U.S. Declassified Memo Accuses Murtala Muhammad Of Genocide

Brig. General Murtala Muhammad (Former Head of State of Nigeria)
A United States declassified memo of August 18, 1975 showed that late Head of State, Brig. General Murtala Muhammad committed genocide against the Igbo during the Biafra Civil War.
The memo from John E. Reinhardt to the U.S. Secretary of State titled: Nigeria After the Coup of July 28, said; This memorandum is presented in response to your request of August 14. It is concerned with the nature of the new government, its prospects, and continuing of American interests.”

The memo declassified on May 4, 2006 with ref number PA/HO Department of State, E.O. 12958, as amended, contradicts the official position of the Nigerian government which exonerated Muhammad from being involved in the coup that sacked General Yakubu Gowon from power, as well as denying the genocide perpetrated by the Nigerian Army under the late Head of State’s command during the Nigeria-Biafra Civil War.

On the new leadership, Reinhardt wrote: “The leader of the coup against General Yakubu Gowon is an erratic, vainglorious, impetuous, corrupt, vindictive, intelligent, articulate, daring Hausa.

“Brigadier Murtala Muhammad was a prime force in the Nigerian coup of July 1966, which brought Gowon to power, and is one of the two principal plotters against Gowon for the past two years. He commanded a division during the Nigerian civil war , was involved in the only documented cases of genocide, won one important battle, and thereafter coasted for upwards of two years until Gowon finally removed him from command and placed him in charge of Army signals. A position he held until last month, though he combined his military role with the civilian position of Commissioner (Minister) of Communications from July, 1973 until the coup.”

The memo further stated that: “Muhammad inherits from Gowon vast petroleum resources (potentially 3-3.5 million BPD, based on known reserves), considerable but neglected agricultural wealth, tremendous but untapped natural gas reserves, other minerals (coal, tin, columbite, uranium), by African standards an excellently trained civil service, and the dubious asset of eighty million people.”

President Muhammadu Buhari on the 40th memorial lecture of the late Head of State said, Mohammed was on his way to putting Nigeria back to the path of order and discipline before his assassination in a military coup on February 13, 1976. The unbeaten boxing legend - who is visiting Italy during a break in his tour of the UK - probably doesn't need someone to watch his back, let alone a bloke of this enormity. After all, how the hell would an assailant ever get near the fastest boxer who's ever lived?
Still, in the mind of Mr Mayweather, the recruitment of this giant is probably nothing to do with security. For him, a huge security guard is just an accessory a man with his money should have…

– Amosu’s properties have been confiscated

The Economic and Financial Crimes Commission (EFCC) has arrested the wife of the immediate past Chief of Air Staff (CAS), Air Marshal Adesola Amosu (rtd) in relation to the ongoing investigation into the $2.1 billion arms procurement fund.
Today.ng reports that Mrs. Lara Amosu was arrested last week in Abuja by EFCC operatives, adding that she has been in the anti-graft custody in Lagos since last week.

A source disclosed that Lara’s lawyer has been making attempts to secure her release but had not gotten any positive result.

She was arrested after the sum of N3 billion was traced to her bank accounts. The money is believed to be part of the sum her husband is being probed for.

The source further hinted that some properties belonging to the former CAS were also held in trust for him by Lara and her children.

There were earlier reports that the anti-graft watch dog discovered a whooping sum of N17.5 billion in the accounts of wives of three airforce chiefs. The monies were reportedly disseminated in various banks accounts.

A source acquainted with the ongoing arms probe disclosed that N13 billion was traced to the bank accounts of the wife of a retired Air Vice Marshal, who held strategic position in the Nigeria Air Force (NAF), adding that N1.5 billion was also discovered in the account of another serving senior officer. These officers handled the finance, budget and accounts of NAF.

The source said: “Shortly after Amosu was picked up in Abuja, his wife, Lara, was subsequently arrested. Investigations conducted showed that some of the monies the former Chief of Air Staff made through some contracts and procurements in NAF were traced to his wife’s accounts.

“About N3 billion was traced to the wife’s accounts while some assets acquired by the former service chief was in her name and some others in her company’s name.

“So, Lara is an accessory to a crime. The proceeds with her are from the arms funds. As we prosecute her husband, she must also be held accountable.”

It was gathered that the anti-graft agency pulled out the sum of $1 million cash from Amosu’s residence in Badagary, Lagos. The foreign currency was discovered when operatives carried out a search on the house.

The source said: “In continuation of the investigation into the arms probe, the EFCC operatives took Amosu to his residence in Badagry. After a thorough search of the residence, a fresh small ‘soakaway’ pit was discovered in the compound. The operatives suspected foul play, which informed the breaking of the ‘soakaway’. Surprisingly, $1 million was found in it. The money was subsequently confiscated.”

The EFCC arrested Amosu, Adigun, and Air Commodore O. Gbadebo two weeks ago over their involvement in the $2.1 billion arms scandal.

