Rescheduled NLC polls: Tribal, ethnic sentiments tear NLC apart By Victor Ahiuma-Young BARELY one week to the March 12 rescheduled election of the Nigeria Labour Congress, NLC, tribal and ethnic sentiments have torn Congress apart, as some of the affiliates and state councils have alleged that the processes leading to the election have been tailored towards ensuring that the president and key officers emerge from the North. As part of the processes, unions such as Medical and Health Workers Union of Nigeria, MHWUN, with 527 delegates and Nigeria Civil Service Union, NCSU, with not less than 300 delegates to conference were alleged to have picked over 90 percent of delegates from the North. It was alleged that while Kano has close to 60 delegates, Lagos, Oyo, South-East and South-South states were given one each. In the same vein, NCSU has no delegate from Kwara, Plateau and most states in the South. While the president of MHWUN is contesting for the president of NLC, the president of NCSU is contesting for deputy president. Similarly, the general secretary, Dr. Peter Ozo-Eson, has been accused of a hidden agenda and favouritism. Pic: Olu Ajayi Conference in session Speaking on the processes being skewed towards favouring northerners, chairman, Kwara State Chapter of NLC, Alhaji Umar Faruk Akanbi, told Vanguard that it was unfortunate for the movement, lamenting that some of the labour leaders were behaving like tribalistic politicians by projecting ethnic tendencies ahead of the rescheduled election. He alleged that 90 percent of delegates of the MHWUN to the Conference were from the North, a situation, he said, was not a fair representation of the union in the country. According to him, while only one delegate each was taken from Lagos and Oyo, Kano alone has about 60 delegates. Similarly, he claimed NCSU delegates to the Conference had about 90 percent northerners with the exception of Kwara which is without a single delegate, noting that such was not the spirit of the labour movement founding fathers. Akanbi said, “If northerners are bringing the larger majority of the delegates from the North, it will spell doom for the Labour Movement and we may not be in a position to correct Nigerian political class if we are emphasizing tribalism. It is obvious that the rescheduled election is tailored towards favouring a particular candidate who is from the North. Equal representation Nigeria Labour Congress is a pan-Nigerian organization where all sections of Nigeria must be given equal representation; where all part of Nigeria must be equally recognized because whoever emerges as the president of the Congress, represents the entire Nigeria workers. “Therefore, I do not subscribe to a situation where a particular section of the country is dominating the delegates. So, some of us are of the view that we should have an organization that is Nigerian in outlook. Comrade Adams Oshiomhole and Abdulwaheed Omar were elected by the entire Nigerian workers. So what we are doing presently is a dangerous “trend”. Lagos NLC faults MHWUN, NCSU: On its part, Lagos State council of NLC in a statement by its Secretary, John Odigie, lamented the lopsided selection of delegates by some unions to the conference in Abuja. It said in a statement:“the selections were brazenly carried out on tribal lines, by some unions whose presidents hailed from the northern part of the country, a system very alien to the practice of trade unionism even by our founding fathers during the colonial rule. The Lagos State Council of NLC, having witnessed this abuse of electoral process and victimization of unions members from MHWUN led by Comrade Ayuba Waba and the NCSU led by Comrade Kiri Mohammed vehemently wish to condemn in strong term the ethnic colourations foisted on democratic process which NLC is not known for. Very robust union “We see this as an affront, that one delegate was selected by Comrade Ayuba of MHWUN from Lagos State Council of the union which contribute the highest and very robust union dues to the coffer of the union. Comrade Kiri Mohammed of National Civil Service Union flagrantly denied all members of the union in Lagos State the voting right at the election by failing to pick one delegate at all. We condemn this unwholesome attempt to disfranchise Lagos State members of these unions and indeed some other unions who also indulge in this shameful act of manipulations, uncanny Labour practice, sheer desperation for power and abuse of union’s constitutions. “We call on all comrades and leaders of good conscience to rally support for the success and growth of NLC in the forthcoming election. This is a democratic duty call for all of us as comrade that one united Labour family is achievable with our collective struggles, as we work together in our determined quest to liberate workers, protect and defend our trade union.” Efforts to speak with, MWUN, NSCU: Efforts to speak with leaders of both MHWUN and NCSU on the delegations proved abortive. Several calls to the general secretary of MHWUN and president of NCSU were unanswered. Though on one occasion, the president of NCSU, picked his call, but refused to speak to the caller. Even the text message sent to his mobile was not responded to at the time of this report. Textile union accuses NLC scribe of partisanship: In another