Acting President Goodluck Jonathan yesterday moved to reconcile members of the Federal Executive Council (FEC) and reduce tension created by the leadership crisis of the past three months, which was heightened by the hurried return to the country last week of President Umaru Musa Yar’Adua.

At the weekly FEC meeting, which he presided in Abuja, Jonathan reportedly told the ministers who were clearly divided along pro and anti-Yar’Adua to sheathe their swords and allow peace to reign in the interest of the country.

Saying enough was enough, Daily Sun gathered that the Acting President told the ministers to realise the position they occupied in the county, pointing out that their utterances on the political situation were over-heating the system as they were being misconstrued as government’s official position.
He was said to have warned the cabinet against seeing what had happened or was still happening as a personal thing, adding every effort was being made to settle the political crisis, which, he pointed out, should be regarded as part of evolution as a democratic country.

The FEC meeting turned out to be the direct opposite of what some people had predicted as there was no mention of President Yar’Adua’s health condition nor was there any heated argument again over the inability of top government functionaries to see the President.

As they filed out of the council chambers at the end of the meeting, the ministers appeared more calm and reassured than they had been, with some of them thanking God and declaring to the hearing of people “the storm is over”.
Briefing State House Correspondents on the outcome of the meeting, the Minister of Information and Communications, Prof. Dora Akunyili, said the report of the six-man cabinet delegation to Saudi Arabia was presented to Council, but was not debated. She declined to respond to questions as to why the report was not debated.

At their meeting with Acting President Jonathan on Tuesday night at his official residence in Abuja , the 36 governors reportedly secured his assurance that the issue of President Yar’Adua’s health or his declaration as unfit to continue in office should not form part of the meeting’s agenda. However, the report of the six-man team, which Akunyili made available to newsmen confirmed the inability of the ministers to see Yar’Adua in Saudi Arabia, but said the Saudi Minister of Foreign Affairs Prince Saud Al-Faisal, told the team that the President was recovering from his ailment.

Another major outcome of the FEC meeting was the approval of a contract for the rehabilitation of the Dengi-Jarmai Road in Plateau State for N1.45 billion to be funded from the Ecological Fund and Federal Road Maintenance Agency (FERMA).

Akunyili also announced the approval of N21.1 billion contract for the reconstruction of Owerri-Elele Road linking Imo and Rivers States as part of the post-amnesty programme aimed at enhancing accessibility and creating employment opportunities. Additional consultancy services for the project were awarded at N469.7 million.
Equally approved was a consultancy services contract for the Obiakpor-Obeng gas pipeline for N236.8 million. It involves project studies and technical surveys, among other technical supervision duties, according to the Minister of State for Petroleum Resources, Mr. Odein Ajumogobia.

The source said some governors expressed displeasure and said even under the Obasanjo regime, people were never nominated from the states without consulting with the governors. At least one northern governor also said the fact that both the council’s chairman, Lt. General T.Y. Danjuma and his deputy, Professor Ben Nwabueze were Christians was a political mistake.

A showdown between “Yar’adua loyalists” and “pro-Jonathan” ministers was narrowly averted at yesterday’s meeting of the Federal Executive Council when Acting President Dr. Goodluck Jonathan approved a paper submitted to him by the so-called “12 wise men.” A highly informed source told Daily Trust last night that Jonathan’s approval of the “wise men’s” paper formally brought to an end all efforts by his “loyalists” to invoke Section 144 of the Constitution and declare the ailing President Umaru Yar’adua permanently incapacitated.
Daily Trust learnt that the comprehensive peace formula that averted the crisis was worked out on Tuesday night and early yesterday by some elderly ministers and a few young ones. Leading the “wise men” was Minister of Niger Delta and former Secretary to the Government of the Federation Chief Ufot Ekaette. Also in the team were Defence Minister Major General Godwin Abbe, Education Minister Dr. Sam Egwu, Interior Minister Dr. Shettima Mustapha, Petroleum Resources Minister Dr. Rilwan Lukman and National Planning Minister Dr. Samsudeen Usman. Police Affairs Dr. Ibrahim Lame, FCT Minister Mohamed Adamu Aliero and Minister of State for Interior Chief Demola Seriki were also members.

They held two long meetings at the Ministry of Defence Headquarters in Abuja’s Central Business District and later met twice with the acting president to present their suggestions. Jonathan apparently sought some changes to the memo, which the ministers later effected.

