Politics › Construction Of Airport Fences To Cost N25bn by emamos(op): 8:49am On Mar 28, 2016
If Nigeria decides to build perimeter and operational fences around the 22 airports that are currently partially fenced or without fences, the country would require about N25 billion.
The International Civil Aviation Organisation (ICAO) recommends that countries fence their airports to ensure safety and to check influx of unauthorised persons into the airports.
This is as the Federal Airports Authority of Nigeria, FAAN, has assured all the airport users of absolute security and safety of humans, cargo and equipment at all times.
A recent survey carried out by FAAN indicated that to properly fence the 22 federal government-owned airports, the authority would need about N25 billion.
According to FAAN’s spokesman, Mr Yakubu Dati, each of the 22 airports is about 50 kilometre long and would require serious investments for all of them to be properly fenced according to the ICAO, recommended practices.
Apart from the four international airports in Lagos, Abuja, Kano and Port Harcourt that are partially fenced, other 18 airports owned by the federal government are not fenced, a situation, which has led to encroachments on the lands by some indigenes.
The 22 airports across the country occupy over 500 kilometres of land mass and ICAO security guidelines prescribe that all airports must be secured with double perimeter fences.
Dati however explained that there are other safety measures FAAN has taken in line with international best practice to boost security and safety within the nation’s airports.
He said, “The agency has introduced the perimeter patrol, built perimeter towers, which enables the Aviation Security, (AVSEC) personnel and other security agencies to have a full overview of the airport environment and installed latest technologies in strategic locations to increase surveillance.
“Most of the leakages observed in the past by analysts and other aviation stakeholders had been closed by FAAN and this has made it possible for FAAN to scale the American Transportation Security Administration (TSA) security audit carried out earlier in the month at the Lagos Airport.”
A team of the Airport Council International (ACI) was in Nigeria to carry out security audit on the airports and they identified some gaps, which Dati said FAAN was able to close the gaps without being specific.
“That is why when TSA came calling about two weeks ago, we were given clean bill of health because all the loopholes have been closed,” he added.
He however identified insider’s threat as another area that the authority is observing and taking action against.
“We profile anybody that works within the terminal or in the terminal in line with global standards. It is after passing that we issue them the On-Duty-Card, ODC. Even at that, the ODC also have some levels of restrictions such that it is not every holder that has access to every part of the terminal. We have different levels and colours based on the level of clearance you have received,” he said.

Politics › You Lack The Morals To Criticize Kachikwu, PDP Tells Tinubu by emamos(op): 8:29am On Mar 28, 2016
The Peoples Democratic Party (PDP) has condemn APC leader Bola Tinubu for criticizing Minister of State for Petroleum, Emmanuel Ibe Kachikwu, for his poor handling of the lingering fuel scarcity in the country.
Tinubu, in a widely reported statement on Sunday, had asked the minister to apologise to Nigerians for saying he was not a magician in bringing to an end, the fuel crisis.
However PDP Deputy National Publicity Secretary, Alhaji Abdullahi Jalo, said Tinubu lacks the moral right to criticise the minister knowing the role he played in the emergence of the APC-led Federal Government.
“If there is anybody that can condemn Kachikwu in this country it is not Bola Tinubu, knowing the antecedents and record of Bola Tinubu who was Lagos State governor.‎ We need a credible person to do that,” the party added.
PDP also faulted the minister.
“It is wrong for him to say he is not a magician‎, it is equally bad for him as a minister to allow fuel scarcity to linger for a long time. We have the means, the government is mapping out a lot of money from looters and other sources. So what went wrong?” PDP asked.

