The Nigerian Navy has declared 43 personnel wanted for desertion. A circular containing the names and photographs of the deserters and displayed at the Navy Headquarters in Abuja, requested the public with useful information that could lead to the arrest of the fleeing officers to report to the nearest Naval facility or Police station. The circular also mandated all Navy Personnel with information on the whereabouts of the 43 personnel to arrest them or be dealt with as an accomplice. Although no reason was given for the disappearance of the officers, it was gathered that most of the deserted officers were serving on Naval Vessels and ship on foreign missions and absconded when the ship berthed in countries in Europe. The circular read, “above are the Nigerian Navy Personnel who have deserted from Service recently. Accordingly, you are please requested to assist in providing useful information that will lead to their arrest or you may apprehend any one of them when seen and handover to the nearest Nigerian Navy base or security station”. It also provided contact telephone numbers, where information relating to the movement of the wanted Officers. A senior Navy officer who didn’t want his name mentioned, confided in The Nation that the increasing number of desertion in the Service is becoming worrisome. According to him, the crime is more rampant among Officers serving in vessels and Ships assigned on foreign missions. “The development is very disturbing, the Navy declared 43 personnel wanted for absconding from their duty without permission or resignation. Outside the northern part of the country, most violent acts against northerners are perpetrated by Igbo, the Northern Elders Forum (NEF) has alleged. Chairman of NEF, Professor Ango Abdullahi, raised the allegation on Tuesday in Port Harcourt, Rivers State where the Forum kicked started a tour of northern communities across other parts of the country following the #EndSARS protests. The NEF chief, after the Forum’s interaction with Governor Nyesom Wike the day before, addressed the fate of settlers from the North in Rivers and other neighbouring South-South states. The Northern Elders Forum’s leader added that “We came because we saw no reason innocent residents, wherever they are, irrespective of where they come from, who are not participating in the protest will be subjected to violence. “They suffered enormous violence and loss of lives and assets of various magnitude. “What was surprising to us was that those that perpetrated the violence against northerners are the same people who are crying more and calling for compensation. “We take particular delight when we talked with the governor of the state. We were told by residents of Rivers that the governor was particularly interested in protecting them and their rights as he swore in his oath of office. “It is now becoming clear that most of the violence that are being meted out to the northerners in various parts of the South came from people from the south-eastern states. People with some names. “We are not sure what name really they want to keep. They come with different brands, use these names to perpetrated criminality in different parts of the country. For years, this particular incident has been with us. “It is up to the authorities to assure all of us that this must end. This must stop. I think the North will no longer allow this redline to be crossed. “It is because people get away with criminal behaviour without sanctions and punishment that is why they keep recycling this irresponsible behaviour. “Therefore, as we leave the South-South, we will be heading for the South-East. POLICE ARREST NOTORIOUS ARMED ROBBER, ARSONISTS IN LAGOS. *Burst Syndicate of Staged Kidnapping* Lagos State Police comman has arrested one Fatai Ismai m, 23, aka small, a notorious armed robber who has been terrorising residents of Langbasa Area, Ajah Lagos State. Fatia was arrested by the police, with the help of some community members, when he went to attack a supermarket at Folarin Bus Stop, Ajah Area on 29th November, 2020. The suspect, who confirmed to be a cultist, was arrested by the police command in 2017 for similar offence and charged to court. . He was arrested with one locally made pistol, with some cartridges, which he claimed was procured from a man (name withheld) who is presently at large. In the same vein, the command has arrested nine (9) arsonists that set ablaze Ajeromi Ifelodun Local Government Secretariat on 20th October, 2020 during the recent violent Endsars protest in Lagos State. The suspects included Abdulganiyu Habeeb, m, 30, Adetunji Senyi, m, 27, Ahmed