development, National Union of Textile, Garment and Tailoring Workers of Nigeria, NUTGTWN, has accused NLC General Secretary, of actions suggestive of partisanship ahead of rescheduled election. General Secretary of the union and a contestant to the post of deputy president, Issa Aremu, in a statement said though the union was committed to ensuring the success of the rescheduled election, some of the rules and guidelines to the elections were already being breached by the General Secretary. Level playing field According to him, “We are committed to make sure the new date of March 12, 2015 is a reality. However, if we must ensure a successful election and avoid the crisis that marred the previous election, basic rules and practices guiding elections must be strictly followed. There must be fairness and level playing field for all contestants. We call on the NLC General Secretary to make sure the new election is not marred with the mistake of the past so that we can have a free and fair election. Danger looms: “We raise this point against the background of our observation from the new list of contestants circulated to all industrial unions by the general secretary of Nigeria Labour Congress (NLC), Dr. Peter Ozo-Eson. The list of contestants did not follow alphabetical order even when the general secretary clearly stated in the letter dated February 26, 2015 to all the unions that accreditation of delegates will be based on alphabetical order. The contestants’ names were listed in a way that it suggests partisanship. It will be recalled that our union was the first, prior to the botched NLC Delegates Conference to raise the danger of possible crisis if basic rules and practices of NLC guiding elections are not followed. We were vindicated through the avoidable crisis that marred that election. “We hereby demand that the circulated list of contestants should be withdrawn and a fresh list of contestants arranged in alphabetical order be reissued to all affiliate unions by the Nigeria Labour Congress (NLC). This should also reflect in the ballot papers. Basic rules and practices The NLC General Secretary should stop turning Comrades against Comrades. There should be strict application of basic rules and practices to avoid the ugly experience of the recent past.” General Secretary’s response: On the issue of unions bringing majority of their delegates from a section of the country, Dr. Ozo-Eson said the NLC constitution provided that the secretariat allocate delegates to unions and it was properly done, saying, however, that the secretariat did not screen the delegates to know where they came from. He said, “this issue of bringing delegates from a section of the country is alien to the movement. We did not screen the delegates. It is very sad. It is only the affected unions that can best explain the rationale behind it. It is sad and alien to the movement.” On the allegation by the NUTGTWN, he said no list of the candidates had been released to the public by that the secretariat, but that the secretariat only sent list of contestants to the unions that had candidates to the election, saying “the ballot papers are going to be arranged in alphabetical order. Buhari has cancer, asthma, dementia, PDP spokesperson says Femi Fani-Kayode has said that the leaders of the APC know that its Presidential candidate, Muhammadu Buhari has “prostate cancer, acute asthma and that he suffers from dementia” and as such wouldn’t last long in office if elected. The spokesperson for the Peoples Democratic Party (PDP) campaign organization, Femi Fani-Kayode has accused the All Progressives Congress (APC) of trying to force a dying man into office to achieve ulterior motives. Femi Fani-Kayode has said that the leaders of the APC know that its Presidential candidate, Muhammadu Buhari has “prostate cancer, acute asthma and that he suffers from dementia” and as such wouldn’t last long in office if elected. The PDP spokesperson stated that the major plan of the APC leadership is for Vice-Presidential candidate, Yemi Osinbajo to hand over to party leader, Bola Tinubu after Buhari’s likely demise. Fani-Kayode stated this during a press conference on Friday, February 27. “Since the formation of the APC it has been an open secret that Senator Ahmed Bola Tinubu is its national leader and also its biggest financier. The question that should agitate every Nigerian is why Tinubu has been investing heavily in the APC presidential project to such a point that he has single-handed produced the joint presidential ticket of Buhari and Osinbajo,” Fani-Kayode said. “It should baffle well-meaning Nigerians why Senator Tinubu has decided to draft Buhari, despite his age, acrimonious background and questionable health status, into the presidential race whilst ensuring that his stooge, Osinbajo was foisted on the general as vice presidential candidate. VISITING President Goodluck Jonathan is scheduled, last night to meet with ex-militant leader, High Chief Government Ekpemupolo, alias Tompolo and Itsekiri leader, Chief Ayiri Emami, at Asaba, Delta State. The president, who is on a two-day working visit to the state met practically all day and night with the various ethnic groups and leaders. Saturday Vanguard gathered that at the meeting with Itsekiri leaders, Jonathan explained for the umpteenth time why the