Wife of Nigeria’s President, Aisha Buhari has denied report by the Peoples
Democratic Party that she is involved in illegal foreign exchange dealings
with the central Bank of Nigeria.
The PDP on its Twitter handle Saturday claimed that Aisha Buhari was a
beneficiary of dollar allocations from the CBN, alleging that she got the
dollars below the official exchange rate of N197. Aisha’s company was also
accused of collecting $22million at the rate of N185 and then selling it
off at N362 same day.
The first lady on her twitter handle on Sunday denied the allegations
threatening to take action against the PDP
“Be advised, any further attempt to malign the person of the Wife of the
President will be dealt with according to the law. This is grounds for a
lawsuit on defamation of character.”
“Making false and unfounded allegations without proof just to incite
Nigerians on social media is wrong.”
Meanwhile, the Central Bank of Nigeria (CBN) has said it does not sell
foreign exchange to individuals or groups, clarifying that it sells forex
in wholesale to banks who in turn resell to their customers at their
discretion.
According to the CBN’s official twitter post, @cenbank never sold dollars
at N185 – $1. Devaluations were from N155 to N167 and N197.
Below are some of the CBN tweet
2). CBN only does wholesale allocation to banks (Selling dollars to banks
at wholesale). Only banks can determine customers they sell to.
3. That’s how the Wholesale Dutch Auction System works. @cenbank does not
sell dollars to any individual or group directly.
4. Banks publish final recipients of dollars every week in all major
newspapers as directed by the #CBN, so as to promote transparency.
5. So the PDP is only being mischievous and silly. What’s the big revelation?
6. How did PDP know how much the recipients sold the dollars in the open
market even if they ended up doing so?
7. Simply another smear campaign by Gov. Emefiele’s detractors to connect
his name to everything wrong, both imagined, fabricated, or real
8. As Gov. Oshiomole aptly and succinctly posited recently, these faceless
persons will be unmasked soon as “palm wine drinkers!”

Politics › Fuel Crisis: Doyin Okupe Defends Kachikwu, Says Nigerians Abhor Truth by emamos(op): 5:23pm On Mar 27, 2016
Doyin Okupe
Erstwhile Senior Special Assistant to then President Goodluck Jonathan on Public Affairs, Doyin Okupe, has come to the defence of the Minister of State for
Petroleum Resources, Dr. Ibe Kachikwu in view of the odium the Minister attracted for reportedly stating that the present fuel shortage will last till May.
Okupe, who was quick to point out that he has no personal relationship with Kachikwu, observed in a statement
posted on his Facebook page that Nigerians hate being told the
truth, enjoining them to face the reality.
Aside calling for an end to the policy of
setting aside crude for local refining which he described as outdated and counter-productive, the former presidential spokesman gave insights into how Nigeria can overcome its energy crisis.
The social media post reads:
“The minister of state for Petroleum is a
Nigerian I know by reputation only. When he was appointed I actually wondered why on earth will a man in his exalted international position and pedigree come into the murky arena of the Nigerian oil business. It can only be patriotism.
Since he assumed office I have noticed a
high level of professionalism and candour.
“But Nigerians abhor the truth. The
minister said a few weeks ago that it is cheaper to import fuel
than process our crude locally. I thought that should be obvious to
all discerning minds. Our newest refinery is 35years old.
“The capacity of the refinery to
fractionate Crude reduces drastically with age. In its best form
you get about 51% PMS per barrel of crude refined. But at the
current ages of our refineries we hardly can do more than
35-40%.
“Therefore our policy of setting aside
crude for local refining is outdated and counter-productive and
should be stopped.
Secondly the minister said this present
fuel crisis will tarry till May and all hell was let loose. The Hon
Minister is right.
“He quietly informed the nation that NNPC is now responsible
for 100% of our fuel imports. The reason for this anomaly is not
farfetched.
We consume 40m liters of PMS daily. At
about $645/tonne that comes to about 55cents per liter is $22m/day.
Which importer and which bank in Nigeria of today can open $22m
daily?!!!!
“Not even the Almighty NNPC! So that is
the real cause of the scarcity. The truth is what the minister
said, its not going away soonest.
“The only reasonable, cost effective and
efficient way of ensuring Nigerians get petroleum products
regularly and continuously, without further complicating the
unavailability of the dollar and its continued stagnation of the
national economy, is by:
1. Scrapping the PPPRA.
2. Stopping the allocation of crude daily
for local refining.
3. Allocating appropriate volume of crude
to the oil majors under a transparent oil swap arrangement.
4. Invest in and improve the facilities of
discharging PMS in all our Ports.
5. Completely deregulate the
downstream.
Sector of the petroleum and stop the
federal government from selling petrol. Previous Nigerian governments have sustained this practice to their detriment. We
need not continue it especially in the face prevailing economic hardship.
It is not done anywhere and citizens are
the ultimate beneficiaries.
It is shameful and embarrassing that small countries like Benin Republic, Togo and even land locked countries
like Botswana and Swaziland do not have fuel queues.

