The Australian state of Victoria could soon become the first state to legalise voluntary euthanasia for people suffering from serious and incurable conditions.
A committee has recommended the Victorian Government legalise assisted suicide.
If the landmark recommendations, handed down by the Parliament’s Legal and Social Issues committee, are adopted, Victoria would become the first Australian state to legalise assisted dying.
The report handed down, which came after 10 months of investigation by the committee, made 49 recommendations covering assisted suicide.
Included in the recommendations were changes to the Crime Act designed to protect doctors who act within assisted dying legislation.
“The Government should introduce legislation to allow adults with decision-making capacity, suffering from serious and incurable conditions that are at the end of life to be provided assistance to die in certain circumstances,’’ it said.
The report specified that a doctor must first prescribe a lethal drug which the patient could take without further assistance unless the patient is physically incapable of doing so.
“It is essential that the patient must be experiencing enduring and unbearable suffering that cannot be relieved in a manner of which they deem tolerable,’’ the report said.
In giving evidence to the committee, cancer patient Sue Jensen, said that she hoped the report would make recommendations to allow her to make her own decisions about the end of her life.
“I just want people who disagree with this to respect it is my health, I am the one that has to live this.
“I am coming to the end of my time and want to just end peacefully and not with further trauma for myself or my family,’’ she said.
Victorian Premier Daniel Andrews revealed in June 2015 that he would not support voluntary euthanasia but conceded momentum to legalise it was building.

The Governor of Bayelsa State, Mr Seriake Dickson, on Thursday disclosed that the state government could no longer continue funding the state-owned Niger Delta University in Wilberforce Island, Amassoma.

Dickson, who spoke during a meeting with the Governing Council and principal officers of NDU in Government House, Yenagoa, noted that he could not sustain the existing funding system owing to the present poor financial standing of the state.

He called on the striking workers and management of the only state-owned university in the state to be more resourceful and innovative in generating revenue for the institution.

The governor noted that a situation where the state government’s monthly subvention of about N480 million is spent on only the university’s recurrent expenditure was ‘unsustainable’.

He harped on the need for the University leadership to be prudent in the use of funds, with a view to enabling the institution gain some degree of financial autonomy.

Dickson called on the Academic Staff Union of University, ASUU, to call off the ongoing strike action caused by the sharp drop in state revenues.

Rihanna and her label boss Jay Z are reportedly facing legal action from a Nigerian concert promoter amid allegations the singer cancelled a 2013 gig and kept the fee.

Megalectrics boss Chris Ubosi claims he arranged the gig for May, 2013 with two people who introduced themselves as representatives for Rihanna, Jay Z, and his Roc Nation firm.

The two parties reportedly agreed for the 28-year-old singer to perform a 65-minute set for $425,000 (€373,000), and Ubosi made three advanced payments, totalling $160,000 (€140,000).

He then received a request from Rihanna's team seeking to postpone the show, which Ubosi agreed to, as long as the pop star publicised the new date on her social media accounts, reports TMZ.

However, the rescheduled concert never happened, and now Ubosi has filed suit against the two stars and Roc Nation executives in a bid to reclaim his funds after his initial requests went unanswered.

Rihanna's management officials have yet to comment on the lawsuit, but sources close to the star tell TMZ the singer was unaware of the arranged gig and never accepted any money for the purported show, leading them to believe Ubosi had fallen victim to a scam.

A former Nigerian state governor who lived in Hampstead defrauded some of the world’s poorest people of £157m faces having his assets seized.
James Ibori, 57, was jailed for 13 years in 2012, but he’s yet to pay back a penny because of delays amid allegations of corruption against the CPS.

Ibori, formerly of Westover Hill, worked as a cashier in Wickes before a meteoric rise in the regime of President Sani Abacha, having started as a policy consultant.

He blew millions on luxury homes, a £12.6m private jet, school fees for his children, first-class travel and exclusive hotels.

He owned a £600,000 fleet of armoured Range Rovers, a £120,000 Bentley, and a £340,000 Mercedes Maybach that was shipped to his £3.2m mansion in Johannesburg.

Described as one of Nigeria’s most influential and wealthy politicians, Ibori rigged lucrative state contracts with the help of his wife, mistress, sister, and an inner circle of corrupt officials.

He sold £23m of state-owned shares in telecoms company Vee Mobile.

Nigerian-born Ibori moved to the UK in the 1980s where he married his wife, Theresa, and worked as a cashier at Wickes in Ruislip.