It was gathered that the EFCC flew the indicted officers to Lagos in an airforce aircraft. They were allegedly discreetly kept in a hotel. The EFCC mobilised the indicted officers to assets traced to them and suspected to have been acquired with monies gotten from the arms deal. The anti-graft agency had sealed off some of the said properties.Several choice properties acquired by the man have been
sealed off by the EFCC. These include the ultra Mordern St.
Solomon's Hospital at Adeniyi Jones Ikeja worth about 85
million Naira. There is also another house on Adeyemo
Alakija Street Ikeja near the Ghanaian High Commission
with a market value of over 200 million Naira.
Perhaps the biggest of them is the involvement of AVM J B
Adigun, the immediate past Chief of Accounts and
Budgeting of the Nigeria Air Force. That one bought
properties all over the place. Some of them include a block
of 12 luxury flats at Park View Estate, Ikoyi worth over 1.7
billion Naira. There is also another block of luxury flats on
Sinari Daranijo Street, Victoria Island Lagos with a market
value of about 1.8 billion Naira. He also owns a parcel of
land on Bourdillion Drive Ikoyi worth about 908 million
Naira, four terrace terrace duplexes on Agede Street off
Aminu Kano Crescent, Wuse Zone 2 Abuja.
All of these properties were acquired in the last two years.
There is also AVM O O Gbadebo who was Director of
Finance and Budget of the Nigeria Airforce. That one also
has properties scattered all over the place and is the
currently managing the said St. Solomon's Hospital Ikeja on
behalf of his boss, Adigun.
AVM Adigun's wife has reportedly fled the country and the
EFCC is looking for her desperately.
These are the leaders of the Nigeria Air Force who were
given the sum of $930,500,690.00 to buy arms and
ammunition for our soldiers to fight Boko Haram.
In one incident, they spent $136.9 million on two second
hand Mi-24M helicopters instead of the recommended
Mi-35M series.
Even the ones they bought were allegedly not airworthy at
the time of delivery and meanwhile, a brand new unit of that
helicopter costs about $30 million, yet they bought two
second ones at a cost of $136.9 million.
Everyday, people come out here to tell us how the value of
the Naira is falling. Why won't it fall? Why? In the midst of
this kind of stealing?
Yet, this was what people wanted us to continue with.
Even if Buhari does not achieve any other thing in four years
but succeeds in dealing with these crooks and thieves, I will
be satisfied.
Meanwhile, this is just for the Airforce o. We have not heard
about the Army and Navy

Still shopping for evidence to nail top Nigerians who might have benefitted from the $2.1 billion arms cash, operatives of the Economic and Financial Crimes Commission, EFCC, have raided the Abuja office of former Vice President, Namadi Sambo, carting away $50,000 from his safe.
The raid was carried out, weekend, on the building which houses a top European High Commission’s Visa Processing Centre opposite the National Defence College, Abuja, throwing some occupants into confusion.
A source close to the operation confirmed to Vanguard, yesterday, that the operatives broke into the safe kept by the former vice president and removed whatever valuable they found, including top branded wrist watches, assets declaration forms, and list of landed property.
The raid, it was learned, followed the discovery that one of Sambo’s aide, known as Daboh, was found to have collected N25 million from the embattled National Publicity Secretary of the PDP, Olisah Metuh, as part of the sum he got from the former NSA, Dasuki Sambo.
Although Daboh was arrested on January 11 by the EFCC and later released after taking statement from him, the operatives swooped on the ex-VP’s office on Saturday with the hope of extracting “incriminating evidence.”
The raid took place barely a few days after Sambo had moved some vital documents from his residence to the office in the Central Business District, in many bags, known as “Ghana-Must-Go, which were thought to contain foreign currencies
The raid also coincided with the trip of Sambo to the United Kingdom, Saudi Arabia and Egypt, where he is undergoing treatment on one of his legs and for some religious purposes.
Sambo’s lawyers protest invasion
But the raid, it was learned, has infuriated Sambo’s lawyers, who felt that it was improper for the EFCC to break into the office of their client without a valid search warrant.
In response to the development, the lawyers, yesterday, fired a strongly worded letter of protest to the EFCC Chairman, Ibrahim Magu, asking him to direct his men to repair the destroyed property in the office.
But the EFCC is reported to have left behind three armed policemen to guard the place until the doors and other damaged property were repaired.
A source close to the former vice president confirmed last night that they were trying to get in touch with him and brief him on the ugly development.
The source said: “I think the EFCC operatives were disappointed that they could not find any reasonable amount of money or any serious evidence of corruption against the former president.
“They had thought that the former vice president had taken some money to the office which they could take as evidence against him. But they were disappointed as they did not get anything tangible from the office,” the source said.

Jude Ndukwe: An Open Letter to Reverend Father Ejike Mbaka

I write you this letter with all sense of humility and deep respect for you and your calling as a priest of the Holy Mother Church. This letter has become absolutely necessary owing to your recent political activities which are causing the Church huge embarrassment. As a Catholic myself, I, as other Catholics, are now forced to bear the shame of your recent activities and asked questions about the transfer policies of the Church which ordinarily should not have caused any public inquisition if you had not caused it to be so.
Fr, it is unfortunate that as a priest of the Catholic Church, you have allowed your emotions to take you beyond your allowed limits in partisan politics before, during and after the last elections.

Pray, what is in a transfer of a priest in the Catholic Church? You were transferred from one parish to another, an exercise that is a normal routine in the Church, and instead of you to move quickly and quietly as expected, you caused a whole lot of needless hullaballoo and in an attempt to curry public sympathy, made your transfer look like anything but usual in the Church. The razzmatazz and revelry that graced your movement to your new parish is alien to the Church! You are gradually eroding the very fabric that makes the Catholic Church unique and uncommon among others.

Were you the only priest transferred? Why did other priests not cry to the public about their own transfers? Did you reach an agreement with the Church on the day of your ordination that you should be exempted from transfers? Fr, you need not be reminded that you are a priest of the Catholic Church and not a pastor of any other denomination. It is no longer news that priests of the Catholic Church do not belong to themselves but to the Church wholly, fully and entirely, hence, you took an oath of not only obedience to your Local Ordinary, the Bishop, but your oath also included that of poverty. So, the Bishop exercises his prerogative to transfer any priest serving under him to areas where their services are most needed among other considerations. Just like you were transferred from somewhere else to Christ the King Parish, GRA, Enugu, you have also been transferred to Our Lady parish, Umuchigbo, Njinike also in Enugu.

