Politics / Midnight flood wreaks havoc, destroy multi-million property in Ekiti by Elchicolo: 4:11pm On Aug 28, 2019
A heavy downpour on Tuesday that lasted till the early hour of Wednesday has ravaged a section of the Ado Ekiti capital city and cut off certain parts of the metropolis from the main city.

Mainly affected is the Ureje area, along Polytechnic road and other adjoining communities like Boom Town, Eminrin and Ijelu village, fondly called Aba Oyinbo by commuters.

The torrential rainfall started around 8pm on Tuesday and fell intermittently throughout the night until 6am on Wednesday.

A resident of the area, Mr Idowu Adaramoye, said the bridge on Ado-Ijan-Ikare road, which also linked the capital city to the Federal Polytechnic region was overrun by the flood.

He said commuters travelling along that route between that six hours had to parked their vehicles at the nearby filling stations and waited until it subsided.

The source said the flood also surged into a church and about five houses located within the vicinity of Ureje Bridge.

“Nobody could cross that bridge to the Polytechnic side or go into Ado Ekiti city. Most of the residents had to wake up and caught a glimpse of the ravaging fast-moving water”.

Also, residents of the Boom Town, Eminrin, had to stay indoors till 12 noon before they could cross Ureje stream that devastated their environment.

The Chairman of the community, Mr. Oladimeji, appealed to government to dredge the stream to lower the water to prevent recurrence of the flooding.

“This Ureje stream was dredged about three years ago, but the job was not well done and the effect is what we are feeling today.

“About four houses could have been destroyed but for communal efforts made to ensure that we concrete the same inner Ureje bridge that linked us with Oke Ila region.

“There is need for the government to do more thorough job to dredge in order to reduce the water level,” he said.

Residents of Ikere Ekiti also felt a dose of the devastation as the flood rendered many homeless while property worth millions of Naira was destroyed by the flood.

The affected areas in Ekiti are: Kajola Adun Ogbon in Oke Osun, Alade filling Station Area in Odo Oja.

Journalists who visited the area observed that many houses, livestock gardens and cars were lost.

Not fewer than 15 women were in the early hours of Tuesday morning kidnapped by armed bandits who attacked Wurma village in Kurfi local government area of Katsina State.

The Spokesperson of the Katsina State Police Command, ASP Anas Gezawa who confirmed this development, said 10 women (out of the 15 kidnapped) were rescued hours later.

This was coming as locals in the area claimed the number of persons kidnapped in the village is 48 persons, out of which seven were set free, two escaped while the kidnappers attempted to kidnap the village head but due to his health condition decided to set him free and now leaving the number of persons in the kidnappers custody at 39 persons.

The Spokesperson maintained that only five were still in captivity while the 10 rescued have been reunited with their families in the village.

According to ASP Gezawa, “DPO Kurfi reported that today 27/08/2019 at about 0015hrs unknown gunmen in large numbers invaded Wurma village of Kurfi LGA and abducted Fifteen (15) women including the Daughter and Daughter in law of the Village head, Alhaji Mustapha Mohammed (M).

“Bandits also carted away unspecified number of cattle.

“DPO led a team of policemen to the scene but hoodlums had already escaped.

"Subsequently at about 1400hrs Ten (10) out of the Fifteen (15) abducted women have been rescued and reunited with their families at Wurma village, Kurfi L.G.A.

“Effort are intensified to rescue the victims and possible arrest of culprits,” ASP Gezawa stated.

Local source said, “the armed bandits invaded Wurma village in Kurfi LGA and kidnapped 39 people including former vice chairman of the local government and other family members of the village head (2 daughter and four granddaughters).

"They cart away with livestock, raid all shops and left with properties and other valuables.

“The bandits kidnapped 48 people, out of which they set free seven persons, two escaped. The kidnappers attempted to kidnap the village head but due to his health condition decided to set him free and go with his phone to reach across to them (kidnappers) if the need arises.

“This is leaving the number of persons in the kidnappers custody at 39 persons,” the source said.

In a related development, it was gathered that the bandits had on Sunday night engaged security operatives in Jibia local government area of the state in a gun duel resulting in the burning down of four vehicles (three vehicles belonging to the Army and one belonging to the Nigeria Security and Civil Defence Corps, NSCDC).

The incident happened when the security operatives got a distress call that the bandits had barricaded Shinfida road, Jibia LGA and swung into action but were said to be over powered by the bandits.

The Spokesperson, Katsina State Police Command, ASP Anas Gezawa who confirmed the development said, “On 25/08/19 at 2008hrs, a distress call was received that a large number of bandits blocked Shinfida Road by crossing point and were exchanging heavy fire with joint Police/military teams, DPO Jibia reinforced additional teams to the scene to curtail the situation.

“In the process, the hoodlums burnt down three military and one civil Defense operational vehicles, other vehicles conveying members of Shimfida villagers from market are also affected, three women

N7BN FOR TRIPS — ARE NIGERIAN LEADERS BEST TRAVELLED ACROSS THE WORLD?

A close look at the budgetary trend showed that the allocations hit the high heavens in 2013 when N2.68 billion was allocated to such trips with the lowest coming in 2015.

The yearly breakdown showed that N182.1 million each was spent in 2019 and 2018; N186.6 million in 2017; N97.14 million in 2016 while N78.6 million was set aside for it in 2015.

For 2014, N185.3 million was budgeted for travels while it gulped N2.68 billion in 2013; N1.2 billion in 2012; N2 billion in 2011 and N260.4 million in 2010.

While most of the trips embarked upon by Nigerian leaders were government functions, there could have been ways to reduce expenses incurred through them such as reducing the number of persons accompanying the president on such trips or going only when it is necessary.

For instance, President Muhammadu Buhari made foreign trips 30 times a year after his inauguration in 2015 while he has reportedly toured 33 countries in about four years of his administration.

Of more concern though is the fact that the leaders are often accompanied on these trips with as many individuals that can fill a section of the stadium as if they are on vacation; Buhari had travelled to the UN General Assembly in 2015 with a 32-man delegation, a number which by no means matches the record of former President Goodluck Jonathan who was said to have embarked on a similar trip accompanied by 120 persons, of course with taxpayers’ money.

