Federal government through the CBN, yesterday imposed stamp duty of N50 on bank customers for money received into their accounts. Consequently, bank customers will henceforth pay N50 stamp duty for money received into their accounts via electronic transfer, cash and cheques.

This order was contained in a circular to all Deposit Money Banks and Other Financial institutions titled, Collection and Remittance of statutory charges on receipts of Nigeria Postal Service under the Stamp Duties Act”. The CBN stated, “As part of efforts to boost its revenue base, the federal government of Nigeria is exploring revenue opportunities in the non-oil sectors especially taxes and rates. .

It is in recognition of this fact that banks and other financial institutions are enjoined to support government’s revenue drive through compliance with the provisions of the Stamp Duties Act, LFN 2004 as reinforced by the court judgement in Suit No FHC/L/CS/1710/2013. In this regard, the CBN pursuant to the provisions of its enabling laws, hereby issues this circular to all DMBs other financial institutions:

“With immediate effect, all DMBs and other financial institutions shall commence the charging of N50 per eligible transaction in accordance with the provisions of the Stamp Duties Act and Federal Government Financial Regulations 2009, that is, all receipts given by any bank or other financial institution in acknowledgment of services rendered in respect of electronic transfer and teller deposits from N1, 000 and above;

“For all avoidance of doubt the following receipts are however exempted from imposition of stamp duties: payments of deposits or transfer by self to self whether inter or intra bank; and any form of withdrawals/transfers from saving accounts; It should be noted that these charges are only payable by receiving accounts;

“Each DMB shall open an account designated as NIPOST Stamp Duties Account into which all charges collected shall be paid. The balances in such accounts shall be transferred monthly by the DMBs to CBN NIPOST Stamp Duty Collection Account No. 3000047517;

Against the backdrop of the request by Biafra agitators and the organization of Emerging African States (OEAS) for the referendum to be conducted on the independence of Republic of Biafra, the European Union has replied the agitators.

The Biafra had earlier through OEAS requested that the European Union High Representative for Foreign Affairs and Security, Federica Mogherini, to wade into the need to conduct a referendum for Biafra’s independence.

Sahara Reporters reported that the OEAS also called for the release of those it described as Biafran political prisoners and a stay of action by the Nigerian troops, and for quick referendum to be held within 90 days.

In response to this request, Mogherini told Dr. Jonathan Levy, OEAS chief administrative officer, that while the European Union has strong diplomatic and economic relationship with Nigeria, the “protection of human rights and fundamental freedoms remains a priority for the EU and we encourage the authorities [Nigeria] in every occasion to respect such rights.”
The EU further went on to caution the OEAS and Biafran that the push for self-determination and border changes must be carried out within the ambits of established international law.

It added that Biafra can only be recognized through international law and not through armed secession.

The OEAS had been pushing for an internationally recognized referendum on Biafra independence or autonomy.

In the same vein, OEAS advised that all nonviolent means should be utilized including general strikes, economic boycotts, work actions, demonstrations, lawsuits, and civil disobedience. Nigeria is a member of The International Labor Organization (ILO).

The ILO recognizes the right to engage in general strikes and the right to strike is also recognized in the International Covenant on Economic, Social and Cultural Rights of 1966 (Article 8(1)(d)).

President Muhammadu Buhari has said that his administration will hold community leaders responsible for any explosion in their domain following the renewed militancy in the Niger Delta. Speaking through the Commander of the Joint Task Force (JTF), Ma­jor General Okunola, who led his troop to inspect one of the blown up pipelines at Egwa II community in Warri South West, has said the Army will hold commu­nity leaders in whose domain such bombing took place re­sponsible for any act of sabo­tage in their area. He said that the Federal Government would do all it can to bring the saboteurs of national assets to book as they were already closing in on the criminals.

Okunola said henceforth, security agencies would en­force extant law banning the use of outboard engines with 200 HP and above.The commander pleaded with government officials and community leaders to give JTF and other security agencies in the region useful information that would lead to arrest of the perpetrators for prosecution.

He said “the pipeline was blown three days ago. We are going to fish out those responsible. It was a mas­sive sabotage and critical to national assets. There is no way we will fold our hands and allow perpetrators to get away with it.

“We do not have our men deployed in the area; that was why they had the opportunity to do it.”

He said the Federal Gov­ernment would not condone any act of sabotage in the country adding that the act was not only criminal, but, also, capable of undermining national security.

