www.nairaland.com/attachments/3481195_dogandpolice_jpegec4f2c3436627254e6ed143fa8788b84The Inspector-General of Police (IG), Mr Solomon Arase, has said that the Nigeria Police Force had spent over N600 million on the procurement and maintenance of foreign dogs in the last few years. Police Sniffer-dogs Arase made the disclosure at the inauguration of the Police Dog Breeding Centre and Ultra Modern Mounted Troop in Abuja on Thursday. “This is certainly not sustainable in the face of the current dwindling resources,”he said. The IG said that so much money was being spent on the importation of dogs from foreign countries that rarely adapted to the country’s policing objective. He said that the projects inaugurated were funded within the budgetary provisions of the Force Animal Branch. Arase said that the force animal branch had remained underutilised in the past while the force continued to rely on importation of dogs and other animals for its operations. He said that the centre was built to aid the police acquire capacity to locally breed police dogs as well as support other security agencies in the country. The Police boss said that the centre if effectively utilised, would save the nation some foreign exchange that would have gone into procurement of dogs from foreign countries. The IG said that the centre had the capacity to breed and supply police dogs to the entire West African sub-region. “It is projected that at optimal breeding capacity, it can produce well above 200 dogs per year,“he said. He said that the establishment of the facilities was part of the long term strategies aimed at restoring police primacy and aligning it to best global standards. In a remark, the Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazau, said the projects were timely considering the current security challenges facing the country. Dambazau said that Nigerians deserved a police that was competent and reliable. He said that the projects would not only reduce spending but would also provide job opportunities for other Nigerians aside from the police. The high point of the occasion was a display by police dogs and award presentation to the Minister of Interior, Arase, and Mr Mike Okiro, Chairman, Police Service Commission, among others. Buhari says there are some persons in his administration who are not “100 percent loyal” to his government. Buhari was speaking in an interview he had with Al Jazeera during his recent trip to Qatar. He described the controversies surrounding the 2016 budget as unfortunate, saying those responsible for the embarrassment will not go unpunished. When asked if he meant there were those sabotaging his government, he replied: “Certainly!” He added that those who want to be fair to his government will appreciate the effort made in cutting the cost of governance. “I will like people to assess Nigeria, especially this government on where we found ourselves. When we came in, we found out that there were 42 ministries and we found out that the economy could not take 42, so we reduced it to 24. We also removed 21 permanent secretaries,” he said. “People who want to be fair to us to sit and reflect, from the president to the ministers to the permanent secretaries were all taken over after eight successive governments of those who are now in the opposition. “So, we cannot assume that all of them are 100 percent loyal to this government.” Buhari also spoke on the current state of the economy, saying not even the International Monetary Fund (IMF) could convince him to devalue the naira. “If devaluing the naira is against our national interest, why can’t we go against the IMF advice?” he asked. Buhari said even though some of the policies of the Organising of the Petroleum Exporting Countries (OPEC) do not favour Nigeria at the moment, the country would not pull out of the organisation. “OPEC as an organisation has to be mindful of economic conditions in each member country because that will influence that country’s ability to go along with OPEC decisions,” he said. “We were unable to diversify our economy, hence we are much more disadvantaged by the lower oil prices and OPEC may try to help us out but really, it’s basically our own fault. “It’s not under my leadership that Nigeria will pull out of OPEC. We will make the necessary sacrifice to remain in OPEC.” Buhari said Nigeria has enlisted in the Saudi Arabia Islamic coalition fighting terrorism, explaining that such step would help the country tackle extremism. He explained that the Lake Chad Basin Commission, comprising Cameroon, Chad, Niger, and Benin are also members of the coalition, which has deployed troops in the sub-region. “We are part of the Islamic coalition because we have got terrorists in Nigeria, which everybody knows and the terrorists claim to be