The Knesset votes 62-48 to pass a controversial law mandating the death penalty for West Bank Palestinians convicted of carrying out deadly terror attacks.

The vote is a major victory for far-right National Security Minister Itamar Ben Gvir’s Otzma Yehudit party, which has long lobbied for the measure. Prime Minister Benjamin Netanyahu voted for the bill.

“This is a day of justice for the victims and a day of deterrence for our enemies. No more revolving door for terrorists, but a clear decision. Whoever chooses terrorism chooses death,” says Ben Gvir in a statement.

The law, approved after nearly 12 hours of debate, mandates death by hanging as the default punishment for West Bank residents convicted of deadly terrorist acts by military courts. While judges can opt for life imprisonment under vaguely defined “special circumstances,” the death penalty would otherwise be mandatory.

The sentence would require a simple majority of judges rather than a unanimous decision, while eliminating any right of appeal.

The law will not apply retroactively, including to the perpetrators of the October 7 attacks, for which a separate bill is being advanced.

The law effectively enshrines capital punishment for Palestinians alone, as it explicitly excludes Israeli citizens or residents, and Palestinians alone are tried in military courts. Israelis are tried in civilian courts.

Though a separate provision allows courts to impose the death penalty on anyone, including Israeli citizens, it applies only to those who “intentionally cause the death of a person with the aim of denying the existence of the State of Israel” — a definition that in practice excludes Jewish terrorists.

Right-wing opposition party Yisrael Beytenu votes in favor of the law. Party chair Avigdor Liberman had said that his faction would only support the measure if Netanyahu and Shas leader Aryeh Deri showed up in person to vote in favor, which they did in the final moments of the debate.

The ultra-Orthodox Shas and United Torah Judaism’s Degel HaTorah faction also vote in favor, despite reports that Degel HaTorah was going to oppose it, after its spiritual leader Rabbi Dov Lando expressed concern that the legislation could endanger Diaspora Jewry. UTJ’s Agudat Yisrael faction opposes the measure.

The Knesset passes the 2026 state budget in its final reading, avoiding the collapse of the government and early elections, which would have been triggered had it failed to pass before the legally mandated deadline on Tuesday.

Elections are currently slated for October.

Lawmakers vote 62-55 in favor of the highly contentious NIS 850.6 billion ($271 billion) spending bill, which Finance Minister Bezalel Smotrich calls “a budget that takes care of everyone and fights the cost of living,” and which Opposition Leader Yair Lapid calls “the greatest theft in the history of the state."

The total budget is the largest in Israel’s history. The Defense Ministry’s budget alone will be more than NIS 142 billion ($45.3 billion), a record, plus NIS 22 billion ($7 billion) in income-dependent expenditure, and NIS 82.2 billion ($26.3 billion) for long-term spending commitments.

The vote follows over 14 hours of opposition filibustering and multiple interruptions from sirens warning of Iranian ballistic missiles, which caused proceedings to pause repeatedly as lawmakers left the plenum. Amendments passed late in the process reportedly allocated hundreds of millions of shekels to priorities of Haredi parties.

Lebanon’s government declared Iran’s ambassador persona non grata and ordered him to leave the country by Sunday, but he has refused to comply, underscoring tensions with Hezbollah and raising questions about Beirut’s authority.

An Iranian diplomatic source told AFP that Ambassador Mojtaba Amani has no intention of leaving. “He will not leave Lebanon, in line with the wishes of Hezbollah and Parliament Speaker Nabih Berri,” the source said.

The expulsion order was issued last week, alongside a decision by Lebanon to recall its own ambassador from Tehran for consultations, citing what Beirut described as Iranian interference in its internal affairs.

Hezbollah backlash and political fallout
The move triggered anger from Hezbollah, which accused Lebanese Foreign Minister Youssef Rajji of yielding to external pressure.
“This is a reckless and humiliating step that does not serve Lebanon’s national interests, sovereignty or unity,” Hezbollah said in a statement. “It is a clear submission to external dictates.”

In protest, four Shiite ministers, two representing Hezbollah and two from its ally Amal, boycotted a cabinet meeting last week.
In recent days, Hezbollah officials and allies have made clear the expulsion order will not be enforced. Hezbollah lawmaker Hussein al-Hajj Hassan said bluntly: “Iran’s ambassador to Lebanon will not leave Beirut.”