IS N7.32 BILLION FOR CARS NECESSARY?

The documents showed that while N3.76 billion was used to buy new cars at the presidency from 2010 to 2019, N3.56 billion was budgeted to maintain and fuel existing ones. The budget for cars in the period under review was highest in 2011 with N1.18 billion allocated for it while the lowest was in 2015 when N117.5 million was allocated.

A closer look showed that Aso Rock had new cars in its garage in all the years under review except in 2012, 2013 and 2015 when none was bought, according to the budget documents.

From the yearly breakdown, while N809.7 million was allocated for maintaining, fuelling and purchasing cars at the seat of power in 2019, the budget was N1.14 billion in 2018; N455 million in 2017; N1.1 billion in 2016; and N117.5 million in 2015.

Further breakdown showed cars gulped N351.2 million IN 2014, N627.2 million in 2013; N433 million in 2012; and N1.18 billion and N1.1 billion in 2011 and 2010 respectively.

N644M FOR GENERATORS, ADDITIONAL N1.38BN FOR ELECTRICITY CHARGES

Apart from the N644 million which the presidency allocated to fuelling and maintenance of generators in 10 years, power supply gulped N1.38 billion through electricity charges. While the lowest expenditure for generators was in 2015 when N29 million was allocated, the highest was in 2013 when the item gulped N193 million out of which N60 million was used for purchase.

A breakdown of the yearly budget showed that N51 million was budgeted for fuelling and maintenance of generators in 2019 with the same amount as its allocation in 2018. In 2017, N51.6 million was set aside for this; while N35.8 million in 2016 and N29 million in 2015.

In 2014, N54 million was set aside for the item while it got N193.1 million in 2013; 2012, 2011 and 2010 saw the line item gulping N62.7 million, N54 million and N82 million respectively.

As the tenure of Mr Tunde Fowler, Executive Chairman, Federal Inland Revenue Service (FIRS), heads towards its sunset, recent trends within the Presidency and the Revenue House tend to suggest that some vested interest groups, including staff in the organisation are hell -bent on scuttling his second term ambition at heading the government’s revenue agency.

Fowler, a close ally of the All Progressive Congress (APC) party stalwart, Bola Tinubu, had escaped several booby traps designed to see him out of the FIRS since assuming office in August of 2015. But those opposed to his second term ambition are however not giving up on their mission to sack him or at worst rob him a second term and have already started shopping for a replacement.

To achieve their target they have unearthed one alleged atrocious act after the other to leave President Buhari with no option than to replace Fowler and appoint another qualified Nigerian to head the FIRS.

The FIRS boss’s appointment was confirmed by the Senate in December 2015 and his tenure is expected to expire this week going by the date he was appointed; although some people have suggested it would expire in December, the month his appointment was confirmed.

Allegations leveled against Fowler include; sedimented corruption via inflated contracts and supervising the abuse of duty tour allowances by staff; money-for-employment scandal, flooding the agency with parasitic consultants thus making many staff redundant; parading questionable certificates which shows he may have been scammed by foreign institutions; discrepancies in revenue generation and remittances.

Other allegations against the FIRS boss include; extravagant weekly spending on concerts and parties in Lagos, Port Harcourt and other major cities within and outside Nigeria, frivolous donations to organisations while staff entitlements for official engagements took a long time to settle.

There was also an allegation of suspension of tax audit and case investigation functions in various field offices since January 2016 and the engagement of friends as FIRS consultants to carry out core tax functions of audit, investigations, taxpayers’ registrations and other ancillaries of the service. There is also the indiscriminate transfer of senior officers to non-existent offices and/or non-functional training schools nationwide.

His enemies are standing on the aforesaid factors to urge the authorities to take him out and allow for a comprehensive audit of his stewardship and possibly fumigate the system.

Some staff who craved anonymity to avoid a scalding witch-hunt allege that Fowler has contaminated all operations of the FIRS.

They said: “If he is not eased out of the system, it will fail very soon. For example, we have a fund for maintenance and repair of tax controllers’ operational vehicles. When he came, he abolished it and collapsed it into a pool and outsourced the money to a mechanic company he brought from Lagos. A repair of N20,000 will take three months for them to do, so we have most vehicles grounded”.

Unknown gunmen in the wee hours of Thursday unleashed horror on Ilile, a riverine community, in Ohaji-Egbema Council Area of Imo State, killing five persons and injuring many others.

Among those killed by the rampaging gunmen in the pre-dawn attack were a retired Police Officer and a community leader.

The assailants, according to eyewitnesses, stormed the community around 3am.

A reliable source, who pleaded not to be named, gave the identity of the slain ex-cop simply as Mr Ukpabi and another victim, who was the immediate past President General of the community as Napoleon Amadi,.

The community source told our correspondent that others who were wounded by bullets were hospitalised.

The gunmen, our correspondent learnt invaded several families, shot their targets before fleeing in the wee hours, our correspondent learnt.

The source said: ” As we speak, five persons have been confirmed dead. Among the dead are a retired police officer, Mr Ukpabi, the immediate past president general of our community, Napoleon Amadi, a member of vigilante group in our community, Uwagwu Eze and two others. ”

” Three persons died on the spot while two others died at the hospitals. Several others are lying critically. They invaded their families around 3am and shot them. They killed them in their houses while they were asleep. They visited them one after the other in their households. It was indeed a tragedy.”

On what led to the killings, the source said: “It was purely cultism. I don’t know the names of the warring cult groups but they were cult related. This is indeed too much to bear.I can’t believe it.

When contacted , the Police Public Relations Officers in the state, Orlando Ikeokwu, said three persons were killed.

Ikeokwu said that he could not confirm if the killings were cult-related but stated the Commissioner of Police, Rabui Ladodo had ordered a investigation into the matter with a view to bringing the killers to justice.

He said ” I can confirm that three persons were killed. But I cannot confirm if it was cult-related because they came and shot their targets. The CP had ordered a full-blown investigation into the killings with a view to bringing the perpetrators to justice “.

