The United Nations Educational, Scientific and Cultural Organisation has released a shocking report indicating that one out of every five Nigerian children is out of school. In what is clearly a national disgrace for a country that is the world’s eight largest oil producer, the UNESCO Education for All Global Monitoring Report (EAGMR) says Nigeria holds the world record of having the highest number of its young people out of school. With approximately 10.5 million kids out of school, Nigeria dominates twelve other countries with which it accounts for 47 percent of the global out-of-school population. The other countries are Pakistan (5.1 million); Ethiopia (2.4million); India (2.3million); Philippines (1.5million); Cote D’Ivoire (1.2million); Burkina Faso (1million); Niger (1million); Kenya (1million); Yemen (0.9million); Mali (0.8million) and South Africa (0.7million). And of all these countries, UNESCO says Nigeria is among the four that has experienced the highest increase since 1999. “It (Nigeria) is one of only four among these twelve countries where the number increased in absolute terms,” the report noted. “It now accounts for almost one in five out-of-school children in the world.” Although, UNESCO officials blame the drop in school enrolment in some countries on the decrease in aid between 2010 and 2011, anecdotal evidence suggests that the monumental corruption at all levels of government might have worsened Nigeria’s case. In Nigeria, officials routinely steal funds appropriated for building classrooms, buying textbooks and implementing programmes that should bring more children to school. Recently some officials were indicted for stealing funds released to the nomadic education commission, an agency charged with the responsibility of getting Fulani herdsmen to enroll their kids in school. “This is a shame for our country,” says Femi Falade, a private school owner in Ijebu-Ode. “President Jonathan and state governors should bury their heads in shame.” In a statement Monday, Kate Redman, Communications Specialist, Education for All Global Monitoring Report (EAGMR), of UNESCO in Abuja, said the amount of aid to basic education Nigeria received in 2011 was 28 per cent lower than it received in 2010. “It is in the top 10 countries for the largest decrease in aid from 2010-2011.” It is not clear whether Ms. Redman was talking about aid from the Nigerian government or from donor agencies. The statement said new statistics showed that 57 million children were out of school globally in 2011, which was a drop of two million from 2010. It said that aid to basic education had decreased for the first time since 2002, adding that the world must move beyond helping children enter school to also ensure that they learnt the basics there. “Our twin challenge is to get every child in school by understanding and acting on the multiple causes of exclusion and to ensure they learn with qualified teachers in healthy and safe environments. It called on donors to renew their commitments so that no child was left out of school due to lack of resources. It also noted that funds were not directed to the regions and countries most in need, adding that only 1.9 billion dollars (about N296.4bn) was allocated to low income countries in 2011. The Federal Executive Council may approve the scrapping of 220 out of 541 federal parastatals, commissions and agencies by the time it concludes discussion on the draft White Paper on the report of the Stephen Oronsaye-led Presidential Committee on the Rationalisation and Restructuring of Federal Government Parastatals, Commissions and Agencies, which it started on Wednesday. Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, told journalists at the end of the meeting presided over by President Goodluck Jonathan that the council began a review of the draft White Paper produced based on the report. This confirmed The PUNCH's exclusive report on Monday that work had been concluded on the White Paper and that it was ready for presentation to FEC for deliberation. Abati was joined at the post-FEC press briefing by the Minister of Agriculture, Dr. Akinwunmi Adesina; Minister of Water Resources, Mrs. Sarah Ochekpe; and the Minister of Mines and Steel, Mr. Mohammed Sada. The presidential spokesman, who said there was no cause for anxiety in the government's bid to restructure for efficiency, said a White Paper Drafting Committee set up by the President accepted only 321 out of the 541 federal parastatals, commissions and agencies considered by the Oronsaye committee. "The Oronsaye Committee considered suggestions, recommendations from different quarters and in total, that committee looked at 541 federal parastatals, commissions and agencies. The white paper drafting committee, out of that, accepted 321; noted some recommendations and rejected some," the presidential spokesman said. He said the discussion by council members on the draft would continue during the next meeting. He said the exercise was not aimed at pushing anybody out of employment but to restructure in such a way that would make the government more efficient. Abati said, "At the end of the day, FEC will take final decision on this recommendation and when that is done, the White Paper will be made public. I don't think we should jump the gun, the thing to note is that all of this is being done to ensure efficiency, to reduce the cost of government, to avoid leakages and wastages and to make government far more effective in delivering quality service to Nigerians. "This is not targeted at pushing anybody out of work, this is not an exercise in making life difficult for anybody. This is just government restructuring for better level of efficiency. People should not be unduly anxious. "You can be assured that now that it is at the level of the FEC, work