ASABA—DIRECTOR-GENERAL of the Delta Capital Territory Development Agency, DCTDA, Asaba, Delta State, Chief Clement Ofuani, has revealed that the Asaba, capital of the oil-rich state, has no development master plan 24 years after creation of the state in 1991. Ofuani, who spoke to Niger Delta Voice in his office at Asaba, asserted that what had happened over the years was a hit and miss expansion, which his agency was determined to bring to a halt. Excerpts.

How are you going about the business of developing Asaba, particularly when some parts of the state think that it has gotten its fair share as capital of Delta?

I think the decision to create the Delta Capital Territory Development Agency, DCTDA, at this point in the history of the state, 24 years after its creation, is an indication that it has not attained the status it ought to have in terms of infrastructure and living conditions of the citizens in the capital city. That is why government created the agency to give it that bite and focus.

The first thing of course is to ensure that there is a discernible master plan that drives development and what has happened over the years is that several master plans were commissioned but never completed and , therefore, they did not become instruments to drive the development of the capital territory. You see a lot of spontaneous development, people come to us today and say they want to collaborate with you to build this and that for people. We would love to work in partnership with them to build houses but without a master plan, I will be doing exactly what they did before, just point at one vacant land and say go and build there.

That is not right, we need to master plan the capital territory, decide that this zone is high density, this zone is low density, this zone should have four-storey buildings, 12 –storey buildings, these are the kinds of infrastructure that one must provide before you can even construct a house, etc. It is when you have such master plan that you will start to talk about development. That is how they do it in any other city; you also include master plans for drainage, sewerage and sewage treatment, supply of water, mass transit system, etc. They will all be integrated and then, we start addressing them one by one.

Is this master plan ready now?

No, we are just about to initiate it, we inherited some level work but then, it has to be reviewed, a whole number of social-economic factors used in that plan have been overtaken by events. Therefore, you now need to revisit those socio-economic factors and re-plan in accordance to what you will find in the field. We also have to do the survey, nowadays because of the advancement in technology; you can do satellite mapping, aerial survey and ground control to validate what your photography is giving you. These will help us in doing detailed planning for the capital territory.

Can the people have a peep of what the new Asaba will look like even though the master plan is not yet ready?

While we are still working on the general master plan, we also know that aside from the global master plan that gives you what will be in what sector, there will also be detailed plans for various districts. Now, we are picking some districts of high interest to drive development in the near term.

I can easily talk about three now. One is the Delta Commercial City, it is a 350-hectare parcel of land along the Asaba-Benin highway, just by the River Niger and we want to develop it as a master plan community with all the facilities you expect in a district of such nature. I am talking about leisure, residential and industrial areas, commercial and retail sections plus luxury facilities. That is just one.

The other one is the Asaba River Waterfront, which again is something that many people have spoken about because every city in the world that has this kind of river geography builds with that river as a major asset. and living at the water front commands premium but here, we are running away from the waterfront because we have not been able to control flooding, create the appropriate levy and so on, which makes the land almost like a waste land.

However, we intend to attract the required level of private sector investment in order to maximize the use of that land and create luxury real estate around there. It is an area of more than 2,000 hectares stretching from the Niger Bridge along the entire coastline of Asaba to Anwai, Ugbolu section, which is one. Then, what we call our commercial business district, which is Ogbegonogo corridor, is also been redesigned in terms of its architecture and functionality.

By the time we finish that, we are going to begin the development; it is a prime land for real estate development. Where you should have had 500 shops, we roughly have 100-200 because of improper planning. We intend to do all of that planning and increase the use of the place, but at the same time, we want to ensure the green area and the ease of flow of traffic and circulation within the market. All of these are the parameters we are using in the redesigning of the districts.

The designs are almost ready, so we hope to begin actual implementation this year. The other one that touches everybody who comes to Asaba during the raining season is the issue of flooding. We have taken a great look at the problem, which is one of the things that our consultant has worked on extensively. I insisted that I went to see a holistic engineering solution to the flooding in Asaba, not a situation where you do drainage for this road and it leads to nowhere.

I want a situation where run-off water coming from anywhere in the capital territory find their way to a central sewer and exit to our natural drain, which is the River Niger. That has been concluded and estimated, we are faced with the challenge of money to do it and it is one of the areas that we brainstorming with the administration to find a way of dealing with it.

The governor is committed to it, but there is this issue of the general environment, there is so much dirtiness, people are just not happy. We are, however, taking the view that environmental sanitation poses a lot of responsibility on everybody in the territory, it is not just about government appropriation, it is about everybody performing their assigned roles and together ,we will give a face-lift to the territory.

