It's not about Yoruba liberalism, Igboland had been an Igbo majority indigenous region with no minority group right from the days of Nnamdi Azikiwe, Odimegwu Ojukwu, Michael Okpala, Akanu Ibiam, Alex Ekwueme and other Igbo progenitors. Remember, Anambra and Imo were the only core Igbo States in old Eastern region then which got splited later. Anambra gave birth to Enugu and some part of Ebonyi. Imo gave birth to Abia and some part of Ebonyi. Ebonyi came into existence as part of Anambra and Imo State in 1996 with the likes of Gombe, Bayelsa, Ekiti etc. SouthEast has no minority ethnic mushroom till present.