Animashahun, m, 28, Alowonle Lawal,m, 28, Taiwo Nuah, m, 19, and four others. In addition, the operatives attached to the State CID of the command have arrested the duo of Precious Chukwu, f, 22 and Ujunwa Offiah, f, 18, for conspiring with one Ifesinachi Blessed, m, 26, of Coker area Lagos State, to stage a kidnapping case. The duo are girlfriends to the mastermind, Ifesinachi, who is a UBER driver but presently at large. The fleeing suspect, Ifesinachi, has kept Ujunwa at a place and placed calls across to her family that she had been kidnapped. He pretended as a kidnapper and demanded for ransom of 30 million naira. They eventually negotiated, with the help of his other girlfriend, Precious Chukwu, and agreed to pay him #700,000 (seven hundred thousand naira only) before he "released" Ujunwa. The police swung into action and later discovered that it was a staged kidnapping, and there were immediately arrested. The commissioner of Police Lagos State has ordered that the feeling suspect be arrested. In a similarly development, the command has continued its fight against cultism in the state as its operatives arrested two (2) suspected cultists at Igbologun Division on 6th December, 2020. The suspects are Sheriff Haruna, m, 22, of Snake Island of Lagos State, a member of Eiye Confraternity and Dare Gabriel, m, 26, of same address. a member of Aiye Confraternity. The two of them were engaged in supremacy fight before they were arrested by the police. Sheriff was arrested with a locally made pistol. The Independent National Electoral Commission (INEC), on Sunday, declared Mrs Amaka Ugwueze, the candidate of the Peoples Democratic Party (PDP), winner of Isi-Uzo State Constituency By-Election in Enugu State. Declaring the results at Isi-Uzo council headquarters in Ikem, INEC Collation Officer for the By-Election, Mr Chukwuemeka Nwachukwu, said that Ugwueze polled 11,041 votes to defeat her close rival, Mr Ejiofor Okwor, candidate of All Progressives Congress (APC), who polled 2,293 votes. Nwachukwu said that the rest of the other seven political parties that contested in the by-election scored less than 70 votes each. The Isi-Uzo Constituency By-Election took place on Saturday, Dec. 5, in the 11 political wards within Isi-Uzo Local Government Area of Enugu State. He noted that the by-election had 13,597 total valid votes and 391 rejected votes, while a total of 13,988 votes were cast. “From the result announced and displayed herein, it is clear that the candidate of the PDP scored the highest valid vote cast. “By the power conferred on me, I hereby announce that the PDP candidate is hereby duly elected,’’ he said. Reacting, Dr Emeka Ononamadu, INEC’s Resident Electoral Commissioner (REC) in Enugu State, thanked the electorates and the entire people of Isi-Uzo council area for conducting themselves very peacefully during and after the by-election. “I appreciate our INEC staff, security men, stakeholders and especially the good people of Isi-Uzo for ensuring that this by-election was hitch-free,’’ Ononamadu said. The News Agency of Nigeria (NAN) reports that INEC conducted the by-election in the State Constituency following the death of the member representing the constituency, Mr Chijioke Ugwueze. The University of Ibadan has in recent times been in the news for wrong reasons over the selection of a new vice chancellor for the institution The crisis rocking the University of Ibadan (UI), Oyo State, over the selection of a new vice-chancellor got messier on Wednesday when four members of the institution’s governing council staged a walk-out during the council’s meeting which was held at the university’s international conference centre on the campus. The four included two external members, a representative of the university’s senate, and another representing the congregation – Mande Samaila, Jaju Muhammad, Abel Olorunrinsola, and Ademola Aremu respectively. They accused the chairperson of the governing council, Joshua Waklek, of conniving with the outgoing vice-chancellor, Idowu Olayinka, of manipulating the selection process and violating the directives of the minister, Adamu Adamu, on the matter. The National Universities Commission (NUC) had on Monday written the governing council through Mr Waklek, advising the council to immediately reconvene and implement the steps outlined in the minister’s directive, and that the minister should be regularly updated on the development. The steps the council was directed to take by the minister include a comprehensive review of the process that led to the impasse in the appointment of a new vice-chancellor, fresh conduct of