We are proposing appropriate legislations for the management of waste, etc. We expect that if the legislation is in place and we are actually implementing, there will be a general rise in the level of cleanliness of the entire capital territory because we are going to people play their part. As I drive, I see outside people’s homes a lot of dirt and I wonder how they live there, so it does not occur to them that they should clean the place.

What is the deal between your agency and Fight Against Desert Encroachment, FADE, founded by foremost environmentalist, Chief Newton Jibunoh?

When you travel to major cities all over the world and look around, you find that the houses are not seemingly beautiful than those in our own capital city. They have fine buildings, we have finer buildings, they have this, we have that, but somehow, I find out that there is total lack of harmony in our case because of the fact there was no master plan for our buildings.

And secondly, the level of greening of the city actually makes it a more livable environment and we realize that we spend all our times cutting our trees, cutting everything away and think that it is bring light and development. However, in actuality, that is turning development upside down. We have to learn to live with the environment; first, it helps us to reduce the emissions and beautify the city. Having understood all of these, we went into agreement with FADE, a United Nations environmental protection agency and internationally recognized NGO that advocates for green environment and all of that and has capacity in assisting us.

One is to develop green corridors within the capital territory and develop programmes to ensure we plant trees in the green corridors. They will also bring their expertise to help us as we develop the master plan to identify areas where we have to develop green parks. The green parks are necessary for recreation and other things; the organization will develop and manage them.

First is that it is irony that this is coming that this is coming at a time of huge fiscal constraints to the government, both at state and federal levels. The issue is not about pumping money into Asaba, where is coming from, our understanding of our mandate here is for us to think out of the box, a whole lot of the initiatives I have enumerated are not going to be funded from the appropriation.

There are business initiatives that we are going to sell to smart investors and show them what they stand to benefit. It is going to be mostly private sector funding, which is actually the plank of our being here. So those who think that Asaba Capital Territory Development Agency is Delta North DESOPADEC are totally mistaken because we have no such provision in the law, there is nowhere that kind of funding is going to come from. We are to find ways of bringing development and getting people to take up the development challenges.

Recently I visited a potential investor, who is developing a 501-hectare estate in Abuja and my rough estimate of total investment in that piece of land is nothing less than N300 billion, which is more than the budget of the state. The investors are interested in coming to collaborate with us in developing our Delta Commercial City, which is just a fraction of what we are doing.

So, if we are able to assemble that kind of private-sector investment and develop 350 hectares and are able to attract N200 billion of investment into it, it is more than the entire capital budget of the state. You see, this can be raised by the private sector with no exposure to us, it will be done because they are convinced that this is good for them in terms of their business.

His speech was met with raucous applause by the 10,000 strong predominantly Caucasian audience. What this portends for Nigeria in the event of the Trump victory is still unclear, but the Nigerian Ambassador to the US has so far allayed fears of all Nigerians living in the USA, although we gather he has secretly packed his bags and is set to move to Mexico or Canada if Trump becomes President.

Governor Samuel Ortom has appealed to the citizens of the state to suspend the consumption of rats in the state following the outbreak of lassa fever. Rats are a major delicacy in the state, lassa fever which is carried by rats, is now in Benue State. The governor made the appeal after a meeting with Vice President Yemi Osinbajo at the Aso Rock Presidential Villa.

The Indigenous People of Biafra have retained lawyer Prof. Dr. Göran Sluiter to file a complaint against Nigerian President Buhari before the International Criminal Court
Prof. Sluitter has been instructed to file a criminal complaint against Nigeria’s President Muhammad Buhari before the International Criminal Court (ICC), on account of crimes against humanity.
The people of Biafra, living in the South of Nigeria, have been trying to exercise their right to self-determination for decades now. They have been systematically oppressed by the Nigerian government and have suffered serious human rights violations, amounting to crimes against humanity. With the election of new Nigerian President Buhari, violence and crimes committed against the people of Biafra have intensified. This is exemplified by the recent unlawful arrest and detention of Biafra’s leader, mr. Nnamdi Kanu, since 14 October 2015.
Prof. Goran Sluiter is convinced that there is more than enough evidence to have the ICC Prosecutor conclude that the people of Biafra are the victim of crimes within the jurisdiction of the ICC and that President Buhari plays an essential role in these crimes.
He also points out that the situation in Nigeria –including other crimes committed by Buhari, namely the electoral violence of 2011- has been under preliminary examination of the ICC for some time now and that the moment has come for the Prosecutor of the ICC to launch a full criminal investigation

