Yes, but he a lot more than flying tackles, his game is built around interceptions, ball recycling etc He uses more of his physical strength to shove attackers aside and win back possession.

Football is gradually moving past an Ndidi kind of DM, his passing is suspect to me.
With the way we have been playing, pressing from the front, we really don't need a DM whose game is centered on tackling (Although Ndidi is improving in interceptions), I rather have a player like Rabiot just behind Pogba and Fred/Pereira/Gomes than Ndidi. Rabiot is adept at recycling possession like Thiago Motta and is confident in possession like Matic albeit faster and can shoot from range.
