The Minister of Budget and National Planning, Udoma Udoma, says Nigeria’s foreign reserves have reduced from $26.51 billion from the second quarter of 2016 to $24.74 billion in September. Mr. Udoma said this at the 57th annual conference of Nigeria Economic Society (NES) with the theme“the developmental state and diversification of the Nigerian economy’’ on Tuesday in Abuja. He said Nigeria had revenue and foreign currency concentration problems, adding that diversification was the only solution. The minister said due to four strategic pipeline terminals that were blow up, Nigeria had been unable to achieve its 2016 Budget production target of 2.2 million barrels a day. Mr. Udoma said in August, the country was barely able to produce 1.1 million barrels. “Last week production level rose up to 1.7 million barrels, still a far cry from the country’s target of 2.2 million barrel. “We are taking a number of immediate measures to raise revenues to strategically spend our way out of recession. “We are taking measures to address the disruption in Niger Delta to restore production. “We are fast tracking our efforts to raise foreign currency loans that we have projected in the 2016 budget, from AfDB, World Bank, Chinese Exim Bank as well as Euro Bond issue. “We are happy to note that the president of AfDB has announced that we should expect, among other facilities, a budget support of $1 billion dollars next month,’’ Mr. Udoma said. He said the economic management team had been working to assemble a stimulus package to be raised from concessioning advance payment for licence renewals, use of recovered funds and some asset sales. Mr. Udoma said the package was being worked upon and was yet to be finalised, adding that to achieve this speedily, “ we are working to fast track procedures through presidential directives and legislation. “I want to emphasise that notwithstanding the current economic challenges we face, we are not discouraged at all and this is a crisis we must not waste. “We should see this crisis as an opportunity for us as a country to make those major structural changes needed to change this economy for good. “We should use this crisis to implement the reforms needed to unlock the economic potentials of the non-oil and high employment sectors.” He said such would achieve a sustainable inclusive growth that would enable the majority of Nigerians to become more productive. Mr. Udoma said the government was working on a programme with the private sector to launch made-in-Nigeria campaign. He said that the intent of the programme was to encourage more production and consumption of made in Nigeria goods and services. “We believe that with more patronage, Nigerian producers will be encouraged to improve the quality of their products. “We should encourage the branding of Nigerian products by self-regulatory industry bodies such as wine makers have in France. Made-in-Nigeria should become a badge of quality. “As the quality of our goods and service improve, both local and international demand for them will increase. Mr. Udoma said high local demand would give Nigerian producers the platform to explore the export market. He said one of the fastest routes to grow the economy and create jobs for teeming population was by pursuing export-led growth. The minister said that the strategy held high promise for adding to the foreign reserves and further stabilising the Naria. In January, the CBN estimated that Nigeria’s Forex earnings declined from around 3.2 billion dollars monthly to about one billion dollars monthly. The CBN gave the figure as the reason it imposed the strict capital controls to protect the country’s reserves. Ahmed Makarfi, the chairman of the People’s Democratic Party’s national caretaker committee, has said that the party has not sacked its director of new media, Deji Adeyanju. Senator Makarfi clarified an earlier press release signed by Chinwe Nnorom on behalf of the committee’s spokesperson, Mr. Dayo Adeyeye which announced the disowning of the @PDPNigeria Twitter handle and the sack of Mr. Adeyanju over “far-reaching statements” distributed by Adeyanju and “different acts of insubordination”. “In view of the above, the party has immediately re-launched a new handle: @officialpdpnig to form part of the social media platform of our great party for ease of communication, administration and control,” Mr. Adeyeye was quoted as saying. Ahead of the September 10 governorship election in Edo State, a Smart Card Reader belonging to the Independent National Electoral Commission (INEC), has been stolen in Igara, the headquarters of Akoko-Edo Local Government Area. Daily Trust gathered that the card reader was stolen during the training of Presiding and Assistant Presiding officers by the commission in the area. It was further gathered that the man who stole the Card reader disguised as an NYSC Corps member in order to gain access to the venue of the training and in the process stole the equipment. Confirming the incident through a statement by the Resident Electoral Commissioner Sam Olumekun, signed by the Administrative Secretary, Oscar-Less Amaechi, said the card reader has not been configured for next Saturday’s election. The statement said the matter has been