Politics › Nigerian Wailers Blast Oby Ezekwesili Over ‘red Card’ Campaign by erunz(op): 11:26am On Jan 23, 2018
A socio-political group, The Nigerian Wailers, has accused former Minister of Education, Oby Ezekwesili of attempting to hoodwink unsuspecting Nigerians through her ‘Red Card’ campaign which aims to chase bad leaders out of public office in 2019.

Speaking to journalists in Abuja, yesterday, Mr. Ibrahim Sanni, the spokesman for the group, said: “it is sad that Nigerians were made to go through a deceptive change in 2015 aided by same set of characters now parading themselves as lover of the country through a vague advocacy group called Red Card Movement.

“Nigerians must open their eyes clearly now more than ever, that 2019 is the best time to elect credible leaders across the country, who can help fast track National development as Buhari’s government has made an already bad situation worse.”

Mr. Ibrahim went further to say, “if those who are promoting Red Card are not deceptive, they should have specified who they intended to issue with the Red Card in 2019.”

He stated that the only person Nigerians want to vote out at all cost in the next general election is President Muhammadu Buhari.

The group said, they are still observing the emergence of Nigerian Intervention Movement (NIM) and that they hoped it was not another phony group being sponsored by the same set of politicians that have plunged the country into political and economic turmoil.

He noted that the group could not figure out why Madam Oby Ezekwesili abandoned the Bring Back Our Girls advocacy hurriedly few months to the general election and jumped on another movement which looked dubious and suspicious.

Sanni, however, said the group will not relent until Buhari and other bad leaders in the country were chased out in 2019.

Politics › BREAKING: Many Feared Dead, Kidnapped In Adamawa As Boko Haram Strikes Again by erunz(op): 9:45am On Jan 16, 2018
Many people were feared dead and others abducted on Tuesday in a fresh attack by Boko Haram insurgents on Pallam community in Madagali Local Government Area of Adamawa, local officials and residents have said.

The attack came barely a week after the terrorists launched a similar attack on neighbouring Wanu, Kamale and Kafin Hausa communities of Michika and Madagali areas.

Pallam is the hometown of the Deputy Speaker of the Adamawa State House of Assembly, Emmanuel Tsamdu.

Fleeing residents said the onslaught lasted for about five hours.

“They sneaked into our town Pallam, midnight at about 11 p.m., and started shooting sporadically, killing and burning houses. They (Boko Haram) abducted some of our people mostly men.

“I escaped by the whiskers and fled into a nearby hiding place before escaping; no soldier came to our rescue. For now I can’t tell the exact figures of the casualty. It was terrible!’’ a fleeing resident, Abamu Japhet, said.

Confirming the night attack, a member representing Madagali, Michika at the House of Representatives, Adamu Kamale, said the terrorists, ”killed even livestock, looted and burnt many houses.”

“I had a distress call that they have again launched night attack at Pallam. As I am talking to you now, the casualty figures is yet to be ascertained but they killed and abducted people and also burnt houses. Even before this attack, the terrorists had earlier ransacked Wanu, Kamale and Kafin Hausa communities. Infact, hardly a day will pass without attack, let the government wake up.

“We want President Buhari to visit us and see the horrible scenario being meted on our communities,’’ he said.

When contacted, police spokesman in the state, Othman Abubakar, said he is yet to be briefed on the development.

“I am yet to get details of the attack but I will get back to you later,” he said.

Boko Haram appears to have intensified its onslaught in recent weeks in its eight-year bloody insurgency that has claimed thousands of lives in the North-east.

Politics › Re: Impunity Rides Again Through Killer Herdsmen By Wole Soyinka by erunz(op): 2:26pm On Jan 10, 2018
Permit me to remind you that, early in 2016, an even more hideous massacre was perpetrated by this same Murder Incorporated – that is, a numerical climax to what had been a series across a number of Middle Belt and neighbouring states, with Benue taking the brunt of the butchery. A peace meeting was called, attended by the state government and security agencies of the nation, including the Inspector General of Police. This group attended – according to reports - with AK47s and other weapons of mass intimidation visible under their garments. They were neither disarmed nor turned back.

They freely admitted the killings but justified them by claims that they had lost their cattle to the host community

This question is now current, and justified: just when is terror? I am not aware that IPOB came anywhere close to this homicidal propensity and will to dominance before it was declared a terrorist organization. The international community rightly refused to go along with such an absurdity. For the avoidance of doubt, let me state right here, and yet again, that IPOB leadership is its own worst enemy. It repels public empathy, indeed, I suspect that it deliberately cultivates an obnoxious image, especially among its internet mouthers who make rational discourse impossible. However, as we pointed out at the time, the conduct of that movement, even at its most extreme, could by no means be reckoned as terrorism. By contrast, how do we categorize Myeti? How do we assess a mental state that cannot distinguish between a stolen cow – which is always recoverable – and human life, which is not.

