UK and the US are behind this. The EU is currently in panic about winter and trying to find ways to limit the severity of their sanctions on their economies. The US and the UK have nothing to lose. Hence, them pushing Lithuania. Russia has warned them that they will do it their way if things don't settle in that region. Meanwhile, Zelensky tells Ukrainian soldiers at the Severodonetsk plant to surrender and says military losses are "painful." Sladkov: A feeling of fear and defenselessness is increasingly visiting the leadership of Ukraine. Kyiv now directly commands its soldiers to surrender to the Russian army.