Islamic,” he said. “So, if there is an Islamic coalition to fight terrorism, we will be part of it because we are casualties of Islamic terrorism. “Boko Haram has declared loyalty to ISIS and ISIS is based in Islamic countries, and if there is a coalition to fight them why shouldn’t we be part of it, particularly when those fighting the country claim to be Muslims, although what they are doing is against Islam.” When asked if non-Muslims would not feel that he is attempting to change the religious identity of the country, Buhari said: “Why can’t those Christians that complain fight terrorism in Nigeria or fight the militants in the south? It’s Nigeria that matters, not the opinion of the religious bigots.” lalasticlala http://pointblanknews.com/pbn/exclusive/buhari-traitors-government/ |

–Obasanjo blames religious leaders for failing to instill right values into their followers – Seeking the solution to issue of terrorism ex-president spent two days with terrorists Ex-president Olusegun Obasanjo, who turns 79 on March 5, has revealed how he spent two days with some members of Taliban sect. Former president stated that seeking the best solution to the issue of world insecurity forced him to do this. Obasanjo was speaking at the 2016 national summit and 4th international colloquium organised by the Centre for Human Security at the sidelines of his birthday programme. The politician lamented the spread of the insurgency saying that the situation would have been under control if religious leaders had not failed in their responsibility of instilling the right values into their followers. He said: “I went to Syria when I was president of Nigeria. One of the places I was taken to was a refugee camp where those refugees have been since 1948, nothing has been done to them. How do you want their children to think? “In Norway, I met some members of the Taliban. We spent two days together. They are in the second echelon of the leadership, I was told the top ones will not come out and when we listened to them, we are bound to say yes, they can get something better than they were getting. “If we do not get it right from home, we have started losing the battle. Communalism is going down the drain. There is popular saying that four eyes brought a child to the world and 200 eyes nurtured the child. But where are the 200 eyes of the community? “We do everything with impunity. We have been dealing with issues beyond us. We ought to prevent it. Prevention is even cheaper than cure. Can we prevent? Can prevention be part or best of our solution? We can also see where things are going down. We have home or houses, what happened at home? What do we teach? Moral training starts from home. Home is very important, but parents do many wrongs.” Obasanjo urged the global community to enable fairness in the fight against insurgency, adding that is only way to uphold peace. The Taliban is an Islamic fundamentalist political movement in Afghanistan currently waging war (an insurgency, or jihad) within that country. Nigeria is currently suffering from the Boko Haram terrorists, who despite being technically defeated remain active. https://www.naij.com/753929-unbelievable-obasanjo-reveals-spent-two-days-terrorists.html?_e_pi_=7%2CPAGE_ID10%2C8515913357 |

Crime › DSS Storms Ekiti Assembly And Arrests 4 Members - Speaker by emamos(op): 5:44pm On Mar 05, 2016 |
The Ekiti State House of Assembly on Saturday said that four of its members are missing following alleged invasion of the Assembly complex on Friday evening by operatives of the Department of State Security (DSS). The Speaker of the Assembly, Kola Oluwawole, who addressed newsmen in Ado Ekiti on Saturday, said the members of the Assembly were in their various duty posts in the house when the operatives of the DSS invaded the complex. Oluwawole said: "Not minding that various committees of the House were meeting, more than 10 DSS men who were armed to the teeth invaded the Assembly Complex, shooting sporadically into the air, thereby causing panic among members and staff of the House of Assembly, who had to scamper for safety. "At the end of the commotion created by this barbaric act, we discovered that four of our members could not be found. "It was only this morning that we were able to establish that Hon Afolabi Akanni, representing Efon Constituency was abducted and taken to Abuja. Whereabouts of three other members is still unknown as we speak, and reasons for the invasion and abduction of our members are not known." Ado-Ekiti- Ekiti State House of Assembly yesterday raised the alarm over the invasion of the Assembly complex by operatives of the Department of State Services (DSS) and abduction of some of its members. According to Oluwawole, the DSS operatives had stormed the Assembly complex on