Lebanese media also quoted sources close to Hezbollah and Amal saying the ambassador “will not be allowed to leave” and that the decision against him would effectively be treated as void.

Risk of escalation
If the ambassador remains despite the expulsion order, he could theoretically face arrest if he leaves the embassy compound.

However, such a move would be seen as a major escalation by the Lebanese government, which has repeatedly signaled it seeks to avoid direct confrontation with Hezbollah.
His continued presence is likely to be viewed as further evidence of the government’s limited ability to enforce its decisions.

Since the ceasefire between Israel and Hezbollah in November 2024, Lebanese leaders have taken a tougher rhetorical stance against the group, pledging to disarm it and curb Iranian influence.

Prime Minister Nawaf Salam and President Joseph Aoun have also called for direct negotiations with Israel and for the expulsion of Iran’s Revolutionary Guard from Lebanon.

Still, in Jerusalem, they are widely seen as lacking the power to translate those positions into action.

Prime Minister Benjamin Netanyahu met Sunday with local leaders from Israel’s northern border communities, as the war entered its 30th day, and was urged to deliver a decisive outcome in Lebanon.

The meeting, held at the Merom HaGalil Regional Council, marked Netanyahu’s first in-person session with leaders from the confrontation line in two years. During the 40-minute discussion, officials presented their demand for a clear resolution to the fighting in Lebanon.

Earlier, Netanyahu visited Northern Command headquarters in Safed alongside Defense Minister Israel Katz, IDF Chief of Staff Lt. Gen. Eyal Zamir and senior commanders. “I met brave commanders determined to strike our enemies and push the threat away from our border,” Netanyahu said in a statement released by his office.

‘Hezbollah is not the same’
One month into Operation Roaring Lion, Netanyahu said Israel is engaged in a multi-front campaign and is achieving significant gains against Iran and its proxies. “Iran is not the same Iran. Hezbollah is not the same, and Hamas is not the same,” he said. “These are no longer terror armies that threaten our existence. These are weakened enemies fighting for their survival.”

Netanyahu added that Israel has shifted its security doctrine.
“Instead of being surprised, we are surprising them. We are the side acting, attacking and initiating, and we are operating deep inside their territory,” he said. “I said we would change the face of the Middle East, and we have done so.” He outlined what he described as three expanding security zones: in Syria from Mount Hermon to the Yarmouk River, in Gaza across more than half the territory, and in Lebanon, where he said he had ordered the buffer zone to be expanded further. The move, he said, is aimed at neutralizing the threat of cross-border infiltration and anti-tank fire.

Fighting continues as pressure mounts
Netanyahu said Israeli forces had eliminated Hezbollah leader Hassan Nasrallah, killed thousands of terrorists and significantly reduced what he described as a major threat of roughly 150,000 rockets and missiles aimed at Israel.

However, he acknowledged that Hezbollah retains residual capabilities to launch rockets, and said discussions with military commanders are focused on eliminating that threat.

“I cannot share the details, but we are determined to fundamentally change the situation in the north,” he said.
Addressing residents of the north, Netanyahu said he was aware of the hardships they face and had instructed government ministries to provide broad assistance.
“I ask for your continued resilience and steadfastness,” he said.

Throughout the day, rocket fire from Lebanon continued alongside missile launches from Iran. Rockets were reported in Safed, Tiberias, Kiryat Shmona and Nazareth, though no injuries or damage were reported.

IDF reports decline in Hezbollah fire
The military said forces from the 146th Division are continuing to expand the security zone in southern Lebanon, targeting terrorist infrastructure and weapons stockpiles.

Dozens of terrorists have been killed and more than 200 sites destroyed, the IDF said.
Officials added that Hezbollah’s rate of fire has declined significantly, dropping from hundreds of rockets a day to dozens, as the group manages its munitions under sustained Israeli operations.

Most current fire is being carried out by Hezbollah’s Badr unit from areas north of the Litani River.
The IDF said its operations are not based on fixed defensive lines but on dynamic maneuvering aimed at preventing rocket and anti-tank fire toward northern communities.
As long as the air force remains focused on operations in Iran, the northern front is considered secondary, though ground forces continue to target launch sites and militants in depth.
