Military tells Gov Zulum to stop discouraging soldiers

The military says the governor's allegations could negatively impact on operations and the confidence of the locals in the military.

The Nigerian Military has called on Governor Babagana Zulum of Borno State to be mindful of the allegations he levelled against troops fighting insurgents in the North-east.

The governor had in July accused the military of attacking his convoy in Baga, a town in Borno State.
Zulum attributed the attack to a sabotage from the army, even though many believe it was carried out by Boko Haram insurgents.
He further said he would mobilise hunters in the state to secure the town if the army could not do the job.

However, after the army’s investigation into the incident, Felix Omoigui, the Deputy Theatre Commander of Operation Lafiya Dole, said the governor’s claims were untrue.
He said, “ The governor of Borno state believed these allegations levelled against troops of the 19 Brigade in Baga given his recent utterances.
“Remarks of highly placed persons are capable of demoralising the troops which would negatively impact on operations and the confidence of the locals in the military.
“Allegations of such nature could be avoided if the military authority was contacted on issues concerning troops activities before going public.
“The realisations that the allegation emanated from security agencies could trigger reactions and animosity among troops and attendant negative consequences.

Omoigui also debunked the allegation that troops in Baga engage in fishing business in the area.
He said the prohibition of troops engaging in fishing and farming activities in Baga is contained in the standing procedure of the military operation in the town.
He said, “ The allegations were conjured by some overzealous security agencies who for personal glory and without recourse for the tenets of inter-agency cooperation decided to propagate falsehood. ”

It would be recalled that a group under the aegis of Coalition of Friends and Supporters of Buhari recently slammed Zulum over alleged attempt to blackmail the troops.
The group said the two instances where Zulum tried to ridicule the Nigerian military turned out that he was wrong on his assumptions.

The body says the action would be inimical to educational development of the state.

Academic Staff Union of Universities, Kano State University of Science and Technology (ASUU-KUST) has urged the state government not to take over its Hospitality and Tourism Institute, Daula.

In a statement jointly signed by the Chairman and Secretary of the Union,
Muhammad Sani-Gaya and Murtala Muhammad , it said that the action would be inimical to educational development of the state.
“ ASUU expresses dismay on the Kano State Government decision regarding the taking over of the Hospitality and Tourism Institute (former Daula Hotel), contained in a letter dated Friday Nov. 15, 2019.
“This action is a breach of the university autonomy as enshrined in the University Law and the University (Miscellaneous Provisions) Amendment Act 2003,” it said.

The Union said the university was running courses which include: Interim Joint Matriculation Board (IJMB); Pre-Degree, Diplomas in Tourism, Hospitality among others at the institute.

It added that the University Senate had also approved Part-Time Degree Programmes for 2020/2021 academic year as well as proposed Bsc Hospitality, Tourism and Transportation at the institute.
“The union call on the government to reverse the idea of commercialising facilities meant for public purposes especially institution of learning.“
In a reaction, Dr Mariya Mahmood-Bunkure, the state’s Commissioner for Higher Education, said the state government has not given final decision on the issue.

Mahmood-Bunkure , in an Short Message Service (SMS) to the News Agency of Nigeria (NAN), said that: “I was with ASUU KUST Branch yesterday (Thursday) in my office. We had discussion on the matter.
“ I told them what I know is that government has not given approval to any investor.
“And; we have learnt that the Pro-Chancellor and Chairman of the Governing Council is going to meet with the Visitor of the institution. So, I think we should await the outcome of the meeting” .

South Korea tightened coronavirus measures on Saturday in Seoul and its surrounding areas as the country reported the highest number of new daily infections in more than five months.

The stricter social distancing guidelines include restrictions on gatherings and activities including professional sports, which will be played behind closed doors in the capital area again.

The move came as South Korea reported 166 new cases on Saturday, the highest daily figure since early March, bringing the country's total infections to 15,039 with 305 deaths.

South Korea stands at a "critical juncture" in the battle to control the coronavirus surge, Prime Minister Chung Sye-kyun said at a government response meeting.
"Our top priority is to contain the spread of the virus in the greater Seoul area."
A majority of the new cases came from the greater Seoul region -- home to half of the country's 51 million people -- raising fears about a major spike with a three-day weekend starting in South Korea from Saturday.

South Korea endured one of the worst early outbreaks outside mainland China but brought it broadly under control with extensive tracing and testing while never imposing the kind of lockdowns ordered in much of Europe and other parts of the world.

The country has been seen as a model on how to combat the pandemic with the public largely following safety health measures such as face masks.
It even started allowing limited numbers of spectators at sports games in July -- which was reversed for the greater Seoul region on Saturday.

Ole Gunnar Solskjaer's side are bidding to make their first final of the season in the most surreal of circumstances in Cologne, Germany.