Friday evening, shot into the air, sending staff and members into pandemonium. The speaker, who was joined by 13 other members of the House for the press briefing claimed that the DSS operatives were from Abuja, when asked if he had sought to clarify the incident with the Ekiti command of the service, stating that that was what they learnt when they sought to know what was going on. The House accused President Muhammadu Buhari and the All Progressives Congress (APC) of being behind the alleged invasion, saying "we got it on good authority that the script now being acted by the DSS is part of the APC and President Buhari’s clandestine plot to cripple the Ekiti State government by arresting and detaining top functionaries of the government." The Assembly claimed that "the plot is to harass, intimidate and embarrass top officials of the Ayodele Fayose government because of his critical stance on the Buhari’s government," and added that "we are aware that 18 of our members have been pencilled in for harassment and the game plan is to harass them to submission, with a view to coercing them into signing an already prepared notice of impeachment of the governor and his deputy." The house however expressed its readiness to reject any form of intimidation, saying "we wish to inform those orchestrating the harassment and intimidation of officials of the Ekiti State government, especially honourable members of the state House of Assembly that this is 2016 and not 2006. The same tactics used 10 years ago to truncate democracy in Ekiti State will not work this time." They said they wished "to tell the APC agents of political instability that this time round, this House of Assembly will not be available for any ungodly use." They added that they "also wish to remind Nigerians of how, in September 2016, the Federal Government invaded the Akwa Ibom State Government House with armed men of the Department of State Security (DSS). http://tribuneonlineng.com/dss-invade-ekiti-assembly-abduct-4-members-speaker |

Politics › Buhari Should Take Over Power Ministry -melaye by emamos(op): 3:26pm On Mar 05, 2016 |
Senator Dino Melaye In another controversial suggestion on Saturday, Nigeria’s Senator Dino Melaye has advised President Muhammadu Buhari to take over the Ministry of Power as the substantive minister and urgently ensure the country’s power challenges are resolved. The ministry is manned by former governor of Lagos State, Mr. Babatunde Fashola, who also oversees the ministries of Housing and Works. Thus, if Buhari, who already assumes the position of Minister of Petroleum, is to follow Melaye’s advice, it means he would be relieving Fashola of the position. The Senator, who is currently having it rough with Governor Adams Oshiomhole of Edo after he subtly slammed the governor over his choice of a foreign woman as wife, also carpeted the government for increasing electricity tariff while the country continued to be plunged into darkness. He urged Nigerians to put pressure on the government and the National Assembly to effect the needed change in the power sector. Melaye who made his position known in a series of tweets, said: ” (I) woke up this morning worrying about my country and the need to get it right “We must fix power by all means. Nigerians should put the issue of power on the front burner. “With power stability industrial revolution is guaranteed. “Our President should be Minister of Power and then constitute a Special Task force committee headed by an assertive and strong willed person. “It is absurd to increase tariff and then decrease supply of same product. “As a people we must demand result from the power sector reform. It can’t not be same. “Citizens must put pressure on the National Assembly to create the needed change in the power sector. “Power stability is possible. We need a date of hope from Government. Everyone in power, myself inclusive, must wake up to our responsibilities. “We must support and push Buhari to make a change in the power sector.” According to him, the National Integrated Power Project “is a scam that must be investigated. “Our oversight in this regard, power generation, transmission and distribution, must be holistic. We must make extra sacrifice in tandem with our oath.” To his colleagues in the National Assembly, Melaye reminded them that “the success of the eighth Senate will be determined by the success we make in the power sector.” http://www.pmnewsnigeria.com/2016/03/05/buhari-should-take-over-power-ministry-melaye/

Nairaland General › Oyo Doctors Helped Osun Colleagues Pay Exam Fees —olatunji, NMA Chairman by emamos(op): 6:10am On Mar 05, 2016 |