One of the bombshell explanations that guided the wise men, a source said, was a statement by Health Minister Professor Babatunde Osetimehin, who said Section 144 of the Constitution was defective from a medical point of view because no doctor could pronounce “permanent incapacity” on any man who is still alive.

The “wise men” told the acting president that there was the need for him “to take full charge” of the government and the country. They said the media campaign launched by Information Minister Professor Dora Akunyili against what she called “a cabal” around Yar’adua has portrayed both the government and the country in bad light.


The ministers then listed 5 resolutions, which they said tallied with the 36 state governors’ conclusions the night before. They are that: positions which tally with that of the governors: 1]    As acting president, Dr. Jonathan  is not running a different administration but a continuation of the electoral mandate given to Yar’Adua and himself in 2007, and that he should therefore resist any attempt to invoke Section 144 of the Constitution to declare Yar’adua inform. They said the invocation of Section 144 would fail and “the consequences would be devastating for the polity.”

2].    That Professor Dora Akunyii must be called to order for running a campaign against the president and his family, “thus embarrassing the government of which she is supposed to be the spokesperson.”

3].   The acting president should not make seeing Yar’adua a precondition for continuing to preside over the affairs of the nation or allow anyone to use it as an opportunity to remove him from power.

4.    The acting president “should be wary of self-serving politicians, especially those from the Niger Delta region “who are making inflammatory statements capable of causing confusion in the country.”

5.   The Acting President “should please note that any moves to unseat President Yar’adua can be sure to fail.”

Daily Trust learnt that Jonathan accepted all the recommendations and apparently instructed the “pro-Jonathan” to make no move at yesterday’s FEC meeting.

Another very reliable source told Daily Trust yesterday that at the state governors’ meeting on Tuesday, Bayelsa State Governor Timipre Sylva spoke first and described Yar’adua as “a good president who unfortunately happens to have health challenge.” He urged the meeting to take a tough stand on Akunyili. During the governors’ briefing of reporters last night, Sylva expressed this view publicly. 

Sources at the meeting said Edo State Governor Adams Oshiomhole spoke next, recalling his personal discussion with Jonathan, where he said he warned that history “should not record him as the person who presided over a council where there was a move to remove his principal.” Other Governors who spoke at the meeting said “some people who don’t mean well for the country” were behind the campaign to remove Yar’adua.

Daily Trust learnt that the South-South governors produced the consensus formula that Yar’adua remains President while Jonathan acts until he is fit to take over. They said anything to the contrary was akin to a civilian coup.

Incidentally, PDP national executive officers led by the chairman Prince Vincent Ogbulafor pushed the same viewpoint when they were admitted into the PDP governors’ meeting, before all the governors met with Jonathan later that night.

Another important decision taken at the meeting was that PDP’s zoning formula would remain for the 2011 election, in which case the presidency would still go to the North. The implication was Jonathan would not be able to run. While some Governors said that should not be announced publicly, Northern governors argued strongly that the party Chairman should announce it, which Ogbulafor later did.

The governors also decided that Akunyili’s statement about probing the army due to the deploying of Guards Brigades men on the night of Yar’adua’s return to the country was “reckless and dangerous,” saying it was “capable of inciting the public to violence.” They also condemned those who were calling for the removal of Chief of Army Staff Lt. General Abdurrahman Dambazau, saying the reckless utterances “are already affecting the military.” They took exception to statements by Ijaw leader Chief Edwin Clark calling on Jonathan to sack the military Service Chiefs.

The Governors however condemned last Wednesday’s statement by the president’s Special Adviser, Media Olusegun Adeniyi, on the day of Yar’adua’s return, which addressed the acting president as Vice President. They however said the statement was later corrected and that after that, “no aide or family member of the president had interfered in governance at Aso Rock and that the acting president is fully in charge.”

Daily Trust learnt that before yesterday’s truce was worked out, the “rebel ministers” planning to push for Yar’adua’s ouster were 9 in all, including Foreign Minister Chief Ojo Maduekwe, Mrs. Akunyili, Minister of State for Niger Delta Godsay Orubebe, Minister of Mines and Steel Mrs Diezani Allison-Madueke, Minister of State for Finance Remi Babalola and Secretary to the Government of the Federation, Mahmud Yayale Ahmed.

However, a source said, a meeting of the “rebel ministers” at Akunyili’s Radio House was discontinued inconclusively when they heard that Jonathan had approved the truce document. Yesterday’s FEC meeting was therefore an anti-climax, which ministers patting one another and no crisis occurred at the meeting.