no comment.
Politics › Impunity Rides Again Through Killer Herdsmen By Wole Soyinka by erunz(op): 2:23pm On Jan 10, 2018
It is happening all over again. History is repeating itself and, alas, within such an agonizingly short span of time. How often must we warn against the enervating lure of appeasement in face of aggression and will to dominate! I do not hesitate to draw attention to Volume III of my INTERVENTION Series, and to the chapter on The Unappeasable Price of Appeasement. There is little to add, but it does appear that even the tragically fulfilled warnings of the past leave no impression on leadership, not even when identical signs of impending cardiac arrest loom over the nation. Boko Haram was still at that stage of putative probes when cries of alarm emerged. Then the fashion ideologues of society deployed their distancing turns of phrase to rationalize what were so obviously discernable as an agenda of ruthless fundamentalism and internal domination. Boko Haram was a product of social inequities, they preached – one even chortled: We stand for justice, so we are all Boko Haram! We warned that – yes indeed – the inequities of society were indeed part of the story, but why do you close your eyes against other, and more critical malfunctions of the human mind, such as theocratic lunacy? Now it is happening again. The nation is being smothered in Vaseline when the diagnosis is so clearly – cancer!

We have been here before – now, ‘before’ is back with a vengeance. President Goodluck Jonathan refused to accept that marauders had carried off the nation’s daughters; President Muhammed Buhari and his government – including his Inspector-General of Police - in near identical denial, appear to believe those killer herdsmen who strike again and again at will from one corner of the nation to the other, are merely hot-tempered citizens whose scraps occasionally degenerate into “communal clashes” – I believe I have summarized him accurately. The marauders are naughty children who can be admonished, paternalistically, into good neighbourly conduct. Sometimes of course, the killers were also said be non-Nigerians after all. The contradictions are mind-boggling. Wole Soyinka Victor Dlamini

First the active policy of appeasement, then the language of endorsement. El Rufai, governor of Kaduna state, proudly announced that, on assuming office, he had raised a peace committee and successfully traced the herdsmen to locations outside Nigerian borders. He then made payments to them from state coffers to cure them of their homicidal urge which, according to these herdsmen, were reprisals for some ancient history and the loss of cattle through rustling. The public was up in arms against this astonishing revelation. I could only call to mind a statement by the same El Rufai after a prior election which led to a rampage in parts of the nation, and cost even the lives of National Youth Service corpers. They were hunted down by aggrieved mobs and even states had to organize rescue missions for their citizens. Countering protests that the nation owed a special duty of protection to her youth, especially those who are co-opted to serve the nation in any capacity, El Rufai’s comment then was: No life is more important than another. Today, that statement needs to be adjusted, to read perhaps – apologies to George Orwell: “All lives are equal, but a cow’s is more equal than others.”

This seems to be the government view, one that, overtly or by implication, is being amplified through act and pronouncement, through clamorous absence, by this administration. It appears to have infected even my good friend and highly capable Minister, Audu Ogbeh, however insidiously. What else does one make of his statements in an interview where he generously lays the blame for ongoing killings everywhere but at the feet of the actual perpetrators! His words, as carried by The Nation Newspapers:

“The inability of the government to pay attention to herdsmen and cow farming, unlike other developed countries, contributed to the killings.” The Minister continued:

“Over the years, we have not done much to look seriously into the issue of livestock development in the country….we may have done enough for the rice farmer, the cassava farmer, the maize farmer, the cocoa farmer, but we haven’t done enough for herdsmen, and that inability and omission on our part is resulting in the crisis we are witnessing today”

No, no, not so, Audu! It is true that I called upon the government a week ago to stop passing the buck over the petroleum situation. I assure you however that I never intended that a reverse policy should lead to exonerating – or appearing to exonerate – mass killers, rapists and economic saboteurs – saboteurs, since their conduct subverts the efforts of others to economically secure their own existence, drives other producers off their land in fear and terror. This promises the same plague of starvation that afflicts zones of conflict all over this continent where liberally sown landmines prevent farmers from venturing near their prime source, the farm, often their only source of livelihood, and has created a whole population of amputees. At least, those victims in Angola, Mozambique and other former war theatres, mostly lived to tell the tale. These herdsmen, arrogant and unconscionable, have adopted a scorched-earth policy, so that those other producers – the cassava, cocoa, sorghum, rice etc farmers are brutally expelled from farm and dwelling.

Government neglect? You may not have intended it, but you made it sound like the full story. I applaud the plans of your ministry, I am in a position to know that much thought – and practical steps – have gone into long-term plans for bringing about the creation of ‘ranches’, ‘colonies’ – whatever the name – including the special cultivation of fodder for animal feed and so on and on. However, the present national outrage is over impunity. It rejects the right of any set of people, for whatever reason, to take arms against their fellow men and women, to acknowledge their exploits in boastful and justifying accents and, in effect, promise more of the same as long as their terms and demands are not met. In plain language, they have declared war against the nation, and their weapon is an undiluted terror. Why have they been permitted to become a menace to the rest of us? That is the issue!

They freely admitted the killings but justified them by claims that they had lost their cattle to the host community. It is important to emphasize that none of their spokesmen referred to any government neglect, such as refusal to pay subsidy for their cows or failure to accord them the same facilities that had been extended to cassava or millet farmers. Such are the monstrous beginnings of the culture of impunity. We are reaping, yet again, the consequences of such tolerance of the intolerable. Yes, there indeed the government is culpable, definitely guilty of “looking the other way”. Indeed, it must be held complicit.