Education / Anambra State University staff to commence strike tomorrow by Elchicolo: 11:24am On Aug 13, 2019
The non-teaching staff of the Anambra State owned Chukwuemeka Odumegwu Ojukwu University (COOU) has given the university management up to Wednesday, August 14 to meet their demands or face indefinite industrial action by the staff.

The workers, who are members of National Association of Academic Technologists (NAAT), Non-Academic Staff Union of Universities (NASU) and Senior Staff Association of Nigerian Universities (SSANU), under the Joint Action Committee of Trade Unions (JAC) had earlier issued several notices of industrial action.

The groups claimed that the university was owing them over N4.6 billion.

Handing down the August 14 deadline in the JAC-COOU Bulletin No.2, the unions said they had fully notified the Governing Council and University Management of the actions if their demands were not met on the said date.

In the bulletin jointly signed by the JAC leader/Chairman, NAAT-COO; Comrade A.C. Okeke, Chairman, NASU-COOU, Comrade F.O. Nwaibe and Chairman, SSANU-COOU, Comrade Oddih Obiora, the unions said they have exhausted all avenues possible to avoid an industrial action but the school management had remained unappreciative.

“As we prepare to close down the university, the staff unions in the university have pleaded, dialogued and signed various agreements/MOUs with the Governing Council. We have also brought all our demands to the university management and Governing Council of the university and frowned at the various issues.

“Remember that in our usual way of ‘understanding the financial predicaments’ of the university, we shelved our intended strike earlier scheduled for 15th May, 2019, (as in Bulletin No. 1).

“This was to pave way for proper negotiations with the university authorities but nothing has come out from those negotiations as our conditions of service keep worsening.

“While the university management are maintaining their stance of ‘there is no money,’ Council are maintaining their snail-speed and foot-dragging approach to our demands,” he said.

The N4.6 billion owed the unions said, covers Monetization arrears, Promotion arrears, CONTISS and CONUASS arrears, Earned Allowance arrears, Non-Remittance of Contributory Pension Fund Deductions/Non payment of employers (10 per cent) portion of the fund, PAYE deductions and remittance, Non-remittance of National Housing Fund Contributions and Non-remittance of union dues/levies after deduction.

THE suspected Taraba kidnap kingpin is a petty fish trader, painter, politician, polygamist with many children and a philanthropist. His wealth status might have been exergerated because of his generosity and profligate spending.

He was reclusive until the last two years. His wealth, allegedly through kidnapping shot him into ‘prominence’.

He is at the centre of a disagreement between the Army and the Police following soldiers killing of three policemen and a civilian who were on an anti-kidnapping mission in Taraba State.

The incident is under probe following public outcry.

Who is he? His name is Hamisu Bala. His nickname is “Why Do You Mean?”, which many mistake for “Wadume.” He is a Hausa man whose great grand father migrated from Katsina state.

He was born and brought up in Ibi local government area of Taraba State. His late father, Bala, was Hausa, while his mother was Tiv, from Ukum local government area of Benue state.

He holds a secondary school certificate, having attended the Government Secondary School (GSS) Ibi. It was gathered that he was “not a brilliant” Arts student.

“He completed secondary school in 2004 and did not proceed to any tertiary institution,” one of his classmates told The Nation.

Bala, 35, suddenly became so rich that many believe he made it through ‘ritual’. His posh residence in Ibi was built only last year. Before then, he was a petty trader who specialised in buying and selling fish in Ibi.

“He was not even a big trader; he could only afford to buy only one or most of the time, half a basket of fish to sell at retail prices,” a source, who knows him well, said.

Bala was a painter who had partnership with his brother.

During the 2019 polls, he aspired to become a House of Assembly member, representing Ibi Constituency, on the platform of the Young Democratic Party (YDP). But, he did not make it.

After making money Bala has been living the life of a philanthropist.

In the last two years, he reportedly built houses for his friends and donated hundreds of motorcycles and cars to young men and women. He is also believed to be generous to security agents.

“Sometimes he (alleged kidnapper) goes to tea sellers and settles the bills of tea drinkers. Then, he gives N10,000 each to the people,” a source in Ibi said.

Two of his wives have been under house arrest. His other two wives are in Mecca on pilgrimage, it was learnt.

So, how did police know Bala was a big time kidnapper to the extent of apprehending him? One of Bala’s accomplices, known as Kwarba, was apprehended by the police in Jalingo, over his alleged involvement in the kidnapping of a Permanent Secretary.

During interrogation, Kwarba revealed that Bala was their leader. The police then allowed Kwarba to be communicating with Bala on the phone for over three days, as though he was not in detention. Based on their communication, the police were able to gather useful information.

It was during one of their conversations on the phone that Bala disclosed that he was coming to Ibi for Eid el Kabir celebration. On arrival in Ibi, Bala phoned Kwarba to inform him.

Operatives of the Intelligence Response Team (IRT) embarked on the journey. They got to the police headquarters in Jalingo, before proceeding to Ibi, in a white Toyota Hummer Bus marked, LAGOS: MUS-564EU.

They were in mufti, and carried Kwarba along so that he could identify Bala. They met Bala at a coffee joint, at the junction to Government Lodge. Kwarba identified him.

To pull the wool over the kidnapper’s eyes, the policemen in disguise went out and told him they brought a bus for sale. Bala sought to know the cost of the vehicle so that he could buy it, but the policemen suggested they would step aside for bargaining.

It was when he (Bala) got into the bus that the policemen told him they were there to arrest him, after handcuffing and chaining his legs.

After arresting the suspect, the operatives drove into Ibi town briefly and began to drive carefully out of the town.

But while passing the coffee joint, (where Bala was picked) the suspected kidnapper forced his head out of the vehicle and shouted: “I have been kidnapped by these people.”

Soon, the news spread and some of Bala’s ‘boys’ began to chase the vehicle on motorbikes. The operatives had passed the first and second check points, with only one remaining to pass.

Bala’s accomplices then called the military checkpoint where the bus was ambushed. They opened fire on the bus conveying the operatives and suspected kidnapper. The bus somersaulted into the bush, following the barrage of gun fire, as the driver lost control of the wheel.

