Nigeria’s Ambassador to the Royal Kingdom of the Netherlands, Dr (Mrs), Nimota Akanbi, has emerged as the first president of the Diplomatic Council for Africa under the umbrella of the Diplomatic Council International.

This follows her recommendation for membership of Diplomatic Council International by Ambassador Buddha Athauda of Sri Lanka.

In her acceptance speech, Ambassador Akanbi said she found the ideals and objectives of the Diplomatic Council in tandem with African culture.

She disclosed that developing friendly relations among nations would ensure global peace and freedom.

“Developing friendly relations among nations will ensure global peace and economic prosperity for the benefit of the whole world,” she said.

Ambassador Akanbi argued that due to complexities of the world today, there is the need to pool resources and experiences from a wide range of human endeavour to address global challenges.

While reiterating her commitment to serve selflessly, the diplomat said that no continent required the services and activities of the Diplomatic Council more than Africa.

“This is because of the prevalence of wars, conflicts and crises in the continent,” she said.

Akanbi explained that the progress in economic development recorded in the continent in the last five years may be reversed, if conflicts and crises prevalent in the continent werwe not addressed.

She however, promised to work hard and explore ways of promoting peace and economic growth in Africa.

The diplomat called on Nigerians in Diaspora and at home to continue to support the transformation agenda of President Goodluck Jonathan.