reported to relevant security agencies to apprehend the suspect and his collaborators, warning that efforts to disrupt the process and credibility of the election would not be tolerated. Few men in the history of any nation are as privileged and fortunate, as former President Goodluck Jonathan, to have held every important position of authority and power, consecutively for 16 unbroken years. First elected in 1999 as deputy governor, then governor in 2005, later as vice president in 2007 and finally in 2010 as president and commander in chief of the armed forces of the Nigerian federation. Reputed to be amiable, simple and meek; his steady rise to power has been attributed more to divine providence and sheer luck, as his first name implies than any track record of proven competence and capacity at statecraft. Born on 20th Nov, 1957 in the riverine community of Otuoke in Bayelsa State, to Ijaw parents, Goodluck Jonathan is no doubt Nigeria’s greatest personal beneficiary of the 4th republic. Expectedly, no literature is exhaustive and no consensus of opinion yet about his stewardship as president between may 6th 2010 and may 29th 2015, because it may be too early to fully appraise his tenure barely 14 months after he left office. But one thing is certain; Nigerians rejected him at the 2015 general elections and elected the candidate of the then opposition APC, Muhammadu Buhari as president. The 2015 general election was historic because in a rare precedence in Africa, unheard off in Nigeria, an incumbent president lost an election. However, Jonathan’s loss of election and PDP’S fall from power after 16 years was a long time coming. The beginning of the end for the PDP started with the predicted and eventual death of former president Umar Musa Yar’adua on May 5th 2010 after a battle for his life with terminal illness. Events emanating from the long medical vacation of Yar’adua and his inability or unwillingness to hand over the mantle of powers to Goodluck, his vice even in acting capacity created a political tension in the country. Members of the Yar’adua administration’s kitchen cabinet, the “cabal” in which Jonathan was an outsider, were running the country by proxy, because Chief Kaase Aondoaka, the attorney general proclaimed that the president could rule from anywhere including his sick bed. But in a rare show of unity, the country rose to the occasion and in one voice urged then President Yar’adua to tow the part of honour {Olusegun Obasanjo} and constitutionality {Muhammadu Buhari}, by handing over to his vice [ Save Nigeria Group] while unable to discharge his functions as president. Through the ingenious “doctrine of necessity”, the National Assembly of the federation mandated Goodluck Jonathan to act as president in the absence of the substantive president and commander in chief. The nation heaved a sigh of relief and normalcy was restored. This event further endeared Goodluck Jonathan to Nigerians, with attendant goodwill because he was perceived to be maligned and marginalised in the scheme of things in the Yar’adua presidency. Once he assumed full powers as president, it wasn’t long before another Goodluck Jonathan was unveiled. Nigerians mistook his timidity and naiveté for simplicity; for he barely understood Nigeria and Nigerians and remained an outsider in the power equation throughout his tenure. Beneath the calm and innocent look of his was a man driven by high ambitions and quest for power; he moved swiftly to consolidate his hold on power and prepared for his eventual election as president. His gentle manners and politeness effectively concealed a very vindictive fellow who rarely forgives his political adversaries; he quickly moved against all his opponents and stumbling blocks to power, beginning with AGF Aondaoaka, whom he redeployed from justice ministry to special duties and the sacking of the then PDP chairman, Vincent Ogbulafor, whose sin was pre-maturely declaring an embargo on southern candidacy for the presidency, because the north had not run its course, without first seeking the opinion of the president, a southerner, who was set to run for the presidency in clear violation of the zoning arrangement. Once he lost his re-election bid, we again saw a different Jonathan. We saw a man who rose from the ashes of defeat, dusted up himself, accepted his fate by promptly conceding defeat and putting across that historic phone call to his opponent, Muhammadu Buhari, congratulating him to the relief of his countrymen and the delight of the international community. With this first step, Jonathan began a giant leap from his perception as Nigeria’s worst president ever to Nigeria’s best ex-president. He quickly followed up this gesture by organising the most comprehensive and seamless transition process ever seen in our country. Jonathan’s greatest achievement was losing in an election which he supervised as an incumbent, because that historic event has certified our democracy as fully grown and mature. A loss for Jonathan that was a massive gain for Nigeria. Nigerians are now confident in the electoral system haven been emboldened by their ousting of an incumbent through the ballot. To Jonathan’s credit, he appointed a man of proven integrity and capacity, Attahiru Jega, a scholar of international repute as the chairman of INEC. An appointment that was based on merit and not on sectionalism, Jega’s performance was unparalleled in our electoral history. All the innovations and reforms carried out by Jega were made possible by the financial and moral support of Jonathan, thereby transforming Nigeria’s democratic experiment to a proven theory; a theory that power truly belongs to the people. 1 Like |