A source revealed that, after the killing of the three policemen and the civilian, Bala, who was handcuffed and chained in the legs, crawled and took refuge in the home of an old Jukun woman.

The following day, he called his army captain friend who came with three of his ‘boys’ in a red Tyoyota Corolla.

Our source alleged that the army captain cut the chains on the suspected kidnapper.

“It was around 7:30 am that he (Bala) was taken back to his home in Ibi in the red car,” an eyewitness said.

On getting back to Ibi, his neighbours and Ibi residents went into jubilation. It was gathered that while the jubilation was on, Bala sneaked out of town. He has not been seen since then.

Leader of the Islamic Movement in Nigeria, IMN, Sheikh Ibrahim El-Zakzaky, and his wife, Zeenat, are set to travel to India for medical treatment by 6pm on Monday.

The duo had arrived the Nnamdi Azikiwe International Airport, Abuja on Monday morning in readiness for the trip.

The Chairman, Free El-Zakzaky Campaign Committee of IMN, Abdulrahman Abubakar, confirmed this development to Vanguard.

“The Sheikh and his wife arrived Abuja this (Monday) morning. They would be departing for India around 6pm this evening,” he said.

Asked if IMN complied with the fresh conditions by Kaduna State Government on El-Zakzaky’s medical trip to India, Abubakar replied: “Is Governor El-rufai the court? Is he the one detaining the Sheikh and his wife? We do not regard his conditions as important.”

He, however, promised to release detailed information about El-Zakzaky’s trip to india in a press statement.

The medical trip by the El-Zakzakys followed the order of the Kaduna State High Court which granted them leave to undergo treatment at an Indian hospital of their choice.

This followed an application by El-Zakzaky’s counsel and human rights activist, Femi Falana (SAN), to allow them to travel for treatment as a result of their deteriorating health condition.

Justice Darius Khobo, thereafter, granted the leave on August 5, adding that the IMN leader and his wife would be accompanied abroad by officials of the Kaduna State Government.

Their trial is expected to resume as soon as they return from the trip.

rmy hierarchy has arrested the captain who allegedly ordered the killing of three operatives of the Inspector-General of Police Special Intelligence Response Team (IRT) at Ibi, Taraba State.

A source, who disclosed this, said the captain was arrested on Saturday by the Army, but was yet to be handed over to the police for interrogation and possible prosecution.

It was also learnt that bodies of three policemen and the civilian have been moved to a mortuary in Abuja.

According to report, the remains of the officers were conveyed to Abuja early yesterday morning. They were moved to Garki General Hospital and kept in a mortuary, waiting to be buried.

The three policemen and the civilian were part of the 10 men who went to Ibi town to arrest an alleged notorious kidnapper, Alhaji Hamisu Wadume.

Moments after successfully arresting the suspect, the IRT operatives came under a hail of bullets by soldiers at a checkpoint on Ibi-Jalingo Road. The sudden attack on the bus of the operatives caused their vehicle to somersault. While other operatives escaped into the bush, those alive were shot on the stomach and chest by the soldiers, who then tagged them kidnappers. The soldiers then freed Wadume.

Meanwhile, the crack in the relationship between the Nigerian Army and Police may have deepened since the killing of three police operatives by soldiers in Taraba State.

New Telegraph recalls that three police officers attached to the Inspector General of Police Intelligence Response Team (IRT) – Inspector Mark Ediale, Sergeants Usman Danzumi and Dahiru Musa, and a civilian were shot and killed by soldiers in Ibi area of Taraba State.

According to the Police, these members of the special force were killed on their way to Jalingo, the Taraba State capital, shortly after arresting a suspected kidnap kingpin, one Alhaji Hamisu Wadume, said to have been involved in high-profile cases of kidnapping.

The Army, in its reaction, had claimed that the soldiers had mistaken the slain policemen for suspected kidnappers.

There have been no love lost since the tragic incident, as the Police insisted that the killing may have been premeditated.

Signs that all may not be well between the two security agencies emerged at the weekend, when a high-powered investigative team ordered by the Inspector-General of Police (IGP), Mr. Mohammed Adamu, arrived Jalingo.

The panel, which is headed by the Deputy Inspector General of Police (DIG) in charge of Force Criminal Intelligence and Investigative Department (FCIID), Mr. Mike Ogbizi, commenced work despite the inauguration of a seven-man panel by the Chief of Defence Staff (CDS), General Gabriel Olonisakin.

In the wake of the Taraba killing, President Muhammadu Buhari had directed the Defence Headquarters to constitute a panel of investigation, to unravel the circumstances surrounding the incident

A statement last Friday by the Acting Director of Defence Information, Col. Onyema Nwachukwu, said the inauguration of the panel was in compliance with the presidential directive.

According to Nwachukwu, the Joint Investigation Panel, which had membership drawn from the Army, Nigerian Navy, Nigerian Air Force, Police, the Department of State Services (DSS), as well as the Defence Intelligence Agency, had commenced work.

It is headed by Rear Admiral IT Olaiya.

A highly-placed source, who spoke in confidence with New Telegraph, said the arrival of DIG Ogbizi-led team in a day the DHQ issued a statement about the constitution of a panel “speaks volumes of the anger over the killing of the highly-trained IRT operatives.”

According to him, “the Police want to get to the root of the murder of their officers and possibly the re-arrest the fleeing kidnap suspect.”

He asked in a rhetorical tone: “Does the labelling of the slain policemen as ‘suspected kidnappers’ by the Army not worry well-meaning people?”

In his reaction, however, the Acting DDI said he was not aware of any parallel panel investigating the killing, other than the one constituted by the DHQ.

“The Joint Investigation Panel convened by the Chief of Defence Staff is in compliance with the directive of the President and the Commander-in-Chief.

“I am not aware of any parallel investigative body. The Nigeria Police and other relevant services are adequately represented in the Joint Investigation Panel,” Nwachukwu said.

Several calls put to the Force Public Relations Officer (FPRO), DCP Frank Mba, for comments were not answered.

Also, text messages sent to them had yet to be responded to as at the time of filing this report.

The Independent National Electoral Commission (INEC) has clarified its statement on the resignation of the Resident Electoral Commissioner (REC) in Cross River State, Dr Frankland Briyai.

