For the general public, the free upgrade offer for Windows 10 ends on July 29. For certain users, though, a free upgrade to Windows 10 is still available. For customers who use assistive technologies, follow the link below to Microsoft website and simply click the “Upgrade Now” button, and it will begin downloading to your machine.
However Microsoft will continue improve the Windows 10 experience for people who use these technologies. Microsoft recommends that users check with their assistive technology provider(s) to learn more about their software compatibility with Windows 10.
One reason why the upgrade is still available to these users is due to the fact that Microsoft added a host of additional accessibility features with the update. In a Microsoft Developer blog post in early July, the company detailed all of the individual changes.
The screen reader feature, Narrator, got new languages, faster text to speech, new modes for punctuation, and many other updates. Microsoft Edge, Mail, Cortana, and Groove also got accessibility updates, and new developer tools add accessibility for developers working on a Windows machine.
Microsoft isn’t the only company adding new accessibility features to its products. Apple and Google has done that respectively. Currently, more than 350 million devices are running Windows 10.

Michael Douglas’ son, Cameron Douglas, has been released from prison early after serving almost seven years for drug charges.
The 37-year-old was transferred from jail to a halfway house in Brooklyn, New York, according to Page Six.
Cameron, who is the eldest son of the Oscar winner and his ex-wife Diandra, was sentenced to five years in prison for possession of heroin and selling methamphetamine in 2010. After admitting to smuggling drugs into prison, his sentence was extended and he was not scheduled to be let out until next year.
Douglas has frequently discussed his son’s incarceration and his frustration at the justice system for how the case was handled.
“I have gone from being a very disappointed but loving father who felt his son got what was due him to realizing that Lady Justice’s blindfold is really slipping,” the actor told New York magazine in 2013. “I’m not defending Cameron as a drug dealer or drug addict, but I believe, because of his last name, he’s been [made] an example.”
Douglas, 71, also talked about Cameron’s jail time while accepting a 2013 Emmy Award for his performance in Behind the Candelabra.
“My son Cameron is in federal prison,” said Douglas. “He’s been, unfortunately, a drug addict for most of his life and was arrested for dealing drugs. It’s a non-violent offense, but unfortunately in prison it’s as easy to get drugs, or easier, than it is on the street. And so he’s had a couple little slips.”
Earlier this year, Douglas confessed that one of his biggest regrets was not taking enough time to parent Cameron while he was growing up. “When you’re busy all the time, you don’t think about a whole lot of other things than the realities in front of you,” he told AARPmagazine.
The Ant-Man star added that he believed Cameron had served “more than his fair share of time” behind bars and that he was visiting him twice a month.
Cameron himself voiced his frustrations at the legal system by writing an essay from prison for The Huffington Post in 2013.
In the post, Cameron claimed that the “outdated” justice system punished non-violent drug offenders “more harshly than many violent crimes.”
“I’m not saying that I didn’t deserve to be punished, or that I’m worthy of special treatment,” he wrote. “I made mistakes and I’ll gladly and openly admit my faults. However, I seem to be trapped in a vicious cycle of relapse and repeat, as most addicts are. Unfortunately, whereas the effective remedy for relapse should be treatment, the penal system’s ‘answer’ is to lock the door and throw away the key.”
“Instead of focusing on how many individuals this county can keep imprisoned, why can we not focus on how many individuals we can keep from coming back?” Cameron continued in the editorial.
Page Six also reports that Cameron plans to write a book about his years in prison and his struggles as the child and grandchild of Hollywood icons.

