Why are you restricted to only a PhD in Pharmacy? What is your plan after the program? Do you intend to lecture/research or you would like to practice? I think your answer to the last question can be a starting point to guiding you on how best to go about it.

How did you win a state government MSc scholarship? Well, it depends actually. Will you be given a lecturing appointment upon finishing your MSc? Your credentials can be a solid point to apply for PhD program abroad (Europe or USA or Canada). If you have a solid MSc, it can open many opportunities— your school can retain you, u can decide to travel out for PhD etc . OyoTunjiUSA might have a point in that having a MSc can give u opportunity to apply for a PhD program and get offers since you have already tried with your BSc