In normal circumstances, Cologne in western Germany would be full of
Manchester United fans ducking in and out of the bars and restaurants in the shadows of the city’s gothic cathedral.
However, this is 2020. The coronavirus pandemic has changed everything. Normal circumstances no longer exist.
Aside from a handful of United fans who flew out on Sunday to be in Cologne for the quarter-final clash against Copenhagen, and a giant replica trophy which could be found on the banks of the Rhein, you wouldn’t know there’s a football festival taking place here.

Walking around the heavily locked-down RheinEnergieStadion on Monday, as
United faced Copenhagen in the quarter-finals, locals were going about their daily tasks, exercising in the park and training on an athletics track.
There were no scarf sellers, no merchandise stands and only a few supporters.
The conclusion of the 2019-20 Europa League is effectively being played out inside a bubble because, as Ole Gunnar Solskjaer said, these are "unprecedented" times.

It's not just a strange experience for fans forced to stay away, either; this is all very odd for the players too.
With Cologne only an hour away from Manchester by plan, United had initially hoped to be able to fly in and out of the city for their games, in the event that they made it all the way to the final.
However, the Covid-19 rules and restrictions mean that that participants have to remain in Germany until they're either knocked out, or the tournament is over.

Should United reach the final on Friday, they would end up having spent 13 days in Cologne. Of course, players are used to staying in hotels, particularly those who play international football.
However, this is all very different. Under UEFA guidelines, United's players are only allowed out of their four-star hotel once a day.

It is a bizarre way for the squad to be preparing for its third semi-final of the season but Solskjaer said his troops have been coping well.
"They like each other’s company; they have fun in-between the sessions,” the United manager told MUTV.
“We just have to make the most out of a difficult situation, with the weather as well, because it’s so warm.”
Rules imposed by UEFA, set out in a 31-page document, are strict and non-negotiable.

The club have not got exclusive access of their Cologne hotel base but instead have commandeered two entire floors, where they also have their team meals.
The number of hotel staff on United's floors has been kept to the bare minimum and they are not allowed to serve food to any members of the ‘bubble’ and must leave cleaning up until everybody has left.
Laundry arrangements have also had to be made ensuring anything that is washed is only handled by team staff and nobody at the hotel.

While it is making for a peculiar end to the tournament, there’s a willingness among everyone involved to do whatever is necessary to get the remaining games played as safely as possible.
In order to keep boredom at bay, meanwhile, United have created a 'Games Room' for the players which features an arcade basketball game, PlayStations and ping-pong tables.
They’ve also been able to use an outdoor bar area on the ground floor of the hotel as an alternative to sitting in their rooms.
Harry Maguire, Marcus Rashford, Jesse Lingard and Lee Grant also took the chance to pay visit to the ice cream parlour owned by German World Cup winner Lukas Podolski.

Walks outside the hotel are restricted to one a day and the 'bubble' group, which is smaller than the usual number of staff that would be taken on an away trip, ensure that they stick to social distancing and wear masks.

Having been denied the chance to return to Manchester ahead of Sunday's semi-final showdown with Sevilla, the squad has been training at Sportpark Hohenberg, FC Viktoria Koln’s home.
Although it is not comparable to the world-class facilities at Carrington, it is a more than adequate temporary home for Solskjaer’s men, who are having to alternate training times because of the oppressive summer heat.
Usually on away trips such as these, the players’ schedules would be packed with a mixture of sponsor activities and team-building exercises. Such things are simply no longer possible.

Still, despite the strange environment, spirits in the squad are high.
The preparation has hardly been ideal but United's 'bubble boys' would be happy to spend another week closed off in Cologne as it would mean appearing in their first final of the season.

The Senate version of the Quarantine Bill, titled, ‘National Health Emergency Bill’, scaled first reading on Tuesday.


The bill was sponsored by the Chairman, Senate Committee on Primary Health care and Communicable Disease, Senator Chukwuka Utazi.

The House of Representatives’ version of the bill generated serious controversy.

A former Deputy President of the Senate, Ike Ekweremadu, protested the non-distribution of the bill to members before its presentation and urged the Senate to distribute the copies.

Ekweremadu said, “The introduction of a similar bill to the House of Representatives generated controversies and some people are already insinuating that the same bill is coming to the Senate with a different title.

“Getting a copy of the bill will enable us to know the content so that we could come up with informed comments.”


The Senate President, Ahmad Lawan, asked the management to distribute copies of the bill to members before the second reading which would be taken in another legislative day.

The sponsor of the bill, Chukwuka Utazi, however told journalists after the plenary that there was nothing controversial about his proposed legislation.

He said the bill was meant to amend the Quarantine Act of 1926 and address issues causing public health emergency around the world.