will be completed on it very quickly, the White Paper will be released and it will be implemented accordingly." Police in Utah say a St. George man charged with raping his unconscious neighbor claimed he put his penis inside her to "save her life." "He said he did place it inside of her to try and get her temperature up," reads the probable cause statement filed against 50-year-old Rodger William Kelly. When officers arrived at the victim's house on May 19th, they reportedly found Kelly inside the residence performing CPR. Kelly told the cops he had spotted woman lying unconscious outside her apartment and proceeded to bring her inside. He then changed her clothes and placed her on the bed. Kelly says he then held the woman and "attempted intercourse to warm her." It is unclear who phoned in the report of an unconscious person that prompted police to visit the residence. After coming to, the woman told police she believed she had been raped after finding bruising on her upper thighs. According to Kelly, he and the victim had slept together before, but the woman had since informed him that she was no longer interested in having sex with him. Kelly was arrested Friday and booked into Washington County Purgatory Correctional Facility on a charge of first-degree rape. The Ogun State Police Command, Sunday, said it has arrested one Dr. Babawale Joshua who owned Ajike Medical Centre at 11, Adeyemi Street, Saka, Sango Ota, for suspected ritual activities and disrespect to the corpse of a 13-month-old baby who died in his hospital, Saturday. According the Police Public Relations Officer, PPRO, for the state, Mr Muyiwa Ogunjobi, the police discovered that the boy's corpse was mutilated. He told newsmen that the eyes, tongue, two lips, two ears, private part, nails and the left hand and veins were cut off at the hospital. Father's account In his account of what happened, the child's father, identified as Obinna Oleh, a 35-year-old auto spare part dealer at Ladipo market, from Umunze village in AnambraState, said: "On Friday the 7th of June, my child took ill, my wife joined me to rush him to the hospital. "The next day, being Saturday, I came to see them at the hospital in the morning before going to my shop while the child was actually getting better then. "It was with this hope that I left for my shop thinking that at least before the end of the day, the child would have recovered fully. "But in the afternoon, my wife called to inform me that the baby's health had deteriorated, that I should rush home. When I got here, I met my child in a very critical condition. "I asked if any medication had been administered on him and my wife told me that the doctor gave him an injection that afternoon and that the child's stomach swelled after the injection. "The baby was practically abandoned by the hospital management in this condition until around 8p.m when he finally died. "As we attempted to carry the corpse, the nurse in charge said we had to clear our bills before we could take the body away. She also said she needed to call the Medical Director for the full amount we were to balance before they could release the corpse to us. "Mind you, we were not owing them before the baby died. We made some initial deposit prior to the baby's admission and treatment. So when the nurse came up with the balance payment issue, I was not in the mood to argue that with them. I took my wife and we left, with the intention of returning yesterday morning to clear what ever bill there was, and take our child for burial. "Also our pastor advised us to get a death certificate first before taking the corpse away for burial, so that we don't encounter any problems with the police. "We also needed to inform our kinsmen here about what happened. These were the reasons why we left the body of our baby at the hospital till the following morning. "But yesterday morning, I was having a meeting with my brothers on how to get a doctor's report on my child's death when the nurse called me to come over to the hospital, that it's like they used a spiritual arrow to kill my child. I asked her what she meant by that. And at same time, followed her to the room where the body was. "I was shocked to the bones to find my child's body in a gory state. His ears were cut off, his private part, his tongue, his lips, and his eyes were plucked out. I am yet to recover from the shock of that sight.The police was informed and they came and took the body away." Nigerian pop star Iyanya had a fantastic show in London on sunday evening, but it was the Nollywood actress, Tonto Dikeh that stole the show as she reportedly slipped and fell while talking with fans at the Iyanya-Kukere Concert held in London on June 9, 2013. She got back up almost immediately but not before her lovely twins popped out of her studded gown. NigerianEYE gathered that she celebrated her birthday few hours before she came on stage to perform at the Kukere concert in London last night, and she definitely behaved odd, due to some alcohol in her system perharps. She said something about not wanting to wave because her armpit wasn't shaved and kept mouthing off until she fell. They had to help her off the stage. A bride refused to show up at her wedding at the Cathedral Church of Emmanuel, Okesa, Ado-Ekiti, on Saturday resulting in the cancellation of the wedding. Our correspondent learnt that the groom, who is from Ifaki-Ekiti in Ido-Osi Local Government Area of the state, was already in the church but waited in vain for the arrival of his bride. Her whereabouts were unknown hours after the service had started. The failure of the bride to show up, it was gathered, forced the clerics to cancel the wedding and invited guests reportedly left one after the other, when it dawned on them that the ceremony would no longer