Since Tuesday been October 15, the federal government under the auspice of President Muhammadu Buhari have been negotiating with organized labour  about the new minimum wage implementation and the Consequential Adjustment on the salaries of officials from grade level 7 above.

However on Friday after three days of tussles and trying to shift grounds and conciliating, the Federal government through the Ministry of Labour and Employment has arrived at a mutual consequential adjustment with organized labour with regards to increase in minimum wage from grade level 7 to 17.

"The consequential adjustment for Consolidated Public Service Salary Structure (CONPSS), called group one is;

Grade Level 07 -23.2%, Grade Level 08 -20%, Grade Level 09 - 19%, Grade Level 10 - 14 is 16%, while Grade Level 15-17 is 14%.

"The second Group consists of Consolidated Health Salary Structure (CONHESS), Consolidated Tertiary Educational Institutions Salary Structure (CONTEDISS), Consolidated University Academic Salary Structure II (CONUASS II).

"Others are; Consolidated Polytechnics and Colleges of Education Academic Salary Structure (CONPCASS) and Consolidated Research and Allied Institutions Salary Structure (CONRAISS).

"For Grade Level seven and its equivalent, it is 23.2%, Grade Level 8-14 Equivalent at 16%, and grade level 15-17 10.5% respectively.

The conciliators to this agreement in all the leaders of both the federal government through the offices of the Minister for Labour and Employment, Chis Ngige, acting Head of Service of the federation, Dr Folasade Yemi Esan, Nigerian Labour Congress's President, Ayuba Wabba, Trade Union Congress President, Mr Quadri Olaleye, TUC secretary general, among other eminent federal government and organized labour leaders.

This means that after this agreement, there will not be any strike action again says by the TUC president Quadri Olaleye,

Boxer Patrick Day has died after he sustained head injuries in a fight on Saturday night against fellow American Charles Conwell.

The 27-year-old was knocked out in the 10th round of his super-welterweight bout in Chicago and fell into a coma, with his promoter confirming Day’s death on Wednesday “surrounded by his family, close friends and members of his boxing team”.

“He was a son, brother, and good friend to many,” said a statement from Lou DiBella.

“Pat’s kindness, positivity, and generosity of spirit made a lasting impression with everyone he met. Patrick Day didn’t need to box. He came from a good family, he was smart, educated, had good values and had other avenues available to him to earn a living.

“He chose to box, knowing the inherent risks that every fighter faces when he or she walks into a boxing ring. Boxing is what Pat loved to do. It’s how he inspired people and it was something that made him feel alive.”

Day was taken from the ring on a stretcher and underwent emergency brain surgery at Northwestern Memorial Hospital after being knocked out in the final round of his fight on the undercard of Saturday night’s Oleksandr Usyk-Chazz Witherspoon show. The tragedy prompted Conwell to write an open letter to his fallen opponent which he posted Tuesday on Instagram.

“This is my last time speaking on the situation because of this being a sensitive topic not only for his family and friends but for myself and the sport of boxing,” Conwell said, before addressing Day directly.

“Dear Patrick Day,” Conwell wrote. “I never meant for this to happen to you. All I ever wanted to do was win. If I could take it all back I would. No one deserves for this to happen to them. I replay the fight over and over in my head thinking what if this never happened and why did it happen to you. I can’t stop thinking about it myself. I prayed for you so many times and shedded so many tears because I couldn’t even imagine how my family and friends would feel.

“I see you everywhere I go and all I hear is wonderful things about you. I thought about quitting boxing but I know that’s not what you would want. I know that you were a fighter at heart so I decided not to but to fight and win a world title because that’s what you wanted and that’s what I want so I’ll use you as motivation every day and make sure I always leave it all in the ring every time. #ChampPatrickDay. With Compassion, Charles Conwell.”

DiBella, who promotes both Conwell and Day, told ESPN on Tuesday night that he was moved to tears by the fighter’s expression.

“No one prompted him to write it – not his management and not his promoter,” DiBella said. “I know Charles is profoundly sad right now by what happened. I’m trying to make him realize it’s no fault of his. I read what he wrote and it put a tear in my eye. It was an incredibly human and honest and genuine response from a kid who is just 21. He’s a really good kid, a really good person. I think it was very obvious to both of them that they were both good guys. Charles’ letter was really touching. It screams of honesty and authenticity.”

Boxing has been gripped by tragedy this year after the deaths of three other fighters as a result of injuries sustained in competition.

The Argentinian junior welterweight Hugo Alfredo Santillan died in July, becoming the second fatality in four days after Russia’s Maxim Dadashev succumbed to injuries suffered in Maryland. Bulgarian featherweight Boris Stanchov died in September after injuries suffered during his pro debut in Albania, after which it was discovered he was fighting illegally under his cousin Isus Velichkov’s boxing license.