election of the two senate representatives, and that the vice-chancellor should recuse himself from the envisaged senate meeting. The minister added that all the 18 applicants, who had initially satisfied the requirements outlined in the advertisement for the position, should be re-invited. The minister also directed that the final selection process be conducted in full compliance with laid down procedures “in an open and transparent manner, and in total compliance with the provisions of the Universities Miscellaneous Act (2007).” Council members’ grouse In a petition addressed to the minister through the NUC on Wednesday, the four members of the council listed seven infractions against the chairperson of the council. The chairperson was accused of hoarding the minister’s letter from other members of the council, and that rather than discuss it with members, he was said to have singlehandedly instructed the vice-chancellor to commence the implementation of the contents. They also said the letter earlier addressed to the minister by the chairperson was full of inaccuracies, saying members were not allowed to know the contents until they requested copies at the meeting on Wednesday. The letter reads in part; “The voting conducted by the senate today did not meet the requirements of election norms in the University of Ibadan. For example, there was no call for fresh nominations, there was no opportunity for campaign, and there was no display of voters’ list (knowing fully well that senate composition has changed between the time of the last election and now, all due to the desperate rush to conclude the process. Only previous candidates for the election were contacted in less than 24 hours to the participation election and at least, six out of the nine candidates complained about the short notice and declined to participate. The voting process was guarded by state security operatives after it was disrupted at some point today.” They further told the minister that the chairperson “rebuffed all appeals made in the space of about five hours to let the council follow due process and the directives of your good self.” Council chairperson reacts The chairperson of the council has told PREMIUM TIMES that the matter is being looked into and that a meeting has been fixed for Monday, November 30, to take a definite position on it. Speaking on the phone with our reporter, Mr Waklek said he would not want to comment further on the matter until after Monday when the governing council would have taken its decision. The chairperson said on the phone; “The allegations are not true. But you know when people are not happy with something they can say anything. The issue has been such that I wouldn’t want to talk to the press now. If you wouldn’t mind, you would have to call back. “We are holding a meeting on Monday. So we can still talk after then.” Meanwhile, fresh facts have indicated that more than half of the members of the university’s senate boycotted the “hurried election” of two of its representatives on the joint council and senate selection committee that held on Wednesday. Also, six out of the nine candidates that took part in the cancelled election, boycotted Wednesday’s election, leaving only three professors to take part in the process as candidates. Background Regarded as Nigeria’s premier ivory tower, the University of Ibadan has in the recent time been in the news for wrong reasons. The selection process for another vice-chancellor has created prolonged impasse among stakeholders on the campus including management, governing council and staff unions. The development had degenerated to the extent that the education minister, Mr Adamu, was compelled to order a fresh process after he said he was inundated with complaints against principal officers including the outgoing VC, Mr Olayinka. The cancellation of the process by the minister, according to some stakeholders who spoke to this newspaper in confidence, has discredited the university’s leadership. They, therefore, called on relevant authorities to intervene and ensure that due process is followed. A professor of religious and cultural studies at the University of Port Harcourt, Abdulrasaq Kilani, attributed the alleged “desperation” of partakers in the selection of the vice-chancellor to the poor pay in the university system. He said because it is the office of the vice-chancellor that is a bit attractive in terms of emoluments and perks of office. “The VC position is the only attractive office in our university system due to poor salaries. It is very contentious and interested parties,” Kilani told our reporter. 