As reported exclusively by Saharareporters yesterday, the Goodluck Jonathan team lost steam today at the Federal Executive Council as no mention was made of the invocation of Section 144 at a lengthy meeting of the body, nor of changes in the cabinet.
In its, Saharareporters had outlined how Yar’Adua team members were exuding confidence and bragging they possessed a "joker" to checkmate Jonathan’s team. Although what transpired at the FEC are still sketchy, it was clear at the end that Jonathan had been checkmated with a series of political manoeuvres by Yar’Adua’s kitchen cabinet.

Equally surprising is that Jonathan did not dissolve the cabinet nor remove any of the ministers today, as planned. That may be traced to yesterday's intervention by the amorphous Governors Forum which, at a meeting with Jonathan, reportedly told him to shelve any ideas about removing Yar'Adua from power.

In another setback to Jonathan, his party, the People's Democratic Party, also told him he cannot run for President next year.

Saharareporters learned the Governors Forum advised Jonathan to desist from the media war against Yar’Adua cabal. That effectively censored the increasingly vocal Minister of Information, Dora Akunyili. She it was who championed the struggle that became a game changer when she presented a memo to the FEC a few weeks ago urging the Council, in the interest of the entire nation, to come clean about Yar’Adua’s condition.

Our reporters said Mrs. Akunyili today appeared depressed and subdued as she briefed the media following today’s meeting. She read out the tepid report of the six-man delegation to Saudi Arabia, which would have formed the basis for declaring Yar’Adua incapacitated, and took only a few questions thereafter.

On the contrary, Yar’Adua cronies at the FEC, especially Tanimu Yakubu, reportedly looked very happy after today’s meeting.

Saharareporters sources said the Governors Forum, which is led by Kwara State's Bukola Saraki, had merely conned Jonathan to release excess crude revenues to them. Their strategy was to "support" him until he became Acting President and was in a position to authorize the release of those funds. Once the funds was shared, received and predictably looted, they have now dumped him.

Analysts say they consider the Ogbulafor-led PDP's declaration about Jonathan and next year's election as superfluous, especially given that Jonathan has not indicated any interest in it. The announcement was hardly surprising, given that Ogbulafor owed a huge debt to Hajia Turai Yar’Adua, who paid for his recent medical trip to India.

Our sources said that the kitchen cabinet intends to sustain the “status quo.” This means they will continue to maintain Yar’Adua as a pawn on their political chessboard, claiming he needs to fully recuperate and prepare for his return. That would leave Jonathan stranded as a figurehead, armed only with limited authority and support to accomplish anything significant, at the same time setting the party vultures free to scheme their way to another fraudulent transition program in 2011.

The Nigerian army chief has ruled out a possible military takeover, as Nigeria grapples with a new leadership crisis after the surprise return of ailing President Umaru Yar'Adua.

Army Chief of Staff Lieutenant General Abdulrahman Dambazzau has moved to reassure the 150 million Nigerians that the army has no intention of returning to politics, in the wake of concerns of a power struggle in Africa's most populous nation.

The intense debate and intrigue surrounding Mr. Yar'Adua's return have prompted fears of an army coup that might return Nigeria to the military dictatorship that existed before 1999.

General Dambazzau says a political solution remains the best option for Nigeria.

"It is a difficult period for everybody, but we believe that it is a political thing.  We are not politicians.  We are military professionals and we are determined to remain so. Nobody, no matter what no matter the effort, will drag us into it," he said.

President Umaru Yar'Adua returned to the country a week ago, after leaving for medical treatment in Saudi Arabia, three months ago.  The Nigerian leader has not been seen in public for more than three months and there have been no official reports on his health.

Indications are that he is too ill to govern, raising fears of a power struggle between his aides and acting President Goodluck Jonathan.

An Abuja-based lawyer has filed a legal action to force the ailing president to appear before the media and prove the state of his health.

Nigeria has a long history of coups and military leadership, and only returned to civilian rule about a decade ago.

Former Lagos State Commissioner of Police, Alhaji (Dr) Abubakar Tsav, has said that the Minister for Information and Communication, Professor Dora Akunyili, has taken the President’s health issue personal, noting that she had, by her comments, been fanning embers of discord between both the camps of President Yar’Adua and Acting President Goodluck Jonathan.

