Lack of power is one of the reasons factories like this cannot run profitably. A couple of years running at a loss will quickly kill the operation. A ceramic factory needs a massive energy requirement.

All these are important and they are not mutually exclusive to what the government is currently doing. There are new hospitals being built even right now. These things will need to be continued and sustained for people to start seeing and feeling the results.