Villages have been depopulated far wider than those outside their operational zones can conceive. They swoop on sleeping settlements, kill and strut. They glory in their seeming supremacy. Cocoa farmers do not kill when there is a cocoa blight. Rice farmers, cassava and tomato farmers do not burn. The herdsmen cynically dredge up decades-old affronts – they did at the 2016 Benue “peace meeting” to justify the killings of innocents in the present - These crimes are treated like the norm. Once again, the nation is being massaged by specious rationalisations while the rampage intensifies and the spread spirals out of control. When we open the dailies tomorrow morning, there is certain to have been a new body count, to be followed by the arrogant justification of the Myeti Allah.

The warnings pile up, the distress signals have turned into a prolonged howl of despair and rage. The answer is not to be found in pietistic appeals to victims to avoid ‘hate language’ and divisive attributions. The sustained, killing monologue of the herdsmen is what is at issue. It must be curbed, decisively and without further evasiveness.

Yes, Jonathan only saw ‘ghosts’ when Boko Haram was already excising swathes of territory from the nation space and abducting school pupils. The ghosts of Jonathan seem poised to haunt the tenure of Mohammed Buhari.

Buhari is the father of Modern corruption
Politics › Whose ‘Handiwork’ Is Kaduna-Abuja Rail? Obasanjo Or Jonathan? by erunz(op): 2:54pm On Jan 08, 2018
On Thursday, President Muhammadu Buhari was in Kaduna state to inaugurate new coaches and locomotives for the Abuja-Kaduna train service.

The president, after the inauguration, took a train ride from Rigasa to Kakuri on the outskirts of Kaduna to inaugurate Nigeria’s first inland dry port.

Commenting via Twitter, Ben Murray Bruce, senator representing Bayelsa east, asked Buhari to thank ex-President Goodluck Jonathan for availing him the opportunity to ride on the train.

Bruce said the rail system in question was “entirely” Jonathan’s achievement.

But Nasir el-Rufai, Kaduna state governor, replied Bruce, saying the administration of former President Olusegun Obasanjo – “which Jonathan was not part of” – initiated and raised funds for the project.

But Bruce stood his ground, challenging el-Rufai to a public debate on the issue.

In August 2017, a similar controversy had risen as to who approved the rail lines from Kano to Daura and Jibia local government areas of Katsina.

Just like the Daura-Jibia, Kano-Lagos rail lines, the Abuja-Kaduna is not a new initiative. It is in a plan approved by Jonathan, which Buhari is now implementing.

So, whose project is really the Abuja-Kaduna railway system?
FACT 1: OBASANJO CONCEIVED THE PROJECT

On October 9, 2006, Obasanjo said “no nation has achieved holistic development without a coherent, integrated, efficient and reliable transportation system” while setting out his vision for the revitalisation of Nigeria’s 3500km rail network.

The grand plan is summed as the Lagos-Kano standard gauge modernisation project. The contract was awarded to China Civil Engineering and Construction Co (CCECC), for $8.3bn, to be funded with a soft loan of from China.

However, due to funding problems, it was later redesigned to be executed in standalone segments and the existing 1,124km narrow gauge Lagos-Kano line was rehabilitated.

Bruce says Jonathan deserves the ‘entire’ credit

The Abuja-Kaduna segment is the first to be implemented as part of the standard gauge project.

Obasanjo added that a new line would be built for 100km from Minna to Abuja, continuing for 205km beyond the capital to Kaduna. He also said phase II would see reconstruction of the Port Harcourt-Jos route.

The agreement with CCECC was done that month.
FACT 2: YAR’ADUA STALLED IT

However, in November 2007, the Yar’Adua administration stopped the project due to “paucity of fund”.

Diezani Alison-Madueke, then minister of transportation, announced that the programme was “posing challenges to the current administration”.

The intention to source funding from the country’s excess crude account had “constitutional limitations”, she said, and an anticipated $1.28bn loan from China “crashed for a number of reasons”.

Yar’Adua was worried that the first payments were made without appropriation and there was no engineering design in place, according to a senior official in his administration who spoke with TheCable off-record.

El-Rufai says it was Obasanjo’s idea

“Yar’Adua insisted that the proper thing must be done, and even invited the respected geographer and urban planning expert, Professor Akin Mabogunje, to a meeting to discuss how the entire rail system could be modernised,” the former official said.

The Abuja-Kaduna project was then finalised in 2009. The contract for building the new line was awarded in December 2010.

Yar’Adua was in power then, even though he was battling health issues, and Jonathan was his deputy.
FACT 3: JONATHAN STARTED THE PROJECT

According to Railway Technology, the construction of the Abuja-Kaduna rail line started in February 2011 and was completed in December 2014.

Jonathan was acting president from February to May 2010 and president from May 2010 to May 2015.

The Abuja-Kaduna segment is the first to be implemented as part of the Lagos-Kano standard gauge project under the first standard gauge railway modernisation projects (SGRMP) in Nigeria.