2021 Budget Speech at the Oyo State House of Assembly November 23, 2020 Back in September 2020, when we made the budgeting process public, we started off with the first stakeholder townhall meeting. At that meeting, I made it clear that this year, we are making the process more inclusive. So, unlike last year, when we held meetings at three locations, this year, meetings were held at each of the seven geopolitical zones. The contributions of the stakeholders at those town hall meetings determined some of the contents of this 2021 budget, which I have chosen to tag, a Budget of Continued Consolidation. Before I begin my presentation, I would like to say a big thank you to Mr Speaker, Right Honourable Adebo Ogundoyin and all Honourable Members of this 9th Assembly. The successes that we have recorded so far are due to your continuous support of our fiscal policies. This has led to an impactful implementation of the various elements that drive our plans- the Roadmap for Accelerated Development in Oyo State 2019-2023. In the past year, we have made significant progress in the actualisation of our plans for Oyo State. We have been able to lower our infrastructural deficit, make improvements in healthcare delivery, improve the quality of education and achieve milestones in our security systems. Once again, thank you for your cooperation. We remained bullish in our approach to developing Oyo State. Let me share one of our biggest wins in the last year. You will recall that in my 2020 budget presentation, I had stated that from January 2020, we will be recording a monthly Internally Generated Revenue (IGR) of three billion Naira. I am happy to report to you that despite the effects of the COVID-19 pandemic on the economy, we were just less than two hundred million Naira shy of our target monthly. As at September 2020, we had recorded an IGR of 25.6 billion Naira. And using the half-year figures, that represented a 26.4% increase in IGR year on year. Oyo State's IGR is presently about 32% of actual aggregate revenue. We still have not achieved a total dependence on the state income outside of federal allocation to fund the budget. Slowly, but surely, we are getting there. For the 2021 Budget, our plan is to increase our annual IGR to one hundred and two billion, eight hundred and twenty-four million, two hundred and seven thousand, two hundred and thirteen Naira forty-six Kobo. (102,824,207,213.46.) We hope to achieve this by widening the tax net to bring in more taxpayers into the system. Permit me to share some of our other wins from the 2020 fiscal year. You may recall, Mr Speaker Sir, that one of the issues I highlighted that has been facing our state’s budget is underperformance. By the end of quarter one, (Q1) 2019 budget performance was 38%. We were determined to increase this and had set a mark of 70% performance. Honourable Members of the House, although we have not yet met up with our target, our budget performance as at now is above average at 50.32%. We accomplished this despite the economic shock induced by the pandemic. Let me quickly state that our use of the Alternative Project Funding Approach (APFA), the Contractor's Project Financing Scheme, as well as targeted loans, have a gone a long way to helping us to improve our budget performance. This year, we are again pegging our budget performance goal at 70%. Since we have been able to increase by 12% points in performance over 2019 thus far, despite the economic challenges we faced, an additional 20% points increase should be attainable. At this point, I would like to crave your indulgence, Mr Speaker Sir, and Honourable Members of the House. Permit me to refer to our 2020 budget presentation. I would like to do a comparative analysis of 2020 and 2021 plans while taking into cognisance our achievements so far. As promised, we prioritised the completion of ongoing infrastructure projects. For example, the 65km Moniya-Ijaiye-Iseyin Road, which was awarded at the time of our budget presentation last year, is already at 65% completion. We have also approved and started reconstructing the 21 km Airport- Ajia-New Ife Express Road with a spur to Amuloko through the Alternative Project Funding Model on Design-Build and Finance basis. Also, the now-famous Idi Ape-Basorun-Akobo- Odogbo Barracks Road, which was mismanaged by the previous contractor, has been re-awarded, and the new contractors have mobilised to the site. Other ongoing road projects are the 12km Apete-Awotan-Akufo Road, the 3km Under G Stadium-LAUTECH-2nd Gate Road, 5km Gedu-Oroki-Sabo-Asipa Road, the 12.5km dualisation of Challenge-Odo Ona Elewe-Apata Road, 