said.

George's owner was given the choice between an operation or having the fish put to sleep.

"She was dedicated enough to give it a go," he said.

He added that the fish was kept alive by pumping oxygenated pond water through its gills.

Dr Rich described the 45-minute operation as "fiddly".

HealthVaccine Gives Monkeys Ebola Immunity by dooch(op): 6:44pm On Sep 07, 2014
Vaccine gives monkeys Ebola immunity

The first patient was injected with the vaccine last week.
Vaccinated monkeys have developed "long-term" immunity to the Ebola virus, raising a prospect of successful human trials, say scientists.
The experiments by the US National Institutes of Health showed immunity could last at least 10 months.
Human trials of the vaccine started this week in the US and will extend to the UK and Africa.
The World Health Organization says more than 2,000 people have now died in the outbreak in West Africa.
Several experimental treatments are now being considered to help contain the spread of Ebola.
This includes a vaccine being developed by the US National Institute of Allergy and Infectious Diseases and pharmaceutical company GlaxoSmithKline.
It uses a genetically modified chimp virus containing components of two species of Ebola - Zaire, which is currently circulating in West Africa, and the common Sudan species.
The viral vaccine does not replicate inside the body, but it is hoped the immune system will react to the Ebola component of the vaccine and develop immunity.

Poor durability
Animal research, on which the decision to begin human trials was based, has now been published in the journal Nature Medicine.
It shows four crab-eating macaques all survived what would have been a fatal dose of Ebola virus five weeks later.
However, only half survived an infection 10 months after immunisation.
Dr Anthony Fauci, the director of the US National Institute of Allergy and Infectious Diseases, told the BBC: "The good part of this vaccine is that at five weeks or earlier you get full protection.
"The sobering news is the durability isn't great, but if you give a boost, a second shot, you make it really durable."
"We knew this worked in the monkey months ago and based on this paper we started human trials."
For now this is the best evidence available on how successful such a vaccine would be in people.
Healthcare workers would be prioritised for a vaccine
The first patient, a 39-year-old woman, was given the vaccine last week as human trials got under way.
There will also be separate trials of the vaccine against just the Zaire Ebola species.
These will take place in the US, the University of Oxford in the UK as well as in Mali and Gambia.
The WHO said safety data would be ready by November 2014 and, if the vaccine proved safe, it would be used in West Africa immediately.
Healthcare workers and other frontline staff would be prioritised for vaccination.

'Really encouraging'
The number of doses currently available is between 400 - if a lot of vaccine is needed for immunity - and 4,000 if smaller amounts are sufficient.
As with all experimental therapies, the WHO has warned hopes of a vaccine must not detract from the proven methods of infection control which have defeated all previous outbreaks.
Prof Jonathan Ball, a virologist at the University of Nottingham, said: "This is really encouraging data.
"The degree of protection seen with the chimpanzee adenovirus alone - which will be used in one of the human clinical trials planned for the UK, Mali and the Gambia - was still pretty impressive, especially when the animals received Ebola virus within a few weeks of vaccination.
"This is important as it would keep the dosing regimen simple and could still provide good protection in the sort of outbreak that we are seeing in Western Africa at the moment."
Ebola virus disease (EVD)
■Symptoms include high fever, bleeding and central nervous system damage
■Spread by body fluids, such as blood and saliva
■Fatality rate can reach 90% - but current outbreak has mortality rate of about 55%
■Incubation period is two to 21 days
■There is no proven vaccine or cure
■Supportive care such as rehydrating patients who have diarrhoea and vomiting can help recovery
■Fruit bats, a delicacy for some West Africans, are considered to be virus's natural host

Foreign AffairsUS Navy Seals 'target Al-shabab Leader In Somalia' by dooch(op): 12:29am On Oct 06, 2013
US Navy Seals 'target al-Shabab leader in Somalia'

US special forces have carried out a raid on a senior leader of the al-Shabab Islamist group in Somalia, US officials say.
The unnamed officials said a US Navy Seals team had targeted the man after approaching a villa in the southern town of Barawe by sea.
There are conflicting reports about whether the raid was successful.
It was said to have been prompted by last month's deadly attack on the Westgate shopping centre in Kenya.
In a separate development, US officials say that an al-Qaeda leader accused of the 1998 bombings of the US embassies in Kenya and Tanzania has been captured by US forces in Libya.
Nazih Abdul-Hamed al-Ruqai - better known as Anas al-Libi - was said to have been seized by US forces near Tripoli.
'White soldiers'
The New York Times and NBC both reported that the al-Shabab leader had been captured in Somalia, but the Times then said he was believed to have been killed in a pre-dawn firefight - and that the US troops were forced to withdraw before that could be confirmed.
However, the Associated Press news agency quoted unnamed sources as saying that the Seals failed to find the intended target.
"The Barawe raid was planned a week and a half ago," a US security official told the New York Times.
"It was prompted by the Westgate attack," added the official, who was speaking on the condition of anonymity.
Al-Shabab earlier told the BBC that "white soldiers" had arrived by boat in Barawe and rebels had repulsed them, losing a fighter.
Local group commander Mohamed Abu Suleiman said the raid had failed and the group remained in control of Barawe.
Separately, Reuters carried a statement by Sheikh Abdiasis Abu Musab, al-Shabab's military operations spokesman, which said that British and Turkish special forces were involved.
He said the commander of the British force was killed, and four SAS and a Turkish soldier were wounded.
Both Britain and Turkey said their forces had not been involved in the operation.
Barawe residents said say they were woken up by heavy fighting before dawn.
"Gunfire broke out for about 10-15 minutes," an eyewitness told AFP news agency.
Al-Shabab has said it carried out the attack in the Westgate shopping centre in Kenya's capital Nairobi which left at 67 people dead. Many more people were injured after militants stormed the centre on 21 September.
Western navies tasked with fighting piracy patrol the seas off Somalia, which has been beset by conflict for more than two decades.
In 2009, US Navy commandos attacked and killed an al-Qaeda leader, Kenyan-born Saleh Ali Saleh Nabhan, in a daylight raid on Barawe.
Washington has also used drones in Somalia to support the government and African Union forces in their battle against al-Shabab.
France carried out an unsuccessful raid to free a French intelligence agent in January. Two French commandos were killed and al-Shabab later reported that it had killed the agent.

