The Minister of Information, Labaran Maku, on Wednesday announced that open heart surgery can now be performed in Nigeria for an average of N500, 000 at the University of Nigeria Teaching Hospital, UNTH, in Enugu. The last time an open heart surgery was performed in Nigeria was 10 years ago when the hospital had to move from its old site in Enugu metropolis to its permanent site at Ituku-Ozala Since then, any Nigerian needing to undergo the surgery had to go abroad to get the surgery done. Former Vice President, Atiku Abubakar and erstwhile minister of the Federal Capital Territory, Nasir El-Rufai, have resurrected the ghost of the controversial Pentascope deal through which the federal government tried to privatize Nigeria’s national telecoms carrier, the Nigerian Telecommunications Limited, NITEL. The two politicians have been throwing verbal missiles at each while also accusing each other of corruption in a deal many believed was fraught with corruption. Mr. El-Rufai fired the first salvo through his book ”The Accidental Public Servant”, when he suggested that Atiku, as chairman of the National Council on Privatization, NCP, meddled in the privatisation of NITEL which ultimately truncated the process. Atiku, in his capacity as the Vice President of the Federal Republic, was chairman of the NCP, the government committee entrusted with the responsibilty of managing the privatization programme initiated by the Olusegun Obasanjo adminstration to handle the disposal of public enterprises to interested Nigerians and other categories of investors. Mr. El-Rufai alleged that Atiku’s meddlesomeness suggested he had pecuniary interest in some of the deals. But Atiku fired back saying the former minister was bitter because a particular bidder, Motorola, lost out in one of the transactions. “The fact of the contract are like this: Obasanjo agreed with the NCP that the former BPE DG was wrong not to have disclosed his interest and that he had failed the test of transparency by not disclosing that his brother was on the board of Motorola,” Atiku told The Punch. “You know, for instance, that it is a very serious offence to fail, refuse or neglect to disclose your interest whether directly or through someone else, in dealing with such an important transaction. But, the President in his wisdom decided that the contract be split into three, with each of the contenders, Motorola, Ericsson and the Chinese company – I think Huawei – taking a portion. As if to vindicate the NCP, by 2007 when we left office, the two others apart from Motorola had completed their own contracts. You can go and find out if they (Motorola) have finished. He continued, “I would like Nigerians to be smart enough to read between the lines. Why does the former FCT minister treat the Motorola issue with such persistent personal bitterness? Why is he making it a heavy matter? Anybody can play to the gallery and deceive the people. Transparency is a key issue of conducting any business, including privatisation. Conflict of interest is inconsistent with transparency. “If you are a privatisation head and you have a relationship with a particular person connected with one of the companies making bids, it is a moral and legal duty to disclose that relationship or interest. Pretending that you have no relationship with the person who is rooting for a particular bidder is not altogether tidy and transparent. If he had no interest in a particular company for sentimental reasons, why is he making too much fuss about Motorola losing the bid?” However, Atiku’s comment has sparked Mr. El-Rufai’s fury. On Monday, Mr. El-Rufai came out firing on all cylinders, pointedly accusing the former vice president of manipulating the deal. “It is understandable that Alhaji Atiku Abubakar would be enduring some unease at the disclosures made in “The Accidental Public Servant”, Mallam Nasir El-Rufai’s recent book”, Muyiwa Adekeye, Media Advisor to Mr. El-Rufai said in a statement on Monday. According to Mr.Adekeye, Atiku’s media team had made a vain effort to confuse Nigerians about his “serial interference with contract award processes” detailed in El-Rufai’s book, claiming in series of rebuttals that Atiku did not meddle in the privatisation processes. To Adekeye, such claims are at variance with the substance of established facts that the former Vice President used his position to “seek contracts for friends.” “Now that Atiku himself has spoken on the controversial NITEL GSM contract involving Ericsson and Motorola, it is obvious that the attempt at confusing issues persists,” the statement said. “It is untrue that the NITEL GSM contract in question was split. Rather it was awarded to Ericsson, but at the lower price submitted by Motorola, because of Atiku’s intense lobby and smears deployed to advance Ericsson’s bid. “Atiku and Abdullahi Yari, his then ADC, at different times spoke to El-Rufai to favour Ericsson.” Mr Adekeye challenged Atiku to take up the “responsibility to explain why he became an Ericsson salesman, although the investigations conducted by Motorola after the debacle makes clear he was not engaged in an altruistic