Yay! Imo State governor, Chief Rochas
Okorocha, has just signed into law a bill which,
among other things, permits women to procure
an abortion when they need it. The bill was
sponsored by the Majority Leader and Imo state
house member representing Ahiazu Mbaise
state constituency, Mrs. Ihuoma Adekunle, the
law is to be cited as “Imo State of Nigeria,
Violence Against Persons (Prohibition) Law
Number 12 of 2012”.
According to Vanguard , under the new law,
every woman in Imo State shall "have the right
to enjoy reproductive rights, including rights to
medical abortion in cases of sexual assault,
rape, incest and where the continued pregnancy
endangers the life or the physical, mental,
psychological or emotional health of the
mother."
The law also stipulates that “every woman shall
have the right to take decisions about her
health needs and requirements.” The law was
very specific that a woman “shall have the right
to determine the processes concerning
reproduction in her body.”
Okorocha also approved that every woman
should have a right to health, which should be
understood to mean enjoyment of the highest
level of physical, mental and social well-being
and healthcare services.
These provisions include everything relating to
family planning.
While this is amazing and welcome news to me,
it's no surprise there are those woman haters
for whom it is the end of the world. The
Catholic Medical Practitioners Association,
through their chairman, Dr. Phillip Njemanze,
has reacted angrily to the law, arguing that “the
law is anti-God, dehumanizing and totally
unacceptable to the association.”
Hear him, “The law is devastating. With its
signing into law by Governor Okorocha,
abortion has been legalized in the state and
anybody, just anybody can now ask for abortion
as a right in the state.”
While recalling that the National Assembly had
earlier rejected the bill, especially as it was
against humanity, Njemanze reasoned that the
law would encourage human egg trafficking.
For people like Njemanze, women are
nincompoops that cannot take decisions
concerning their own body and health. If a
woman decides to sell her own eggs, how is that
your concern? Who gets these young woman
who need abortion pregnant, is it not randy old
men who continue to rape and take advantage
of young women?
Most importantly, is a clean healthy abortion
not better than a quack procedure that will put
the life and future reproductive health of a
woman at risk?

Barely two weeks after the suspension of about six
months strike by the Academic Staff Union of
Universities, strong indications emerged on Monday
that lecturers of the Lagos State University might
embark on another industrial action.
The LASU ASUU Chairman, Dr. Adekunle Idris, who
revealed this at a briefing, said the lecturers were
putting up a 10-point demand before the university
authorities.
According to him, the demands include the
implementation of the University Act 2012;
downward review of the institution’s fees; abolition
of “no vacancy, no promotion” policy; regularisation
of appointment exercise for members on temporary
appointment; full payment of 17-month salary
arrears.
Others are the restructuring of courses in the
university; immediate payment of accrued earned
allowances; provision of befitting university
environment; and the review of the deadline for the
acquisition of PhD degree.
Idris noted, for instance, that the payment of
between N197,000 and N350,000 as fees by
students was against the law establishing the
university.
The establishment of the university, he added, “is to
provide access for citizens of Lagos State to higher
education regardless of their social status or
income.”
The ASUU chairman, who appealed to the state
government and the school’s governing council to
quickly intervene in the crisis, said the union had
held several meetings with the university authorities
to resolve the issues without success.
He insisted that the union had met with the
university Chancellor, Dr. Molade Okoya-Thomas,
board of trustees of LASU Alumni and Ad-hoc
committee of the Lagos State Executive Council on
these demands.
He added, “The congress mandates the ASUU-
LASU executive committee to continue to explore
possible avenues to sustain the dialogue aimed at
resolving all contending local issues.
“The committee is to inform ASUU national of
developments in LASU, including the possibility of
declaring an industrial action in LASU, in case the
dialogue being undertaken fails.
“Where the dialogue fails, ASUU-LASU executive
committee is mandated to put in motion the due
process for commencement of a local industrial
action in LASU.
“Early January 2014, congress will reconvene to
review what has been achieved out of our demands
and take decisions on the next line of action with
respect to those yet to be achieved.”
Appealing to the state government and the school
governing council and management, he said, “Look
into the burning issues in LASU comprehensively
now and forestall the looming crisis in the
university.”
The Senior Staff Association of Nigerian Universities
LASU chapter has been on strike since September
30, while the Non Academic Staff Union of
Universities in the institution only last December 3
suspended its industrial action.
Meanwhile, a top university official said many of the
demands would require the enactment of new laws
by the Lagos State House of Assembly.
He said, “Most of their demands like retirement age,
terms service and even school fees are matters for
the state government and the house of assembly.
For the PAYE tax, it was discovered by Lagos State
Internal Revenue Service that staff of LASU were
under-charged since 2003 and 50 per cent was
removed from our arrears (including the Vice-
Chancellor) to settle part of the bill.”