Amid reports that the REC was sacked, INEC’s National Commissioner and Director of Voter Education, Mr Oluwole Osaze-Uzzi, said the commission does not have the power to take such action.

He, however, explained that INEC could only delegate power, duties, and responsibilities, saying that was exactly what it did.

“I don’t think we have the power to sack a REC,” Mr Osaze-Uzzi said during an interview on Channels Television’s Politics Today on Friday.

On Thursday, Dr Briyai addressed reporters in Calabar, where he declared to contest for the governorship election in Bayelsa State.

He also announced his resignation as a Resident Electoral Commissioner, saying he would run on the platform of the All Progressives Congress (APC) in the November 16 poll.

In a statement, INEC said it has yet to receive any resignation letter from the REC, in line with the provisions of the Constitution.

According to the commission, Dr Briyai failed to follow laid down procedure for resignation as such can only take effect on receipt of the resignation letter by the appointing authority.

It also condemned the use of the premises of the electoral body for expression of political interest, saying it was unlawful.

INEC, thereafter, directed its administrative secretary in Cross River to take over the responsibilities of the REC until further notice.

General Overseer of The Redeemed Christian Church of God, RCCG, Pastor Enoch Adejare Adeboye who has come under various criticisms for keeping quiet over national challenges, Tuesday night gave a reason why he does not respond to criticisms from his enemies.

Speaking in his first message at the ongoing national convention of the church at the Redemption Camp on Kilometre 46 along Lagos-Ibadan Expressway Adeboye told the crowd at the Old Auditorium that there was no need to reply to his critics because the Lord promised to cause his enemies that rise up against him to be smitten before his face if we hearken diligently to his commandments.

According to the General Overseer, “some people often ask me why I don’t reply my enemies and I tell them there is no need to reply all my enemies because He has promised to smite all enemies that rise up against me one way, and they will flee before me seven ways.”

Continuing, he said people often say if you are a Christian you should be poor, stressing that it’s a lie of the devil.

“If you read that passage you will find out that that the doctrine is not of God because He promised that if we hearken diligently to His commandment we will lend to nations and not borrow. I refuse to die poor,” he chorused and the crowd of worshippers re-echoed.

According to Adeboye, when you hearken diligently to the word of God, healing, prosperity, victory, abundance will be your portion.

He asserted that many people miss God’s plan and purpose for their lives when they fail to hearken to God’s words as God’s blessing always comes with the condition of obedience to his words.

Adeboye challenged Christian Leaders to continue to preach the gospel of Jesus and equip themselves with sound biblical teaching and training for them to excel in the call of God upon their lives.

The Welcome service started with a very colourful artistic presentation by the youth department of the church.

He cited a widow in the scripture who was in debt and the people she owed were coming for her children but she ran to the prophet and hearkens to the prophet’s instruction and God did the miraculous.

The Kaduna state government has given conditions that must be fulfilled before it will allow the leader of the Islamic Movement in Nigeria, Sheikh Ibraheem El Zakzaky and his wife, Zeenat to travel to India for medical treatment.

In a statement issued in Kaduna Wednesday evening,the state commissioner for Internal Security and Home Affairs, Samuel Aruwan said though the state government will appeal the ruling of the Kaduna high court ruling allowing El Zakzaky to travel to India for treatment, it will not seek a stay of execution because it believes that people should have access to treatment.

Kaduna state government is prosecuting El Zakzaky and his wife on an eight-count charge, including culpable homicide punishable with death.

THE TEXT OF THE STATEMENT

Kaduna State Government Statement on the El-Zakzaky Trial

Malam Ibrahim El-Zakzaky is facing criminal trial before the Kaduna High Court on charges filed in April 2018.
The Kaduna State Government is prosecuting Malam Ibrahim El-Zakzaky on an eight-count charge, including culpable homicide punishable with death. He and his wife are the first and second defendants in The State versus Malam Ibrahim El-Zakzaky and Another (charge no. KDH/KAD/60c/2018), and his plea was taken on 2nd August 2018.

His application for bail was refused on 4th October 2018, and he has since remained in the lawful custody of the state, and not in unlawful detention as being wrongly disseminated. On Monday, 5th August 2019, the Kaduna High Court granted an application for medical leave filed by Mr. El-Zakzaky and his wife, Mrs. Zeenah Ibrahim.

The court specifically said it was granting the two defendants “leave to travel out of Nigeria for urgent medical treatment at Medanta Hospital, India, under strict supervision of the Respondent and to return to Nigeria (for continuation of trial) as soon as they are discharged from the hospital”.

The Kaduna State Government respects the right of anyone to seek treatment anywhere in the world, even for malaria or common cold, so long as they are paying for it. But in the case of persons facing trial for serious offenses, necessary safeguards are required to ensure that such persons do not become fugitives from justice or frustrate trial by claiming asylum or the status of political prisoner in the host country.

In compliance with the court ruling, the Kaduna State Government has filed at the Kaduna High Court terms for strict supervision of the medical leave, as follows:

1. The Ministry of Foreign Affairs of the Federal Republic of Nigeria shall confirm the appointments of the defendants/applicants with the Medanta Hospital, India, and undertake all necessary diplomatic arrangements and protocols to ensure compliance with the conditions of the medical leave.

2. Each of the defendants/applicants shall undertake to return to Nigeria to continue their trial as soon as they are discharged from the hospital, and shall also be responsible for the cost of their travel, treatment and living expenses while on their medical leave.

3. Each of the defendants/applicants shall produce two prominent and reliable persons as sureties, one being a first-class chief/emir of national repute and the other a prominent person within Kaduna State who shall undertake to produce the defendants whenever they are needed. The sureties must also produce evidence of landed property within Kaduna State.

4. The Federal Government of Nigeria shall obtain from the Government of India an irrevocable guarantee that it will not entertain any application by the defendants/applicants or any third party seeking asylum under any guise or conferring the status of political prisoners or any other status aside from being medical patients on the defendants/applicants and shall also restrain the defendants/applicants from any act inimical to the corporate existence of Nigeria.