It would be ignorant of me to think that you actually thought Christ the King Parish, GRA Enugu would be your parish forever. No priest of the Catholic Church would ever think a particular posting of his would last for too long. For example, in Abuja Archdiocese from where I write you this letter, there are brother-priests of yours who have been transferred from the highbrow area of Maitama to a parish in a remote village like Yangoji in far away Kwali LGA, just as there have been priests transferred from Igu, also a very remote village in Bwari LGA, to Our Lady Mother of Perpetual Help Parish, Gwarinpa, and then to Our lady Queen of Nigeria Pro-Cathedral, Garki, and so on and so forth. Are you not aware of brother-priests who have been transferred from the comfort of parishes in Nigeria here to remote places even in war-torn and less developed countries like Chad, Sudan, Mali, Sierra-Leone, Burundi etc,
Some of them in areas so remote cars cannot even get there nor is there electricity, yet, they went in obedience and without noise. Fr, how is yours supposed to be different?

You complained about the parish house you are to occupy as being too small and by implication, not comfortable for you. The question is, was it not a brother-priest that just used and left there? Are you saying that other priests can remain to serve God’s people perpetually in a one room self-contained apartment while you enjoy the comfort of a gigantic parish house perpetually?
Fr, John the Baptist served God effectively in the wilderness; all the apostles of our Lord Jesus Christ left all the comfort of family and wealth and followed willingly and without complaining, the Son of Man who had no place to lay His head. Fr, from which part of the scripture did you get your reason for complaining?

To describe your transfer as a witch hunt is the most uncharitable comment any priest can make against his bishop especially in public. You are not a Pentecostal pastor or a General Overseer of any church, you are a priest of the Holy Catholic and Apostolic Church. You own no church and you own no parish. The gifts of the Spirit (miracle, healing, prophecy etc) which God has blessed you with are not the emphasis of the Church. The Catholic Church places more emphasis on the fruit of the Holy Spirit which is what ultimately helps a man to make heaven: “…Lord! We prophesied in your name and cast out demons in your name and performed many miracles in your name. But I will reply, ‘I never knew you. Get away from me, you who break God’s laws’”. There is no ordained priest no matter how gifted that has survived a confrontation with the Church. They go quickly into oblivion soon after while the Church waxes stronger. Fr, be very careful!

You lamented about the assets of the Adoration Ministry and where you were going to keep them since your new parish is too small to contain them. I understand your concern especially as I am also aware of the enormity of the assets being an archdiocesan official of the Catholic Charismatic Renewal of Nigeria, Abuja, myself. However, just like you admitted, you have “given” the assets to the Catholic Church in Enugu. So, if you have “given” the assets to the Catholic Church, why not just hand them over to your Bishop who knows how most appropriate to take care of them. Why do you still cry over that which you have “given” out? More so, you know that as a Catholic priest, you own nothing! There is no major asset even including a car that you can own without the consent and blessing of your bishop. This is how the Catholic Church is structured. This is how the Catholic Church works. So, those assets never belonged to you ab initio , they have always belonged to the Church. Just take an inventory of them and hand them over to the appropriate authorities. They know what to do with them.
One of the reasons why our priests are not allowed to own anything of their own is so that when the call of service comes and they are asked to go anywhere at the shortest notice, they would not have to look back at what they would be leaving behind so that they do not drag their feet on obeying the call to service. Lot’s wife looked back and turned to a Pillar of salt. Fr, why are you looking back?

As I end this letter, let me remind you that your gifts of the Holy Spirit do not come in isolation. They come with enormous responsibility! Enough of this ridicule you have subjected the Church to. Focus your attention on your apostolic calling and leave politics for politicians. If you are so interested in joining politics and making your mark there, you know the right thing to do. Stop parading about like a colossus that the Church is so badly in need of. No one man or group of men can hold the Catholic Church to ransom. Even if the Lord decides that you answer the eternal call today, Enugu diocese will never fold up!
I pray that God will lead you aright in all your endeavours!

President Muhammadu Buhari revealed his “irritation” with the agitations of the people of the Niger Delta for fairness in the distribution of the nation’s oil wealth.
Buhari made this slip at a town hall meeting with Nigerians living in Addis Ababa, Ethiopia on Saturday, January 30, 2016.
While speaking with Nigerians on the topic of the economic challenge the country faced over drop in crude oil prices, the President delved into the topic of oil theft in the Niger Delta. He expressed anger at claims the people of the region make concerning the natural resources in their land and linked his irritation to having fought in the Nigerian Civil war in which over three million people, mostly Igbos and minority tribes of the South South were killed.
“The theft of the oil market by some Nigerians that happen to live there who feel that the oil belongs to them and not the country is an irritating thing for those of us who participated in the civil war for 30 months in which at least two million Nigerians were killed,” he said.
He regretted that the international oil market had collapsed, resulting in poor income for the country.

There have been renewed restiveness in the Niger Delta region over the perceived anti-South South stance of the Buhari government. Militants blew up strategic oil pipelines in Delta and Bayelsa States.
An associate of Buhari and APC strategist, Colonel Hassan Stanislous-Labo (Rtd) has publicly
called for an Odi-style genocide in the region if the communities fail to produce the perpetrators of the pipeline explosions. This call came, even as Buhari’s government said it would hold the leaders of the region responsible for the action of the militants against the country’s oil installations .
Following the announcement of the cancellation of the Maritime University project by the Buhari government, Ijaw leaders and groups have continued to agitate against the decision which is seen as a manifestation of Buhari’s “hatred” for the region.
A former Niger Delta warlord, Government Ekpemupolo popularly known as Tompolo faces legal problems over a corruption case filed by the Economic and Financial Crimes Commission against him. He maintains his innocence and
expressed distrust in the legal system to grant him justice as he disregarded court orders for him to appear before the court.
Tompolo says he is being prosecuted by the Buhari government because he refused to support the ruling party, the All Progressives Congress (APC).
Buhari’s anti-corruption efforts is widely perceived by people of the Niger Delta as a witch-hunt because only targets officials who served under former President Goodluck Jonathan. Jonathan is from the oil-rich state of Bayelsa and is the only president of Nigeria that hail from the South South region.

