*Africa's richest man piling in to oil and gas * Billionaire targets 2019 for oil refinery launch * Dangote plans London listing by end of 2017 LAGOS, June 24 (Reuters) - Africa's richest man, Aliko Dangote, plans to launch Nigeria's first private crude oil refinery by 2019 while almost doubling his cement production on the continent by adding plants in eight countries as he shrugs off a regional economic downturn. Dangote told Reuters the $12 billion refinery would have a capacity of 650,000 barrels a day, cornering the market in Africa's most populous country, where fuel shortages are a perennial problem. Until recently, Nigeria was Africa's biggest crude oil producer but it imports 80 percent of its fuel because poor maintenance means its four refineries never reach full output. Its current daily consumption is 260,000 barrels, according to the International Energy Agency. A slump in commodity prices has hammered Nigeria's economy - along with many others on the continent - and raised the cost of borrowing but Dangote, whose business empire stretches from cement to flour and pasta, is pushing hard into oil and gas. "It will be ready in the first quarter of 2019," the billionaire founder of Dangote Cement said of the refinery. "Mechanical completion will be end of 2018 but we will start producing in 2019." Dangote said the plant, which will include a $2 billion fertilizer unit, was being funded through "loans, export credit agencies and our own equity". Some $3.25 billion had come from local and foreign banks, while the central bank had also chipped in. The IFC, the private sector arm of the World Bank, has lent $150 million. Dangote also has plans for a gas pipeline through West Africa. Nigeria has the world's ninth largest proven gas reserves, at 187 trillion cubic feet (tcf), but loses half of it to flaring and re-injection. Despite the new focus on oil and gas, the business magnate said he planned to build cement plants in Cameroon, Ethiopia, Kenya, Mali, Niger, Nigeria, Senegal and Zambia by 2018. Another plant will open in Congo Republic by September, he added. A cement plant in Ivory Coast would triple output to 3 million tonnes, up from an initial target of 1 million, he said, while two new plants in Nigeria would add 6 million tonnes annually. "As at now, what we have in operation is almost about 45 million tonnes, so we have just another 40 million tonnes to go," he said, affirming an Africa-wide production target of 85 million tonnes a year by 2018. FX CRISIS The collapse in oil prices has hit Nigerian companies hard, with many unable to access dollars due to central bank foreign exchange restrictions imposed to prop up the naira. The worst-affected have gone to the wall or shed large numbers of staff, but a study by Reuters of an 11-week period in March to May showed that Dangote firms managed to secure a healthy share of dollars at the cheap official rate. Dangote said the $161 million bought during that period from the central bank merely reflected the size of his business and did not represent preferential treatment. "We have been badly affected like any other company," he said, arguing that operational costs totalled $100 million each month due to recurring expenses such as the purchase of parts for cement production and running a fleet of 9,000 trucks. "When you are talking about 20 billion dollars worth of projects, what is 161 million? One-hundred-and-sixty-one million dollars is my six weeks' need," he said. Dangote's sugar refinery in Nigeria had reduced capacity by 15 percent as a result of the dollar crisis. "We ended up owing a lot of dollars," he said. This week, the central bank removed the peg that has held the naira at the official rate of 197 for the last 16 months, leading to a 30 percent devaluation as the currency traded freely on the interbank market. Dangote said the decline had pushed up costs. "This devaluation alone, we have lost over 50 billion naira ($176 million)," he said. "The gas, which is our main source of power, is priced in dollars. If there is 40 percent devaluation, your price will go up by 40 percent. Every single aspect of the production will go up by that percentage," he said. Dangote also said he was eyeing a listing on the London stock exchange "within the next year or two". For you to take loan it means you have the financial capability to repay it without help from an outsider. I'm sure the company can't close down because AMCON will transfer the company to another private investor for proper management and repayment of their outstanding loan. AS Roma can confirm that it has exercised its option to sign young players Sadiq Umar and Abdullahi Nura on a permanent basis. The double-deal with Spezia includes a €2.5 million fee for each player. The Narcotics Control Board (NACOB) and the Accra High Court are on a collision course over bail terms granted to a Nigerian drug baron described by the security agencies as a kingpin in the narcotic drug business in West Africa. The baron, Chief Sunny Ekechukwu Benjy Eke, who had been on remand at the Nsawam Medium Security Prisons since 2013 for attempting to smuggle 281,604 grammes of liquid cocaine with a street value of more than $12.5 million into the country, was granted bail by the Accra High Court last Thursday. The court, presided over by Mr Justice J. K. Dorgu, granted Chief Eke and his accomplice, James Elike Chukwu, bail in the sum of GH¢200,000, with three sureties each. The bail terms were that all the sureties should be Ghanaians who are gainfully employed and whose places of abode should be known to the police. International drug agencies The bail terms have angered top officials of NACOB, as its Executive Secretary, Mr Yaw Akrasi Sarpong, has described the terms as very unfortunate because Chief Eke is known to have jumped bail in Brazil and all the international drug agencies were hard on his tail but could not arrest him until he was arrested in Ghana. Reacting to the court’s decision in Accra last Friday, Mr Sarpong said NACOB’s challenge was that the judge, in using his discretion as required by law, should have considered the past record of the suspect, which is