Facebook Aquila drone was announced at the F8 conference in March 2015, and although flights have happened on smaller models of the drone this is the first test of the full-sized version. Its main purpose, the company said, is to provide internet to the 4 billion people in the world that don’t have access.
Facebook has flown its full-sized solar-powered airplane for the first time, after months of anticipation. The successful test flight and ended up remaining in the sky for 90 minutes,
The drone has a wingspan comparable to a Boeing 737 and the finished product will need to fly at altitudes of between 60,000 to 90,000 for a period of three months.
“Aquila is a solar-powered airplane that can be used to bring affordable internet to hundreds of millions of people in the hardest-to-reach places. When complete, Aquila will be able to circle a region up to 60 miles in diameter, beaming connectivity down from an altitude of more than 60,000 feet using laser communications and millimeter wave systems,” the company said in a newsroom blog.
“Internet access can offer life-changing opportunities and experiences to all of us, but there are still 4 billion people without it. That’s 60% of the global population. As many as 1.6 billion of those unconnected people live in remote locations with no access to mobile broadband networks, where implementing existing network technologies is so challenging and costly that it will take years to bring everyone affordable access. As part of our commitment to Internet.org, we formed the Facebook Connectivity Lab to build new technologies — including aircraft, satellites, and wireless communications systems — to help solve this problem more quickly.
Today Connectivity Lab announced a big milestone in this work: the first full-scale test flight of Aquila, our high-altitude unmanned aircraft. Aquila is a solar-powered airplane that can be used to bring affordable internet to hundreds of millions of people in the hardest-to-reach places. When complete, Aquila will be able to circle a region up to 60 miles in diameter, beaming connectivity down from an altitude of more than 60,000 feet using laser communications and millimeter wave systems. Aquila is designed to be hyper efficient, so it can fly for up to three months at a time. The aircraft has the wingspan of an airliner, but at cruising speed it will consume only 5,000 watts — the same amount as three hair dryers, or a high-end microwave.
We’re encouraged by this first successful flight, but we have a lot of work ahead of us. In fact, to reach our goal of being able to fly over a remote region and deliver connectivity for up to three months at time, we will need to break the world record for solar-powered unmanned flight, which currently stands at two weeks. According to world economic forum, by 2040, many of the children born this year will be joining the workforce. The world they find will be very different from ours today. How we work and live will be shaped by artificial intelligence, autonomous vehicles, synthetic biology and many other emerging technologies.
Education is key if we are to prepare students for the world of work, but are our education systems ready?
In this time of fast-paced digital change, also known as the fourth industrial revolution, we need innovative places of learning that can provide the next generation with the skills of the future.
This chart shows which countries are performing the best when it comes to pairing education with jobs in real life.
At the World Economic Forum, the Global Agenda Council on Education has spent two years exploring how to build more innovative education systems. This has generated nine simple, effective principles that education leaders can use to spur positive change. While each education system is unique, the challenges they face are not, and these approaches can be applied flexibly in many different contexts.

Play 1: Provide a compelling vision of the future
Leaders need to provide an alternate vision of the future and stimulate demand for a better education system. Consider the UK government’s 2003 vision for London’s schools, which sought to change a chronically underperforming system to one which would “match any system in the world”. That vision substantially improved the school system, especially for students from disadvantaged backgrounds, while challenging the preconception that change was impossible.
Play 2: Set ambitious goals that force innovation
Setting ambitious goals – particularly nearly impossible ones – forces the entire system to innovate in order to move towards them. Ambitious goals should be paired with enough flexibility to create room for new innovation. Just look at Chile: by focusing on a small number of priorities and making substantial investments, the country has improved learning quality, including boosting student reading assessments by more than 20 points between 2000 and 2009.
Play 3: Create choice and competition
Offering choices and creating competition can pressure schools to perform better, offering alternatives to what exists now. Choice can be created at many levels: students and parents can choose schools, or educators can have greater choice in where to work. In 1991 Colombia established a school voucher programme, which has helped to drive up graduation rates among the more than 125,000 students served.
Play 4: Pick many winners
Supporting multiple ideas or approaches at once spurs all providers to continue to improve and compete, whether you are testing new technology tools or new school models. Systems that reward a single “winner” discourage further improvement and learning. The US Department of Education’s Race to the Top, which offered $4 billion to states that commit to reforming their education systems, is just one example.
Play 5: Benchmark and track progress
Education systems need data on school performance. This allows everyone to see and follow progress. It can also be used by leaders to identify problems, as shown by the Link School Performance Review in Uganda. The programme allows schools and districts to measure their performance against national standards and performance indicators. Teams then work with schools to develop improvement plans to address identified areas of need.
Play 6: Evaluate and share the performance of new innovations
Innovations need to actually work, and we need to know how well they work. New York City tested a new short-cycle evaluation programme for education technology through its iZone Gap App Challenge. All new innovations are measured against efficacy standards within a three-month window – allowing schools to rapidly test and evaluate the effectiveness of new approaches. This is a model of how education systems can test performance and evaluate the impact of new innovations.
Play 7: Pair greater accountability with autonomy
Innovators need freedom to experiment while remaining accountable for their results. Granting autonomy to schools can remove barriers to innovation and allow school leaders to explore new approaches. In 2009, the OECD found a correlation between increased school-level autonomy and the performance of the entire school system. It also found that, in systems with existing accountability measures, schools with greater autonomy over resource allocation performed better than those with less autonomy.
Play 8: Invest in and empower agents of change
Agents of change need support to develop and refine their work. System leaders need to provide leadership development, coaching and mentorship, and other support systems that enable innovators to succeed. Since 2007, New Leaders for New Schools has trained more than 70 school principals in Greater New Orleans. More than 60% of their schools have outperformed the district. After two years, 100% are on track to closing the achievement gaps in the next five years.
Play 9: Reward successes and productive failure
Public recognition makes it easier for innovators to take risks, even when they don’t work out. They also help highlight work that others can emulate, as shown by both the Varkey Foundation’s Global Teacher Prize and the WISE Prize for Education.