Politics › Buhari Says No Need Complaining Again About PDP 16yrs Failures by emamos(op): 9:36am On Mar 25, 2016
President Mohammadu Buhari has said it makes no sense anymore complaining
about the 16yr failures of the Peoples Democratic Party, PDP, promising to
utilize available resources to tackle challenges facing the country.
Buhari who spoke Thursday during the National Executive Committee, NEC,
meeting of the ruling All Progressive Congress, APC, said his Government
will dwell on the Agriculture and Solid Minerals sectors to boost the
economic base of Nigeria.
Below is the transcript of his remark during the meeting:
PROTOCOLS
We are members of the legacy party, plus APGA and DPP. We realized since
2005 that to remove the PDP from power, we must sink our differences, come
together and form a party. God willing, that eventually happened and that
is why we are where we are today, coming together inspite of our
differences, both personal and ideological. We must not forget that.
Having identified that as members of the legacy party, we again identified
three fundamental things facing us. First, security, second, economy and
unemployment and thirdly, corruption. We campaigned throughout the country
on these three fundamental issues and nobody successfully challenged us
and these issues remained relevant.
On security, we have made progress. It was a very courageous decision that
the party took and executed by the Executive by removing most of the
military hierarchy and appointing those to take over from them, acquiring
some new hard and soft ware and raising the morale of the military to go
secure the rest of the country which was then 14 out of 774 local
government. I have said it often that as far as I know and the service
Chiefs who are on ground, they are not holding any local government. But
they still have some capability especially on soft targets by using
technology.
For Niger Delta, the militants are sending some conflicting messages. Some
have said they are ready to drop their arms and join the rest of the
nation to build it. But part of them are still sabotaging installations
which is making investments in that lucrative area of Nigeria difficult
because nobody will submit his riches to financial institutions, get money
only to suffer huge loss. So, the environment for investment is being
sabotaged by our own selves, Nigerians. We are doing our best with the
military by trying to persuade them to join the rest of the country
because in unity lies our strength.
Of course the leadership of INEC has been changed, but I appeal to the
leadership of the military, security agents and INEC that what I want
Nigerians to remember me for, even if I have to leave the Presidency
tomorrow is that I respect them. I want all Nigerians to believe and hold
their PVC as personal entitlement as Nigerians and use it the way the
like, and vote for whoever they like at which ever election. If they
voluntarily sold it, it is part of their right and so, let them sell it
and remain at home and not participate in any election. But let the law
enforcement agencies give them the confidence that nobody will come out
who has money to hire thugs, give them drugs and stop them from exercising
their fundamental right.