public knowledge. He said the fight against trans-national organised crime was not for the security agencies alone but the whole justice delivery system in the country. He warned that if the suspect escaped, nobody should blame NACOB because the board would use meagre state resources or property to monitor the suspect as “he walks free on the streets of Accra, a situation which he could take advantage of to escape again”. Organised crime He said the plea of NACOB was that while the Judiciary upheld the 1992 Constitution and the rule of law, there was the need to understand that the characters involved in trans-national organised crime, such as suspect Chief Eke, could undermine democracy, promote impunity of the private sector against the public sector, engender corruption both in the public and the private sectors, as well as give cause for the rise of fake and wrong role models. “For NACOB, the condition under which the accused was granted bail was not the best, judging from his past record of jumping bail. Besides, we are aware that the wheel of justice is a slow processs, but no matter how slow it is, justice is more likely to prevail than injustice,” he said. He expressed concern over the erroneous scientific concept that the state was more powerful than the private sector, saying that trans-national organised crime could generate money on the black market which the state did not have. He said drug business and money could be linked to terrorism, cyber crime, money laundering, human, arms and wild life trafficking, among other crimes. Background On February 13, 2013, the Daily Graphic carried a story about the seizure of the largest quantity of cocaine in recent years at the Tema Harbour, estimated to be 200 kilogrammes, with a street value of $12 million. The drug was concealed in a 40-footer container filled with 1,946 boxes of shampoo imported from Bolivia in South America to Ghana. The owner, Chief Eke, a 53-year-old Nigerian businessman, was arrested, together with another accomplice, James Elike Chukwu, 47, a second-hand clothes dealer in Accra. Chief Eke was described by international law enforcement agencies as a notorious drug baron who had been involved in several drug seizures in Brazil and Bolivia. The success of the operation was the result of co-operation among the security agencies in the country and their international partners. In December 2012, NACOB, through its foreign counterparts, received intelligence that cargo said to contain a quantity of cosmetics was heading to the Tema Harbour from Bolivia and was suspected to contain some narcotic substances. Surveillance mounted On January 29, 2013, the said cargo, which was shipped in a 40-footer container marked MRK 257478-45 GI belonging to MAESRK Shipping Lines and consigned to De Consumables Lines Limited, docked at the Tema Harbour and officials of NACOB, who were on standby, immediately mounted surveillance on it. After almost two weeks, a clearing agent arrived with the necessary documents to clear the goods and he was arrested to assist in investigations and the container was later traced to Elike Chukwu, who was arrested at his residence at Aplaku Junction, near Weija. Upon interrogation, Elike Chukwu told NACOB officials that the real owner of the goods was Chief Eke. It took NACOB over one week of controlled operation to lure Chief Eke back into the country for his arrest at the Accra Shopping Mall, where he had scheduled a meeting with Chukwu and the clearing agent. PDP Chair: Fayose calls on stakeholders to support Modu Sheriff Governor Ayodele Fayose of Ekiti State has called on stakeholders to support the new National Chairman of the Peoples Democratic Party (PDP), Senator Ali Modu Sheriff, saying; “his emergence at this time is the best thing in the present circumstance and those aggrieved should sheath their sword and deploy their time and resources into fighting the All Progressives Congress (APC) instead of their own party.” In a statement by his Special Assistant on Public Communications and New Media, Lere Olayinka, the Governor said; “it is regrettable that those who abandoned the PDP to its fate when it lost power and did not say a word to defend the party have now found their voice against a decision taken in accordance with the party’s constitution.” The governor who reiterated his commitment to the party, said; “With my antecedent as someone who have always defended the party, I can’t be linked with any decision that will not be in the best interest of the party. I therefore call on all my admirers and believers in my dogged fight for the revival of our party to support our new chairman, whom I believe has the required capacity to reposition the party.” He described those linking the new chairman to the Boko Haram insurgents as mischief makers, asking; “Has Ali Modu Sheriff been tried and convicted by any court for sponsoring Boko Haram? Is he even being tried for involvement in Boko Haram activities? “Even APC Senator Ali Ndume is being tried for allegedly making contacts with the Boko Haram sect 73 times and he is still the Senate Leader. “Also, Ali Modu Sheriff and their ‘Saint Buhari’ are in-laws courtesy of his (Sheriff) son’s marriage to Buhari’s daughter and no one has called the President a Boko Haram sponsor by association. Or are they also saying President Buhari could have allowed his own daughter to marry the son of Ali Modu Sheriff if he was indeed a Boko Haram sponsor?” While describing the emergence of Ali Modu Sheriff as constitutional, Governor Fayose said all stakeholders like the National Working Committee members, Governors, Senators, House of Representatives members, BOT members and others took part in the processes that produced the new chairman. He said the party could only be repositioned when decisions of the party leaders are respected, calling on those aggrieved with the emergence of the chairman to be mindful of the supremacy of the party over and above other interests. The governor reminded members and supporters of the PDP that “the party was in a peculiar situation and we need people who can stand up against these devourers of our collective heritage.