The national critic and social commentator, while reacting to Prof. Akunyili’s interview published in the Sunday Sun, February 28, 2010, said, “I am one of many Nigerians who admire and appreciate Prof Dora Akunyili for what she stands for.

“However, within recent times, Prof Akunyili has appeared to be talking too much and she is personalizing the Yar’Adua health issue. She is beating war drums and may soon start the song ‘Nzogbu nzogbu’ for her supporters to respond with ‘Eyinmba enyi!’

“Prof Akunyili is overzealously, trying to create enmity between Yar’Adua and Jonathan’s camps regardless of the fact that they belong to the same political party. If by the power of God Yar’Adua recovers and resumes his office, and I pray he does, will Prof Akunyili go to Aso Rock Villa to massage Turai’s feet as she allegedly did in the past?
“Rather than plan strategies for next year’s general election, the Peoples Democratic Party (PDP) is divided on the Yar’Adua health issue and Prof Akunyili has personalized the issue and she is talking too much.

“Chief Michael Kaase Aaondoakaa took the same position strictly in defense of the 1999 Constitution but the Acting President said he was too vocal and redeployed Chief Aaondoakaa. What of Prof Dora Akunyili who is sewing seeds of discord and who has made public the Federal Executive Council official secret?” he asked.

While also taking a swipe at the new Attorney General of the Federation and Minister for Justice, Prince Adetokunbo Kayode (SAN), for keeping mum over the rape of the 1999 Constitution by the National Assembly, Tsav, however, cautioned the Acting President Goodluck Ebele Jonathan not to allow himself be carried away by fair-weather friends and political jobbers.

The first attempt by some members of the House of Representatives to discuss ailing President Umaru Yar’adua’s return to the country after spending three months in Saudi Arabia threw the House into a rowdy session yesterday and the attempt was shot down.
Confusion enveloped the House chamber soon after some members tried to bring a matter over the President’s non-appearance in public since his return to the country.

The trouble started when Rep Mayor Eze (PDP, Enugu State) raised a Point of Order, drawing attention over Minister of Information and Communications Prof. Dora Akunyili’s “unguarded statements”, which he said were heating up the polity. But before he could finish his speech, Speaker Dimeji Bankole stopped him, saying he couldn’t talk on the floor of the House without prior notice to the Speaker as enshrined in the House Rules.

Bankole asked Eze to meet and brief him, which Rep Eze did. When he came back to his seat, Eze requested the House to call Prof Akunyili to order for “her unguarded statements which heat up the polity and cause confusion”. He said, “When you read national dailies, you will discover that they are awash with Prof Akunyili’s statements on President Yar’adua. And this does no good to the country. Rather it brings confusion”.

Bankole asked Rep Mohammed Ali Ndume (ANPP, Borno State) to make his contribution on the matter, to which Ndume said Prof Akunyili’s statements were aimed at bringing confusion to the country. He said, “I want to associate myself with what Hon. Mayor Eze has said. The lady is just trying to bring confusion to the country. Therefore we need to caution her”. The House was thrown into confusion for about ten minutes but Speaker Bankole brought it into order.

Not long afterwards, confusion erupted when Rep Patrick Obahiagbon (PDP, Edo State) raised a Point of Order, drawing the House’s attention to the “illegal deployment of troops to the airport” on the night of Yar’adua’s return to the country on Tuesday last week. Barely had he finished when Bankole asked him to meet and brief him on the matter. But after conferring with the Speaker, Rep Obahiagbon decided to defer his matter.

However, another member, Rep Samuel Sejero (AC, Lagos State) also raised a Point of Order, saying there was the need to know whether President Yar’adua had truly returned to the country. He also urged the House to summon the President’s wife, Hajiya Turai Yar’adua and others to explain his whereabouts.

Sejero said, “We should invite Tura’i and all those who are detaining the president to come and brief us on his whereabouts. This is against section 308 of the constitution”. Sejero had barely finished his speech when the House was thrown into yet another round of, which prompted the Speaker to order for a closed door session at 11:41am.

Emerging from the session at 1:50pm, Bankole directed leader of the House Rep Tunde Akogun (PDP, Edo State) to read the House’s resolution. Akogun said, “The House in an executive session resolved to urge Nigerians to concentrate only on those matters that would bring peace, unity and progress of Nigeria.”