MEDICAL doctors in Oyo State have come to the aid of their counterparts in Osun State by paying the bills for their residency examination. Chairman of the Oyo State branch of the Nigerian Medical Association (NMA), Dr Muideen Olatunji, made the revelation on Friday, in Ibadan, at a press briefing on the plight of doctors in Osun State. Olatunji said the gesture of the Oyo State doctors became necessary because the Osun State government had refused to pay their colleagues their outstanding salaries. According to him, the Federal Government should show concern on the situation of Osun State, saying Osun State is on “a dangerous precipice, hanging precariously.” “One of the reasons for this outcry is that this adamant government has become totally unreachable and inaccessible by individuals who sought to resolve these issues and are becoming weary by the attitude of the government. “As if to add salt on injury, Ogbeni Rauf Aregbesola has issued the third sack threat, pretending not to know the difference between resignation and sack, peddling lies and propaganda about our wounded striking members,” Dr Olatunji said. He said instead of using the bailout fund from the Federal Government to clear the arrears, the state government decided to “embark on white elephant projects” to the detriment of the doctors and other citizens of the state. Olatunji described as untrue, the government’s claim that hospitals in the state were functional, as patients, have actually now resorted to private hospitals. lalasticlala http://tribuneonlineng.com/oyo-doctors-helped-osun-colleagues-pay-exam-fees-%E2%80%94olatunji-nma-chairman |

Crime › We Will Stop Further Abduction For Marriage —arewa Youths by emamos(op): 5:59am On Mar 05, 2016 |
The Arewa Youth Consultative Forum ( AYCF) has vowed to stop further abduction for marriage in the region. The group made the remark in reaction to the public outcry generated by the abduction of Ese Oruru, a 14-year-old girl by 25-year- old Inuwa Dahiru Bala (otherwise known as Yunusa) from Bayelsa State to Kano State. The AYCF said perpetrators of such crimes should be made to face the full wrath of the law. In a telephone chat with The Nation, Comrade Shetima Yerima, the president of the group said: “The issue has been politicized with many people saying different things. Despite this, the action is immoral. No parent would ever be happy to have an underage child taken away in that manner. Our attention has been drawn to the incident and we have taken it up as one of our projects to begin massive sensitization of people in our region against this kind of thing. We condemn it and stand to say that whoever does such should face the full wrath of the law. “ Islamic clerics have however described the abductor’s action as an unislamic practice. One of the clerics, Imam Abdullahi Shuaib, Lagos Cordinator Conference of Islamic Organisation described such position as unfortunate, saying: “ It is unfortunate because a number of Nigerians don’t understand the position of Islam on an issue like this. Islam does not encourage such thing. The action is criminal and never an Islamic agenda. It also shows the gravity of moral loss in the society. Having a conjugal relationship with a minor is a sin against God, humanity and the society at large. We need to do a damage contro here by getting medical experts to assist the girl to carry the pregnancy safely.” His position was corroborated by Dr Luqman Abdurraheem, National Amir of The Muslim Congress (TMC) . he said: “ In Islam, abduction is illegal. To now abduct and marry the victim is a higher illegality. The authorities in Kano ought to report the matter to the police. They claimed that they did but I doubt it. The man’s action is very wrong. It paints a bad picture of Muslims in that part of the country. To marry in Islam, you must get the consent of the parents. You cannot claim to have married any woman when you don’t have the consent of the parents. “ The incident in the view of Dr Tajudeen Yusuf, a senior lecturer at University of Lagos State is getting too much attention than it deserves. “ I don’t think the attention we ae giving this issue is worth it. Yinusa’s action cannot and should not be associated with Islam. It should also not be seen as a cultural thing. Anybody could have done it. “What were the parents when she was taken away. How soon did they become aware that she was missing and did they report to the police? It is a messy affair. I will reprimand the parents for keeping quiet all along. Yinusa on his part is a criminal,” he stated. On his part, Mallam Saheed Ashafa, the Amir, Muslim Students Society of Nigeria (MSSN), Lagos State area unit opined that the truth about the story has not really been unraveled. “There is so much discrepancy from what all the parties concerned are saying. Consequently, it is not proper for one to pronounce judgment on any of them. http://thenationonlineng.net/ese-oruru-we-will-stop-further-abduction-for-marriage-arewa-youths/ |