5. Each of the defendants/applicants shall undertake in writing, endorsed by their Counsel, that while on medical treatment in India, they shall do nothing to jeopardize the ongoing trial, the peace and security of Nigeria and the laws of the Republic of India in whatever form.

6. Security agents of the Federal Government of Nigeria shall escort the defendants/applicants and remain with them throughout the duration of their treatment in India and thereafter shall return with them after their discharge from the hospital.

7. The Nigerian High Commission in India shall undertake prior vetting and grant consent before any visitor has access to the defendants/applicants while in the Republic of India.

As is readily evident from the above, many of these terms of supervision depend for their actualization on actions by the Federal Government of Nigeria which is the sovereign power vested with the constitutional responsibility for foreign affairs.

While the Kaduna State Government respects the court’s ruling on medical leave, it disagrees with the premises on which it is based. Therefore, an appeal will be lodged on the matter, but a stay of execution will not be sought as the state government believes that a person may choose to travel abroad for any medical condition at his own cost.

As stated earlier, El-Zakzaky and his wife are defendants in a criminal case. Given the pendency of this case, the proper thing is to await its conclusion. However, the Kaduna State Government notes that perceptions of this case are suffused in a veritable avalanche of deliberate falsehood, disinformation and revisionism, powered by vested interests.

One person reportedly lost his life, while five other persons sustained serious injury in a bank robbery at Iju-Itaogbolu in Akure North Local Government Area of Ondo State.

The deceased was said to be a staff of the bank which was located on Akure-Ado-Ekiti road, Iju.

This was not the first time armed robbers would raid the bank.

Eye witness said armed robbers numbering seven stormed the bank in the afternoon and entered the banking hall with force after breaking the metal detective door with a device suspected to be dynamite.

The bank robbery which lasted for about an hour rendered five customers of the bank severely injured.

Police Commissioner, Undie Adie said the robbers were confronted by Soldiers and Policemen.

He said his men were still in the bush searching for the bandits as at press time, stressing that he would give updates on his way back from the scene of the robbery.

Adie, however said they were able to foil the bandits’operation .

The Police Public Relations Officer (PPRO) for command, Femi Joseph who confirmed the robbery incident said men of the State Anti-Robbery Squad chased the robbers away.

He said the robbers forgot one of the vehicles at the bank as a result of the efforts of the Police.

Joseph said the Police were already investigating the incident and assured that the culprits would be apprehended soonest.

Four students have been confirmed killed with eight others injured after a pedestrian bridge collapsed at the Abubakar Tafawa Balewa University (ATBU), Gubi Campus.

This was disclosed to Channels Television by the Vice-Chancellor of the University, Professor Abdulazeez Ahmed.

The bridge which links one of the hostels and another building containing lecture rooms collapsed at midnight, following a heavy downpour.

The Student Union President, Naziru Mohammed had earlier told Channels TV that two students were confirmed dead and two others injured.

Students of the university are however currently protesting, blaming the bridge collapse on negligence by the institution’s authorities.

Director of Public Relations of the University, Andee Iheme also confirmed the death of two students following the incident.

Akwete community in Ukwa East Local Government Area of Abia State has called on the government to check the activities of herdsmen in their area to avert crisis.

Briefing the media, the Akwete Council of Chiefs lamented that herdsmen have made life difficult for farmers in the community.

Chief Chinonyerem Kamalu, who spoke for the Council, said their farms have been ravaged by the herdsmen and their cattle, leading to huge losses.

In his words, “in Ukwa East and in Akwete in particular, we have problems with herdsmen. Our people’s major occupation is farming outside the weaving done by women. But today, we no longer have any farm free from the menace of herdsmen.

A 35-year old labourer in Awka, Anambra State, has survived a brutal attack by herdsmen in one of the secondary schools in the state.

The victim, Patrick Nnabuchi, who hailed from Eha Amufu in Enugu State, but resides in Awka, was said to be working in the school premises when he was allegedly attacked.

Narrating his ordeal to reporters in Awka, Nnabuchi said he was attacked for challenging the herdsmen against grazing on the vegetable farm in the school.

He said he was taken unawares by the herdsmen who attacked him from behind with a machete tied to a stick.

He said: “I was engaged by the school management to carry out some construction work in the school and was doing the work when the incident took place.

“When I saw the cows trespassing on the farm and grazing on people’s farmland, I asked them to pursue them from grazing on the vegetables.

“It was not long after I walked away from the scene when one of them ran after me and hit me on the head from behind.

“Before a security man in the school and one other person could rush to the scene, the attackers had jumped into the erosion site within the area.”

Nnabuchi said he was unable to run after his attacker because he was unconscious for a while, adding that they disappeared through the gully erosion near the school before some people came to his rescue and later rushed him to a nearby hospital where he spent three days receiving medical attention.

The state police public relations officer, PPRO, Mr. Haruna Mohammed, however, said no such case was reported to the command.

The victim’s landlord, Mr. Nwama Ibe, while condemning the action, said the issue of Fulani herdsmen had become worrisome one in the state.

According to him, there was need to re-enact the 1960 anti animal roaming law, which operated in the defunct Eastern Region to control the activities of the menacing herdsmen in the region.

“The Southeast governors should enforce the law in the zone, to avoid such clashes,” he further said.

The Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang at the weekend called on states in the southern part of the country to support the implementation of the proposed RUGA cattle settlement programme by making land available.

According to him, N2.258 billion was provided for its implementation in the 2019 budget.

He spoke in Abuja while hosting students of Law School Abuja from Akwa Ibom State.

He explained the word – RUGA is not derived from Hausa or Fulani, but an acronym for Rural Grazing Area (RUGA) initiated in 1956 during the colonial era.

He also assured it was not intended to Islamise, Fulanise or colonise anybody.

He said that the budgetary provision is in volume 1 under the Ministry of Agricultural and Rural development item number ERGP 5208 where the sum of N2.258bn was provided and budgeted for the grazing programme.

He said that National Assembly members are not against the Ruga programme because they are aware of it and has been approving funds for its implementation.

Besides the over N2 billion appropriated for the Ruga, he said that there were also budgeted sum of N300 million for water sanitation, N400 million development for sweet potatoes, 350 million for ginger development amongst several other provisions.