Politics › Alleged Stamp Duty Fraud: FG Orders EFCC To Probe Kashamu’s Firm by emamos(op): 3:07pm On Mar 24, 2016
The Federal Government, has ordered the Economic and Financial Crimes Commission, EFCC, to immediately launch an investigation into the activities of Kasmal International Services Limited, a firm that belongs to Senator Burundi Kashamu.
It said the anti-graft agency should within the next three weeks, probe alleged involvement of the firm in stamp duty fraud.
FG, via a statement that was issued by the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, SAN, on Wednesday, directed the ‎EFCC to investigate “the purported consultancy agreement”, the Nigeria Postal Service entered with Kasmal International Services Limited for the collection of stamp duty from banking and other financial institutions in the country.
It alleged that the firm unilaterally waived all arrears of remittances owed the Federal Government of Nigeria by Commercial Banks and other Financial Institutions in the Country from 2004 till the commencement of a circular marked CBN/GEN/DMB/02/006, which the Central Bank of Nigeria issued on January 15, 2015.
The AGF maintained that Kashamu’s firm granted the 11 years waiver without approval.
‎In a three-paged letter dated March 4, 2016, and signed by the ‎Director of Public Prosecution, DPP, Mr. Mohammed Saidu Diri, the AGF also asked the EFCC to interrogate the former Post Master General of the Nigerian Postal Service, Mr. Ibrahim Mori Baba and the Secretary/Legal Adviser of the establishment, B.S Yakubu.
A total of eleven documents were attached to the letter by the AGF to the EFCC, including the Nigerian Postal Service reference No. NIP/LSD/LSA/04/VOL.11/25 dated October 30, 2013; Nigerian Postal Service reference No. NIP/PMG/019/VOL. X dated November 6, 2013; Nigerian Postal Service reference No. NIP/PMG/019/VOL/XVIII dated December 4, 2015; as well as Kasmal International Services Limited letter dated January 16, 2016 to the Post Master General.
Other documents are Kasmal Group letter dated October 28, 2013; Kasmal International Services Limited dated January 21, 2016 to Post Master General; Central Bank of Nigeria memo CBN/GEN/DMB/02/006 dated the January 15, 2016; Nigerian Postal Service reference No. NIP/PMG/113/VOL.1/57 dated July 2, 2014 to the Governor of the Central Bank of Nigeria; Nigeria Postal Service reference No. NIP/PMG/019/VOL/XVIII dated December 4, 2015; Nigeria Postal Service reference No. NIP/PMG/019/VOL.X dated November 6, 2013 a well as Nigerian Postal Service reference No.NIP/PMG/181/VOL.11 dated February 1, 2016 to the Honourable Attorney General of the Federation & Minister of Justice.
Specifically, the AGF’s letter was captioned “Request for the Investigation of the Purported Consultancy Agreement for Collection of Stamp Duty from Banking and Other Financial Institutions (BOFI) between Nigeria Postal Service and Kasmal International Services Limited (also known as Kasmal Group) which led Kasmal Group to Purport to Waive all Arrears of Remittances from 2004 till the Commencement of CBN Circular No. CBN/GEN/DMB/02/006 of January 16, 2015 which Nigeria Postal Service was entitled under Section 89 of the Stamp Duties Act LFN 2004 to Collect as well as the N20 Penalty on Every Such Unpaid Remittance of N50 as Prescribed by the said Stamp Duties Act”.
According to the AGF, “‎In the Nigerian Postal Service reference No. NIP/PMG/181/VOL.11 dated February 1, 2016, the Acting Post Master General of Nigerian Postal Service confessed that there is no formal memorandum of understanding/contract MOU agreement between NIPOST and Messrs Kasmal International Services Limited stating any term of engagement yet Kasmal International Services Limited proceeded to grant a waiver to all Commercial Banks and Financial Institutions by letter dated December 22, 2015 all arrears of remittances from 2004 till January 1, 2016 which NIPOST was entitled under Section 89 of the Stamp Duties Act to collect as well as the 20 Naira penalty on every such unpaid remittances of 50 Naira as prescribed by the Stamp Duties Act.

ORGANISEDLabour, yesterday, raised alarm that the food, beverage and tobacco sector of the nation’s economy was on the verge of shutting down and that over three million jobs were at risk due to the inability of companies to source foreign exchange to import raw material for operations.

Already, leading companies in the sector, such as Nigerian Flour Mills, Nigerian Breweries Limited, Guinness Plc, Nigerian Bottling Company, 7-UP Bottling Company Plc, Friesland Campina Wamco Plc, among others, have written to labour for discussions on retrenchment of workers.
In the last three months, no fewer than 1,500 workers had been sacked in the sector as employers seek ways of coping with foreign exchange crisis, among other challenges.

At a briefing in Lagos, leaders of Food, Beverage and Tobacco Senior Staff Association, FOBTOB, called on government to intervene to save the industry and over three million jobs.

President of FOBTOB, Quadri Olaleye, claimed that employers in the sector had devised every opportunity to sack workers, adding that between the 2012 and the first half of 2015, over 3,000 workers were sacked in the guise of re-engineering, restructuring, right sizing, downsizing, redundancy and re-organisation.

He lamented that over the years, the same excuse of difficult business terrain, dwindling profit, irregular and insufficient power supply, and so on had been given.

He said: “The current situation has reached a pathetic level, because it seems all the employers in our sector are in competition with each other on who can lay off the most workers.

“Every company is now calling for a downsizing of the workforce, and this time under the guise of lack of foreign exchange due to the Federal Government’s recent policy on foreign exchange.

“We are aware that not all the raw materials used in our industry can be sourced locally. Where they can be found, they are mostly not available in commercial quantity.

https://d19lga30codh7.cloudfront.net/wp-content/uploads/2011/07/nlcpix2.jpg

“That is why it is imperative that the government, through the Central Bank of Nigeria, CBN, takes a second look at the policy on foreign exchange to avoid shutting down the companies in our industry.”

According to him, companies mostly hit by the crisis are intellectually lazy to engage in research development on alternative sources of raw materials.