President Muhammadu Buhari’s friend and stalwart of the ruling All Progressives Congress (APC), Col. Hassan Stanislous-Labo has called for a military invasion of the Niger Delta communities where pipelines were vandalised a few weeks ago.

Colonel Hassan, as he is popularly referred to, made this call on Channels Television, Monday, January 25, 2015 where he said that the Nigerian Army should invade the communities in Delta State and massacre the people of the communities as the military did to the community of Odi during the President Olusegun Obasanjo regime. According to him, “the communities that refuse to produce the militants should be levelled”.

The military invaded the community of Odi in Bayelsa State in 2006 and murdered at least 2,500 unarmed civilians. Every building in the village was burnt down by the rampaging troops except an Anglican Church and the community health centre.

In 2013, a Federal High Court ordered the Federal Government of Nigeria to pay N37 billion damages to the residents of Odi for the act of genocide perpetrated by the Nigerian Army.

In the disturbing segment, the retired military colonel dismissed the Channels TV anchor who reminded him that a genocide was an abuse of human rights.

In this chat with Vanguard, he disagrees with comments that the Igbo are not marginalized in Nigeria. He also backed total war against corruption and stressed that restructuring the country into fiscal federalism will ensure justice, equity, harmony and robust development.

During his first media chat last month, President Muhammadu Buhari said that Ndigbo are not marginalized. What is your take on this?

The world was shocked at the assertion by the President. But Ndigbo were not surprised.

They have his records as a young Lieutenant in the army, a Captain and Major during the civil war till date. Majority of our people believe he has passionate hatred for Ndigbo. His friends deny that but clearly he doesn’t seem to care how Ndigbo perceive him.

The world saw his emotions at the tail of the interview, it was clear to all if he loves Ndigbo or not. But the situation is that we don’t need any body’s love. We want equity and justice that have been denied us for decades. Any oppressor can pretend he doesn’t know Nigeria is built on injustice.Collective future

How far we will continue to pretend is unclear. Those who are afraid of enthroning true federalism and those who allow envy to rule them are stubbornly toying with our collective future.

Injustice and peace are incompatible. Equity and justice ensure peace. Only a particular section of the country thinks Nigeria is great the way it is. Other sections want true federalism.

How exactly are Ndigbo marginalized?
Ndigbo are not marginalized. We are oppressed. The deliberate unjust structure of Nigeria oppresses many ethnic nationalities, especially those of the Middle Belt, South-South and of course the South-East. The case of the South-East is about envy really. Everybody else believes they should be checked, they should be held down or else they move on top. The attitude is; “hold them down by all means”. This decades-long attitude is being rejected by the younger generation of Ndigbo. Apart from Ndigbo who are in government and the very wealthy, the other 98 per cent of Ndigbo feel unwanted in Nigeria. Nigeria makes it difficult, if not impossible for Ndigbo to feel proudly Nigerian. Everything is deliberately designed to keep them out.

Firstly, there is an un-discussed fear of Ndigbo and a desire by certain other people to dominate others politically. This cocktail of passions produces a huge dislocation in distribution of resources and projects. Since 1970, Ndigbo have been left with the short end of the stick, strangely, everybody seems not to mind, maybe because we seem to succeed in other areas of the economy. This mindset of “don’t let them climb the political ladder” held on to for so long by enemies of Ndigbo gave the younger Ndigbo the impression that Nigeria is better off without them.

Justice, equity and fair play keep countries like Ghana peaceful and admirable. Those responsible for the bitterness in Nigeria know it, it is just convenient for them to subdue others and pretend about it.

Nigeria’s amusing and impossible census figures are not designed to enthrone peace. Those short-changed by these truly amazing figures will remain very bitter until they are corrected; people believe Calabar seaport is made inactive to stagnate the economic growth of Eastern Nigeria.

So everybody is forced to use the Lagos ports. The deliberate and humiliating exclusion of Ndigbo in the current security architecture of Nigeria is deliberately designed to rub it in that they are not part of Nigeria.

Security architecture

Ndigbo dwell in all of 774 Local governments of Nigeria. Issues of security affects them most, do you know that if the Federal Government is about to declare war today and Mr. president summons an emergence meeting of over two dozen heads of security agencies to take the decision together, with the Vice President, Senate President, Speaker House of Representative, Service Chiefs, Police I.G., NSA, Defence Minister, Chief of Defence Staff, Dg DSS, DgNIA, Dg DMI, etc there will be no Igbo man there. Somebody deliberately designed it that way to push Ndigbo out of Nigeria There are over 45 million Ndigbo and somebody pretends he does not know that Ndigbo are completely excluded from the Security Council. This fact cannot encourage unity. Hatred as a virus is unhealthy to a heterogeneous and multi-cultural country as ours.

Add this to the unworkable structure of 36 (mostly unviable states) created principally by one section of the country and deliberately skewed against Ndigbo with Eastern region making absolutely no contribution to their creation. 774 local governments were preponderantly created to favour and disfavour some regions.

The stubborn refusal to restructure Nigeria along the lines of true federalism is the biggest disservice those who hate equity are visiting on all of us. The unhealthy delineation of federal constituencies in such a lopsided manner continues to generate bitterness.

