You shouldn't ever try to justify violence.
Most of the cases of domestic violence are not because the women tortured children. Women that can mete out such a torture as this are women that can hold their own.
Their husbands already fear them. They are unforgiving women that can stab their husbands without batting an eyelid, or set fire on him till he burns to death, or pour hot oil/water on him, or put poison in his food/drink and still cry unconsolably as a mourning widow. These kind of women are the abberation and not the norm.
Did you read in the report that this husband beat the woman/women that did this particular evil? No, he didn't.
There is a reason the UN classified women, children, physically/mentally challenged, elderly as VULNERABLE groups.