The President, Nigeria Labour Congress (NLC), Dr Ayuba Wabba, has described as mere speculation, reports of agreement to a 20 per cent and 13.5 per cent consequential adjustments for workers on Grade Levels 7-14 and 15-17 respectively.

In the words of Ayuba Wabba, the Nigerian Labour Congress President, "We have made progress in many areas, the areas we are talking is that of implementation and the consequential adjustment, that is the only subject matter that is under consideration and that is the subject matter we are trying to conclude and ensure that there is an agreement and then we can share with you.

News Agency of Nigeria recalls that there have been ongoing reports of Federal Government agreeing to a 20 per cent and 13.5 per cent consequential adjustments for workers on Grade Levels 7- 14 and 15- 17 respectively.

Wabba said both parties were still consulting on some grey areas and saw the need to adjourn till later Thursday to allow for those given assignment on both sides to get back to the larger house.

The NLC president however, told newsmen not to believe in any rumour the they have reached and agreement with the federal government. He further said that organized labour have not ordered any strike action yet. He said that strike can only be an option and last resort if the parties involved in the negotiation are unable to reach agreement.

Mr Ayuba Wabba said that federal government and organized labour negotiation on the percentage increase themed Consequential Adjustment to the #30,000 New Minimum wage will resume by 7:00pm Nigeria time. This negotiation should be understood by the public that the organized labour are majorly agitating for the urgent implementation of the new minimum wage from grade level 1-6 and consequential adjustment in minimum wage from grade level 7-17 respectively.

He concluded by saying, '' We meet again by 7:00pm''

It is no longer hidden how the joint meeting of the various labour bodies spearheaded by the Nigerian Labour Congress and the Federal government, under the Ministry of Labour and Employment went on Tuesday been October 15, as more important labour leaders were absent as such, parties were unable to arrive at any applauding agreement. This meeting  however, continued on Wednesday been October 16, as the Federal government pleaded for another one day grace as a result of labour's threats of strike nationwide.

Before Tuesday's meeting, organized labour demanded 30% increase for officers on Grade Levels 07 to 14 and 24% adjustment for officers on grade level 15 to 17. While the federal government proposed 11% salary adjustment for officers on grade Levels 07 to 14 and 6.5% adjustment for workers of grade level 15 to 17. The Minister of labour, Chris Ngige begged the organized labour bodies to shift ground on their stand and consider the negative effects the adjustment will impact on the 2020 budget.

At Wednesday's meeting which run through midnight, the federal government came up with another formula in percentage for the consequential adjustment in the new minimum wage implementation. The federal government are proposing a 17% adjustment for grade level 7 to 9, 15% increase for level 10 to 14 and 12% adjustment for grade level 15 to 17 respectively. However, organized labour are yet to accept as at the time of filing this report.

The labour leaders who were on ground at the meeting were Wabba Ayuba, Nigerian Labour Congress National president, Quadri Olaleye who is the Trade Union National President, Deputy President of the Nigerian Labour Congress, Amaechi Asogwuni, Simon Achaver and other eminent labour leaders.

The federal government was well represented by Chris Ngige, Minister of Labour and Employment, Mrs Dr Folasade Yemi Esan, Head of Service of the Federation.

Last night meeting did not lead to any meaningful and general consensus between the demanding and aggrieved organized labour and the Federal government. This development has made Nigerian workers to believe that strike actions looms and lingers. This is because, labour had issued strike warning and threats once this negotiation fails.

This 12 man interim committee for police trust fund was inaugurated by the Minister of the Ministry of Police Affairs Mr Muhammad Maigari Dingyadi. This committee will be rightly chaired by the Permanent Secretary of the Ministry of Police Affairs, Mr Nnamdi Maurice Mbaeri.

The 12 man interim committee are saddled with the responsibility and objective of drawing up take-off budget for the Police Trust Fund and also to relate with the office of the Secretary of the government of the federation for the suitable office accommodation for the administration of funds.

This interim committee members comprised of heads of departments and top office holders of government and professionals who have made their marks in law, administration and security. The members includes: Nnamdi Maurice Mbaeri (FCA), Permanent Secretary of the Ministry and chairperson of the committee, Bombata Babatunde, Moremi Soyinka, Joseph Obiajulu Egbunike who is a Commissioner of Police, Shehu Usman Shuaibu, Afroka Emmanuel Chukudi among other members.