Facebook is using artificial intelligence to allow users to compose one post in multiple languages. The issue is critical given that half of Facebook’s customer base doesn’t speak English. This bid is to break down language barriers
Facebook said it will begin testing an in-house tool called the “multilingual composer.” Using the composer, Facebook customer can write one post and viewers will see it in their preferred language.
The multilingual composer is already being used on its Pages feature and receive about 70 million daily views according to Facebook.
The tools for breaking down the language barriers which include:
• An editing tool that will pre-fill messages in more languages.
• Storage for the first message and separate objects for each language. Authors can select to post all languages at once. Facebook said it looked at two approaches to translation. One revolved around picking languages based on characters and metadata. The other stored the first message and then translated the original post.
• Language identification to look at preferences, location and the language users use the most.
According to Facebook, breaking down language barriers can boost engagement as well as make its advertising more global.

Prof. Jerry Gana, the former Minister of Information and National Orientation and the Chancellor of Covenant University, Ota, Ogun State and General Overseer of the Living Faith Church Worldwide, Dr. David Oyedepo, respectively, have advised President Muhammadu Buhari to consider fixing the education sector if truly he is committed to rewriting the nation’s history for good.
They said no nation can ever develop beyond the quality of her education, they gave examples of many nations including Singapore, Israel, South Korea, as countries that have achieved significant socio-economic development through massive investments in education.
The duo spoke at the weekend during the 11th convocation ceremony of the Covenant University, where Gana delivered a keynote address on the topic: ‘Improving Graduate Employability and Global Competitiveness: A review of Nigerian Higher Education Delivery’.
According to the former Minister and Chairman of Governing Council of the University of Lagos (UNILAG), Akoka, the multifaceted challenges confronting the education sector such as poor access, poor quality control mechanisms, and poor linkages between academic programmes and the national economic needs, if adequately addressed will translate to national rebirth.
Dr. David Oyedepo, who titled his speech: ‘Towards the Rescue of a Nation on the Brink of Intellectual Bankruptcy’, also linked development to education.
He said: “The massive investment in education is the foundation of great countries especially Singapore which was also a very poor country about 140 years ago.
Meanwhile, the son of the Saturday Editor of Punch Newspapers, Mrs Olabisi Deji-Folutile, Winner, has emerged the overall best student of the university.
The 21-year-old, who scored a total of 4.97 Cumulative Gradient Point Average (CGPA) to beat a total of 156 other graduates with First Class degree certificates, thanked God for the feat, and commended his parents for providing him what he described as quality upbringing and support.
A total of 1,549 students including 154 postgraduate candidates and 1,495 undergraduates bagged certificates in various categories.

Nigeria is now a participating country in the Open Government Partnership (OGP).
To join OGP, countries must commit to uphold the principles of open and transparent government by endorsing the Open Government Declaration. Through endorsing this Declaration, countries commit to “foster a global culture of open government that empowers and delivers for citizens, and advances the ideals of open and participatory 21st century government.”