The RUGA policy, he said, is just one component of the budget under the ministry of agriculture.

He added that the objective of the budget for RUGA is to promote cattle breeding and meat production.

The RUGA programme, he said,is an integrated farm system which has schools, good road, tractors and mechanisatiom, agricultural integration with a provision for primary healthcare, vetinery, schools.

Apart from the budgeted sum for RUGA in the 2019 budget, there is another sum provided for the emergency Ruga implementation programme approved in May by the National Economic Council for states that will make land available.

Enang said that since 1999 he has been hosting students of Law School from Akwa Ibom State but this was specifically to enlighten them on the objective of RUGA programme against the ongoing misconceptions.

He asked the law students one after the other what they know about RUGA and each and everyone gave his view on the issue.

Some said they have not known much about the real issue because government was yet to enlighten them on it.

He went on: “RUGA is not a plan to seize land from people neither and it’s not meant to fulanize or colonize anybody.

”The Programme is meant to address the issue of cattle roaming and destruction of farmland which would put an end to the herders/farmers crisis, ” Enang explained.

According to him, people in the south have farm settlements and plantations that can be equated to Ruga.

”The idea of RUGA graduated in 1978 into the Land Use Act which states that a portion of land has to be reserved for grazing to avoid the destruction of farm produce by cattle.

”Over time cattle roamed and destroyed farms hence the introduction of the policy to address the issue, ” he said

He noted that in places like the north, earth dams were constructed to cater for cattle.

He expressed shocks over the inability of some states governors to understand the policy.

One of the first RUGA programmes, he said, is Obudu Cattle Ranch and the Yankari Games Reserve.

Stressing that the Federal Government is not trying to takeover anybody’s land for Ruga , he said that land under the land use act is in the hands of state government.

He faulted the claims by some governors that it was meant to Fulanize people.

He said that the emergency RUGA programme did not involve any state in the South East, South West and the South South because the areas that had the problems were about 10 states mainly North Central, and few states in North West and North East.

Responding to questions from the law students he said in most places wealth is measured by the number of cattle one has.

Senator Enang said that people in the southern part of the country preferred the local cow because it’s more nutritious than the ones brought from the north.

He urged the states in the south to open up their lands for RUGA.

He said those in the habit of abusing their leaders are not well informed on the policy adding that their representatives in the national assembly unanimously passed the budget for RUGA and the ministers from all the states of the federation also approved the RUGA at NEC.

He said that the president is very sensitive to the plight of Nigerian hence the call for the suspension of the RUGA policy.

He also appealed to all Nigerians to stop politicizing the implementation of the ruga policy.

He said that if lawyers understand, the world will understand.

The students appreciated the senator appealing to government to increase its public enlightenment programme to enable the citizens understand better its policies and programmes to avoid rancor.

As a movie maker, I’m not the kind of producer that produces nude stories or pornography. I make movies that have to do with women and youth re-orientation. I don’t know how Tunde Moshood got in touch with those materials and he has been using those materials.

That movie was uploaded on YouTube on 22nd of September, 2009. As long as Tunde Moshood has the materials on that project, I’m alleging him to be the person that uploaded it.

Those are the things my lawyer is working on, because it’s an infringement of right. He did not work with me on my set. He has never been a co-producer, director or co-sponsor. So, how did he get those materials?

As I speak with you, I don’t even know Mr. Tunde Moshood. In this very case, Tunde Moshood must come and answer the court. How did he get those materials?

The materials the Censors Board did not approve or use… Who gave him those materials? Are you saying that the materials he (Tunde) uploaded are not from the film?

Now, this is the reason the movie was made in that manner. Recall that the movie was produced in 2002 at a time when the NAPTIP stories on women trafficking was very high, especially in the Niger-Delta region. I’m from Edo State.

There was a time, Her Excellency, Titi Abubakar set up an NGO called NAPTIP, National Agency for the Prohibition of Trafficking in Persons. This same movie was taken to that office because it was an advocacy movie, to advocate against human trafficking.

That was why the movie was produced at the time. To pass the message that most Nigerians travel abroad to do all sorts of undignified things to make money without knowing the dangers involved. Nigerians know the truth about the movie, but my major challenge and concern is how Tunde Moshood came to possess those materials.

Even the movie director doesn’t have access to the material. Only the producer has access to it. So how did Tunde Moshood have access to the materials? According to Cossy in most of her Instagram posts, she said it’s Halima Abubakar that released some of the clips to Tunde Moshood who was her boyfriend at the time…

She told me all of that. If it is Halima that gave him the clips, they have to come and explain to us because Halima also didn’t work on that set, so how did she get the clips? Halima didn’t work with us. I’ve never used her in any of my jobs. So, how did they get those materials? That’s where my lawyer is coming in.

The social media war of Cossy Ojiakor, Tunde Moshood and Halima Abubakar

The movie “Itohan” was shot in 2002 and uploaded on YouTube in 2009 after the magazine, Enquirer owned by Tunde Moshood made a publication about Cossy Ojiakor having sex with a dog just about the time the movie was being shot. It was 17 years ago and all the drama associated with the saga appeared to have been rested for good until Cossy opened the old wounds again in an Instagram post on her page two weeks ago.

It all started with a picture post by Uche Ogbodo on Instagram, showing Halima Abubakar and three other actresses. Cossy had reacted to the picture, calling Halima a snake that betrayed her.

She then went ahead to paint the picture of how Halima Abubakar leaked the pictures from the movie “Itohan” to Tunde Moshood, publisher of the then Enquirer, whom she also described as Halima’s boyfriend.

“ We were roommates at the time and she had access to my things. I got a picture from the location camera guy on some of the scenes from the film. Halima stole the pictures and gave his boyfriend who twisted the story to sell his magazine,” she said in a private chat with Potpourri.

However, Tunde Moshood backed the video with caustic comment directed at Cossy, and the consistent brickbats have continued.

Ironically, the person in the eye of the storm Halima Abubakar as well as Director of the movie, Chico Ejiro have surprisingly kept mute about the whole saga.