Utazi said, “I don’t see any controversy about the bill that 102 members of the Senate co-sponsored with me.

“The bill is to address the issue that is posing public health emergency around the world. In Nigeria, we are making efforts to ensure that we have a law that will guide how we handle the issue.

“There are so many things that are not covered under the Quarantine Act. These are the things that are troubling the country today.”

He added, “The bill is to amend the Quarantine Act of 1926 and to take care of all the issues that have to do with the management of pandemic.

“In doing that, we want to ensure that instead of having a fire brigade approach of solving a problem of this nature, we have a law that can handle all that. We want to put everything under a law to address health issues.”

On the similarity with the House of Representatives’ bill, he said, “I have not read the House bill, but what I know is that we have a bill that will address the health issues connected with COVID-19 and beyond.

“This is to ensure that such issues, whenever they occur in the future, we would have a law to address them.

“If they were there, the Presidency and the Presidential Task Force will not be coming up with one guideline or the other. We want to harmonise the approach on how to face the issue. The bill does not make vaccination compulsory.”

Senators express reservation

Meanwhile, senators who spoke in separate interviews with our correspondent, expressed doubts over the desirability of such a bill at the moment.


For instance, the Chairman, Senate Committee on Diaspora Affairs, Senator Biodun Abiodun, noted that the time seemed not ripe for such a bill.

She said, “Let me thank the House of Representatives for coming up with the bill but like the Director-General of the Nigeria Centre for Disease Control said, we can’t do a major work now, we need to deliberate about it.

“In times of war, we must prepare for peace and in times of peace, there will be war. What we should do, is to sit down together, craft a law that would be all encompassing, a law that we will not have to amend for a very long time. Taking laws from other climes because it works in those places does not mean that they will work here.


“We need to look at our situation and ensure that we do the proper thing.”

Senator George Sekibo said, “The bill as presented by the House of Representatives should die.

“There are periods that the stakeholders should be carried along. The bill was passed for second reading and was about being passed for third reading when no public hearing was done.

The African Union says it is in discussion with the Republic of Madagascar over the safety and efficacy of a herbal remedy recently announced by the country for the prevention and treatment of COVID-19.

The AU made this known in a statement issued in Addis Ababa, Ethiopia on Monday and published on its website.

The continental organisation said its Africa Centres for Disease Control and Prevention would review the potency of the herbal remedy once Madagascar provided the necessary information.


The statement read in part, “The AU Commissioner for Social Affairs, Amira ElFadil, convened a meeting with the Chargé d’Affaires of the Republic of Madagascar, Eric Randrianantoandro, on 30th April at which it was agreed that the member state would furnish the African Union with necessary details regarding the herbal remedy.

“Once furnished with the details, the Union, through the Africa CDC will review the scientific data gathered so far on the safety and efficacy of the COVID-19 Organics.


“This review will be based on global technical and ethical norms to garner the necessary scientific evidence regarding the performance of the tonic.”

Madagascar’s President, Andry Rajoelina in a teleconference meeting of the Bureau of the Assembly of AU Heads of State and Government on 29 April 2020 had made a presentation to his peers regarding the herbal remedy.

The AU said it was working with member states in developing acceptable solutions and treatment for the coronavirus pandemic which has infected over 46,000 people on the African continent with more than 1,800 deaths.

Kano State Governor, Abdullahi Ganduje, has announced a new Emir for the Rano Emirate Council, The PUNCH reports.

The state government on Tuesday evening via Twitter said the governor appointed Kabiru Muhammad Inuwa as the new Emir of Rano.

Inuwa until his latest appointment was the District Head of Kibiya in Kano State.

He succeeds the late Emir Tafida Abubakar Ila, who died on Saturday in Kano at the age of 74.

The PUNCH had reported that Ila passed on after battling with an undisclosed ailment.

The late emir was said to have been rushed to the Aminu Kano Teaching Hospital in a critical condition and was later referred to the Nasarawa Specialist Hospital before he gave up the ghost.

The Rano Emirate Council is one of the four new emirates created by the governor on May 9, 2019.


The emirates of Gaya, Rano, Karaye, and Bichi used to be districts under the Kano Emirate Council.

Sterling Bank staff tests positive for coronavirus in Lagos 1 day after resumption


The bank has shut down the affected branch for immediate deep hygiene cleaning.


The bank says the infected staff had no contact with customers


Sterling Bank has closed its branch in Ilupeju, Lagos after a member of staff tested positive for coronavirus.

The bank said in a statement on Tuesday, May 5, 2020 that the staff member's status was discovered late on Monday, May 4.


He is asymptomatic, according to the bank, and has been moved to an isolation centre in Lagos.

The bank assured the public that the patient had no contact with customers.