The Declaration has been endorsed by 69 OGP countries, and the countries that are currently developing action plans will send a letter endorsing the Declaration together with their final approved action plan.
OGP’s vision is that more governments become sustainably more transparent, more accountable, and more responsive to their own citizens, with the ultimate goal of improving the quality of governance, as well as the quality of services that citizens receive. This will require a shift in norms and culture to ensure genuine dialogue and collaboration between governments and civil society.
OGP aspires to support both government and civil society reformers by elevating open government to the highest levels of political discourse, providing ‘cover’ for difficult reforms, and creating a supportive community of like-minded reformers from countries around the world.
There are three primary ways for OGP to help make sure the right conditions are in place for countries to deliver ambitious open government reforms:
1) Maintain high-level political leadership and commitment to OGP within participating countries
2) Support domestic reformers with technical expertise and inspiration
3) Foster more engagement in OGP by a diverse group of citizens and civil society organizations
In addition, OGP’s Independent Reporting Mechanism (IRM) seeks to:

The Minority Leader of the House of Representatives, Rep. Leo Ogor (PDP-Delta), said section 44 (3) of 1999 Constitution must be expunged for the country to be restructured.
Ogor, in an interview on Friday in Abuja, said that removal the section from the Constitution would ensure that challenges Nigeria was currently grappling with were addressed.
He said that the section erroneously placed the control of all resources in the hands of the Federal Government, adding that the position adversely affected economic diversification and exploration of numerous mineral resources in the country.
“I draw you to the provision of section 44 (3) of the Constitution where the resources of the whole country was placed in the hands of the Federal Government, and that is an abnormality.
“The only reason why it was so is because of the sole dependence on oil, but that has been the major setback we have today as a nation,’’ he said.
Leo Ogor further said that the situation had negatively affected the exploration and exploitation of numerous mineral resources as well as encouraged illegal mining in different parts of the country.
“Some foreigners have decided to do their own business taking away billions of naira that can come into the hands of state governments.
They created a scenario under section 162 of the Constitution where state governors come at the end of the month to share money from the Federation Account in Abuja,’’ Ogor said.
He expressed worry that the section created a distributable pool account that distributed money on monthly basis to the tiers of government.
He said “Today, there is a drop in price of crude oil, and so they can’t pay salaries, and the gold is sitting there idle; other people are stealing it.
“But, if not for that section in the Constitution, by today you would have imagined the level of specialization that would have happened.
“Nigeria would have been competing with countries like Malaysia, Singapore and host of other countries.
“Those that are not ready to work will be forced to work because they will be forced to look inward, he said.
“Back in the days we have the great groundnut pyramid, remember the cocoa era, the palm oil era; everything has gone all because we mistakenly placed all the resources in the hands of the Federal Government.
“This is something that is quite alien in a federalism,’’ he explained.

On Wednesday, Senate President, Dr. Abubakar Bukola Saraki maintains he is not aware about how the rules adopted in the inauguration of the Eight Senate on June 9, 2015 was formulated. He said the on-going efforts to drag him into a case of forgery before the Federal Capital Territory (FCT) High Court, was just another stage in the orchestrated persecution he has faced since he emerged as Senate President a little over a year ago.
Senator Saraki, in a statement by his Special Adviser, Media and Publicity, Yusuph Olaniyonu, stated that he was not a part of the leadership of the 7th Senate that made the rules in question and prior to his unanimous election as Senate President on June 9, 2015, he was merely a Senator-elect like all his colleagues, and therefore was not in a position to influence the rules that were to be used in the conduct of the election.
The Police in their investigation were conscious that the incumbent Senate President was not in office prior to June 9, 2015 and that was why in their letters inviting some individuals for their investigation, they only mentioned officers of the 7th Senate. The last of the letters was written to the Clerk of the National Assembly on June 7, 2016 and he was not among those invited.
Those who decided to smuggle the name of the Senate President into the charge sheet after the fact knew perfectly well that only the leadership of the 7th Senate were invited for investigation. But they needed to implicate him in keeping with their declared vow to ensure that even if their current efforts to nail him through the Code of Conduct Tribunal (CCT) fails, they would find other ways to carry out their vendetta.
This so-called forgery case is another wanton abuse of the judicial process and making a mockery of the institution of justice. As the Senate earlier stated, the sponsors of this plot are not only gunning for Dr. Saraki, what they have just launched with this latest antics is a grand onslaught on the foremost institution of our democracy. The only institutional difference between dictatorship and democracy is the presence of the legislature. Therefore, by seeking to cripple the National Assembly, they have declared a war on our hard-won democracy and aimed for the very jugular of our freedom.
Let us restate the fact that the Senators who initiated the Police investigation in the first place had raised the same matter on the floor and were overwhelmingly overruled. They also filed a civil suit and were told by the court that neither the judiciary nor the executive can interfere in the internal affairs of the legislative arm.
The Senate President does not see what value this current attempt to shut down the Senate by dragging its presiding officers before a court for a phantom allegation of forgery will add to the attempts to solve the problems confronting the nation. Dr. Saraki will however explore all legal options necessary to ward off this fresh case of persecution and distraction, the statement added.