In 1990 the pair were convicted of stealing goods from the store and fined £300, and a year later Ibori was fined £100 for handling a stolen credit card before he moved back to his homeland.

Ibori was elected as governor of Delta State in 1999 after tricking his way into power by hiding details of his previous convictions in the UK for theft and changing his age.

In 2003, he was re-elected as governor for another four year term, after failing to disclose his previous convictions and financial status.

During that time he systematically stole funds from the public purse, secreting them in bank accounts across the world.

His methods included the inflation of State contracts, kickbacks and the transfer of cash from the State accounts by unscrupulous employees in his inner circle.

Jailing the crooked politician for 15 years in 2012, Judge Anthony Pitts said: “It is during your two terms that you turned yourself in very short order indeed into a multi-millionaire through corruption and theft while in your powerful position as Delta state governor.

“On any view just taking the Vee Mobile and the Challenger jet [the fraud totals] some £50m, but in light of other matters perhaps that is a ludicrously low and the figure may be in excess of £200m, it’s difficult to tell.”

A confiscation hearing is underway, and is set to last three months.

Panaji: In what may trigger a fresh controversy, former Goa chief minister Ravi S Naik on Tuesday demanded the Centre to ban the Nigerians from entering India while alleging that they indulge in illegal activities.

"The Nigerians come here in Delhi, in Bengaluru and do 'dadagiri' in the entire country. The Nigerians should be asked to leave India, we don't want Nigerian tourists. The Government of India should ban Nigerians from entering India," Naik told ANI.
He further stated that if the Nigerians come to India to study then the state government and the police should keep a strict watch on them.
"If they have come to study here, a watch should be kept on them to see whether they really study and go to colleges. They don't study, rather they indulge in illegal activities," he added.

Referring to the Nigerians with the pejorative 'Negroes', the senior Congress leader also said that the Nigerians have been causing 'problems' in Goa as well other metropolitan cities.


The Congress leader's remark comes just days after Goa Tourism Minister Dilip Parulekar sought stringent laws to deport Nigerians and Chief Minister Laxmikant Parsekar said that the people of the state are specifically not happy with them.

Parulekar had said that the Nigerians create problems in Goa and sell drugs while just days after Parsekar said on 30 May that Goans were not happy with the attitude and lifestyle of the Nigerians living in the coastal state.

The Goa Home Ministry had in 2014 during the monsoon session of the assembly referred to the Africans as 'Negroes', an error for which then chief minister Manohar Parrikar had to tender an apology after an outcry.

Melting pot: These students from Nigeria have learnt to live with ‘discrimination’