hold. The Dean of the Cathedral, Very Reverend, F.O Bankole, when contacted on the telephone confirmed the incident to our correspondent. He said, “It is true that a wedding which was planned to hold in the church today was cancelled. An octogenarian, Pa Akinyele Akerele, who was kidnapped in Igbobini, Ese-Odo Local Government area of Ondo State by gunmen on May 4, said on Thursday that the hoodlums fed him with gaari and flogged him every day throughout the period. Ondo State Command of the Nigeria Police Force secured the release of the old man on Tuesday and apprehended no fewer than seven suspects in connection with the kidnap. Akerele said, "I was abducted by unknown gunmen from my home at Igbobini and was taken through the sea to Sapele in Delta State. "I never knew I could survive the ordeal. I was taken forcefully and blindfolded till we got across the sea. "As soon as we got to Sapele, they removed the blindfold.They fed me on just garri (cassava flakes) for the whole one month, I was flogged and beaten mercilessly especially when they realised that money was not forthcoming. "Since my existence, I have never suffered as much as I did in the last one month in the kidnappers den. "I was kept in a dirty place, inside the water; they change positions every two weeks while keeping eyes on me. "When the Police came to rescue me, I was shocked and surprised but the armed uniformed men immediately identified me and told me it was over." The Command's Public Relations Officer, Mr. Wole Ogodo, said that investigation was still ongoing on the matter. Ogodo gave the names of the suspected kidnappers as David Iteli aka Police, Meetin Ebi, Omosola Olorujuwon, aka Jarule, Owei Yanboh, Toyin Asuluwon Emisa aka minister, Oluwafemi Asogbon, and Austin Shbija. The Supreme Court on Friday affirmed the life sentence handed down to a naval officer, Felix Olanrewaju Odunlami, who killed a commercial motorcyclist in Lagos in 2005. The court also upheld the naval officer's dismissal from service. Odunlami had approached the Supreme Court to appeal the life sentence passed on him by the Court of Appeal, Lagos, as well as his dismissal by a General Court Martial. Lieutenant Odunlami (with force number: NN2121) was travelling from the Lagos State Secretariat, Alausa, Ikeja to Apapa on July 25, 2005 when, at the Allen Avenue Roundabout, Ikeja, a commercial motorcyclist, Peter Edeh, hit his car from behind. The motorcyclist, Edeh, knelt down to beg Odunlami for forgiveness, but the naval officer ignored his plea, drew his pistol, and shot him (Edeh) in the mouth. Edeh died instantly. The naval officer only escaped an imminent mob action because of the timely intervention of the police. However, he (Odunlami) was on January 27, 2006 arraigned before a General Court Martial on three counts. He was charged with manslaughter, loss of service item, for not being able to convincingly account for four rounds of 9mm live ammunition, and conduct to the prejudice of service discipline. The offences were contrary to and punishable under sections 68(1)(a), 103(i) AFA 105 and 106 of the Armed Forces Act Cap A 20 laws of Nigeria. At the conclusion of his trial in July 2006, the Court Martial convicted him on counts one and two, and sentenced him to life imprisonment for manslaughter and equally dismissed him from service on count two. Odunlami ran to the Court of Appeal, Lagos, but the appellate court in its judgment on January 31, 2011, upheld the Court Martial's decision and dismissed Odunlami's appeal. This prompted his appeal to the Supreme Court. In the lead judgment delivered by Justice Bode Rhodes-Vivour, the Supreme Court upheld the decisions of the General Court Martial and the Court of Appeal, Lagos. The court held that the naval officer's argument that he was provoked into murdering the motorcyclist lacked merit. The court also held that the trial court could not exercise its discretion to give a lower sentence because under section 105 of the Armed Forces Act, on which the charge was based, the trial judge has no discretion, but to sentence the appellant to life imprisonment. "The confirming authority confirmed the sentence of life imprisonment and dismissal from service of the Nigerian Navy. "It further stripped the appellant of his rank and directed that he was not entitled to his financial entitlements. "Was this sentence excessive? Dismissal means rejection, discarding. "Once an officer is sentenced to life imprisonment and dismissed from services of the Armed Forces, it would be naïve of him to expect to be entitled to his entitlements. Dismissal and forfeiture of entitlement go together. "The well laid down position of the law is that this court will not interfere with concurrent findings of the courts below, except where the findings are perverse or not supported by credible evidence, or where miscarriage of justice has occurred. "The Court Martial did not believe the appellant's narration of events, and I agree with both courts below that the appellant's narration of events was wrong. "The mob that descended on the appellant was attracted to the scene when the appellant shot the deceased. The appeal has no merit. Mandela's daughters Zenani and Makaziwe, fighting for rights of access to their father's assets valued in millions, have filed an interdict in the High Court to remove George Bizos, Bally Chuene and Tokyo Sexwale as trustees and directors of his trust. Johannesburg - IOL reports that in an affidavit filed Wednesday, Bally Chuene, one of the administrators Mandela appointed to manage his funds worth more $1.7 million, said: "Makaziwe and Zenani have sought leave to file answering affidavits in the interdict application (Mandela’s 2004 application) on the basis that they are the sole authorized representatives of Harmonieux, Magnifique