groundbreaking of the Export Processing Zone, EPZ, project. was not performed. He restated that it was not because of fear of militants, but concern about outbreak of fresh hostilities between Ijaw and Itsekiri ethnic groups. Our source said the president agreed it was possible to perform the groundbreaking before the March 28 presidential election and directed the Minister of Petroleum Resources to fine tune the arrangement. “He specially directed that Tompolo and Ayiri should wait to see him,” our source hinted. After a courtesy call on the Asagba of Asaba, Prof Chike Edozien, the president held marathon meetings with the Anioma, Itsekiri,Urhobo, Ijaw and Isoko ethnic groupsn as well royal fathers in the state. It was gathered the president took time to listen and address the challenges and fears of the respective groups with a clear aim of mustering the votes of Deltans for his party. According to our informant, “He came to bridge the gap between the presidency and the groups.” He was also scheduled to hold a session with PDP leaders and candidates of the party. By Austin Ogwuda, Enugu A middle-aged man who narrowly escaped death in the hands of angry teachers for allegedly impregnating a secondary school girl was on Wednesday confirmed to be a Personal Assistant to the Enugu State Governor, Sullivan Chime. Our reporter gathered that the true identity of the man (names withheld) was found in his Kia car impounded by the angry teachers. The car was still lying at the premises of Metropolitan Girls Secondary School located at Ogui New layout Enugu as at the time of this report along with his Permanent Voters Card (PVC) and other documents found in the car. However, indication were rife that the powers that-be have intervened and directed the officials of National Agency for Prohibition of Trafficking in Persons (NAPTIP) presently handling the investigation to soft pedal. When our reporter visited the Enugu zonal office of NAPTIP located at GRA in Enugu yesterday afternoon, a top female official of the command who refused to disclose her identity said, “we don’t comment on cases being investigated, so no comment”. The suspect who was earlier mistaken for a local contractor was beaten to pulp and stripped naked for allegedly impregnating an SS1 student of the school (names withheld). The cat was let out of the bag when the victim suddenly slumped on the ground during morning assembly on that fateful Wednesday bleeding profusely. She later named the man responsible for the pregnancy. He was therefore lured to the school where he was mobbed. State Commissioner for Education, Professor Uche Okolo who earlier confirmed the incident told reporters that “a man was apprehended. The man defiled a girl. The girl got pregnant. The child was bleeding and rushed to hospital. The school made a report to NAPTIP. The man came to the school to take the girl and he was arrested. The good thing is that he has been apprehended. B-I-Z-A-R-R-E: How a cleric poisoned client, chopped off his hands, head, private parts Residents of Obele community in Oko-Agbola, Magbon area of Badagry, Lagos, were taken aback at the sight of policemen at the site of a swimming pool around the area on February 13, 2015. However, before their arrival, a crowd had gathered to watch the bloated headless body of a man in the river. At the approach of the policemen, the crowd disappeared into thin air for fear of possible arrest. On closer observation , it was discovered that the headless man also had other parts of his body mutilated. For instance, his two breasts were slashed off, his two wrists chopped off and his chest region dissected, revealing a conspicuously deep hole. Not only that, his stomach was also discovered to have been sliced open with the intestines missing, as well as his manhood. Before the arrival of the policemen, the crowd reportedly tried in vain to fathom the true identity of the headless man who was dumped in the river, stark naked. However, the nut has been cracked by operatives of the Homicide section of the State Criminal Investigations Department ,SCID, Panti, Yaba, following the arrest of a Muslim cleric , otherwise known as Alfa. The 27 year-old suspect, Alfa Fatai Aderomu, an Arabic teacher popularly known around Oko-Agbonla area of Magbon, is currently cooling his heels inside the dreaded cell at Panti. He gave a shilling account of how the headless body found its way into the river. JOURNEY OF NO RETURN The headless man was later discovered to be one Rafiu Suleiman , a father of one, who also lived around the area. Further checks showed that he left home for his place of work in Apapa on Valentine day, February 14, 2015, but never returned. Apprehension reportedly set in next day following his continued absence, a development that led to his family reporting at Morogbo police division the next day. Search, as gathered, had been conducted round the area, with visits to hospitals and mortuaries but he was not found. His wife and their 3-year-old baby were said to have waited in vain for the arrival of their 41-year-old bread winner, until news about the discovery of a headless man in Obele river reached them. STARTLING DISCOVERY Crime Guard gathered that members of the family were invited to ascertain whether the headless body was that of the missing Suleiman. While they