10km Saki Township Road dualisation. We have also awarded the 44.7km Saki-Ogbooro-Igboho Road and work will commence shortly. Additionally, we embarked on the remodelling of the Lekan Salami Sports Complex, Adamasingba, Ibadan. The project is ongoing. We are building four bus terminals at Iwo Road, New Ife Road, Challenge and Ojoo in Ibadan. We are also developing a bike and bus terminal at Agodi Gate, Ibadan. The Akesan Market razed down by an inferno in January 2020, is being rebuilt. But we still need to undertake many more projects. There is a need to further reduce our infrastructure deficit. Therefore, our budget for infrastructure is a total sum of forty-six billion, sixty-seven million, six hundred and ninety-five thousand, six hundred and sixty-one Naira, thirteen Kobo (N46, 067,695,661.13), representing 17.27% of the total budget sum. This is an increase from 33.66 billion Naira for infrastructure in our 2020 budget. On education, let me report that we are the verge of completing the recruitment of 5,000 teachers for our state-owned secondary schools. We are gradually strengthening our education system. As of June 2020, we had started two hundred and thirty-six projects in this sector, some of which are ongoing. These projects include the construction of schools and classrooms, construction of Early Child Development centres, renovation of schools, installation of boreholes, the supply of furniture and sports equipment and other procurements. We also procured textbooks in core subject areas for the pupils and students in our primary and secondary schools. This budget year, we plan to do even more. We still need more teaching and non-teaching staff as well as the building and equipping of more schools. Mr Speaker Sir, Honourable Members of the House, just three days ago the National Universities Commission announced the Memorandum of Understanding regarding the ownership of the Ladoke Akintola University of Technology (LAUTECH), Ogbomoso which we signed with the Osun State Government. As at now, LAUTECH is wholly owned by the Oyo State Government. For these reasons, the education sector leads in terms of budgetary allocation of fifty-six billion, three hundred and forty-eight million, three hundred and seventy-five thousand, six hundred and thirty-five Naira, fifty-five Kobo (N56,348,375,635.55) representing 21% of the total budget. This is an increase of about 12 billion Naira over last year's budget. Our administration is all about boosting the economy driven by agribusiness. In the last year, we have not shied away from entering into partnerships, both local and international, that will bring about the needed development in Oyo State. We initiated a bilateral agreement with the International Institute of Tropical Agriculture (IITA), Ibadan on the Start Them Early Programme (STEP) in agribusiness for the benefit of our youth and development of the agricultural sector. We started the upgrade and expansion of the former Oyo State Agricultural Development Programme (OYSADEP) headquarters in Saki now known as the Oyo State Agribusiness Development Authority (OYSADA) headquarters. The siting of this headquarters in Saki is in recognition of the economic importance of Oke-Ogun to our dear state. To underscore the importance of Agriculture to our economy, the sector received an allocation of the sum of nine billion, five hundred and seventy-five million, forty-nine thousand, nine hundred and twenty-three Naira, fourteen Kobo (N9,575,049,923.14), which is 3.6 % of the total budget. Distinguished Members of the House, the provision of qualitative healthcare services constitutes a major priority of this administration. Towards ensuring improved access to high quality and affordable healthcare services to the people, especially among vulnerable groups, we conducted a Free Health Mission across the state and procured medical equipment and drugs for the mission. We also procured ambulances, CT-SCAN with Transport Incubator and other vital medical equipment for state-owned hospitals. We turned the COVID-19 pandemic into an instrument of development. As a result, we now have the Infectious Disease Centre in Olodo, as well as the upgraded Saki Specialist Hospital. We also upgraded the facilities at Agbami Chest Center and three Primary Healthcare Centres. In addition, we plan to upgrade one Primary Healthcare Centre in each of the 351 wards in Oyo State. This process is ongoing. To continue facilitating the good work we are doing in this sector, we are proposing a budgetary allocation of thirteen billion, two hundred and ninety-two million, five hundred and twenty-five