The forthcoming governorship election in Edo State is no doubt a two-horse race between the candidates of the Peoples Democratic Party, PDP, Pastor Osagie Ize-Iyamu, and his APC counterpart, Mr. Godwin Obaseki. Ize-Iyamu-Campaign-1 Ize-Iyamu. The following factors are in favour of Ize-Iyamu. THE BUHARI FACTOR If governorship election had been held in Edo in 2015, perhaps the PDP may be ranked an outsider in terms of achieving victory. From the moment General Muhammadu Buhari (retd) was declared the winner of the presidential election of March 28, 2015, the PDP became a prey of the All Progressives Congress (APC). Despite winning the presidential election in Edo with about 60 per cent votes, the PDP could not march the APC in the House of Assembly election that followed on April 12. The results of the election across the state showed that the PDP won only four out of the 24 seats in the election. There was little doubt that the same trend would have followed had Edo governorship election followed soon. How time flies. After about 15 months in the saddle of power, it appears that many in Edo are dissatisfied with the Buhari government. The PDP has taken advantage of the situation and has given more impetus to the noise that Buhari has not fulfilled many of his campaign promises. The party’s new slogan of “change the change” has gained popularity. Meanwhile, there is the constant reminder by Governor Adams Oshiomhole that the parlous state of the country was brought upon it by the past PDP governments. TAXATION So much brickbats have been exchanged between the ruling APC and the opposition PDP on issues bordering on taxation. The PDP has often said that the state tax policy was repressive and punitive, while the state government has always insisted that it was only carrying out one of its responsibilities. Ize-Iyamu, at every point of his campaign, while stressing the importance of tax as a source of internally generated revenue especially in the face of dwindling financial resources from the federal account, promises to review the present tax policy of the Oshiomhole administration. SHARING OF POLITICAL OFFICES The decision to pick the running mate of the APC candidate from Edo North was controversial. Many had expected the APC to pick the running mate from Edo Central, which hitherto had no representative among the top three political offices in the state, namely governor, deputy governor and Speaker of the House of Assembly. The former Speaker, Victor Edoror, had been replaced by a lawmaker from the South, Elizabeth Ativie, and, weeks before the nomination of the running mate, many people thought Edo Central would get the running mate slot. But by giving its running mate to Etsako, many in Edo think that the APC may have foreclosed winning any of the six local government areas in Edo Central, which is traditionally a stronghold of the PDP. The alleged marginalization of Edo Central is said to be popular in the area and the refusal of the APC to hand its running mate to the area has not helped to obliterate the sentiment. UNFUFILLED PROMISES Another factor that is working in favour of Ize-Iyamu is the belief in some quarters that the APC government of Oshiomhole has not fulfilled some of its 2007 and 2012 campaign promises which include water supply to communities in Edo and construction of community roads. The rehabilitation of schools although a welcome development, the schools are seen by many as lacking teachers, laboratories, libraries, boarding house and sporting facilities. OSHIOMHOLE’S RELATIONSHIP WITH WOKERS, LABOUR Another factor that may work to the advantage of the PDP in the election is the relationship between the APC governor and the organized labour, civil societies, pensioners and local government workers. Many labour and political associates who were said to have rallied round the governor yesterday are no longer with him. Also working for the PDP candidate is the presentation of his SIMPLE AGENDA, containing his manifesto and what he would do for Edo people if voted into office. Sango-ota —A 30-year-old trader has been arrested by the police in Ogun state for naming his pet dog 'Buhari.' The trader, Joe Fortemose Chinakwe, of No 10, Omikunle Street, Sango-Ota, Ogun State, was reportedly arrested last weekend, after one of his neighbours of Northern extraction complained bitterly that he named his dog after his father, Alhaji Buhari. Vanguard learned that the complainant reported the case at Sango Police Station, last Saturday, after which the trader was arrested and detained. However, it was gathered that efforts by the police to recover the dog, which they intended using as evidence failed following a clever move by the suspect. The trader, said to be trading in female wears at a popular