Nine African Internet Millionaires To Watch
Africa may not yet have an Internet billionaire, but there are a handful of savvy African entrepreneurs who’ve built 7- and 8-figure fortunes by identifying and taking advantage of the opportunities on the continent’s web space.
Here’s a basic truth: In the next five to seven years, there’ll be an unprecedented explosion of Internet millionaires. A billionaire or two may even crop up. You never know. The signs are there. Massive broadband fiber optic cables are being laid everywhere from the West cost to the East, North and the South. Hungry techies everywhere from Nigeria to Ghana, Kenya and South Africa are building web-based companies providing simple solutions for some of our most daunting challenges and inconveniences. Some of the world’s most important investors are taking notice, and making huge bets. New York-based hedge fund Tiger Global Management, Swedish investment firm Kinnevik and Australia’s Seek.com.au have each made multi-million dollar investments in the continent’s Internet space, reinforcing the notion that the next gold mine could be Africa’s tech space.
A few people have gotten an early jumpstart on this, and they’ve made millions in the process. Here are ten people you should watch closely:

1. Abasiama Idaresit, Nigerian

Hello,
Am a guy who dated this lady for 3years. She just completed versity, while am in my final year. A month before she would complete, she started acting strangely. Getting angry at anything that happens. We had a serious quarrel on some issue. We were buying food when she had a call, i tapped her to concentrate on what she was buying, she got angry and shouted at me in public, i didn't react, later when we were going, she raised the topic again, rather blaming me, i also got angry and refuse to take the food. Only for me to realise that she started dating another guy the next day. I apologies and apologies for weeks unending, she said she won't come back anymore and that the guy is making her happy, but quite frankly i did all my best for her. She cheated in me several times and i forgave her. I try my best to please her. I dont know. It quite becoming very difficult to move on. The mum and siblings have talked to her but she won't listen. My mum talk to her she won't also listen. I gave her my all during her first year, financially, emotionally etc. Now, am the one in need of her support and she told me she can't and that she know she is being selfish.I wish her all the best though its painful.

adesojiaderemi@:
Black lawmakers and civil rights groups are concerned by a proposal in the Senate's immigration reform bill that would do away with “diversity” visas that are often a pathway for African and Caribbean immigrants to enter the United States.

Advocates said they haven't seen evidence yet that a new merit-based program is an acceptable replacement for the diversity visas, which total 55,000 each year and are granted via a lottery.

Hilary Shelton, director of the NAACP Washington bureau, said he is telling lawmakers not to eliminate the diversity program when comprehensive immigration reform moves forward.

“At this point, we are urging lawmakers not to eliminate the diversity visa program,” Shelton told The Hill. “This is one of the places in the bill that needs to be addressed. We will work with our friends in the Senate, and we have started working with our friends in the House as well.”

Rep. Hakeem Jeffries (D-N.Y.), co-chairman of the immigration task force for the Congressional Black Caucus (CBC), called the Senate bill “a significant step in the right direction” but said his caucus is worried about the plan to eliminate diversity visas.

“With respect to the abolishment of the diversity visa lottery program, the CBC is extremely concerned that it might limit the future flow of immigration for people from certain parts of the world,” Jeffries said. “That’s troublesome, and we’re evaluating the merit-based visa proposal to determine if it's fair and balanced.”

The diversity program makes 55,000 visas available each year to countries with low immigration rates to the United States. Those awarded the visas are chosen by a lottery, with about half typically going to African immigrants.

Republican lawmakers have targeted the program in the past for elimination, arguing the program's lottery system can lead to fraud and undermine national security.

The Senate bill proposes ending the diversity visas in 2015 and creating a new, merit-based visa program. It would make 120,000 visas available per year, rising to a maximum of 250,000, depending on the need for them and the unemployment rate. Immigrants would earn points toward visas based on their education, employment, family ties and other criteria.

“The jury is still out on whether the merit-based visas will be sufficient to address the concerns we have identified with diversity visas,” said Wade Henderson, president and CEO of the Leadership Conference on Civil and Human Rights. “We are concerned but we are still looking, and we are still making a decision.”

Some groups are furious with lawmakers for putting the diversity program on the chopping block.

“This is not a zero-sum game where we take from one to give to another. That is not how comprehensive immigration reform should work,” said Bertha Lewis, president of The Black Institute. “We are really, really angry about this diversity visa business.”

Jeffries said it was “too early to say” whether he would support the Senate bill without changes. The CBC is in talks with lawmakers negotiating a House immigration overhaul, he said.

“The situation is still very much in flux, and we won’t know until the end of the month what that bill might ultimately look like,” Jeffries said.

Rep. Steven Horsford (D-Nev.), another co-chairman of the CBC's immigration task force, said the group met on Wednesday afternoon to discuss the diversity visa issue.

“We continue to be concerned about the discontinuation of the diversity waiver, and the fact that … African and Caribbean immigrants who are participating in the diversity visa [program] per year could lose that pathway,” Horsford said.

Horsford said CBC leaders have been in talks with immigration reform negotiators in both the House and the Senate. He suggested the merit-based replacement program was included in the Senate bill at the urging of the CBC.