Politics › NNPC To Be Split Into 30 Profitable Companies, Says Kachikwu by emamos(op): 8:40pm On Mar 03, 2016 |
The Nigerian National Petroleum Corporation (NNPC) will soon be broken up into 30 profit-making companies, according to Ibe Kachikwu, Nigeria’s Minister of State for Petroleum Resources and Group Managing Director of the NNPC. The minister also disclosed that each of the thirty companies would have its own managing director. Dr. Emmanuel Ibe Kachikwu, GMD, NNPC Vanguard “For the first time, we are unbundling the subset of the NNPC to 30 independent companies with their own Managing Directors,” Mr. Kachikwu said in his address at the 25th Oloibiri Lecture Series and Energy Forum in Abuja. The theme of this year’s Forum was, “Technological Advances in Hydrocarbon Exploration and Exploitation: Solutions to Global Oil Price Stability”. The Minister of State added: “Titles like Group Executive Directors are going to disappear and in their place you are going to have Chief Executive Officers and they are going to take responsibilities for their titles. At the end of the day, the CEO of an upstream company must deliver an upstream result.” The Federal Government’s plan to unbundle the NNPC is expected to happen in a matter of weeks “as part of the ongoing transformation of the national oil company,” according to a press release signed by Ohi Alegbe, group head of the NNPC’s public affairs division. Speaking at today’s Oloibiri Forum, Mr. Kachikwu announced that the NNPC’s operating loss had been reduced from N160 billion to N3 billion in January 2016, adding that the corporation should start generating some profit by the end of 2016. Mr. Kachikwu also revealed that some members of the Organization of the Petroleum Exporting Countries (OPEC) are scheduled to meet with Russian officials in Moscow on March 20, 2016, in a bid to stabilize tumbling crude oil prices. OPEC is seeking to enlist Russia’s cooperation in the adoption of joint strategies that would help stabilize crude oil prices. According to Mr. Kachikwu, President Muhammadu Buhari’s administration was focused on developing Nigeria’s gas resources “in order to boost revenue as part of the diversification policy of the Federal Government,” according to Mr. Alegbe’s statement. The minister praised the National Assembly for its fresh attention to the Petroleum Industry Bill (PIB), adding that the bill would promote efficiency in the oil sector. He stated that the government was working to reduce the contracting cycle of projects from two years to six months in the upstream sector, adding that the current production sharing contracts were also overdue for review. Mr. Kachikwu urged all the players in Nigeria’s oil and gas industry, whether in the upstream, midstream or downstream sectors, to work together in order to achieve results in cost control, contracting circles, technology and environmental issues. He declared that stakeholders in the petroleum sector must adopt an integrated approach to enable them to address the challenges facing the industry. In a welcome address, George Kalu, the chairman of the Society of Petroleum Engineers (SPE), remarked that this year’s Oloibiri Lecture Series and Energy Forum coincided with the 60thanniversary of oil exploration and production in Nigeria. He added that the low price of crude oil was an opportunity for Nigeria to reduce costs through industry collaboration. Ibrahim Magu, acting chairman of the Economic and Financial Crimes Commission (EFCC), says the British government has helped the agency in “touching the untouchables” in its drive to purge Nigeria of corruption. EFCC Chairman Magu Meeting with members of British delgation to Nigeria The Cable Magu made the statement on Wednesday while receiving a delegation from the United Kingdom under the aegis of Parliamentary Committee on International Development, who were on a visit to the commission’s head office in Abuja. “Going down the memory lane, Magu pointed out that, the first funds received by the commission was actually gotten from the British government and that the fund was instrumental in the building of the EFCC Academy,” read a statement issued by Wilson Uwujaren, EFCC spokesman.” According to him, it was because of the unwavering support of the UK that other countries were encouraged to come and partner with the EFCC. The anti-graft czar added that the British government’s support gave the commission the courage to touch the untouchables in Nigeria. “While commending President Buhari for his political will in fighting corruption, Magu also expressed delight over the commission’s relationships with other countries in Africa and beyond which he said had made it almost impossible for corrupt element to escape justice. “The EFCC boss however solicited more support in the area of capacit- building in order to be abreast of the modern trends in investigation of corruption cases.” Speaking earlier, the leader of the delegation, Stephen Twigg, “expressed satisfaction over the activities of the commission in the fight against corruption and encouraged it to be steadfast in its vision to make Nigeria a corrupt free nation”. “Twigg said that they were in the commission to find out how they can be of help and to have a spot assessment of the ongoing project at the permanent site of the EFCC,” read the statement. Crime › EFCC Accuses Another SAN Of Bribing Judge by emamos(op): 7:44am On Mar 03, 2016 |
