How long does it normally take to have one’s passport returned to VAC after an application denial?

For proper context, the denial decision was made on August 3rd, but the email of their decision wasn’t sent till August 17th.

We’re trying to reapply for my daughter as a dependent but her passport is what’s stopping us as it’d be needed for her biometrics at TLS… the tracker shows it’s still at DMC I as type…

Does ukvi send refusal email to the applicant immediately alongside the collection email, or does ukvi send a hardcopy refusal letter in the parcel containing the passport to be picked up?