were at it, the wife reportedly called a member of the family who was with the Police on phone, informing that her husband had informed her on Valentine day that he would stop by Alfa Aderomu’s place on his way back. With that information, operatives of the Homicide section led by the officer-in charge, Mr Iyamah Daniel, a Chief superintendent of Police, stormed Aderomu’s apartment located at 32, Oko-Agbola street,where he was seen teaching children Arabic and Islamic studies. He was subsequently apprehended. Spokesman for the Lagos State Police Command, Kenneth Nwosu, who confirmed the arrest, revealed that when a search was conducted round the cleric’s apartment, a pair of blue Jeans identified as the one worn by the victim was found in a nearby bust opposite Alfa Aderomu’s house. On further interrogation, he reportedly opened up by saying that he administered a concoction on the deceased that fateful day which led to his death, right in his apartment which he shared with his wife and five children. CONCOCTION FOR FAVOR In an encounter with the Oyo state-born suspect, he gave a terrifying account which could be likened to a horror movie, of how the victim whom he claimed to be his client, died and how he was dumped in the river. Hear him: “ Rafiu Suleiman (deceased) was a friend and a client for two years . He usually came for spiritual cleansing. Yes, I have been an Alfa ( Islamic cleric) for 15 years.I own a mosque where I teach children Islamic and Arabic studies. I also administer treatment on strange sicknesses. Also, I prepare concoction of favor, success and quick sales for my clients. On February 14 , 2015, Suleiman called me on phone to inform that his child had dislocated his arm. I told him I could prepare medicine that would heal him. That morning, he came to my house and dropped N2000 for the preparation of the medicine intended for his child. On his way back from work, precisely11pm, he came to my place and demanded for an earlier concoction I prepared for him. It was for favor. He said he needed it in order to gain his boss’s favor at work. He worked as a crane driver. After preparing the concoction, he took it . That was 12 midnight. By then, he said he could not go back home, that it was late. At about 2am, he started complaining of stomach ache. I gave him palm oil, after which we both slept. … AND HE DIED? At this point, the suspect paused , shook his head intermittently and cast a stare at this reporter as if he was in a trance. After a long silence, he continued: “ I woke up at about 4am. But by the time I shook Suleiman to wake him up, he was cold. I shook him vigorously and at the same time called out his name but there was dead silence.” Crime Guard asked if his (Alfa’s) wife and children whom he said occupied one of the two bedrooms were not attracted by the noise, he replied: “ No, I did not shout that loud . Immediately, I picked my phone and quickly dialed the number of the Chief Imam of Obelle community (name withheld). When he came, he suggested we should take the body away from the house in order to avoid prying eyes.” HOW BODY WAS DISMEMBERED Alfa Aderomu stated that the body was cut and and packed into two bags of rice and thereafter, taken to a bush along the street. From his explanation, it seemed the Chief Imam came prepared for the dehumanizing act, as according to him: “ When we reached the bush, the Chief Imam brought out a knife and cut the two wrist s and the head. He hid them somewhere in the bush with a promise to come pick them later. Next day, we called another cleric named(name withheld) on phone. On arrival, we discovered that came with another cleric(name withheld) . They dissected the chest and removed the heart . They also cut the stomach and removed all the intestines. They further cut off the breasts and manhood.” BODY DUMPED IN THE RIVER Asked what part of the body he collected, he said , “I did not collect any part”. Also asked what they intended doing with the body parts, he said : “ I believe they either wanted to sell them or use them to prepare concoction for fertility , stroke or other illnesses.’’ Continuing, he said : “ We, thereafter, pulled his clothes and pants before dumping him inside the stagnant pool . Our intention was to prevent his death being linked to me. I did not plan to kill him. POWDERY SUBSTANCE KILLED HIM How could I plan to kill Rafiu Suleiman who was like a brother to me? I have prepared several concoctions for him and nothing bad has ever happened. What actually killed him was the powdery substance I added in the concoction. I believe it was too much. That was why, when he complained of stomach ache, I quickly gave him palm oil. I didn’t know it would kill him. Since I became a cleric, such calamity had never befallen me. The Minister spoke during his maiden meeting with information correspondents at Radio House, Abuja, adding however, that ‘’this is not to say that, if it is time for INEC chairman to naturally exit his office, then the natural course of public service rule will not take place when he has reached age of retirement or exhausted his tenure.” Chairman of the Independent National Electoral Commission, INEC, Prof. Attahiru Jega He said, “I align myself with Mr. President that he has no plan to sack the INEC chairman. President Jonathan reaffirmed the confidence reposed on the INEC chairman and reiterated that the administration has no plan whatsoever to send the electoral umpire illegally packing. Bu nothing would debar the INEC boss from proceeding on retirement when the need arises, in line with the civil service rule and as enshrined in the constitution.’’ Although the Minister did not explain further it was gathered that the administration was angry with Jega for introducing the Card Reader as a means of accreditation for the general elections without briefing the Federal Government over the issue. ‘’Jega wants to try a new system of accreditation without briefing the Presidency over the issue. No freedom is absolute. Section 125 of the constitution forbids electronic voting. Although the card reader can not be used for voting, it is for checking voters. ‘’Secondly, the point Jega also missed is that Nigeria is not a place you can introduce that type of system without trial or experimentation. Meanwhile, the House is to investigate three Nigerian companies, Stallion Group, Popular Foods and Olam Nigeria Limited, for allegedly colluding with their foreign investors to evade payment of import duties running into billions of Naira. In a remorseful tone on the floor of the House yesterday, the APC leader openly withdrew the statement in which he described Wednesday’s presiding officer, Emeka Ihedioha, as “Deputy Speaker of the Peoples Democratic Party” just as he called for unity among members of parliament. In a point of order bothering on personal explanations, Gbajabiamila apologised to the deputy speaker, saying Wednesday’s uncomplimentary utterances on the floor of the Lower Chamber and the resultant action by the other opposition members was regrettable. He noted that the prevailing circumstances in the country call for cooperation of all and sundry, especially by members of parliament who, according to him, represent the symbol of democracy. “The event that occurred on Wednesday on the floor of this House was a regrettable and needless one if we had handled it cautiously. We must try to continue tolerating each other. We should not be seen to be heightening tension in the House and in the polity at this critical time in our national life. “It is on that bases that I wish to withdraw my statement calling the Deputy Speaker of the House, Hon. Emeka Ihedioha as the Deputy Speaker of the PDP. I withdraw my comment and tender my apologies to the Deputy Speaker and the House,” Gbajabiamila said. Responding, the Speaker, Aminu Waziri Tambuwal, told his colleagues that though the retraction and apology were commendable, lawmakers must endeavor to avoid situations that would bring the institution of the parliament to disrepute in the eyes of the public. “Honourable colleagues, I wasn’t around yesterday (Wednesday) but was briefed on what happened during plenary and it wasn’t something that encourages any well-meaning Nigerian. “If there is any time unity is needed, this is the time when Nigeria and Nigerians need a united House of Representatives in particular and National Assembly in general, more than ever before. “We should always place Nigeria above any other interest when discussing matters in this parliament,” Tambuwal said. Under a new policy aimed at encouraging investment in local rice production with the overall objective of self-sufficiency by 2016, investors that have milling capacity with verified domestic rice production plans (DRPP) enjoy an import duty of 10 percent and levy 20 percent, while traders will pay an import duty of 10 percent and levy 60 percent. The House which adopted the prayers of a motion introduced by Simon Arabo yesterday alleged that the three firms have colluded with their foreign partners to import rice exceeding their approved quota into Nigeria and owe the country about N28.3billion. FG approves $403m loans for Lagos, Rivers, Ogun, Osun Vice-President Namadi Sambo The Federal Executive Council on Wednesday approved the request of Lagos, Rivers, Ogun and Osun states to obtain foreign loans totalling about $403m, among other approvals. It also approved a $1.2bn multi-donor credit for the establishment of the proposed Development Bank of Nigeria. Other foreign loans totalling $295m were approved for developmental projects across the country. The different foreign facilities were approved at a meeting of the council presided over by Vice President Namadi Sambo. President Goodluck Jonathan was absent at the meeting because he travelled to Sokoto where he attended the 90th birthday of former President Shehu Shagari. The Minister of Aviation, Mr. Osita Chidoka; Minister of State for Finance, Ambassador Bashir Yuguda; Minister of Water Resources, Mrs. Sarah Ochekpe; and Minister of Education, Mallam Ibrahim Shekarau, briefed State House correspondents at the end of the meeting. Yuguda said the fact that most of the loans guaranteed by the Federal Government were for states being governed by the All Progressives Congress further confirmed Jonathan’s position that he was the President of all Nigerians. He said the President had made a distinction between governance and politics, and would not trivialise his office for any reason. According to the minister, the council approved the request for a $100m credit from the French Development Agency in support of the Lagos Integrated Urban