The new kings, yesterday, vowed that they would only return to the Olubadan’s palace if they are accorded due recognition as obas and not as high chiefs.

After rising from a meeting held at the Alalubosa residence of Oba Owolabi Olakulehin in Ibadan, the kings who were upgraded by the former Governor of Oyo State, Senator Abiola Ajimobi, said their new status as kings had already been gazetted which means they are legally recognized as kings and not high chiefs.

Unless, the Olubadan of Ibadanland, Oba Saliu Adetunji and his aides recognize and address them as kings, they vowed never to return to the palace.

Faulting earlier reports that they went to the Popoyemoja Palace of Olubadan without crowns, Oba Olakulehin and Oba Tajudeen Ajibola who spoke on behalf of others said, those saying that were living in fool’s paradise and were being mischievous.

In a statement by Otun Olubadan of Ibadanland, Oba Lekan Balogun, and the Balogun of Ibadanland, Oba Owolabi Olakulehin, the kings said: “The reform carried out by the immediate past governor of the state, Senator Abiola Ajimobi was in the best interest of Ibadan and in response to the age long agitation for befitting status for the Ibadan high chiefs within the larger Oyo State Council of Obas and chiefs.

"What they don’t know is that even without wearing crowns to the Olubadan palace, we are obas. For anybody to say remove your crowns before you come to us, it is absurd. We won’t return to Olubadan palace as high chiefs but as obas.

"We are not fighting Olubadan at all he is the one fighting us. What we are saying is that he should accord us the respect and recognition that we deserve. Two, we have told him many times that his wife (Olori) has no right to sit with us at Olubadan-in-council meeting. She is not a member. We learnt that she still sat at a meeting recently and as long as that impunity continues, there won’t be peace. We love and cherish peace, but things must be done properly.”

The All Progressives Congress, APC, has suspended the member representing Babeji/Kiru Local Governments, Abdulmumini Jibrin Kofa, for alleged anti-party activities.

The Bebeji Local Government chapter of the party said Kofa was found guilty of alleged anti-party activities was suspended indefinitely.

A statement signed by the Chairman of thee APC in Bebeji Local Government, Alhaji Sulaiman Sabo Gwarmai, said Kofa was suspended having confirmed that he carried out various anti-party activities contrary to the provision of the party’s constitution.

Kofa, a member representing Bebeji/Kiru Federal Constituency, according to the statement was suspended based on recommendation of a seven-man committee, which was constituted after he was petitioned by a party faithful.

The statement further urged the state APC executive to recommended to the national executive for the expulsion of Kofa from the party.

The statement reads in part: “upon a petition received by the APC executive committee of Bebeji Local Government, a seven man committee was inaugurated to investigate all the issues raised by the petitioner.

“ After a thorough investigation the Committee submitted its report and recommendations to the Local Government executive which subsequently met and adopt as follows:

“ That having confirmed various anti-party activities by Hon. Abdulmuminu Jibrin Kofa which was found contrary to some provisions of the party’s constitution, ranging from article 21, paragraph A (ii) (V)

“And (Vii) the executive committee adopted the report and herby suspended Hon. Kofa with immediate effect for 12 months.

“That the executive committee also adopted the committee’s recommendation urging the state Executive committee to recommend to the national executive the immediate expulsion of Hon. Abdulmuminu Jibrin Kofa from the party for various offenses.”

Kofa, who was the Campaign Director General of Speaker of the House of Representatives, Hon. Femi Gbajabiamila, lost out in the sharing of the House standing committees, fueling speculation of a rift between him and the Speaker.

The immediate former governor of Osun State Rauf Aregbesola has vowed to pioneer serious taxation for wealthy people in Nigeria, when a becomes a Minister of the Federal Republic.

He said this on Monday when he was being screened by the Senate.

The minister nominee said he was responding to the senator representing Abia central, Theodore Orji who asked for his view on multiple taxation and how it affects businesses.

“The truth is, Nigeria is a federation and I am a federalist. There is a limit to what we can do on taxation in the federation. I wouldn’t have loved to go into this because it is going to be controversial.

“We have left the rich men in Nigeria without discharging their responsibility to the citizens particularly on taxation.

“So, I am going to pioneer privilege taxes for those who have huge resources or wealth from which Nigerians must tap. If I go into this, there might be some ill feelings in some quarters, so I wont go deep into that.

“I will recommend serious taxation for wealthy people in Nigeria.

“If that will now translate to lifting the burden on the state and the local government to reduce the penchant for taxes that make poor people give from their inadequate resources, of course, I will be satisfied.

“I am going to advocate a just taxation system,” he said.

Mr Aregbesola was the fourth ministerial nominee to be screened on Monday. Thirty one ministerial nominees, of the 43 sent by President Muhammadu Buhari, had been screened last week by the lawmakers.

The Commonwealth Games Federation Sunday pledged to hold talks with India after its Olympic body threatened a boycott of the 2022 event in Birmingham over the exclusion of shooting.

India topped the table for shooting at last year’s Commonwealth Games in Australia, taking home 16 medals including seven gold for a total tally of 66 medals — the third-best performing nation.

Shooting and archery were last month nominated by the Birmingham organising committee as events to be dropped from the 2022 Games programme, and for women’s T20 cricket, beach volleyball and para-table tennis to be included. The decision has to be ratified by Commonwealth Games Federation members.

The Indian Olympic Association wrote to the government noting that if shooting events were removed, the country’s medal haul would take a big hit.

"The impression that will go down is of bad performance because (the) overall number of total medals may come down along with the overall ranking based on medals won,” the association said in a letter to India’s Sports Minister Kiren Rijiju.

“We want to express our protest by not taking part in 2022 CWG Games in UK.”

The association said it would like to hold talks with Rijiju.

In the letter, president Narinder Dhruv Batra added his organisation would not attend the Commonwealth Games Congress to be held in Rwanda in early September.

It was also withdrawing its two candidates for elections to be held there.

In response, the Commonwealth Games Federation said in a statement to AFP on Sunday that “we absolutely want India to participate wholeheartedly in Birmingham 2022”.

“We… look forward to meeting our colleagues in India over the coming months to discuss their concerns and future ambitions,” the statement said.