But some members who didn’t want to be named told Daily Trust that the session was characterised by issues surrounding President Yar’adua’s non-appearance in public since his return to the country. While some members insisted that the President be forced to address the country in order to douse tension, others opined that it would be unnecessary to do so since the Acting President is in charge and all matters are being attended to without hitches.

They also cited the House’s resolution which empowered Dr Goodluck Jonathan to act as President, pointing out that unless the other group has a hidden motive, the President should be allowed to recuperate without any molestation.

Speaking to our reporter after the session, Rep Ali Ndume said the decision of the House was aimed at discouraging people from speaking on Yar’adua’s health, which he said does no good to the country.

He said, “In the executive session, we told ourselves the plain truth and we all resolved that the simple resolution should be everything necessary to put the country back on track. We advised every public officer and in fact every Nigerian to concentrate on those things that will promote the unity, prosperity and progress of this country, not to be issuing out statements because individuals want to play to the gallery, they want to make name or they want to create an opportunity thinking that if something collapses they will benefit out of it. That doesn’t help the situation.”

Rep Farouk Lawan (PDP, Kano State) urged the Acting President to caution his ministers from unguarded statements that can jeopardise the country. He said, “I want to urge the Acting President to caution all his ministers, especially Dora Akunyili, to shut up. We want him to concentrate on his work rather than heeding to people that could destabilise the country”.

Former chief security officer to former President Ibrahim Babangida, Major Abubakar Adamu Mohammed, yesterday in Kaduna said the Brigade of Guards Commander is not answerable to the Chief of Army Staff, but to the President and Commander-in-Chief of the Armed Forces, adding that most of their information is given on the-need-to-know (confidential) basis.
According to Mohammed, the Brigade of Guards is responsible for the protection of the president and the Presidency as well as the presidential villa.

“These functions extend to the presidential wing of the Abuja airport”, he said.

Mohammed, who maintained that the Guards Commander could sometimes act independently in certain security situations without necessarily clearing with the president, justified the commander’s purported refusal to brief Acting President Jonathan on the president’s arrival.

Mohammed said there were always troops of the brigade at the presidential wing of the Nnamdi Azikiwe International Airport on a 24 hour basis. “So, it is wrong to say that troops were deployed to receive President Yarádua”, he added.

He said the channel of communication between the Guards Commander and the president is always through the ADC, Chief Security Officer or State House Chief of Protocol.

The former security chief who was reacting to calls for the sack of the Guards Brigade commander, the GOC of 3rd Armoured Division and the Chief of Army Staff, Lt Gen Abdulrahman Dambazau criticised the callers for displaying ignorance about the workings of the military. He alleged that the call for Dambazau’s sack by some Christian elders had a religious undertone.

He pointed out that the Minister of Defence, Chief of Defence Staff and Inspector General of Police as well as Chiefs of Naval and Air staff including the Director General of SSS and heads of para military organisations like the FRSC, Prisons and Immigration services were all Christians.

“Yet, neither the Jama’til Nasril Islam or any Islamic body has called for their sack,” he added.

Retired Major Mohammed praised the military for dedicating itself to the sustenance of democracy, advising that it should keep to its constitutional role of defending the nation’s sovereignty. He advised the military top hierarchy not to be intimidated by any group or individual and they should be loyal to the nation.

Former President Olusegun Obasanjo, on Sunday, led an official African Union (AU) 40-member observer mission to Lome for Togo’s March 4 presidential election.

The AU said in Lome that the team comprised former heads of state, former presidents of electoral commissions, party leaders with election experience, members of the civil society and human rights activists.

It said the team would be reinforced by four representatives from the Organisation of American States, under a cooperation programme between the two continental blocs.

Obasanjo, who said the team was “solid, strong and serious,” pledged that it would be a group of impartial and alert observers with “a lot of experience” to be put to use.

“We are hoping for a successful election with results that reflect the wishes of the Togolese people,” he added.

Obasanjo said the team would verify the preparations made by the National Independent Electoral Commission (CENI) to ensure “a free, fair and transparent” election, with the process handled in a peaceful way.

The poll marks the end of the first term of outgoing Togolese President, Faure Gnassingbe, who came to power after a hotly contested election in April 2005, following the death of his father and predecessor Gnassingbe Eyadema on February 5, 2005.

Seven candidates, including Faure, are in the race for the country’s top seat.

For the first time, CENI has been entrusted with the organisation, supervision and announcement of the provisional results of the vote.

The AU observers have come to join the missions from the EU and the 15-member ECOWAS states, which include Togo.