Development Project (Eko-UP). “The facility is meant to improve living conditions of the most vulnerable urban population of metropolitan Lagos, improve the management and treatment of solid waste, strengthen the capacity of Lagos State and implement urban development projects in Lagos State,” he explained. Yuguda gave the repayment period of the loan as 20 years, including seven years moratorium as well as commitment fee of 0.25 per cent of the total per annum and an appraisal fee of 0.25 per cent. The project has three major components: slum upgrading in Ifelodun and Bariga Local Council Development Areas by the Lagos State Urban Renewal Authority; construction of solid waste management facilities by the Lagos State Waste Management Authority; and provision of capacity building and technical assistance for LASURA, LAWMA, the Project Management Unit and the two LCDAs. For Rivers State, Yuguda said the council gave approval for the $200m African Development Bank’s credit facility for the proposed Port Harcourt water supply and sanitation project as well as an African Development Fund credit of $5m to support the Urban Water Sector Reform Project. Yuguda said the credit facility would be secured from ADB with a repayment period of 15 years and five years moratorium, adding that the interest was enhanced variable spread loan, with lending spread of 0.60 per cent per annum, translating to 1.56 per cent. For the ADF, he said the principal would be repaid over a period of 22 years, with eight years grace period and interest rate of one per cent per annum. According to the minister, the council also approved a $33.174m credit from the French Development Agency in support of the Ogun State Water Supply Project. He said the facility would be secured from the FDA on blend terms, with an interest rate of six months Libor plus margin; repayment period of 20 years, including seven years moratorium; commitment fee of 0.25 per cent per annum and an appraisal fee of 0.25 per cent. Yuguda explained that the credit would be on-lend to Ogun State on the same terms and conditions offered by the FDA to the Federal Government. For Osun State, he said the council approved an Islamic Development Bank’s loan of $65m for financing water supply and sanitation projects in the state, adding that the loan would be repaid over 15 years, gestation period of four years and mark-up Libor + 155bps or to 1.5 per cent per annum. On the $1.280bn for the establishment of the proposed Development Bank of Nigeria, the minister said the loan would come from the International Bank for Reconstruction and Development, World Bank, Africa Development Bank as well as the Germany and French Development Agencies in the sums of $500m, $450m, $200m and $130m, respectively. He said the proposed bank would give credit facilities to micro, small and medium enterprises in the country. FG approves nine new private varsities The Federal Government on Wednesday approved the establishment on nine new private universities in the country. The decision was taken at a meeting of the Federal Executive Council presided over by Vice President Namadi Sambo. Chidoka listed the new universities as Augustine University, Ilara, Lagos State; Chrisland University, Owode, Ogun State; Christopher University, Mowe, Ogun State; Hallmark University, Ijebu Itele, Ogun State; Kings University, Ode Omu, Osun State; Michael and Cecilia Ibru University, Orode, Delta State; Mountain Top University, Ogun State, Ritman University, Ikot Ekpene, Akwa Ibom State and Summit University, Ofa, Kwara State. When asked what the Federal Government was doing to stop some private universities from charging exorbitant fees, Shekarau said the government was helpless. He said like private hospitals or nursery schools, owners of private universities were free to charge fees that would give returns on their investments. The minister said the only concern of the government was to ensure that the schools were of standard in terms of facilities and staffing among others. He said the saving grace was that all Federal Government-owned universities were tuition-free. He said, “As far as the government is concerned, all Federal Government universities are tuition-free. Whatever the universities are charging is so minimal for some day-to-day activities: sports fees, union fees and some other fees. “Of recent, I had cause to ask the National Universities Commission to regulate tuition in public universities because there is a university that is charging as low as N20,000, N15,000. Some charge between N30,000 and N80,000 or so which is a composition of a number of different kinds of fees. But basically, no university owned by government is charging tuition fee. “But the private universities are like any other private institutions: private primary schools, private secondary schools. All that is the responsibility of government is to ensure that the standards are maintained. “We are to ensure that they are operating within the minimum required standard, and that is the responsibility of the NUC in terms of their facilities, staffing and so on. “The accreditation of any universities or courses has nothing to do with the fees they charge just like the private hospitals. “Government really does not have anything to do as far as what the private institutions are charging.