CUES FOR OTHER STATES AS LAGOS TACKLES OMO ONILES
Other states in the country, especially those in the South-West have been enjoined to borrow a leaf from Lagos State which has recently embarked on moves to outlaw activities of indigenous land speculators, popularly known as omo oniles.
Omo oniles have been described as a pain in the neck of land developers and would-be house owners in the state, as they often serve as a great disturbance to private development of houses.
However, as the Lagos State government has come up with various ideas to eradicate the activities of this group of people once and for all, same cannot be said of other states in the country, especially Ogun and Oyo states which share boundaries, proximity and certain attributes with Lagos State.
Property and Environment recalls that recently, members of the Lagos State House of Assembly started deliberations on a bill seeking to frustrate and criminalise the activities of omo oniles and also regulate the activities of agents dealing with issues of land in the state.
Available reports show that activities of omo oniles generally revolve round demanding for money from developers (apart from the money that has already been paid for a piece of land itself) for other noticeable developments that are about to be carried out on a building, such as decking and roofing. The reports were corroborated by a cross section of Lagosians who recently narrated their experiences to Property and Environment.
When narrating his experience, a Lagos resident, Mike Alao, said he had attempted to buy a plot of land in Ikorodu sometime in 2003 for N220,000, only to be told later by his agent that omo oniles would also have to be paid another 85,000, thereby making the total sum he was to pay N305,000.
“If you want to lay the foundation of your house, omo oniles must collect money. You want to do decking, you must settle them; you want to roof your house, you must pay them as well. Sometimes, even if you want to dig a well or a borehole, you will be requested to ‘drop something,’ let alone if you intend to build a fence round your house,” said Mr Alao.
Sharing a similar opinion, another resident, Abraham Ogooluwa, said: “If you do not pay, they will harass you and your labourers and seize all their equipment. There is no way you can buy land from anyone without paying the omo oniles.
“The amount they collect often depends on a number of factors such as an individual’s rapport with them, bargaining skills and how much one is willing to go into litigation with them. But in most instances, a developer will end up parting with something.”
Speaking about the omo oniles’ menace and the Lagos State government’s quest to put a stop to it, an Ikeja-based lawyer, Desmod Alimi, said: “The omo onile syndrome has been in existence for a very long time. It reflects a certain degree of lawlessness in our societies. We have them virtually everywhere, but the Lagos Government has shown that something can still be done about them. A second look and adjustment in our Land Use Decree will be a first step, to deal with the menace, while arresting perpetrators is another step.
“After necessary laws are put in place, serious enlightenment should be carried out, because without the law setting boundaries, omo oniles will, to a certain extent, find justification for what they do,” he noted.
In the meantime, it has also been suggested that the Lagos State government’s keenness on ending the menace of omo oniles within its territory should be a sign for the governments of other states, especially Ogun and Oyo, which are the two closest states to Lagos, to also buckle up and come up with laws that will tackle omo oniles in their respective states.
This has been pinned down on the notion that when omo oniles in Lagos are sent out of ‘business’ by the Lagos State government, it is not impossible that they migrate elsewhere (neighbouring states) and directly or indirectly team up with their fellow omo oniles in such states, thereby further wreaking more havocs in such states.
‘Drainage master plans, planning necessary for safe city’
In spite of the fact that Lagos State is below sea level, there are plans in place to properly drain it of water, thereby ensuring that it remains safe for all residents.
This was the view of the Commissioner for Physical Planning and Urban Development, Mr Oluwatoyin Ayinde, in an interview in Lagos recently.
According to him, there are master drainage plans in the state, and the state government is making efforts to ensure that those plans are followed. He disclosed that the drainage master plan was meant to identify water channels in the state, so that proper drainages could be created for them. “But when drainages that are meant to conduct water are blocked, it becomes very difficult for water to flow,” he stated, when stressing the need for denizens to deviate from the habit of dumping refuse in drainages.
The commissioner also used the avenue to elucidate on the stance of the state government on the state of some buildings considered not fit for habitation in the state. “Buildings that are distressed, dilapidated and in a state of disrepair and which pose a threat to lives and property are continuously being identified and listed,” he insisted, while advising the owners of such houses to bring down those houses themselves. He however added that if such people found it difficult to do this, the government could help them to do so, saying the government would not stand by and watch people taking suicidal decisions, or endangering the lives of others.
To achieve this, after identifying such buildings, he disclosed that the occupiers would be ejected, because, according to him, buildings don’t give any alert of an imminent collapse.
According to him, engineers are always invited to observe such buildings through visual assessment, while material testing scientists are often made to take samples from such buildings for necessary laboratory tests. Such tests, he disclosed, would reveal if the buildings were fit for habitation or not, while adding that this had been done for over 200 buildings in various parts of the state in the past.
Mr Ayinde further stated that as part of the means of achieving this, the state government had it in its programme to involve the private sector.
“We will continue to study buildings so as to stop the menace of building collapse in the state. Those who are constructing now would continue to be monitored,” he affirmed.
While also commenting on some of the laws guiding physical development exercises in the state, the commissioner again insisted that the aim of the existing urban development and control law was to ensure that effective monitoring of building construction in the state was carried out.
He declared that what his ministry was all about was to ensure proper physical development of the state. “That is why some plans, like the Lekki, Ikoyi and Alimosho master plans are already in place now, while that of Badagry was ongoing.
“The aim of planning is to order development. In planning, you have to solve problem, and part of such problems is congestion. If areas are really planned, you can direct the movement of vehicles,” Mr Ayinde argued. http://www.bssmobile.com

TWO weeks after the popular Ladipo Spare-parts Market in Mushin Local Council was shut down over poor sanitation, it was re-opened Monday amidst jubilation by traders, who had gathered around the market on daily, praying for the market to be re-opened.

On hearing the news, many of the traders started jubilating, thanking God that their days of trial were over, including a day the Mobile Police vans stationed at one of the entrance to the market, were driven out. Those who were sitting across the road and had been hanging around, drew closer to the market though there was no official statement from their leader.

When The Guardian approached one of them, he said: “We heard that the market has been reopened but we are waiting for our leader to come and address us.”

Minutes after the Police van drove out, the President of Odoaladura Traders’ Union, Mr. Jude Nwankwo addressed members of his unit, where he officially announced to them that the market had been reopened though trading activity would start the next day (today).

During the closure, many of the shops sitting close to the canal were pulled down, including those erected on roads or obstructing free flow of vehicular or human movement.