Foreign Affairs / Just In: SA Ex-president To Face Corruption Charges by Enzorazor: 11:00am On Oct 11, 2019
Mr Jacob Zuma who served as South Africa's Fourth President from 2009 till he resigned on 14 February 2018 will face trial on October 15, 2019. This comes after a South African High Court denied him a permanent stay of prosecution on 11 October, 2019.

This trial comes shortly after he was alleged of diverting over $2.5bn meant for procuring arms for security purposes. Mr Zuma however is facing a 16 count charges bothering on fraud, racketeering and money laundering relating to a deal to buy 30 billion rand of European military hardware for South Africa's Armed Forces in the late 90s.

All these charges has however been denied by the ex-president and claimed he is a victim of political vengeance.

A Senior Special Assistant to President Muhammadu Buhari on Social Investment Programmes, Barrister Ismael Ahmed, has revealed the president’s plans to take 100 million Nigerians out of extreme poverty in the next ten years.

Speaking at a side event of last United Nations General Assembly, focusing on the Multi-Dimensional Approach to poverty alleviation hosted by the Government of Costa Rica and Oxford University, Ahmed stated that the President had laid the foundation for making this possible in the last four years of his administration and thus Nigerians would see a ‘leapfrog’ in government’s efforts at alleviating poverty.

According to the SSA to the President, “The first four years of President Buhari administration has been a tedious project of setting up a foundation for the journey ahead. That journey on our part is to see that we empower the less privileged, the poorest Nigerians, the unemployed, and provide them with hands up, giving them the opportunity to lift themselves out of their predicament and empowering them for self-development and fulfillment.”

“The President is committed to this project, and thus has set a mandate of lifting 100 million Nigerians out of extreme poverty within the next 10 years. It may sound too ambitious to some or perhaps even outlandish, but with the renewed focus and commitment I have seen from the President, this is a feat that can be achieved and we must ensure that we roll up our sleeves to do just that,” he added.

Speaking further on how this would be done, Ahmed said, “We have set targets for ourselves. We are going to up the numbers by reaching more communities, reaching more people who are within our purview. Each of the clusters of the Social Investment Programmes has a target of the number of beneficiaries it must reach within a period of time giving the availability of resources. We are going to make sure that we do not falter, slow down, relax or give up. We are determined.

“Also, we are going to ensure that we improve on our monitoring activities – this would ensure that we take stock of where we are and what we are doing at every point in time. If we see that we are not measuring up to targets then we know that we need to scale up.”

Ahmed also stated that the goal that the President has set is serious business and would be taken with the utmost regard and consciousness. He went further to state that the Social Investment Programmes had made a tremendous impact so far, stating that it was the largest social investment ever seen in Nigeria and West Africa.
“The programmes have reached over 40 million beneficiaries so far. That is both direct and indirect beneficiaries. Over 12 million are direct beneficiaries. These are real people whose lives are being changed and transformed for the better.

“Whenever I meet a beneficiary and he or she tells me their story, I am driven to do more. And I believe that if we have done this much, with the little resources, we can do more with committed leadership, and steady, strategic and precise targets.

“I have a reason to believe that poverty should not be a permanent feature or an affliction that must remain with us. The goal set out by the President on lifting 100 million people out of extreme poverty is a task I am personally committed and dedicated to,” he noted.

Justice Folasade Giwa-Ogunbanjo of the Federal High Court, Abuja on Thursday ordered the final forfeiture of N601million linked with the former head of service of the federation, Mrs. Winifred Oyo-Ita.

The money in two accounts at Zenith Bank was held in trust in the name of Titus Okunrinboye Thompson.

The Economic and Financial Crimes Commission, EFCC, convinced the court that the money in two accounts was a proceed of fraud and on Monday October 7 made a final forfeiture application before Justice Giwa.

The trio of Titus Okunrinboye, Vincent Odafen and Muara Muhammed Gambo were being prosecuted by the EFCC for running and operating companies, which were alleged to have been used to siphon public funds under the façade of contracts or consultancy.

The EFCC on June 28, 2019, applied for interim forfeiture before Justice Giwa, who granted the application and stipulated that the Commission should place the application in a national newspaper.

On October 7, 2019, prosecution counsel, M.S. Abubakar, told the court that the Commission had complied with the judge’s stipulation by advertising the interim forfeiture application in The Nation Newspaper.

“We have complied and we’re now back to apply for final forfeiture and the affidavit in support of the motion on notice, as the defendant has not filed any counter,” Abubakar stated.
Justice Giwa, however, asked the prosecution counsel to serve the defendant the notice on motion.