Based on allegations of mismanagement of Aviation Intervention Fund , the former Chairman of defunct Air Nigeria, Jimoh Ibrahim walked out of a Senate panel a happy man Wednesday, when it was discovered that he was wrongly accused.
This came even as arguments ensued between Mr Ibrahim, who denied collecting N35.5bn from the Bank of Industry for his defunct airline and the UBA, which insisted that the millionaire businessman actually wrote through it to the Bank of Industrial, BOI, for the money. The Senate Committee on Aviation, which heard Mr Ibrahim’s side of the allegation, during a public hearing on the money, thereafter gave him a clean bill of health when it discovered that the business mogul did not receive the money nor it was deposited in his personal account or any of his companies’ accounts.

Tesla made an offer Tuesday to buy solar energy provider SolarCity in a $2.79-billion deal that would consolidate billionaire entrepreneur Elon Musk’s energy-related businesses.
The move would bring together the stationary power storage business that Tesla has been developing with SolarCity’s expertise in rooftop solar panels. Musk says it would allow one-stop shopping for business and homeowners who want solar power and a battery system to store the energy from sunlight after the sun goes down. “Painless, easy” and “everything works,” he told reporters. “The timing is driven by the product and providing compelling solutions to customers,” said Elon Musk, chairman of SolarCity and CEO of Tesla and also CEO of SpaceX
Elon Musk is the largest owner of SolarCity shares, holding 21.8 million shares or 22.2% of the company, according to S&P Global Market Intelligence of of March 31. His stake in the company was worth $478 million. He’s also Tesla’s top shareholder, with 21% of outstanding shares.
Tesla said it offered $26.50 to $28.50 per share for SolarCity, which represents a premium of about 25 percent to 35 percent to the company’s Tuesday close of $21.19. That values the deal at about $2.6 billion to $2.8 billion overall. The proposed exchange ratio is 0.122 to 0.131 shares of Tesla common stock for each share of SolarCity common stock.

hina now dominates a biannual ranking of the world’s 500 fastest supercomputers, called the Top500, which was published on Monday. The Chinese supercomputer is the world’s fastest machine for the seventh consecutive time, it has the largest number of computers among the top 500 — a first for any country other than the United States.
Also for the first time, the world’s fastest supercomputer uses Chinese-made microprocessor chips instead of chips from Silicon Valley’s Intel.
Supercomputers are viewed in scientific circles as an indicator of national technology leadership, and they are vital for research in areas ranging from the development of new weapons and medicines, to the design of cars and consumer products.
“Consumer detergent bottles are designed with supercomputers even today,” said Eric D. Isaacs, a physicist at the University of Chicago. “The Chinese are getting good at building these computers, and it’s a competitive issue now for U.S. industry and national security.”
The United States Government support for supercomputing has been slowed by long-running debates on the level of federal spending on basic scientific research, as well as opposition to funding for industrial innovation that is not directly related to national security.
Tech companies like Google, Microsoft, Facebook and Amazon invest billions of dollars in cloud-computing centers that don’t focus on solving scientific problems.
The sale of a number of advanced microprocessors to China was blocked by the US over concerns they were being used in nuclear weapon development, which most likely accelerated the development of China’s own technology, said Jack Dongarra, a University of Tennessee computer scientist.