The killings of easterners for over 60 years now without any hope of punishing the perpetrators, from the Kano riots of 1953, to reactions over cartoon in far away Denmark, Ndigbo are usually slaughtered like chicken. Others include: Deliberate denial of constitutional citizenship rights of Nigerians wherever they may reside and ethnic and religious sentiments rule the land.
Painful disparity

The painful disparity in cut-off mark for UTME scores, politics of exclusion and nauseating nepotism in all arms of the civil service and federal parasatals, decades of deliberate denial of old Eastern region of needed infrastructure, horrific killings and rape by the Fulani herdsmen, total manipulation of the electoral system to enforce predetermined outcomes that would only continue the decayed and offensive format of carpet baggers always influencing the political leadership of our region, the list is endless.

What is the solution?

A new constitution built on equity, regional autonomy, true fiscal federalism is the way to go. It is just that some people love dominating and oppressing others. They think that restructuring Nigeria will cost them certain advantages they are enjoying already.

They therefore conveniently pretend they don’t know that Nigerians are sick and desperate for justice and equity. The truth is the Federal Government is underestimating the resolve, the strength and the bitterness of large number of young people who are completely tired of Nigeria.
How do you rate the South Eastern governors?

The governors have constraints. The current political structure makes it impossible for Nigeria to grow. Our economic growth is strangulated by an unworkable political structure that has a very powerful center and very weak and dependent states. In spite of these difficulties our governors are doing well.

What do you think is responsible for an upsurge in the activities of the insurgents despite claims that they have been technically defeated?

Insurgency is the most difficult aspect of military operation because you don’t know your enemy, you don’t know where he is, you don’t know the kind of tactics he uses which is not conventional tactics, you don’t know the kind of logistic he uses and you don’t know where the logistics are or where they are hidden.

And above all why it is extremely difficult is that the insurgents are usually embedded within the civil society.

If you probably know where their training ground is like Sambisa there may be other training grounds within the civil society. As you are trying to go to Sambisa you find that the insurgents are fighting you from the back, the right and the left.

Then you find that dividing your forces to fight the insurgents is extremely very difficult and probably when you are trying to go to North-East, you hear bomb blasts in Lokoja, Sokoto, Kano, etc. Now tell me how do you plan for this kind of operation? It is very difficult.

In September I heard an interview with the press over the Federal Government’s deadline to obliterate the insurgency. I said it is a mistake to put deadline because of the complexity and the intricacies involved in fighting the insurgency.

Now, the bulk of the fighting forces of the insurgents had be rooted out but the problem is that so long as there is bomb blast and people are being killed the insurgency has not ended. It is not a question of capturing ground. It is a question of ending the state of criminality and the use of human being to commit terror.

It would still go on because we are saying “we would end the insurgency” but we are not doing anything to tackle the psyche of the insurgents, the foot soldiers and supporters of the insurgency who are everywhere. So it has to be a four-face operation: One – to diminish the effectiveness of the insurgents to launch high level attack like using anti-tank and high calibre weapons.

Two, to use our intelligence and liaison to stop insurgents who are within the society that can turn themselves into human weapon. Three, there has to be spiritual counselling and guidance to get captured or repented insurgents reintegrated into the society and to conform with the acceptable norms of the society. Four, there should be rehabilitation and reconciliation.

Are you suggesting dialogue as a way out?

If there is no dialogue how do you stop the remnants, supporters, children of those killed from metamorphosing into another insurgents? There has to be a way of making them know that what they are doing is not helping them and that their concept of Jihad is off mark.

If they are fighting for the cause of Islam, they are killing Muslims more than they are killing anybody. So you find that we can only do that by peaceful means.

Is it appropriate to describe the current agitation by the Indigenous People of Biafra for Biafra Republic as a transfer of aggression to the Nigerian state?

Those Indigenous People of Biafra have a hidden agenda. Their hidden agenda is to declare Biafra and then go recolonize the South-South.

They would go and within a question of less than one month they would capture all those South-South and colonise the oil fields that is the agenda of IPOB. If you look at the East, it is land-locked; they don’t have any serious minerals apart from coal.

Even the geography and geology of the East is so poor that even to build a good house they cannot unless you build a house in a bush because it’s all bush, it’s all forested and that is why you find the majority of the elite Igbo are now half of the owners of the houses in Abuja.

If the Indigenous People of Biafra are now saying that they want to have Biafra what are you going to do with more than three quarters of the Igbo who are outside the East?

Those in Kano, those in Lagos what are you going to do with then? Will you take all those people back to Biafra? They have no houses to live, they have no means of livelihood. They make money outside and not in the East so you find that they are crawling into fantasy world.

They were talking vaguely during former President Goodluck Jonathan administration but what is really happening is they still say that Nigeria is not fair to the Igbo. One, up till now they do not have an Igbo President.

The detained leader of the Indigenous People of Biafran leader, Nnamdi Kanu has dual citizenship and could not have got on board any aircraft to Africa or the country of his nativity without a valid international passport.