Lagos State Governor, Babatunde Fashola, had repeatedly said that before he would re-open the market, the traders must clean it and they had been doing that since he made the pronouncement till it was opened Monday.

When The Guardian visited the market on Friday, some of the traders were seen clearing heaps of refuse within the market and tidying up filthy spots.

Ever since the market was shut, many of the traders were always around, some even sitting on the median of the Apapa-Oshodi Expressway discussing the closure and other issues.

Before the closure, driving through the market was always a hectic one, as traders not only hawked on the road, some even displayed their wares on the road. Apart from this, some of the traders and their customers parked their cars on the road, thereby obstructing vehicular and human traffic.

The General Secretary, Odoaladura Traders Union of the Ladipo Market, Mr. Justice Uche Ogbonnaya told The Guardian that the past two weeks had been so difficult for many of his colleagues, with some begging to survive.

“When we came here two weeks ago, we met the whole place shut. Many did not have money in their pocket to eat, so they had to beg.

“ Some had to travel to the village because of this crisis. I thank God today; it is over.”

He said that many of the traders were always coming around because “they were anxious to see the market reopened.”

According to him, they have learnt to respect the law of the state to keep their environment clean.

“I also remember that in 1998, we signed an MOU with the state that there should be no double -parking on this road and street trading but our people were adamant. If you come here on a business day, it was always congested causing a lot of trouble for other road users.”

Ogbonnaya said that they were willing to abide by the law, including dealing with any member that contravenes the law.

“Since we have a general union over the entire market and a task force, if any person is found guilty, he or she would be penalized.”

It would be recalled that when Fashola and Commissioner for the Environment, Mr. Tunji Bello visited the market last Wednesday, he said the shops built along the canal were illegal, warning that until they were demolished to give enough space between shops and the canal, normal activities would not commence in the market.

In his earlier visit before Wednesday, Fashola frowned at the unkempt nature of the market and sternly warned that the only deciding factor to re-opening of the market was tidying up the entire market and ensuring that it conformed with modern market structure.

Addressing them, he said: “You have seen the error yourselves. All these shops erected along the canal pose a great threat as we are expecting heavy rain this year,” he said.

He asked the traders to collaborate with the local council with a view to ensuring that proper sanitation takes place in the market, which according to him, was the determining factor to commencement of activities as usual,” he said.

A trader, who simply called himself Roberts, said: “The closure of the market took us by surprise. Our business has been disrupted while money owed us by our customers are pending.”

Dexdee’s Benin golf resort underway
WORK is revving to completion at the Dexdee Golf Resort located Ekae, Benin City, the Edo State capital. It is located in a tranquil and natural environment barely 20 minutes from Ring Road within the city centre.

THE 11th edition of the Home and Office exhibition is billed to open this Wednesday, at the Lagos Country Club, G.R.A, Ikeja, Lagos, organisers of the event, Messrs. PR Distinction and NTA properties Investment Limited have said.

According to them, this year’s edition will showcase latest designs in home furniture, home appliances, interior decorations, house finishing materials, security gadgets, cleaning and safety equipment from various exhibitors. About 3,000 visitors are expected to attend the show.

Managing Director, PR Distinction, Mrs. Alero Edu, at a press briefing announcing the event last week, said the exhibition is targeted at government agencies & functionaries, procurement managers, (executives), high net worth individuals, estate developers, interior decorators, private & public organizations, the general public.

Some of the exhibitors are Blooms, Vava Furniture, Ferminiaro Ltd, Keep It Clean, Smartec, Sandtex Portlant Paints and Products Plc.

Also to showcase their products are Interieurs Henri Moweta, Home Royale, Raum Plus, Doshlaps among others.

Edu said the sponsor of the event Sandtex Portland Paints and Products Plc will be giving away lots of surprises/discounts and will host both visitors and exhibitions at the closing ceremony at the venue of the event.