The Economic and Financial Crimes Commission on Thursday alleged that another Senior Advocate of Nigeria, Joseph Nwobike, transferred a sum of N750,000 to Justice Mohammed Yunusa of the Federal High Court, which the anti-graft agency claimed to be a bribe. It also alleged that another judge from the Port Harcourt Division of the Federal High Court received N300,000 from Nwobike, which the EFCC also claimed was a bribe. These allegations were contained in a counter-affidavit filed the EFCC’s lawyer, Mr. Wahab Shittu, in reply to a better and further affidavit filed and allowed by Justice Mohammed Idris in a N2.5bn suit filed against the EFCC by Mr. Rickey Tarfa (SAN). In the counter-affidavit, an operative of the EFCC, Moses Awolusi, averred, “Investigation has also shown that as part of this chain of fraud, Mr. Joseph Nwobike (SAN) also transferred the sum of N300,000 to Hon. Justice H.A Nganjiwa. “That investigations further revealed that Honourable Justice M.N. Yunusa, as part of this scheme of fraud, also received the sum of N750,000 from Mr. Joseph Nwobike (SAN) and Co.” But Nwobike, in his statement to the anti-graft agency, which was also attached to the affidavit, explained that the money was not meant to bribe the judge. He said it was the judge who asked him for financial assistance in respect of his ill mother who was undergoing dialysis due to a failing kidney. Nwobike explained, “Sometime ago, Justice Yunusa requested to see me. When I got there, he pleaded with me to assist him with some funds since his mother was undergoing dialysis. “He stated that (one of) her kidney had packed up and that he needed assistance. I felt sorry for him. I told him that I did not have funds, but that I will assist him when I get some money. “I requested for his account details which he obliged me. When I got some money about two weeks after, I gave the money to him and he thanked me when he saw me along the corridor of the Federal High Court, Ikoyi.” http://www.punchng.com/efcc-accuses-another-san-of-bribing-judge/ lalasticlala |

[s] nicedas: More revelations continue to emerge on the alleged abduction of Ese Oruru, the 14-year-old from her parents’ home in Bayelsa. Yunusa Yellow’s father, Dahiru Bala, in an exclusive interview with Vanguard, Wednesday, said his son was a house help to the Oruru’s family for 10 years in Yenagoa. He also said that he was opposed to the marriage of his son to Ese because he (Yinusa) was already engaged in the village. His words: “ Yunusa was a domestic help to Oruru's family for 10 years and when he told me of his love relationship with Ese, I opposed him because we already have a bride for him in the village". Apart from being engaged, he also said allowing his son to marry Ese will be against his religion. "The relationship between my son and Ese was built on ignorance of their religious background which made it difficult for any of us to support their marriage proposal". Dahiru Bala revealed that the teenager reportedly said to be 5 months pregnant converted to Islam on her own free will. “Sequel to the request of Ese, she was converted to Islam on the order of the District Head before he was taken to the Emir's palace for his final say". "On arrival at the Emir's palace, a senior counsellor who took the brief summon for the Sharia Commission to take custody of Ese Oruru till the arrival of the emir the next day. “ Shedding more light, Bala said that the emir who subsequently met with them ordered that the Sharia commission should liaise with the Assistant Inspector General of police, zone 1 to return her home with immediate effect. According to Yunusa's father "the much anticipated return of Ese Oruru to Bayelsa was truncated by her when she broke down in the AIG office and raised questions on safety to her life back home. Subsequently, the move was halted to pave for investigation". The peasant farmer who was surrounded by his village men during the encounter said that "the last we heard of Ese Oruru was that she was in custody of Sharia commission who kept her in the home of the District Head at Kura".