thousand, four hundred and twenty-nine Naira twenty-eight Kobo (N13, 292,525,429.28) which represents 4.9% of the total budget. On security, last year, we promised to procure new firefighting trucks, ambulances, and communication equipment to enhance the safety of residents of our state. Mr Speaker Sir, Honourable Members of the House, I am happy to report that we have done all these and more. The Fire Service has been upgraded from a department to an agency and we procured four firefighting trucks for the Agency. We also procured patrol vehicles for the security operatives. We expanded the Security Control Room and City Watch facilities at the Oyo State Security Trust Fund Headquarters, Onireke. Just last week, the Oyo State Security Network code named Amotekun became operational in Oyo State. And I firmly believe that very soon, we will begin to feel their impact. Mr Speaker Sir, Distinguished Members of the Oyo State House of Assembly, please permit me, at this point, to present to you the Oyo State 2021 Budget Proposal. The total budgeted sum is Two Hundred and Sixty-Six Billion, Six Hundred and Forty-Four Million, Two Hundred and Seventy-Three Thousand, Three Hundred and Five Naira, Four kobo (₦266,644,273,305.04). This sum represents a 53.16% increase over the 2020 revised budget. Let me emphasise that the tenets of the Federation's Fiscal Sustainability Plan (FSP) and other development aspirations were used as a guide in the preparation of the 2021 Budget. Recurrent Expenditure is One Hundred and Thirty-Six Billion, Two Hundred and Sixty-Two Million, Nine Hundred and Ninety Thousand, and Nine Naira, Forty-One Kobo (N136,262,990,009.41) while the Capital Expenditure is One Hundred and Thirty Billion, Three Hundred and Eighty-One Million, Two Hundred and Eighty-Three Thousand, Two Hundred and Ninety-Five Naira, Sixty-Three Kobo (130,381,283,295.63). Our aspiration is to have a budget where the capital expenditure is higher than the recurrent expenditure as this will lead to more development. A comparison between these figures and the total expenditure in the 2020 budget shows that we have been able to shave off about two billion Naira in the difference between the recurrent and capital expenditure. If we continue this way, in the next couple of years, we would be talking about the capital expenditure exceeding recurrent expenditure. Mr Speaker Sir, I must also mention that we have been able to resolve some of the issues around moribund industries in Oyo State. As you are aware, these have been a source of worry to members of this assembly and indeed the entire people of Oyo State. We have been able to put back in business state enterprises that have been laying waste for decades. Among these moribund industries are the Pacesetter Quarry and Asphalt Plant, Ijaiye; the Pacesetter Fruit Processing Plant in Oko; and the Agbowo Shopping Complex in Ibadan. It will also please you to know that we have commenced the preparation of the Twenty-Year Oyo State Development Plan (2021-2040). Oyo State has never had such an overarching blueprint. The plan, when completed, will facilitate a speedy socio-economic development with the Medium-Term Sector Strategy and Medium-Term Expenditure Framework. It has, once again, been my honour to present this budget proposal to you, Mr Speaker Sir and Distinguished Honourable Members of the House. It is my prayer that you give our proposal the usual consideration in a timely manner so that implementation may commence and Oyo State will continue on the path to accelerated development. Labour leaders, on Sunday, walked out of a meeting with the federal government over the recent hike in the pump price of fuel. The meeting, which took place in Abuja, was a follow-up discussion on the resolutions reached at previous meetings on the previous increase in the price of fuel and electricity tariff. The meeting, which began around 8pm, ended less than 30 minutes later as the labour leaders accused the government of not being sincere with the people. Present at the meeting were Najeem Yasin, deputy president of the Nigeria Labour Congress (NLC), and Quadri Olaleye, president of the Trade Union Congress (TUC). Olaleye, who spoke on the recent increase in the pump price of fuel to N170, lamented the recent increase, stating that discussions were ongoing from the previous.meeting before the recent increase. “Government is showing a high level of insincerity in discussions with us and is also putting us at risk with the people we are leading, with the masses. We find it difficult to move freely but the people in government are moving freely,” he said.