"Consequently, the branch has been shut for immediate deep hygiene cleaning.

"The Ilupeju branch will be reopened once the disinfection has been completed.

"We urge customers in the affected area to conduct transactions using our array of digital channels," the statement read.

The bank said it has tested other staff members that may have been in contact with the infected patient, but they all tested negative.


Banks were some of the businesses allowed to resume operations on Monday, five weeks after President Muhammadu Buhari ordered a lockdown of Lagos to contain the spread of the coronavirus disease.

The Federal Government had advised that banks only operate with around half of their staff strength, and ensure that customers adhere to preventive measures such as social distancing.

However, many rowdy queues were spotted at many banks across the state on Monday.

The Director-General of the Nigeria Centre for Disease Control (NCDC), Chikwe Ihekweazu, appealed late on Monday to individuals and corporate organisations to take responsibility so that the exposure and transmission of the virus can be properly managed.


He warned that an explosion in infection figures would mean that the lockdown may be reintroduced to control the spread of the coronavirus disease.

Lagos is the epicentre of the coronavirus outbreak in Nigeria with 1,183 cases, 42.2% of Nigeria's total of 2,802.

Nigeria has recorded 2,802 coronavirus cases in 34 states and the Federal Capital Territory (FCT), as of May 4.

417 people have recovered and been discharged after medical treatment, but 93 people have died.

The Commandant of the corps in the state, Hajiya Altine Sani, disclosed this in an interview with newsmen in Gombe on Wednesday.

The Nigeria Security and Civil Defence Corps (NSCDC), Gombe State Command, on Wednesday said it had arrested 34 suspected rapists and secured conviction of nine in 2017.
The Commandant of the corps in the state, Hajiya Altine Sani, disclosed this in an interview with the News Agency of Nigeria (NAN) in Gombe on Wednesday.
Sani said of the 34, nine were established rapists, convicted and currently serving various jail terms.
She said that after thorough investigations, the remaining 25 were actually cases related to sexual assault, saying no traces of rape was established against them and were released on bail.
According to her, out of the nine cases, two victims were tested and found HIV positive, while others were infected with different Sexually Transmitted Diseases (STDs).

”What we normally do, whenever we make such arrest we have network called Refferal Pathway which includes Security personnel, Medical personnel and Legal practitioners, among others.
”They are saddled with the responsibility of establishing rape,” Sani explained.
She noted that most of the perpetrators were in their 30s while their victims were between five and 11 years.
The commandant, however, regretted that parents often tended to withdraw cases due to fear of stigma.
”We usually tell them that the case is between the state and the perpetrators.
”The government has the interest of the child at heart, therefore, perpetrators must face the wrath of the law,” Sani insisted.

Differences In Craftmanship

Wizkid and Davido are two different artists produced by different walks of life. Their path to success has been markedly different. And although the outcome of their efforts have been interesting to see, they still remain two extremely different folks, and hitting the studio with that pressure might not result in the jam that we all want. It might be a monumental catastrophe. Their music deal in similar themes, but their approach is different.
Wizkid is that guy in school that everyone wants to hang with because he is extremely talented. The skill, charisma and drive is exemplary for everyone to see. When he makes music, he approaches it from thousands of ways. While the end-product is almost certainly a pop song, you could find deeper layers in everything he does, and there’s also the promise of him applying that skill somewhere else. He is at his best when he is freestyling, just making music for the sake of it, and exercising his muscles just because a beat is in the background. People see that, and they recognise him for it.
Davido’s ability is more complex. While his passion for making music is contagious, he does appear to be a communal effort. Making music for Davido is all about strategy than talent; where does he seek his next hit song? Which artist can write his next jam? Can a trend be ridden to success? His music making process feels like the product of a sales pitch, where a lot of hands come together to make a dope product for sale.
Nothing about Davido feels organic. When you dig deep into his biggest songs, nothing is ever straightforward. There are always third parties involved in it, or an inspiration that comes from without, which involved acquisition with money. He has a complex process to arriving at his music, and it works for him.
Bringing Wizkid and Davido on a record is to find the perfect spot to make their difference work. How do you integrate their two worlds in a way that doesn’t seem forced and gritty? There’s also the difference of ego. Throw Wizkid and Davido in a room, and the atmosphere is already charged up due to their starched ego.
They might ‘love’ themselves, now, but they are still rivals. They have never worked together, or made music on which they have appeared as guests. The only creative connection between their music is the producer Shizzi. He has history with working with both acts. Perhaps he might find a balance where they might make their best music, but that is uncertain probability.
Unless these two can tap into a frequency where they can connect, the single that we all wish for might turn out to be wack. It might be a disappointing blank, rather than the sonic phenomenon we dream about. I would rather have my dreams, than a reality that doesn’t measure up to it.