The Benue State Government has directed its citizens to stop eating rats in the meantime in order to curtail the spread of Lassa Fever.
The state governor, Samuel Ortom, disclosed this to State House correspondents shortly after meeting Vice President Yemi Osinbajo at the Presidential Villa, Abuja.
Ortom said the decision was taken because the state had recorded a case of the fever.
Rat is a delicacy popular among the people of the state.
The governor said, “Benue is affected; we have one case (of Lassa Fever) right now that is under control.
“We have advised our people; rat which is a major carrier is a delicacy. I am finding it difficult, but I have told them to suspend eating rats until further notice.”
Ortom said he decided to mark agriculture a priority programme of his administration because he suspected early enough that a time would come when the nation would face revenue generation challenges.
“We are going to take on the entire value chain; we will look at the seedling, we will look at the way we do our cropping, planting, harvesting, storage, processing and marketing.
“An average farmer is not making any thing out of his produce for now.
“If we go into getting the right seedling and doing the proper cropping, harvesting, storage, processing and storage to add value it will also boost the chances of farmers making more money and it will encourage them to do more.
“And we have the capacity and so what we are doing is to ensure that we encourage the people.
He also said the administration would provide the basic infrastructure needed such as roads,
\storage facilities and intended to embark upon massive land clearing.
“If we must mechanised agriculture there must be land clearing and then provision of equipment for mechanised farming so that we can go commercial.
“This is what we are doing and I believe that this will yield results.

The fiery Priest and Director of Adoration Ministry, Rev. Fr. Ejike Mbaka may
be transferred out of his station, Christ the King Parish in GRA, Enugu State, Daily Sun reports.

The speculated transfer of Mbaka by Enugu Catholic Diocese is coming against the backdrop of his recent prophecies especially in the politics of Nigeria where he predicted the defeat of former president Goodluck Jonathan at the polls.
Reliable sources also said that the decision to remove Mbaka was scheduled to affect other priests in an attempt to make it look like a routine church affair.

Another source, however, confirmed that the church is afraid of the possible reaction of his followers and the adoration faithful, who make up more than 80 per cent of the population of Enugu Catholic Diocese.

Mbaka was criticised extensively by the clergies in the South East when he backed President Muhammadu Buhari to beat Jonathan in the March 28, 2015 elections.

It happened few years ago, I was in an audience listening to a motivational speaker. The speaker got out his wallet & pulled out a 500 Naira note. Holding it up, he asked, “Who wants this 500 Naira note?”
Lots of hands went up. Including mine. A slow chorus began to build as people began to chant “I want it!” “I want it!!” “I want it!!!”.
I began to wonder who the lucky one would be, who the speaker would choose. And I also secretly wondered why he would simply give away 500 Naira. Even as the shouts of “I want it” grew louder, I noticed a young lady running down the aisle.
She ran up onto the stage, went up to the speaker, and grabbed the five 500 Naira note from his hand.
“Well done, young lady,” said the speaker into the microphone.
The speaker simply said “Most of us just sit and wait for good things to happen. That’s of no use. You’ve got to make things happen. Make a move.“
“Simply thinking about doing something is of no use and not good enough.” Our lives are like that.
We all see opportunities around us. We all want the good things. But the problem is we don’t take action.
We all want the 500 Naira note on offer. But we don’t make the move. We look at it longingly.

He then threw the note on the ground, stamped all over it, picked it up and asked one more time: “And how much is it worth now?” “Five Hundred Naira!” was the response.
“I want you to remember this,” said the speaker. “Just because someone crumples it, or stamps on it, the value of the note does not diminish. We should all be like the 500 Naira note.''

A rapper, Sam Benson, who goes by the name "Blac Youngsta," was stopped outside of a Wells Fargo bank in Atlanta by police after he withdrew $200,000 cash from his own account on Friday Jan. 8th.

He said when he came out of the bank, a police officer pointed at him. "They come bum rushing me at the car, put me on the ground, putting guns to my head, so I'm like 'What I'd do,' "A lady was like I'm not supposed to have…$200,000 on me. I'm like, 'I'm a millionaire. How can I not have $200,000 on me?'" The guy's interview about the incident is the best part of this story.
Sam said someone inside the bank had called the police after he made the withdrawal. He said police told him that someone had written a bogus check previously.

"They thought I did it too, but I'm legit. They confused me with whoever they were looking for."

He said police initially took $100,000 of his cash, but later returned the money to him and apologized. Sam said he had withdrawn the cash to buy a Maybach, but after the incident at the bank, he said he was thinking about buying a Ferrari instead. He said he had $1.3million in his account.

When asked why he didn't give the car company a check instead, Sam said it's always been his dream to walk into a car dealership with cash, drop the cash on the table and point at the car he wanted.