mission.” “This incident,” according to Mr. Adekeye, “had diplomatic repercussions, as the American government wrote to protest this loss by an American company that had submitted the cheaper bid.” On Atiku’s insistence that Mr. El-Rufai’s brother was a shareholder and member of Motorola’s board, Mr. Adekeye denied that it was true. On Pentascope, Mr. El-Rufai’s spokesman said: “We see the same pattern of muddying the waters with falsehood,” pointing out that as chairman of the NCP, “Atiku gave his approval in writing on 21 February 2003 for the management contract with Pentascope to be signed.” “The memo on which Atiku minuted his approval, BPE/I&N/NT/MC/DG/280, is dated 20th February 2003, and was initiated by the director of BPE that was covering the DG’s duties at the time. “By virtue of the high office he then held, Atiku knows that Pentascope was not foisted on NITEL, but emerged from a properly advertised and competitive selection process. “After the failure of the first attempt to sell NITEL, it had been decided that there was need for a management contractor to keep the momentum of preparing the company to operate like a private entity and to preserve its assets. “Pentascope resumed in NITEL on 28 April 2003, shortly before El-Rufai left the BPE to become a minister. The Pentascope contract terms included obligations by the BPE to monitor the contract, and for the NITEL Board to set up an Executive Committee to supervise day to day operations in NITEL. “Between the new BPE leadership that neglected its responsibilities, the NCP which Atiku chaired and which failed to supervise the BPE and the bureaucrats and politicians around the Ministry of Communications, the management contract was frustrated and terminated in 2005. “When a former vice-president asserts that NITEL was making N100billion in profit annually, the mind must boggle that someone so unconstrained by fidelity to facts had once been saddled with significant responsibilities.” Mr Adekeye insisted NITEL never made such huge profits as claimed by the Atiku camp, as it had never paid a single dividend to the Federal Government until the BPE compelled it to pay N3billion only in 2001. Ahead of 2014 governorship election in Ekiti State, former governor Ayo Fayose of the Peoples Democratic Party has vowed to recapture power and become the next governor of the state. In an interview with the News Agency of Nigeria in Ibadan, Mr. Fayose said “there is no agenda in 2014, I am the next governor in Ekiti state’’. Sounding spiritual and philosophical, Mr. Fayose said he left office through the State House of Assembly on Oct. 15, 2006 and Mr Segun Oni also left on Oct. 15, 2010 while the incumbent Gov. Kayode Fayemi was sworn in on Oct. 16, 2010. “So the issues are very clear. The historic importance are very clear, my exit marks the end of every government in Ekiti State. Mr. Fayose said automatically, Mr. Fayemi would leave office on Oct. 15, 2014 and a new government by him would start on Oct. 16, 2014, “exactly eight years, after I left office”. “Apart from that, I am working. People love me and people want me. I am endearing myself more to them. I don’t like to make too much noise, May God help all of us’’, he prayed. On the reconciliatory meetings going on in the PDP, Mr. Fayose said it was a welcome development as “It shows that PDP is moving forward”. “We should all come together and do more, if we do more, we will get more. PDP will take over power in the South-West’’, he said. “Forever, there will be internal problems, it will never end, that is the hallmark of politics, that is why we call it politics, it is a game of interest and intrigues.’’ Mr. Fayose said PDP as a large party should expect a lot of intrigues and interest but expressed the hope that at the end of it all, members would come together. “When you see a party fighting , and not ready to decamp, you should be afraid of them, because when they come together, it is a crisis for the opponents they are fighting. “We should forget about the crisis, crisis is normal and we should expect more. Apart from being a writer, the late literary giant, Chinua Achebe, was also a politician who believed in the ideology of the Peoples Redemption Party. The PRP, founded by late Aminu Kano, was a party focused on alleviating the sufferings of the poor and downtrodden. The party was very popular among the poor people, particularly in Northern Nigeria. President Goodluck Jonathan on Saturday visited the matriarch of the Awolowo family, Hanna Awolowo, in Ikenne, Ogun State, to commiserate with the family over the death of Oluwole Awolowo, the Publisher of Nigerian Tribune Newspaper. The police denied that its officers shot any civil defence officer. The Lagos State Police Command has denied claims that its officers attacked officials of the Nigeria Security and Civil Defence Corps, NSCDC, on Wednesday. In a press statement issued by Ngozi Braide, its spokesperson, the police said the civil defence officers disarmed police officers responding to a distress call over alleged petroleum pipeline vandalism at Mosimi. “The Lagos State Command wishes to use this medium to