He also urged Abubakar to make sure that the account number filed by the prosecution for the forfeiture is thoroughly verified to be a Central Bank account number and must be supported with documents to ensure that where the funds would be transferred is a genuine federal government’s account before adjourning to October 10, 2019, for ruling on the final forfeiture application.

At the resumed hearing today, the prosecution counsel urged the court to grant EFCC’s prayers since there was no counter affidavit against the application.

The motion on notice filed by the EFCC for the final forfeiture reads: “A final order of this honourable court for forfeiture to the Federal Government of Nigeria of funds lying in the Zenith Bank Account No.208383581 (OKUNRINBOYE TOMSIN TITUS). A final order of this honourable court for final forfeiture to the Federal Government of Nigeria of the funds lying in the Zenith bank account No. 1004702420(OKUNRINBOYE TOMSIN TITUS). An order of this honourable court directing Zenith Bank to forthwith transfer the forfeited funds to the Central bank of Nigeria.”

Justice Giwa granted the prayers of the prosecution and placed an order, directing Zenith Bank to transfer the forfeited funds into the Cash Assets Final Forfeiture of the Central Bank of Nigeria.

The Ekiti State Governor, Kayode Fayemi, has advocated the scrapping of the Senate in order to save cost and reduce financial burden on the government.

He also advocated for the adoption of Stephen Orosaye report which recommended the merging of federal government’s agencies that perform similar functions in order to save the country’s resources and ensure effectiveness.

Mr Fayemi spoke at one of the panel sessions on the sidelines of the 25th edition of the Nigerian Economic Summit with the theme, ‘Nigeria 2050: Shifting gears,’ as reported by the Punch.

Mr Fayemi said the type of legislative system that would be more productive for Nigeria in this current economic situation “is a unicameral legislature.”

Remember how Rochas Okorocha, a senator representing Imo West Senatorial District, expressed a similar idea.

Mr Okorocha lamented the cost of running the Senate and suggested the reduction in number of senators in each state to one so as to save cost.

Also remember how ngg.ng reported how the Italian Parliament reduced its parliamentary representation to reduce or cut costs for a decade.

In Nigeria, the legislative arm consists of 109 Senate members and a 360-member House of Representatives, on yearly basis gulps millions of naira.

In the recently presented 2020 Budget proposals, N125 billion has been set aside for the National Assembly.

Conclusively, Governor Fayemi argues that he supports a Unicameral legislature, with the scrapping of Senate and focusing on the House of Representatives, as it shows it the legislative arm that represents in order to cut down the cost of running government in the country.

NYSC / NYSC Catches 95 Fake Graduates From Nigerian And West African Universities by Enzorazor: 3:12pm On Oct 09, 2019
The National Youth Service Corps (NYSC) has decried the presentation of fake academic credentials and attempt to smuggle names of unqualified persons into the mobilisation list.

Among the last batch of corps members, 95 fake graduates, 60 from Nigerian universities and 35 from West African universities participated in the scheme, until they were caught.


Brig. Gen. Shuaibu Ibrahim, NYSC Director General, revealed this during the 2019 Batch ‘C’ Pre-mobilisation Workshop in Minna on Wednesday.

The workshop has its theme as: “Promoting Integrity in the NYSC Mobilisation Process, the Role of Stakeholders”.

Ibrahim said: “It had been discovered that names of unqualified persons are included in the Senate/Academic Board approved list uploaded on the NYSC registration portal by some corps producing institutions.

“This is very worrisome as it amount to betrayal of trust or gross negligence which will not be tolerated,” he said.

He said that the NYSC act prescribes a four year jail term for presentation of fake credentials for mobilisation.

“Very soon, we will mobilise prospective corps members. I want to appeal to persons with intention to present fake certificates not to show up,” he added.

Three years after the passage of the sexual harassment prohibition bill, Nigerian Senate Wednesday revisited the bill for legislative action.

Clerk of the Nigerian Senate Nelson Ayewoh re-read the bill sponsored by the deputy Senate president Ovie Omo-Agege during Wednesday’s plenary.

The Bukola Saraki-led 8th Nigerian Senate passed the bill in May 2016 to sentence lecturers caught sexually harassing students to a five-year jail term.

The Sexual Harassment in Tertiary Education Institution Prohibition Bill, however, was not signed into law by President Muhammadu Buhari.

The reintroduction of the bill was triggered by a recent video documentary by BBC AfricaEye where lecturers of top universities in West Africa were captured allegedly demanding sex in exchange for marks from female students.

Saraki had appealed to President Buhari and the 9th Senate to “revisit this Bill so that we can implement the institutional reforms necessary to safeguard our children in educational institutions in the country.”

The former senate president also urged the institutions to conduct robust investigations on the accused and all other reports and complaints regarding sexual harassment.

