In conclusion, since 2 Timothy 3:16 states that "all Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness" the old testament verses on tithes still stand today. I advice you pay your tithes as this shall guarantee an open heavens for you and encourage your brother to seek the face of the Lord to change his situation.

OP, Some comments on Nairaland posts are uncalled for and has no relevance to the post that is made under. My suggestion is that the Nairaland administrator and moderators should expand its Privacy Policy stating in clear terms what is acceptable to be posted on the forum. It should then have in place mechanisms to suspend for a considerable length of time or block permanently accounts of chronic abusers of the Nairaland Privacy policy. Hopefully the fear of losing their accounts might serve as a deterrant to posters of expletives and vile comments.