In October 2014, the federal executive council (FEC) approved $6.6 million for the procurement of two locomotives for the Abuja- Kaduna rail.

After Jonathan assumed power upon winning the 2011 presidential election, he initiated the high-speed rail project.

In 2014, it was rated by KPMG, one of the leading consulting firms in the world, to be among the global top 100 world-class infrastructure projects.

The rail will connect Lagos, Kano, Kaduna, Warri, Bauchi, Abuja, and Port Harcourt and will cost the country $13 billion, much of which will be financed with a loan from the Export Import Bank of China.

The China Railway Construction Corporation secured the contract to build the 3,218km network, which will be digitally operated using fibre-optic cables, radio communication and wireless services.

The project is designed to cover 54 stations and will take 25 years to build.
FACT 4: BUHARI IS COMPLETING THE PROJECT

The Jonathan administration could not have lasted 25 years, given Nigeria’s four-year term for presidency. At most, he might have won his 2015 re-election bid and would have spent nine years in power.

As government is a continuum, the project did not fade with the end of his tenure. Buhari took over and is finishing what Jonathan started.

The 187 km standard gauge line between Kaduna and Abuja was inaugurated by Buhari on July 26, 2016, with standard gauge railway tracks from Idu, near Abuja, to Kaduna in the north-western region of Nigeria.

It has ten stations and features both passenger and cargo trains.

Senate President Bukola Saraki had said the launch is “indeed an epoch-making event as it pushes Nigeria closer to achieving economic diversification by bridging the gaps in our nation’s infrastructure”.

And upon the completion of the rail line, Buhari travelled to Kaduna to inaugurate it.

The inauguration is no longer within the powers of Obasanjo and Jonathan, even though they had worked on the project before Buhari.
THE ABUJA LIGHT RAIL VS THE ABUJA-KADUNA RAIL SYSTEM

With nine intermediate stations, the Abuja-Kaduna trains run at a maximum speed of 100 km/h. At its southern end, the line terminates at Idu, about 20km from central Abuja, where there will be an interchange with the Abuja light rail, a 78km intra-city rail line.

The Abuja light rail is a different project from the Abuja-Kaduna rail line, but still part of the grand plan birthed by the Obasanjo-led administration.

While the Abuja-Kaduna rail line will connect Lagos, Kano, Kaduna, Warri, Bauchi, Abuja, and Port Harcourt, the Abuja light rain will run only within the capital city.

The first phase of the Abuja light rail project will connect the city centre to Nnamdi Azikiwe International Airport, stopping at the standard gauge railway station in Idu.

The project was 90 percent complete as of March 2017 and was supposed to be launched in December of the same year.
CONCLUSION

When the roads of three streets merge to form a crossroad, the meeting point belongs to all of the streets or none of them. Such is the case with the Abuja-Kaduna rail system.

However, Jonathan did the major part of the work and deserves a bigger chunk of the cake of acknowledgement. If he had not pursued the project, maybe Buhari would not have had to complete it.

Politics › Malami Asks Court To Stop Senate Probe Of Maina’s Recall by erunz(op): 2:48pm On Jan 08, 2018
Abubakar Malami, attorney-general of the federation, has filed a suit before a federal high court in Abuja, seeking to stop the senate from probing the reinstatement of Abdulrasheed Maina into the civil service.

TheCable understands that the suit has been assigned to Binta Nyako, a judge of the federal high court, Abuja.

Senate’s decision to conduct a forensic investigation instigated Malami’s court action, sources in his ministry told TheCable.

Maina, former chairman of the presidential task force on pension reforms, was recalled and deployed to the ministry of interior under controversial circumstances.

Amid the outcry of the news of his reinstatement, President Muhammadu Buhari ordered his sack and asked Winifred Oyo-Ita, head of the civil service of the federation, to probe the embarrassing situation.

TheCable had published documents which showed the involvement and full knowledge of Oyo-Ita, Malami and Abdulrahman Dambazau, minister of interior, in Maina’s reinstatement.

The federal civil service commission dismissed Maina in 2013 for absconding from duty following a recommendation by the office of the head of service.

He was accused of being involved in pension fraud running into over N100 billion. After an investigation by the senate joint committee on public service and establishment and state and local government administration, a warrant of arrest was issued against him.

Subsequently, the police declared him wanted and he went into hiding. He reportedly fled to the United Arab Emirates (UAE). It was after his long absence from office that he was dismissed.

On October 24, the senate mandated its committees on public service, internal affairs, anti-corruption, establishment and judiciary to probe the circumstances of Maina’s return to the country and the public service.

But Malami has asked the court to determine if the national assembly has the right to probe issues relating to the “employment, attendance at work, disengagement, reinstatement and or promotion of a civil servant”.

According to documents seen by TheCable, the attorney-general is asking the court to among other things declare that: “the employment, attendance at work, disengagement, reinstatement and or promotion of a civil servant are matters outside the exclusive and concurrent legislative lists contained in the Constitution of the Federal Republic of Nigeria 1999 (as amended).