(ONITSHA, NIGERIA, JANUARY 26, 2016)-It is the authoritative information of the Southeast Based Coalition of Human Rights Organizations (SBCHROs); comprising International Society for Civil Liberties & the Rule of Law (Intersociety), Anambra State Branch of the Civil Liberties Organization (CLO), Center for Human Rights & Peace Advocacy (CHRPA), Human Rights Club (a project of LRRDC)(HRC), Forum for Justice, Equity & Defense of Human Rights (FJEDHR), Society Advocacy Watch Project (SPAW), Anambra Human Rights Forum (AHRF), Southeast Good Governance Forum (SGGF), International Solidarity for Peace & Human Rights Initiative (ITERSOLIDARITY), Street Law Africa (LawAfrica) and Igbo Ekunie Initiative (pan Igbo rights advocacy group) that detained Citizen Nnamdi Kanu had never returned to Nigeria or traveled to other parts of the world including his second home-State of the United Kingdom without following and applying legitimate diplomatic processes and procedures.
Specifically, he did not return to Nigeria via Lagos, Southwest Nigeria in October 2015 without international passport of Nigerian origin. By convention or treatise (international law), which is applicable in Nigeria and the United Kingdom, Citizen Nnamdi Kanu is a member of international, Nigerian and UK citizenship. Also by the provisions of Chapter Three of the 1999 Constitution of Nigeria, Citizen Nnamdi Kanu is a citizen of Nigeria by birth or parenthood and by the provisions of the relevant laws of the UK; he is also a UK citizen by birth or naturalization. Generally, in the eyes of international law, he is a dual national of UK and Nigeria.

Further, by relevant treaties of the European Union and the ECOWAS, Citizen Nnamdi Kanu can enter, leave, stay or live in any member-State of EU or ECOWAS; provided he has UK (EU) or ECOWAS (Nigerian) passport. Citizen Nnamdi Kanu as an international citizen of UK and Nigeria backgrounds is entitled to and has two international passports of UK and Nigerian citizenship and they are fully and steadily used when he is traveling out of Nigeria to UK or coming to Nigeria from UK. Traditionally and specifically in Citizen Nnamdi Kanu’s case; visa is not required of him when he is leaving UK to Nigeria with Nigerian Passport or when he is traveling to UK from Nigeria with UK Passport. By law, Citizen Nnamdi Kanu is mandated to show his Nigerian Passport to UK immigration officials at any UK international airport enroute Nigeria and to Nigerian immigration officials on arrival at any Nigerian international airport; likewise using and showing his UK Passport to immigration officials when traveling to UK from Nigeria.

By law, Citizen Nnamdi Kanu is under no legal or moral obligation whatsoever to show or surrender all or either of his two international passports to anybody including the DSS operatives in his hotel room. His right to privacy and protection of his property including his two international passports is sacrosanct and unquestionable. Production of Citizen Nnamdi Kanu’s international passport (s) can only be ordered by a court of competent records. Neither President Muhammadu Buhari nor his DSS operatives has any legal or moral power or authority to coerce Citizen Nnamdi Kanu into showing or surrendering his international passport(s) under the guise of arrest or investigation; except by personal volition of Citizen Nnamdi Kanu. This is more so when Citizen Kanu’s violent arrest was carried out hours, if not days after he had returned to Nigeria and checked into a hotel.

President Muhammadu Buhari’s assertion on 30th December 2015 that “are you aware that that man called Kanu holds two UK and Nigerian citizenship and entered into Nigeria without a passport”, is nothing but a clear case of “presidential ignorance and falsehood derived from unprofessional and falsified intelligence reports”. The falsehood is today compounded further and transformed into “investigative perjury”to the extent that the Federal Ministry of Justice had adopted it as its main ground of counter affidavit and opposition to the application filed by Citizen Nnamdi Kanu’s defense lawyers before an Abuja Division of the Federal High Court. The Federal Government’s claim that “Kanu had admitted (to them) that he is a British citizen and that he sneaked into the country”, and that “there is the possibility of him sneaking out if admitted to bail”; is fallacious, vexatious, unfounded, spurious, intimidating, insulting, coercing, magisterial and totally untrue
.Why Citizen Kanu Should Be Granted Humanitarian Bail: Today marks 102 days since Citizen Nnamdi Kanu was arrested and detained by DSS on 14th October 2015 without conditional or unconditional release. In the history of democracy in Nigeria, no citizen except Citizen Nnamdi Kanu had been arrested and detained for 90 days without trial or release on pretrial bail. There is a difference between a suspect-citizen detained on orders of a court of competent records while undergoing trial and a merely accused citizen detained in long pretrial captivity without pretrial bail release or trial. That is to say that Citizen Nnamdi Kanu is the first and only citizen arrested and detained for over 90 days without trial or pretrial bail or unconditional release under the present 1999 Constitution or since the 1999 Constitution came into force in 1999. Citizen Kanu is also the first citizen to be detained under the same Constitution in gross breach of its Section 35 (4) (a) (b) by being detained for over 60 days without trial or released on bail. Four consequential court orders associated with his right to personal liberty including bail and unconditional releases were flouted by DSS and President Buhari with reckless abandon.

This is also the first time in the history of criminal justice administration under Nigeria’s democratic pluralism whereby pretrial case files of accused citizens are recklessly duplicated and leaked to media before judicial arraignment and trial of the accused citizens. The stark case in point is the case file of Citizen Nnamdi Kanu & ors, which has been made hazardous and recklessly polluted by DSS and its hired hostile media outfits. Information contained in the case file including the accused citizens’ confessional statements are also strongly believed to have been tempered with and doctored or manipulated. To the extent that the case file of Citizen Nnamdi Kanu & ors, who are merely accused persons yet to be put on trial or convicted; is duplicated by DSS investigators and handed over to hostile media elements for purpose of spreading falsehood and propaganda; requires urgent judicial attention, notice and intervention.