A lecturer and former sub-dean of faculty of art at the University of Lagos (UNILAG), Boniface Igbeneghu was caught on camera sexually harassing an undercover reporter who posed as a 17-year-old girl seeking admission into the institution.

UNILAG has since suspended Igbenegu indefinitely.

Also, Yaw Gyampo, a professor of political science, and Paul Butakor, a lecturer at the college of education in the University of Ghana were captured in a 53-minute video documentary released by the BBC Africa Eye on Monday where they allegedly made sexual advances at female students.

Politics / Lawan Negotiates Easy Egyptian Visa Process For Nigerians by Enzorazor: 2:32pm On Oct 09, 2019
President of the Senate, Ahmad Lawan, on Wednesday urged the Egyptian Ambassador in Nigeria, Assem Hanafi Elseify to make the process of getting the country’s visa less cumbersome for Nigerians.

He also called for a closer bilateral relationship between Nigeria, Egypt, Morocco.

Lawan according to a statement by his Special Adviser (Media) Ola Awoniyi, made the call at separate meetings with the Egyptian Ambassador in Nigeria, Assem Hanafi Elseify and also with the Moroccan Ambassador in Nigeria, Moha Ou Ali Tagma who paid him courtesy visits on Tuesday.

The President of the Senate made the appeal against the backdrop of numerous complaints received by his office from Nigerians who were denied visas by the Egyptian embassy.

“While we are not going to encourage that whoever does not qualify and applies for visa be given, we believe that many Nigerians have legitimate reasons to apply for visas to go to Egypt.

Members of the economic advisory council are currently in a closed-door meeting with President Muhammadu Buhari at the State House in Abuja.

This meeting is the first since the inauguration of the advisory council.

President Buhari last month replacedthe Economic Management Team, headed by Vice President Yemi Osinbajo, with the Economic Advisory Council which is mandated to report directly to him.

The eight-man economic advisory council is headed by Professor Doyin Salami with Dr Mohammed Sagagi as vice chairman while the Senior Special Assistant to the President on Development Policy, Dr Mohammed Salisu, is the secretary.

Appointed as members of the council is the former governor of the Central Bank of Nigeria (CBN), Professor Chukwuma Soludo, and the Managing Director/Chief Executive Officer of Financial Derivatives Company Limited, Mr Bismark Rewane.

Other members of the committee are Professor Ode Ojowu, Dr Shehu Yahaya, and Dr Iyabo Masha.

The Council will advise the President on economic policy matters, including fiscal analysis, economic growth and a range of internal and global economic issues working with the relevant cabinet members and heads of monetary and fiscal agencies.

Farting is a normal part of digestion that reflects the activity of the bacteria in your gut. You might also notice that you fart more when you eat certain foods that are more difficult to digest, such as beans or raw vegetables.

While farting every day is normal, farting all the time is not. Excessive farting, also called flatulence, can make you feel uncomfortable and self-conscious. It might also be a sign of a health problem. You have excessive flatulence if you fart more than 20 times per day.

In most cases, excessive farting can be controlled with changes to your diet and lifestyle. But in some cases, it’s necessary to seek out medical attention. What should you do about your excessive flatulence? Here’s what you need to know:

What causes a person to fart more than normal?
As you swallow a piece of food, mouthful of water, or simply your own saliva, you also swallow some air. This air builds up in your digestive system. More gas builds up when you digest food. Your body works to get rid of this gas either by farting or burping.

All of this is normal. Your farts might be loud or silent. They might be stinky or they might be odorless. Stinky farts are often caused by:

eating high-fiber foods
having a food intolerance
taking certain medications such as antibiotics
being constipated
a bacterial buildup in your digestive tract
Very rarely, stinky farts are caused by colon cancer.

But what causes a person to fart more than usual? Some common causes include:

Hard-to-digest foods
Some foods are more difficult for your body to digest than others. These foods often contain high amounts of fiber or certain kinds of sugars that’re hard for the body to process. Some people may be more affected by some foods than others. Some foods that commonly cause excessive gas include:

cabbage

Some digestive disorders that cause excessive farting include:

Crohn’s disease
diabetes
dumping syndrome
eating disorders
gastroesophageal reflux disease
gastroparesis
inflammatory bowel disease

These digestive disorders interfere with normal digestion, placing stress on your digestive system, and often result in excessive farting.

Stress
Some people experience symptoms of irritable bowel syndrome — which includes excessive farting — when stressed. Some people may also engage in habits that cause excessive farting when they’re stressed, such as smoking, chewing gum, eating sweets or drinking alcohol.

Constipation