HOW I SUDDENLY STARTED LOVING THE IGBOS – Tyrano Tsunami.

THE MYTHS:
As a boy growing up on the street of Port Harcourt, I was told so many horrible things about Igbos:

I was told that Igbos were planning to push Rivers people to Abia State for the people of Abia to inhabit Rivers State because of our resources.

I was told that Igbo people enslaved and ruled over my


people in Bori the traditional headquarters of Ogoni Kingdom.

I was told that Odumegwu Ojukwu, Onyeka Onwenu and other prominent Igbos brazenly rejoiced over the execution of my uncle Ken Saro Wiwa because of the role he played during the Civil War.

I was told that it is better to be slaves to Hausas than to be brothers to Igbos because, Igbos are worse than Hausas.

THE EFFECTS:
These things made me to terribly detest Igbos beyond what you can imagine, I was always skeptical, cynical and suspicious while dealing with Igbos. It also affected my friendship with Igbo guys, I was always careful not to be a victim, no matter how they value the friendship, as long as they are Igbos, they were bad eggs to me.

It also severely affected my relationship with Igbo girls, 70% of the girls I have seen are Igbos girls but I have never treated any of my Igbo girlfriends fairly because, I programmed my mind not to be interested in anything beyond the fun attached to the chemistry of boys and girls stuff while dealing with an Igbo girl, I didn’t want to make the mistake of dating an Igbo girl to the extent of marrying her.

THE DISCOVERY:
I was posted to Akwa Ibom State for my national youth service in November 2013, there I made so many Igbo friends, almost 60% of Akwa Ibom corps members are from Igbo extraction, mainly from IMSU, FUTO, ABSU, UMUDIKE, ESUT and IMT.

There I saw how determined a typical Igbo youth is, there I saw the natural tendency for economic success in a typical Igbo guy, there I saw the reason why Igbos are entrepreneurs allover the globe, there I saw that God specially gave them the metaphysical eyes to see money in things and where you don’t even think of smelling money, there I saw that even though the Igbos have had severe political travails and marginalization, they will forever remain the economic salt of Nigeria, even after the restoration of Biafra.

While we were serving, those of us who are Port Harcourt breed UNIPORT/RSUST corps members were always complaining that Akwa Ibom is beautiful but not groovy like Port Harcourt, we were always complaining that the town is dry with no night life like Port Harcourt. But our friends from the Igbo extraction were seeing things differently, they saw Akwa Ibom as a beautiful virgin land highly in need of economic exploration, they saw huge business opportunities in where we saw boredom.

We were complaining of the insufficient N19,800 ‘alawi’ (allowance) while they were seeing it as potential small scale business capital. We used our alawi to club in one night because, we didn’t see it as good enough to help us, while our Igbo friends inject it into their small scale businesses. We were always going to Tropicana to see movies while our Igbo friends are busy going to Lagos to bring wears and jewelries for us to buy. We were always calling home for money but our Igbo friends were sending money home instead.

At the end of my service year, I said I was going back to Port Harcourt because I believed Uyo was too dry for me to hustle, but my Igbo friends stayed back because they saw Uyo as a land lacking business and as such, it’s good for them to make money through the introduction of different businesses.

THE REVERSAL:
I came back to Port Harcourt then pondered on my experience with these Igbo brains, I then realised why people hate them, I felt bad seriously for wrongly hating them all these while, I decided to love them because, they have the kind of zeal I’d love to emulate.
THE CONVICTION:
When I was fully convinced that the Igbos are not only my role models but my blood was when they went against all odds to make Goodluck Jonathan their own, they loved him even more than some us from the South South, they gave him their full support at the poll not minding the consequences. Ever since, I couldn’t stop loving Igbos but to love them even more.

THE RECOMMENDATION:
Igbos drive the economy of every towns and cities in Nigeria, nobody can change that, so instead of hating them for doing business in your place, I’d advise you compete with them even if you know you can’t beat them because, it is your land that is benefiting economically and otherwise with such healthy competition, it is a win win situation.

IN CONCLUSION:
Igbos are subject of hate in this country, apparently due to wrong perception, but I personally think Igbos are cool like any other tribe, and bad like any other tribe too. Though my main problem with them is that, they never admit their flaws no matter how glaring but they are always quick to lampoon the slightest folly of other tribes.

If you want to be successful economically, think like Igbos!

Please do you have issues with your notifications.. Especially bbm and whatsapp... I noticed I don't get my bbm pings the moment the person sends it particularly If my bbm is not open.