“That the national assembly cannot legitimately regulate the employment, attendance at work, disengagement, reinstatement and or promotion of a civil servant, which are matters exclusively within the purview of the Federal Civil Service Commission under the Constitution of the Federal Republic of Nigeria1999 (as amended).

“The national assembly lacks the legislative competence to investigate the employment, attendance at work, disengagement, reinstatement and or promotion of a civil servant which are matters exclusively within the purview of the Federal Civil Service Commission under the Constitution of the Federal Republic of Nigeria1999 (as amended).

“The power of investigation vested the national assembly by section 88 (1) of the Constitution of the Federal Republic of Nigeria 1999 (as amended) is limited and such that can only be exercised within the confines of Section 88 (2) of the Constitution of the Federal Republic of Nigeria 1999 (as amended).

“The plaintiff as the chief law officer and minister of justice of the federation is bound to ensure compliance by the Federal Government of Nigeria and or any of its cognate organs/agencies with the express or implied contents of extant Judgements and Orders of competent courts in Nigeria.

“The defendant cannot constitute itself into a quasi-appellate court, tribunal or panel with a view to reviewing any executive action taken in compliance with the adverse judgment in the said Suit No: FHC/ABJ/CS/65/2013.”

The house of representatives is also probing Maina’s recall.

When he appeared before the panel of the lower legislative chamber in November, Malami denied his involvement in Maina’s recall.

He also accused federal lawmakers of being part of pension fraud.

Politics › More APC Members Defect To PDP In Niger by erunz(op): 1:36pm On Jan 04, 2018
From Ahmed Tahir Ajobe, Minna

Over a thousand members of the ruling All Progressives Congress (APC) Tuesday defected to the opposition Peoples Democratic Party (PDP) in Mashegu, one of the local government areas (LGAs) in Zone C, where the incumbent governor, Abubakar Sani Bello, hails from.

The ceremony for the decampees, who cut across all the wards in the LGA, took place at the Government Secondary School Saho-Rami.

The Tuesday defection was the second within the last three months as many APC members decamp to the PDP at the governor’s home country of Kontagora.

Receiving the defectors, a former speaker of Niger State House of Assembly, Muhammad Muhammad Alkali, and a former commissioner for Religious Affairs in the cabinet of former Governor Muazu Babangida Aliyu, Alhaji Shehu Haruna Kumbashi, said the defection was a testimony that the APC administration had failed the people.

They promised that the PDP would carry everybody along as a family, adding that the party had learnt from its mistake and was ready to reclaim power from the ruling APC.

Speaking on behalf of the defectors, Malam Manir Muhammad, said they took the decision to rejoin the PDP because Governor Sani Bello had reneged on his promise to address the infrastructural challenges facing the LGA which necessitated their support for him.

Muhammad said the governor could no longer make any significant impact in the council within the next one year going by the fact that there was no budget provision to address the deplorable condition of the roads and the lack of power supply in most communities in the council.

“It is disheartening that having promised to address infrastructural problems in our council, which led to overwhelming support for the governor, who is from our zone, he abandoned us,” he said, adding that “we are better off under the PDP and that is why we have rejoined the party.”

Also speaking, the PDP chairman in the council, Malam Sani Musa, said the defection was also a sign that the PDP was poised to retake the power it “temporarily lost” in 2015.

Nigeria

The Nigerian All-Share index is still miles below record highs set in early 2008, but a 43% rally in 2017 has helped to close the gap.

The index suffered mightily in 2015 and 2016 as low oil prices, militant attacks, currency troubles, elections and Ebola hit investor sentiment.

But oil prices have moved higher, the central bank has made it easier to swap currencies and the economy has snapped out of recession
, explained Zin Bekkali, founder and CEO of Silk Invest.

Many analysts are optimistic that stocks could keep rising in 2018.

"If you look at where we stand today, the [Nigerian] market is still one of the cheapest markets on the planet," said Bekkali.
Politics › Fuel Crisis May Linger As NNPC Shuns Private Depots by erunz(op): 2:34pm On Dec 27, 2017
Nigerians could face more days of fuel scarcity due to the inability of the Nigerian National Petroleum Corporation (NNPC) to supply products to private depots.

Many depot owners who spoke with The Guardian yesterday complained they were not getting allocations from the NNPC, making it difficult for them to release products to retail stations.

The owners, who used to import 65 per cent of products before the NNPC assumed the role of sole importer, said they would only bring in supplies if the Federal Government resumed the payment of subsidy.

The Depot and Petroleum Products Marketers Association (DAPMA) members noted that the landing cost of Premium Motor Spirit (PMS) in Nigeria, based on the current exchange rate of N306, is about N170 per litre, stressing they must resort to subsidy, a policy already jettisoned by the Federal Government.

The Group General Manager, Group Public Affairs Division of NNPC, Ndu Ughamadu, however, insisted the corporation has imported more than enough products to meet national demand.

He said: “The depot owners are not importing products and they now depend on NNPC. The truth is that the corporation would have to give priority to its depots all over the country before considering private depots. You are aware that we also have our retail stations to supply.”

He assured the nation of NNPC’s commitment to importation, adding: “NNPC is on top of the situation and we believe that queues will be over in the next few days.”