The ministries of Information and Interior are to
spend N303m on image laundering abroad and
typewriters in 2014.
The sum is part of the details of the 2014 budget
proposals submitted to the National Assembly by
the Minister of Finance, Dr. Ngozi Okonjo-Iweala.
The Information ministry will spend N300m on
external publicity/media insertions in foreign print
and electronic media in selected cities.
According the budget, the money will also be spent
on engagement with foreign news agencies, and
production of specialised publicity materials for
foreign audience.
The details also showed that the Interior ministry
would spend N3m on the purchase of typewriters
during the year.
Another curious aspect of the ministry’s budget is
its plan to spend N3m on Human Immunodeficiency
Virus. It also intends to spend N3m on the
refurbishment and upgrade of its intercom extension
and N5m on letter bomb detectors.
The budget’s details also indicate that the
development of social media platforms and
networking with other platforms will cost the
Information ministry N50m in 2014.
The production of calendars and dairies by the
ministry will gulp N201, 347,699 the same year.
Nationwide media tour of Federal Government
projects and hosting of town hall meetings by the
Minister of Information is billed to cost N241m.
The Minister, Mr. Labaran Maku, had towards the
end of 2012 initiated the Good Governance Tour
which has so far taken selected media
professionals, public servants and civil society
groups to four out of the six geopolitical zones in
the country.
The tour ran into controversy when Edo State
Governor, Mr. Adams Oshiomhole, and Lagos State
Governor, Mr. Babatunde Fashola, distanced
themselves from it.
Oshiomhole, in particular, contended that he did not
need the team to validate that he was working for
the people of Edo State.
It was not certain as of press time if the nationwide
media tour mentioned in the budget is another
initiative of the ministry or a continuation of the
Good Governance Tour.
Another N130m will be spent on ministerial
platforms and press briefings on national events
while the development of a National Policy on
Information and the hosting of the National Council
on Information are to gulp N30m.
For the production of various publications on
government policies and programmes, the ministry
plans to spend N65m in 2014 .Public enlightenment
and mobilisation on Vision 2020 in collaboration with
Ministries, Departments and Agencies and external
bodies on the transformation agenda of the
government will gulp another N55m.
The ministry plans to spend N80m on human capital
development, N10m on the promotion of Made-in-
Nigeria products and N35m on ‘capacity building for
budget monitoring of projects and financial
monitoring in line with transformation agenda’.
Other major expenditures of the ministry include
N25m for the production of jingles on progress
made on the transformation agenda, N51m for the
purchase of digital machines, and N30m on public
enlightenment and national security campaigns
awareness.
Various sums of money will also be spent by the
ministry on the development of web portals and
construction of Local Area Networks.
Curiously, the sum of N214, 242,040 is contained in
the budget for the rehabilitation of police stations
and barracks by the Nigeria Immigration Service.

The Federal Government has barred airlines from
flying into the Maiduguri airport until March 2014;
documents obtained by our correspondent have
shown.
According to a Notice to Airmen sent by the Nigerian
Airspace Management Agency to airline operators,
a copy of which was obtained by our correspondent,
the carriers were told that the airport would no
longer be available for flights until March 2014.
In the NOTAM, which was filed through NAMA’s
Aeronautical Information Services, and sent to
some Control Towers across the country, pilots
were informed that the Maiduguri airport was shut
during the first week of December and would not be
available until early March next year.
Further investigations by our correspondent
revealed that the Federal Government decided to
shut the airport after Boko Haram insurgents
destroyed some equipment belonging to NAMA.
A NAMA source at one of the airports in the North,
who confirmed the development, said it was the
agency’s generators that were destroyed by the
Boko Haram sect during the recent attack on the
Maiduguri Air Force base.
He said the generators might not be fixed until next
year, expressing the hope that the government
would have fixed the situation before the March
date when the airport was expected to be re-
opened.
Maiduguri, the Borno State capital, was on
December 2 attacked by Boko Haram insurgents,
leading to the death of two military personnel and
members of the sect, and the destruction of three
decommissioned military aircraft, two helicopters
and property worth millions of naira.
Owing to the siege, military authorities and the
Borno State Government slammed a 24-hour
curfew on the city and its environs.
The attack forced the Federal Airports Authority of
Nigeria to shut the Maiduguri airport and airlines
hurriedly cancelled their flights to the city.
Arik Air had to cancel its Abuja to Maiduguri morning
flight on Monday following the attack, just as roads
leading into the city were closed.
However, the FAAN spokesman, Mr. Yakubu Dati,
said on Monday that the airport had been opened.
He said the Maiduguri airport was just closed for a
day following the Boko Haram attack on the nearby
Air Force base and had since been re-opened.
But findings revealed that the airport had yet to be
reopened. Arik Air said it had yet to resume
operations to the Maiduguri airport because the
airport was still closed.
Early this year, domestic airlines operating flights
into Kano, Maiduguri, Yola and other volatile cities
the North had announced plans to stop flights into
the cities due to security concerns.
The development came a few months after some of
the domestic carriers cancelled night-stops for
their crew and aircraft in extremely volatile
northern cities, especially Maiduguri.
The security situation had forced the foreign airlines
to stop night stops at the Abuja airport.