market in Sango, allegedly directed his friends secretly to kill the dog and possibly eat the meat in order to avoid being implicated. It was gathered that consistent appeals by his friends and relations for the police to grant him bail failed as the complainant and his kinsmen reportedly threatened to kill the trader if he was released on bail. Trader denied bail The case, however, took a different dimension two days later when Chinakwe’s relatives went to Sango police station to further plead for his bail only to be informed that the case file and the suspect have been transferred to Ogun State Police Command headquarters at Eleweran. A relation to the suspect, who simply identified himself as Chiedozie, told Vanguard that his brother was being persecuted for no just cause and expressed fears that he may either be poisoned inside police cell or thrown into jail. Chiedozie said: “Chinakwe is a lover of dogs and he names them after things that tickle him. He bought this dog a year ago and named it Buhari. Unfortunately, some Northerners, who dominate the vicinity where he resides misconstrued his intention and connived to take him up. The complainant then claimed it was derogatory because his father answers Buhari.” Police sources, however, told Vanguard that the actions of the suspect “were very provocative.” The source said: “he not only named the dog Buhari but boldly wrote it on the body of both sides of the dog and was seen parading the neighbourhood dominated by Northerners with it.” As at press time, relations to the suspect were still making frantic efforts to effect his bail while his accusers are insisting that he must be prosecuted. Police confirms arrest When contacted around 8pm yesterday, the acting Police spokesman in Ogun State, Abimbola Oyeyemi, ASP, said he was still trying to get the Divisional Police Officer in-charge of Sango for details. Oyeyemi later called, stating that: “I have made enquiries. The man bought a dog and inscribed Buhari on both sides of its body. One Mallam lodged a complaint and when our men got there, we found out that it was true. You know such thing can cause serious breach of the peace and ethnic or religious unrest. We are charging him to court for conduct likely to cause a breach of peace.” Continuing, he said: “He was arrested last Saturday and we are taking him to court later today (Tuesday) or tomorrow morning (today). You know an average Northerner will feel bad over such a thing. It can cause serious ethnic crisis or religious confrontation because when you are relegating such a name to a certain person, you are indirectly insulting him.” When asked about the whereabouts of the dog that will be used as evidence against the suspect, the police spokesman said: “The dog cannot follow anybody except the owner. As the major opposition party, the Peoples Democratic Party, PDP, gets set to elect a new set of leaders, 90 persons have so far signified their intention to run for various offices. The party is expected to hold a repeat National Convention in Port Harcourt on Wednesday where 22 positions will be vied for. The chairman of the publicity sub-committee of the convention, Onyema Ugochukwu, said in a statement on Monday that of the 90 aspirants, five are for the position of national chairman, four for 1st Deputy National Chairman (South) and five for 2nd Deputy National Chairman (North). He also said five aspirants are seeking to emerge as the National Secretary, 2 for Deputy National Secretary, while six aspirants are vying for the office of National Publicity Secretary. “Recall that screening of aspirants is ongoing at the State Party Secretariat, Aba Road, Port Harcourt, Rivers State and screening Appeal will begin on Tuesday, August 16, 2016,” Mr. Ugochukwu said. “In compliance with the PDP’s Constitution from inception, all regional interests are usually accommodated in recognition of the Country’s diversity, and as such, the PDP has zoned the 2019 Presidency to the North and the National Chairmanship to the South. Other positions have also been zoned between North and South for equitable representation in the Party, respectively,@ he said. He also said the Repeat National Convention will provide opportunity for PDP delegates to elect officers into the offices of National Chairman, 1st Deputy National Chairman (South), 2nd Deputy National Chairman (North), National Secretary, Deputy National Secretary, National Treasurer & Deputy, National Publicity Secretary & Deputy, National Legal Adviser & Deputy, National Woman Leader & Deputy, National Youth Leader & Deputy, National Organizing Secretary & Deputy, National Financial Secretary & Deputy and other National Ex-Officio members. “The successful outcome of the August 17, 2016 National Convention will usher in fresh leaders that will manage the affairs of our great Party, the PDP, in order to rescue Nigerians from confusion and strife that the APC led Government has imposed on all of us. “The PDP will continue playing its role after the Convention as the main opposition Party by providing alternative governance and remaining a solution-driven political Party to help the Government in power, and reposition itself to regain power in 2019 for our common good,” he said.