Speaking with The Guardian yesterday, DAPMA Executive Secretary, Olufemi Adewole, said there were no products in members’ tanks. “If the products are offshore, then surely, they cannot be considered to be available to Nigerians,” he said.

On why the association stopped the importation of petroleum products, Adewole said: “We all know that we presently run a fixed price regime of N145 per litre for petrol. Without any recourse to subsidy claims, however, we have no control on the international price of crude oil. Current import price of petrol is about N170 per litre. NNPC, which absorbs the attendant subsidy on behalf of the Federal Government, is the importer of last resort.

“We understand that NNPC meets this demand largely through its Direct Sales Direct Purchase (DSDP) framework. However, due to price challenges on the DSDP platform, some participants in the scheme failed to meet their supply quota of refined petroleum product, especially petrol, to NNPC. This is the main reason for this scarcity.

“Some people have blamed marketers for hoarding products. Unfortunately, this is so far from the truth. Hoarding is regarded as economic sabotage and we assure all Nigerians that our members are not involved in such illicit acts.”

The Deputy Manager, Communications, Department of Petroleum Resources (DPR), George Ene-Ita, told The Guardian that his agency has so far accosted over 20 percent of filling stations across the country for various offences during the scarcity. “We have been in the field to ensure there is no hoarding by retailers. The idea is not to shut down any filling stations but to ensure that products of any erring retailers are distributed free to consumers,” he said.

The NNPC is currently defraying about N1.523 billion, which is N26 per litre on 52 million litres of petrol Nigerians consume daily. The Guardian learnt from industry sources yesterday in Abuja that this has been the practice for the past two months.

Mr. Ndu Nghamadu, said daily consumption has risen above the 34 million per day displayed in the PPPRA template in 2016. He explained that the high figure might have been caused by hoarding and diversion.

Meanwhile, industry experts have faulted the claim by Vice-President Yemi Osinbajo that the NNPC bears the brunt of the current subsidy.

A former Special Adviser to General Abdulsalami Abubakar and former Vice Chairman of the Oil and Gas Sector Reform Implementation Committee (OGIC), Dr. Mohammed Ibrahim, said: “Part of the crisis in the energy sector is for the country to define who owns the NNPC. Is it owned by the Federal Government or the federation of Nigeria? When the Vice President said it is the NNPC that is paying the subsidy, it is confusing. As far as I know, the NNPC is supposed to be owned by the federation of Nigeria and not the Federal Government of Nigeria.”

He added: “In 1998, when I was Special Adviser to General Abdulsalami Abubakar, we developed a policy that sought to break the monopoly of the NNPC in the supply of fuel to the country. That policy culminated in the emergence of the private sector into the system. But when the Buhari administration arrived, it came with the belief that building strong personalities is better than building strong institutions. A deliberate policy was put in place that ensured the NNPC became a monopoly. In as much as the current system is maintained, Nigeria will never get out of the present fuel crisis.”

On his part, the Director of Emerald Energy Institute, University of Port Harcourt, Prof. Wumi Iledare, identified exchange rate parity, importation of petroleum products and non-appointment of energy experts to advise President Buhari as major reasons the crisis in the downstream sector of the petroleum industry might not disappear soon.

Politics › APC Senator: Why Hurry Over 2018 Budget When 2017 Hasn’t Achieved Anything by erunz(op): 4:50pm On Dec 19, 2017
Adeola Olamilekan, an All Progressives Congress (APC) senator from Lagos state, says there is no need to hurry over the 2018 budget.

President Muhammadu Buhari presented a budget proposal of N8.6 trillion before the national assembly in November, expressing hope that it would be passed before the end of the year.

Udoma Udoma, minister of budget, has also spoken of the wish of the government to revert to the January-December budget cycle.

Olamilekan said it is unfortunate that the executive set an end of the year target for the legislature to pass the budget when the lawmakers do not have adequate information.

He spoke while contributing to a motion sponsored by Bala Na’Allah, deputy majority leader of the red chamber.

“There is no need to speed up work on 2018 because the 2017 budget has not performed anything,” he said.

“It is unfortunate that the set target to pass this budget before the end of the year is not visible.

“How can we consider 2018 budget without knowing the performance of 2017 budget, it’s an aberration and if you look at the documents of these MDAs, the facts are there. There are no clear calls in the 2017 budget to compare the 2018 budget.

“There in, you find out that the performance of the budget, there is nothing to write home about and there is no basis for us to rush.

“What we have before us those not show us that this executive is ready for this budget to be passed. The 2017 budget has not performed anything. There is need for us to be in hurry.”

On his part, Mathew Urhoghide, senator representing Edo south, said consideration of 2018 budget should be put “at bay because this executive is not serious”.

“If this executive is serious about 2018 budget, let them give us information about capital expenditure,” he said.

“Mr President the two ministers appeared before the joint committee and they gave us a document of all the releases they had made to all the MDAs and I think this meeting held three months ago the figures given were about 10 percent of the total capital expenditure and that another and of course another 100 billion was going to be given to ministry power, works and housing bringing it to N450 billion and they had mentioned in that session that earlier in the year they had extended the 2016 capital expenditure in to the first few months of 2017.