put the record straight on what actually transpired at Isawo-Ikorodu at early hours of today 27/3/2013 between the NSCDC and the Police,” said the statement. “At about 0145hrs of date, there was a distress call from DM security PPMC, Mosimi that they were experiencing drop in pressure on the pipeline. The Unit Commander in charge of Konu immediately pulled out his men on Konu axis under Inspr Sunday Gabriel to proceed to the scene.” Ms. Braide said that as the police officers were approaching the scene, they heard sounds of “serious gun firing” near the pipeline area; and Mr. Gabriel instructed his men to head towards the direction.” “Upon arrival, they saw a group of Civil Defence Corp Members coming out from the direction where the shooting was earlier heard,” Ms. Braid, a Deputy Superintendent of Police, said. “The NSCDC men challenged the policemen who were about four in number on what their mission was in the area; ‘saying that it was their sole responsibility (Civil Defence) to guide and protect pipelines,” she added. An argument ensued thereafter, according to the police statement, and the most senior NSCDC officer, DSC Olufemi, ordered his men, numbering 14, to disarm, arrest and handcuff the police team leader and three other members of his team. “The NSCDC succeeded in disarming the police team leader, Inspr Sunday Gabriel, handcuffed him, collected his service pistol, walkie-talkie, and police I.D card,” the statement continued. “As they were about dragging him into one of their standby hilux vehicles, a phone call was put to the Police Unit Commander reporting the situation. The three other officers resisted the arrest and this infuriated Civil Defence Officials who started shooting sporadically to intimidate and subdue the Police officers. “Before the Police Commander could arrive the scene, the NSCDC officials had taken to their heels abandoning the handcuffed and leg chained Police Inspector with one NSCDC personnel.” Ms. Braide further said that afterwards, the Police Commander at Mosimi received a “shocking” call from the NSCDC Commander that two of his men had been killed. “Up till now, the pistol of Inspr Sunday Gabriel, who was badly beaten and stabbed by the NSCDC officials, including his other accoutrements are still with NSCDC,” said Ms. Braide. The police account of the incident differs from the NSCDC version which stated that one of the policemen they encountered said that the NSCDC had no right to operate in the pipeline area. An argument ensued and the NSCDC officers left the police only to encounter a hail of bullets from a second team of police officers, an NSCDC source said. The NSCDC account also said that the arrested pipeline vandals made several phone calls to the police and escaped after the police attack. The police spokesperson added that the incident led to NSCDC officers at Alausa, Ikeja, assaulting three police officers – Sergeant Charles Igiebor, Corporal Ekun Julius, and Corporal Okoro Charles – who went for National I.D Card registration exercise, on Wednesday morning. “They also started attacking Policemen on sight in other parts of the State,” she added. Members of two road unions got involved in a bloody clash on Tuesday. No less than 10 persons were injured and three vehicles burnt in Lafia on Tuesday in a fresh clash between members of two rival drivers’ unions in Nasarawa State. Members of the National Union of Road Transport Workers, NURTW, and the Road Transport Employers Association of Nigeria, RTEAN, Lafia branch engaged themselves in a violent clash causing residents to scamper for safety. The incident, which occurred at the new RTEAN Park along Makurdi Road, Lafia, left several people scampering for safety while the brawl lasted as the combatants used dangerous weapons. At the RTEAN Garage where the incident took place, the three vehicles set ablaze by yet to be identified youths were still burning while police officers maintained peace at the premises. The premises also housed several other offices of other association. Also at the NURTW Garage, officials of the union were seen seated in groups discussing the matter. Officials of the union refused to talk to newsmen, and said that only the state Chairman, Bala Gwaska, who was absent, could comment on the issue. But an official of RTEAN, Amali Yusuf, who was still at the scene of the incident when a correspondent visited alleged that 10 of their members were attacked by members of the rival union for pulling out to join another union. He said that they had reported the matter to the police the on Monday when the attack first took place and that some of their members and that of NURTW were in police custody. Mr. Yusuf alleged that NURTW mobilised thugs and set three of their vehicles ablaze and terrorised passengers boarding vehicles at the park. The Police Public Relations Officer, Michael Adah, confirmed that five persons had been arrested in connection with the incident. Putting paid to rumours of an extension of tenure, Nigeria’s Central Bank Governor, Sanusi Lamido Sanusi, has stated that he would not seek a renewal of his tenure when it expires in April 2014.