It is on these grounds that we call on Hon Justice James Tsoho of Court Three Division of the Federal High Court in Abuja, to courageously grant Citizen Nnamdi Kanu and ors humanitarian bail on Friday January 29, 2016 during his much awaited ruling on their bail application. Though by virtue of Sections 158 and 162 of the Administration of Criminal Justice Act of 2015, accusations of treasonable felony and unlawful possession of firearms leveled against them are bailable; but it is our considered opinion that Citizen Nnamdi Kanu in particular has brazenly been denied the Constitutional protection, rights and remedies; having being held in manner and circumstances frowned at by the Constitution. By humanitarian judicial bail; we mean a bail condition accorded to a prisoner of conscience facing State persecution for expressing his political thoughts without use or advocating of violence. Suchhumanitarian bail condition(s) include self recognition, liberty inviolate undertaking from UK High Commission or judicial deposition of his UK and Nigerian Passports. We also call for the speedy and fair trial and of Citizen Nnamdi Kanu and ors.

Blackface accused 2face of stealing “Let Somebody Love You”. 2face released the song with Bridget Kelly, an American singer and songwriter from New York City, as part of his Ascension album in 2014.

On Monday, Blackface took to social media to make the allegation.

Plantashun Boiz were a Nigerian hiphop and RnB music group. It consisted of 2face Idibia, Faze and Blackface.

The group was formed during their college years in Enugu, at the Institute Of Management And Technology (I.M.T Enugu). The group was managed by Owoyemi Akinwale Nathaniel (Natz), Ifeanyi Oji (Odogwu), and Obasi Leonard (Baba Leo). As a result of the Plan B reunion album, Plantashun Entertainment Ltd. Management was born in 2007. The Plan B album was distributed by T Joe.The band released two successful albums Body and Soul in 2000 and Sold Out in 2003. The band broke up in 2004, to be briefly reunited in 2007 for just one more album Plan B.

After the Plantashun Boiz split up in 2004, Blackface led a solo musical career. He released the hip hop album Ghetto Child in May 2004 collaborating with a number of artists. 2face Idibia released his debut solo album Face 2 Face (2004), which established him as a viable solo artist.

Following the release of his debut album, he released his second album Grass 2 Grace in 2006, which contained hits “One Love”, “True Love, “4 Instance”. He is the founder of Hypertek Entertainment.

In 2006, his song “African Queen” was used in the soundtrack for the film Phat Girlz, which was released internationally.
He released a promotion album in 2008 called The Unstoppable releasing the single “Enter the Place”. Problems with album distribution in 2007 caused as shift of the release date of the album from 2008 to early 2009. In 2010, 2face released an “international edition” of the same under the title The Unstoppable International Edition making him the first Nigerian artist to have an appropriately priced international album.2face released two more singles from the international version of his Unstoppable album. Nigerian Professor Produces Antivirt, An Anti Viral Drug For Treating HIV AIDS. Despite doubts in some quarters about the authenticity of his claims, Professor Maduike Ezeibe of Michael Okpara University of Agriculture Umudike (MOUAU), Abia State, has insisted that his recent therapy

for the dreaded HIV and AIDS is real and effective.

The discovery of the therapy, Ezeibe said, was a major scientific breakthrough in the search for a cure to the global pandemic.

He said after 19 years of hard work, he was able to discover the therapy and his research was eventually published in the British Journal of Medicine & Medical Research.

The Professor of Veterinary Medicine, who obtained his first degree in same discipline at the University of Nigeria Nsukka in 1986, Masters in Ruminant Medicine, and doctorate degree in Canine Medicine all in UNN, said he moved to MOUAU on leave of absence.

Speaking with Southern City News in his office, he said his research into the therapy known as ‘Antivirt’ (Anti-Viral Therapy), dated back to 1994 when he took the challenge to be part of the global solution to the HIV/AIDS scourge ravaging humanity.
Ezeibe said his work had been published by the American-based medical journal known as The Health.

He said he decided to publish his research work on the therapy so as to prove anyone who would doubt that a black man could develop HIV/AIDS cure, wrong.

He boasted that the experiment remained authentic and verifiable in any part of the world.

According to him, two essential minerals – aluminum silicate (kaolin) and magnesium silicate, used in the production of the therapy, have large deposits in Umuahia and parts of Abia State.

This, he said, would make the therapy cheaper and more affordable than the old anti-retroviral therapy.
He added that the therapy would take an average of two to three months to cure HIV/AIDS patient.

His offer of assistance to help push the wheeled stretcher was rebuffed.

His words: “At the end of the day I was just pleading, petting and begging and they were able to move the young man in a stretcher to the theater door. Then an argument ensued between them. Friends and my brother who came along with me wanted to shout but I pleaded with them to calm down so that the matter would not get worse. From what I observed, they don’t really care about people, whether they make it or not. After all, they did not cause the accident and, therefore, not interested in whether the person lives or dies. That is the impression people have about the hospital.”

All through the duration of the surgery that lasted for four hours, Okoye waited anxiously. When it was completed, Okocha was wheeled into the male special ward.

“I don’t want to mention how many people that gave up as I was waiting on the same night as I was at the emergency unit. I don’t want to talk about an accident victim brought in there and was not treated because those who brought him could not pay N500 for him. And I had to pay for him. I am not talking about another accident victim who was brought in that night and what a nurse could only say was, ‘Imagine the kind of alcohol smell that is coming from his mouth, look at what he has done to himself,’ while the guy was bleeding profusely,” Okoye said.

Even after the surgery had been done, it was as if the devil was still determined to harvest the actor. More trouble came his way after he returned to the hospital to have the external stitches removed. What happened immediately after the stitches were removed was shocking, as Okocha further narrated.

His words: “He was just sitting down and all of a sudden we heard a noise like a balloon burst. Behold, everything in Okocha’s stomach came out. You know it was a major operation.

“Nurses rushed over, looked at him and ran away. Anybody who looked at his dangling intestines could not behold the sight. It was a gory sight. But Okocha was courageous enough to hold his intestines from dropping on the ground and he turned his face away from his hands so that he would not faint at the sight of his own intestines coming out.