“If you look through the performance of 2017 as presented by some of the MDAs, there is really nothing to present, for personnel expenditure many of them are still complaining that what was appropriated to them is not enough, overhead of 2017 is worse as capital expenditure, so that many of the MDAs were not working on daily basis.”

Abdulrasheed Maina, embattled former Chairman of the defunct Presidential Pension Task Team, has declared that the acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu knows his whereabouts.

Maina said the EFCC boss is aware that he is in Nigeria and working with the anti-graft agency to apprehend pension thieves.

The embattled former Pension boss made the claim while reacting to a question that Magu went on air saying he would go to Dubai, United Kingdom, UK, America and ensure he was arrested and brought back to face justice.

Speaking with The Sun, the elusive ex-Pension boss said, “That day I laughed. You know why I laughed. I laughed because Nigerians were being taken for a ride. How could Magu that I respect so much say that?

“But he lied. How can you say you are going to fetch me in Dubai, USA, UK when you know I am here in Nigeria with you. When you know I have been in Nigeria for ages.

“When you know I have been working with you; common, common. I am tired of this and I feel I am not getting justice.”

…Challenges Information Minister Lai Mohammed to come clean
…says APC employing diversionary tactics to deceive Nigerians on planned $1bn withdrawal from ECA
…Says APC should address issues raised

By Anthony Ogbonna

The opposition Peoples Democratic Party, PDP, has challenged the ruling All Progressives Congress, APC, party and the Minister of Information, Alhaji Lai Mohammed to deny that the APC’s 2015 presidential campaigns were not funded with stolen money from Lagos and Rivers states.
PDP
PDP

The opposition party also described as a diversionary tactic employed by APC and Mohammed to deceive Nigerians, a statement saying PDP is rebranding with stolen funds.

A statement signed by the PDP National Publicity Secretary, Kola Ologbondiyan, on Sunday, however said that APC should rather address issues it (PDP) raised on why the planned withdrawal of $1bn from the Excess Crude Account, ECA, to fight Boko Haram insurgency is a ruse.
Lai Mohammed

PDP also described as inexcusable, the move to withdraw the said $1bn from ECA, maintaining it is an attempt to pilfer the country’s funds by APC to finance partisan activities.

The statement also said that haven failed Nigerians, especially by subjecting them to untold hardship, the APC has resorted to a renewed “wild allegations and cheap blackmail against the PDP” in another wave of attempts to divert the minds of Nigerians away from its failed governance.

The PDP, which insisted that the Federal Government must address the issues it raised, noted that “the attempt by the APC Federal Government to divert attention from the fraud, by resorting to unsubstantiated allegations against the PDP only reinforces its manipulative tendencies and arrogant spurn to the sensibilities of Nigerians.”

It said only the APC-led government has access to public funds in the country and hence, there is no way PDP could be rebranding with stolen funds.

Challenging Mohammed to explain the sources of APC’s 2015 campaign funding, the PDP also demanded the APC-led federal government to come clean on the issue of the $1bn Excess Crude money.

The statement partly reads thus: “such wild allegation was only intended to divert public attention from the heavy sleazes under the current administration, the latest being the moves to use the fight against terrorism as a conduit to siphon public funds for partisan purposes”.

“The Federal Government has failed to address issues raised by the PDP and majority of Nigerians, including APC members, who cannot fathom how this administration would want to expend N365bn on fighting insurgents it claimed had been technically defeated.

“It is indeed appalling that rather than being remorseful, the APC Federal Government has renewed its wild allegations and cheap blackmail against the PDP.

“It is a clear to all that the PDP do not have access to public funds and cannot be rebranding with stolen money. Instead, we are rebranding on the grace of the general goodwill of Nigerians who have suffered untold hardships in close to three years of APC government.

“While we understand the nervousness of the APC Federal Government over our rebranding and the renewed popularity of the PDP, which has signaled their inevitable death knell, resorting to outlandish allegations will not help them as Nigerians have since seen through such old-fashioned propaganda and gimmicks.

“We are however not surprised by this diversionary and deceptive approach from the APC government; a government whose officials have since become notorious for dishing out falsehood to Nigerians to cover their incompetence and corrupt tendencies.

“This is the same minister of information, who in a press conference in Abuja, in 2016, promoted allegations that 55 people stole a total of N1.34 trillion; that 5 former governors stole N146.8 billion; that 4 former ministers stole N7 billion. All these have remained unsubstantiated.

“While we challenge this Government to come clean on the issue of the $1bn Excess Crude money, we also challenge the minister of information to comment on allegations that the APC funded its 2015 presidential campaign with stolen public funds, particularly from Lagos and Rivers states.

“He should also waste no time in commenting on allegations of corruption against their former SGF, Babachir Lawal, the Mainagate and other heavy sleazes going on unabated under the current APC-led administration.”

Politics › Northern Govts, Varsities Denying Christians Jobs, Admissions —ECWA by erunz(op): 12:42pm On Dec 18, 2017
Friday Olokor, Jos

The Evangelical Church Winning All has alleged that higher institutions in the North have been denying Christians admissions into professional courses while Christians have also been denied employment on account of their religion.

