First of all let me congratulate the individual for securing admission, if you like deny it, but I know it is You!
Then I think the individual should reply the admissions committee via email notifying them that his admission and studies will be funded by a scholarship body (if possible mention PTDF, dem suppose know them wella), and that due to the ongoing global pandemic that has greatly affected business and organization's activities in your home country, it might not be possible or very convenient for the scholarship body to meet up with that deadline.
Nevertheless you'd do your utmost to see how you can hasten the process if possible to pay up your fees.

The truth is that an email has been sent already... Their response didn't change.. Still insisting.
The first installment is over a million naira... If there was a million naira to pay as installment , will there be need to even pursue this scholarship.

it is not a misnomer now, everyone was graded on the spot. If they carried your SOP it means they forgot to give it back to you or your presentation was incoherent and they wants to see more.