Esso Nnachebe Yahshua Donny, 20, had grown up watching Bollywood movies in Nigeria. Fascinated by the beauty of India and its culture, Esso decided to do his graduation in Computer Science from Mumbai University (MU).
“Back then, India was as good as Europe for me,” remembers Esso.
When he finally reached India in 2013, he couldn’t find a hotel to stay in for at least three days. “The hotels turned me down. Some said they were not open to ‘kaliyas’,” says Esso, who had already learnt the meaning of the term from his seniors.
Esso started looking for apartments on rent and he met with the same response. “Houses were not on rent for ‘Negroes’,” he says.
When he finally went to the college for admissions, people would either stare or make faces at him.
After several attempts, Esso, like many of his Nigerian colleagues, found a one-room flat in Bandra. “The flat was so small, I couldn’t stand straight. I could either sit or sleep.” However, waking up early in the morning and queueing up in front of the public toilet was the most frustrating experience for Esso. “We know that the rents are high in Mumbai, but some of us who have money also find it difficult to rent a flat,” says Esso. Nwodo James, 23, also from Nigeria, had also been a fan of Bollywood movies and wanted to study in India. After a detailed research on the internet, James zeroed in on MU.
“While researching about India, I had thought I would be going to a beautiful country which cherished its beautiful culture and had a better environment,” says James.
However, James was shocked when he finally came to India. “It was nothing like the movies. There is so much discrimination. I couldn’t find a place to stay,” says James.
Esso’s friend, a fellow Nigerian who refused to identify himself, says, “On the first day of college, I was welcomed in the class with hoots of ‘kaliya’.”
These students came to India with expectations of studying at a place better than their own. “However, discrimination is quite prevalent,” says Atuili Chidimma Peper (21).
Peper came to Mumbai in 2013 to study Sociology. She has struggled to find accommodation, ever since.
According to Peper, the government and the police, too, are not too supportive towards students from African nations. “I am a student, not a criminal,” says Peper, adding that finding accommodation is the biggest struggle for them.
She was once asked by her landlady to vacate the apartment, without any prior notice. Her deposit money, too, was not returned. “When I approached the police, I didn’t receive any support,” she says.
Soon afterwards, her belongings were stolen and she approached the police again. “They refused to take note of the situation. When I was adamant, they filed a complaint,” she says. Finally, her belongings were recovered from the landlady.
21-year-old Lucy Adaobi is a third-year Computer Science student. Since coming to Mumbai in 2013, she has changed apartments at least six times. “I have lived in Bandra, Malad, Naigaon, Nalasopara and Virar,” she says, laughing. She has been asked to evict without notice very often, she adds.
Once Lucy’s landlady refused to return her deposit. An argument ensued and the landlady slapped her. “I was so helpless. I felt alone in a country so far away from home,” says Lucy.
The students said that MU should provide accommodation to all international students. MU has only one international hostel at Churchgate which can accommodate 124 students. The university is now constructing two more hostels for international students in its Kalina campus.
Some of these students spend their weekends at the Church, learning guitar or keyboards. Others do household errands on their days off. Since, there are no restaurants in the city that serve authentic African dishes, most of them cook their staple Swallow and soup on weekends. These five students can speak two languages – Igbo and Yowuba – between them. However, they have learnt phrases and sentences in Hindi to ‘make life easier’, says Esso.
Fawale Clement Olajide, 24, a third-year Economics student, says they live in constant fear that they might be attacked. “People in India usually generalise all Africans as criminals, which is not fair,” he says. He remembers how he escaped an attack when he asked for the balance from a shopkeeper.
The students say that if any African commits a crime, people here retaliate with vengeance towards all Africans. “We should enjoy certain rights as international students. The Indian government is responsible for our safety,” says Peper.
“When Indians see an African man with an Indian woman, they get very suspicious,” says the student who did not wish to be named. He remembers the time when a Nigerian friend of his was called a ‘rapist’ for walking with an Indian woman.
“It’s unfair to attack us (Africans) because one of us might be involved in a crime,” says Clement, referring to the recent attacks on Africans in New Delhi. The students are now waiting for their third-year results before they fly home.
“Our visa expires even before we get our certificates,” says Lucy. “The university should grant us extension till we get our certificates which are necessary for getting a job back home.”
The students have to go home and enroll in the mandatory one-year service National Youth Service Corps. Without the certificates, these students cannot enroll in the programme.
“The university says that our certificates will be sent to our address but I know many students who do not receive their degrees,” says Lucy.

A Nigerian man and a Thai woman have been arrested after almost nine kilogrammes of crystal methamphetamine or "ice" were found stuffed into new handbags imported from China.

Sawaros Nathawil, 34, and John Anike Chinedu, 24, a Nigerian national, were arrested separately in Samut Prakan and Bangkok and taken for a media briefing at the Narcotics Suppression Bureau headquarters on Saturday.

A total of 8.5kg of crystal methamphetamine hidden in 35 women’s fashion handbags were seized from them.

Ms Sawaros was apprehended when she showed up to receive three parcels at a car park of a condominium building on Srinakarin Road in tambon Samrong Nua of Muang district in Samut Prakan on Thursday.

The parcels contained the 35 new handbags, stuffed with drugs, said Pol Lt Gen Rewat Klinkesorn, NSB commissioner.

Her arrest came after the NSB received information from Chinese authorities in Guangzhou that they had arrested an African drug trafficking gang and seized an invoice detailing goods sent from Guanzhou to Thailand by the suspects, said Pol Lt Gen Rewat.

When the woman arrived to receive the parcels, officers asked to search them and found the drugs hidden in the linings, said the NSB chief.

Authorities then extended the investigation that led to the arrest of the Nigerian suspect at a rented room in Lat Krabang on Friday. A pack of crystal meth was found stuffed in a handbag found in his room.

Several handbags similar to those found in the seized parcels were also found in his room. However, those handbags had earlier been slashed.

Pol Lt Gen Rewat said he believed the two suspects might be network members of the Nigerian gang caught in China. The seized drugs were destined for sale in Bangkok and Pattaya, particularly among wealthy drug addicts, he added.

The duo have been charged with colluding in smuggling drugs into the country with intent to sell. They were held in police custody for legal action.