“After about 25 minutes the so-called surgeon came in again. He went back to start all over and Charles began to go through the pains he had a few days ago. It was an annoying thing. When they came to the ward they said openly that they were supposed to have used nylon three for the stitching but what was available was nylon one and they had to use what they had at least to save his life that day. Why I am angry is that they could have told us to rally round and get the right material and any other thing they needed. Any drug given to a patient at the teaching hospital is paid for before it can be administered.

“Is it not a reasonable step that they should have sent us to get the right stitching material, that is, nylon three, to avoid the bursting? They were bold to tell us why the stomach burst. That is the reason I’m mad. I have never seen a thing like that before. And we heard that the nylon is only sold for N700.00.

“I know that I’m nobody, just a young man who is trying to survive. But I have contacts through my business as an event planner. I have been sending text messages to important people I know, pleading with them to get the federal government to conduct investigation into the way the teaching hospitals operate. This thing must be investigated. People are undergoing bad moments in some of these government-owned hospitals.”

But the Nylon 1 is used and one still gets a perfect result. I don’t know why this should be made an issue. I investigated the incident by myself and discovered that there was no negligence. The Nylon 1 and Nylon 2 are of high quality not even the 3 you are talking about. Life and death are actually in the hands of God. We did everything humanly possible to save Charles Okocha’s life. And this is what one should be grateful for instead of painting the hospital black.

“We do conduct audit on how our doctors and nurses work and we have a disciplinary committee, which handles erring medical personnel. There is no negligence in this matter. Some doctors even use Nylon 1 ordinarily. It is just that the doctor said he wanted to use Nylon 2. Nylon 2 was available in the hospital but it wasn’t available at the time the doctor was doing the surgery. There was a repeat surgery and it was successful,” Afiadigwe said.

He later took the reporter to the theatre where he showed him the Nylon 1 and 2, still arguing that either of them could be used in the absence of the other. He also took him to the male ward to see Okocha whom, he said, would soon be discharged, even though Okocha could not react to questions put him as he was still in pains.

It was gathered that the middleman gave the child to a chief, who handed her over to his prophet for sacrifice.
All the locations mentioned by Okpara have been visited by the police but the child still hasn’t been found.
The Police have launched a manhunt for the buyer and the prophet he allegedly gave the child to. The investigation is supposedly still ongoing.

FG resorts to Islamic Bond to fund budget

LAGOS—As the pressure on federal revenue mounts following steady decline in oil revenue, the Federal Government would be resorting to a Sukuk Bond for funding the widening budget deficit.

Sukuk is a financial certificate, similar to the traditional government bond, but complies with Sharia, Islamic religious law.

The Debt Management Office, DMO, and Securities and Exchange Commission, SEC, are collaborating in an effort to issue the Nigerian sovereign Islamic bonds this year.

Details of the expected revenue from the bond is not yet disclosed but officials said they expect significant bridging of the 2016 budget deficit which has exceeded the initial N2.2 trillion estimate.

According to DMO “issuing a sovereign Sukuk will attract significant amounts of affordable capital from the Gulf countries and other established Islamic markets around the world into Nigeria.”

Third country to issue Sukuk in W-Africa

Though Nigeria would be the third West African country to issue Sukuk after Senegal and Cote d’ Voire, Osun State had rolled out USD62 million Sukuk in 2013.

Because the traditional bond comes with interest paying structure which is not permissible under the Islamic financial system, the issuer of a Sukuk bond would sell the certificate to an investor group, who then rents it back to the issuer for a predetermined rental fee.

The issuer also makes a contractual promise to buy back the bonds at a future date at par value.

Islamic bonds are structured in such a way as to generate returns to investors without infringing Islamic law that prohibits interest.

Sukuk represents undivided shares in the ownership of tangible assets relating to particular projects or special investment activity.

The Sukuk option in federal government finance will be coming in addition with other unconventional budget funding strategies of the President Muhammadu Buhari’s first budget.

Unconventional funding strategies

Other unconventional funding strategies include plans to raise N350 billion from recoveries of stolen funds in the on-going anti-graft war.

The 2016 budget financing plan, according to a finance ministry source, envisages significant revenue from blocking leakages expected to yield over N1.0 trillion during the 2016 fiscal year.

The breakdown of the revenue side of the budget shows several unconventional sources of funding for the budget.

Key among them includes a revenue optimising measure expected to be complemented by initiatives meant to reduce wastage of public funds such as the recently established Efficiency Unit meant to identify and eliminate wasteful spending, duplication and other inefficiencies across Ministries, Departments and Agencies, MDAs.

Waste reduction initiatives

Other waste reduction initiatives include engagement of costing experts to scrutinize the 2016 budget proposals with a view to further improving efficiency. Also, government intends to extend the Integrated Personnel Payroll Information System, IPPIS, to all MDAs in order to maintain a lean payroll.

With a projected revenue of N3.86 trillion in the face of dwindling crude oil receipts, government estimates that oil revenues contribute N820 billion of the total revenue; non-oil revenues, comprising Company Income Tax, CIT, Value Added Tax, VAT, Customs and Excise duties, and Federation Account levies, are expected to contribute N1.45 trillion; while independent revenues are expected to contribute N1.51 trillion through the enforcement of the Fiscal Responsibility Act, 2007 and public expenditure reforms in all MDAs.

In addition, the government intends to significantly improve the collection and remittance of independent revenues from government agencies with the full implementation of the Treasury Single Account, TSA.

A finance ministry source who said that the budget breakdown would answer all the posers raised by critics of the budget, explained that the delay in putting the budget together as well as the errors recently corrected were as a result of the difficulties in balancing Nigerian’s expectations with realities on ground.