ECWA also expressed concern over the activities of Fulani herdsmen in the country with a call on the Federal Government to explain why no conviction had been secured against perpetrators.

The church also said contrary to the claim by the government that it had technically defeated Boko Haram terrorists in the North-East, the orgy of violence had increased, witnessing the killing of residents on a regular basis.

These were part of the 10-point observations made by ECWA and contained in a communiqué signed by its President, Dr. Jeremiah Gado, and the General Secretary, Rev. Yunusa Nmadu, after its five-day Pastors International Conference, held at Bingham University, in New Karu, Nasarawa State.

The communique was obtained by journalists in Jos on Sunday.

The church also accused the federal and nothern state governments of orchestrating retrogressive plots against Christianity through deliberate denials of candidates of Christian extraction admission into professional courses in tertiary institutions, especially universities.

ECWA stated, “We have noticed with great dismay the negative happenings in our country, especially the northern part of this country. It is the issue of admission into universities and other tertiary institutions, whereby qualified candidates are refused entry on the basis of their faith especially into professional courses.

“This does not augur well for national unity nor does it promote the tenet of equity and fairness. Many Christians have complained and we see this happening in many universities and other tertiary institutions of the North. We challenge the federal and state-owned institutions to publicly publish the list of those offered admissions.”

The church also accused the federal and northern state governments of denying Christians employment on the basis of their faith.

“Closely related to this is the issue of employment, where again, many qualified persons are denied employment on the basis of their faith. As a denomination, we condemn these practices and call on the Federal Government to check these happenings as they constitute a grave threat to the unity of our dear country,” it said.

ECWA also threw its weight behind the calls for the restructuring of the country, describing the development as a “noble one.”

The church stated, “The recent call for the restructuring of our nation ‘Nigeria’ is a noble one. As an indigenous church, we are aware of the injustices that have created dissatisfaction among the Nigerian people. We believe that the only way to maintain our corporate identity, as one indivisible nation, is to restructure and promote equity and the enforcement of the rule of law.

“This restructuring might not necessarily be done in the way that people are suggesting; but we need a restructuring that is based on the foundation of equity and honesty where everyone is treated equally. We need to return to the ideals of our founding fathers so as to keep the nation moving.”

While also raising the alarm over the abduction and giving out of underage Christian girls into marriage by force to people “most times old enough to be their fathers,” ECWA called on the Federal Government to check the trend which it best described as “evil practice.”

It added, “The Fulani herdsmen emerged from nowhere and continue to unleash mayhem on innocent citizens in the central and other parts of this country. The silence of government in this regard leaves so much to be desired. It seems approval has been given by the government. If not, why has there not been any conviction in a court of law?

“The federal and state governments should be proactive and be up to their game of protecting lives and properties. A renowned Islamic leader, speaking on the Numan killings in Adamawa State, opined that the killings of the Fulani must be handled properly or else the worst could happen.

“As a denomination, we want to support the clamour for ranching rather than open grazing so as to reduce the constant clashes between the farmers and herdsmen.”

According to the communique, the North-East is experiencing increase in the killings of people by Boko Haram terrorists, who feel they have the right to take lives even without provocation.

“The government had informed the populace that it had curtailed the activities of this terrorist group. But it appears it has not been able to do so as the terrorist group continues to unleash their mayhem on innocent citizens in the north-eastern part of Nigeria,” it said.

Abdulrasheed Maina, embattled former Chairman of defunct Pension Reform Task Force Team, PRTT, has alleged that bigger names involved in the looting of public funds are in the Presidency with President Muhammadu Buhari.

Maina, who made the allegation also maintained that the anti-corruption fight championed by the Buhari-led government has not achieved result because those around him are lying to him.

Speaking with The Sun, Maina said, “The unfortunate thing is that some people around him (President) whom he has trusted are lying to him. I can attest to this and I can give you instances and documentary evidences. People portray themselves as if they are saints. It is a lie; they are not. We know it and that is why they are after my life.

“Why is it that the former SGF and other big personalities accused of stealing monies, including big personalities in the Villa, nobody is talking about them? Maina who is just a deputy director whom the Minister of Justice has said the DSS has cleared of any wrongdoing.

“The National Security Adviser has cleared me of any wrongdoing. His office has also cleared me. The Senior Special Assistant to the President on Prosecution has cleared me of any wrongdoing and that I have no case to answer and then a small unit under the ministry will come and start fighting me for N2.1 billion.

“So are we trying to fight corruption in Nigeria or diverting attention by lying to Mr. President? Listen to me, Mr. President would have achieved more than what he has achieved. But because they are lying to Mr. President because they hate Maina, he won’t be able to achieve more.

“You hate me. I know why you hate me. You hate me because I am somebody who is bold. I know how to fetch the money. I know how to follow the money. We have talented people in Nigeria. Let’s start harnessing these talents and stop all these bickering and stuff out of the system. Nigerians have elected a very decent man as president and has given you the trust, please stop lying to him. Speak the truth and let’s move forward. We have so much to recover.