and Tinancier Investments and Holdings (Pty) Ltd (also wholly owned by the Mandela Trust)." Mandela's daughters are fighting for right of full access to their father's trust which they say the lawyers are denying them. According to The Global Post, the two sisters said their father never properly appointed the three men as shareholders and directors of the companies established to manage his trust fund. The daughters are challenging an April 2004 Johannesburg High Court order which granted their father the right to manage his trust as he wishes, remove Ismail Ayob as his lawyer and appoint Bally Chuene, George Bizos and Tokyo Sexwale as trustees and directors of his trust. Bloomberg reports that according to court papers provided by Ismail Ayob representing Zenani and Makaziwe, the daughters said that Bizos, Chuene and Sexwale "no longer enjoy the support of almost all the beneficiaries" of their father's trust. Mandela removed Ayob for failing to account for the proceeds of sales of his artwork, Bloomberg reports. But Ayob has denied charges that he benefited from sales of the artwork, saying that Mandela was forgetful of facts and acted irrationally in the affair. In the affidavit, Chuene said that the sisters' action was prompted by the refusal of he, Bizos and Sexwale to release the trust's money to the daughters without a court order. Chuene alleged that the sisters were trying to have them removed "to facilitate the distribution of monies in those two companies bank accounts to them and other family members. The application carries with it an ulterior motive.” He said that although Mandela, 94, has been ill in hospital during the year, he made it clear that he does not want his daughters involved in his affairs. Global Post reports Chuene said: "Mr Mandela made it clear to Makaziwe and Zenani that he did not want them involved in his affairs. The only persons he wanted involved were myself, advocate Bizos... and his other various nominees." He accused the sisters of filing the lawsuit out of greed. Mail and Guardian reports he also accused Mandela's former lawyer Ayob of instigating the sisters. According to IOL, Chuene said: “I have referred to these inter-related demands for the resignation of the trustees of the general trusts as it is plain that Makaziwe and Zenani and Mr Ayob had set about a general plan to have all of Mr Mandela’s independent trustees removed from their office in these trusts in order to gain control thereof. The current application is a further step in such plan. It is clear from the background that Mr Ayob has always resisted the immediate and complete implementation of the wishes of Mr Mandela. He actively took steps to subvert those wishes and behaved in a manner which was improper. He is a guiding hand behind this application. Given his role in this application, the opposing respondents (Chuene, Bizos and Sexwale) will pursue a special costs order against him, in the event the application is dismissed." Mandela is recovering in his Johannesburg home after recent health issues that sparked speculations about his death. He won the Nobel Peace Prize in 1993 and became South Africa's first president in the post-apartheid era from 1994 to 1999. According to Bloomberg, Bizos is a longstanding friend of Mandela who defended him in his 1964 treason trial. Different write-ups attract different readers. While some people prefer light-hearted articles that relax the mind, other persons that are often described as ‘serious’ readers are hardly interested in storylines. Rather, they want the point to be quickly but logically made. What such persons tend to overlook however, is the ease with which stories enhance the quality and opinions being made by writers. Indeed, stories can help readers to easily comprehend the issues in focus in a write-up. This is why today’s article is softened with a few stories on prosperity and vanity. Our first story is that of my rich friend who built a mansion with 10 waiting rooms, 16 living rooms and 12 bedrooms. Those who visit him daily leave his premises in awe after going through the inspection tours organized for visitors to the mansion. Each visitor would exclaim that the man has arrived meaning that it is good to have money. But is it really expedient to be stupendously rich? May be wealth can place a person in a position to meet virtually every need. On the other hand, it can make him to be irrational. What does anyone need 16 different living rooms for in his house? Is it so as to have enough rooms to meet with 16 different visitors at the same time? Again, what does any person need 12 different bedrooms for? Is it so as to be able to sleep on more than one bed at the same time? A deep thought on these issues is likely to suggest that sometimes, too much money can increase the level of a man’s insanity. In other words, there are times when it is probably good, if not better, for a person not to be wealthy. This is a subject from which as an individual, I gained ample experience during my days in service. From 2003-2008, I headed the Nigerian Television Authority-a federal government parastatal which was compelled (only during my tenure) to rely on internally generated revenue. The several projects I initiated and completed showed that many things can be achieved through prudence and determination. More importantly, was my discovery that in Nigeria, it is those who have money that have problems. While my colleagues who thought they knew how to lobby and attract huge government subventions were permanently under siege in their offices, I had little money but great peace. Contractors had no interest in my office because they got first hand information from their friends in government that only salaries were sent to me. Thus, while the scarcity of funds provoked ingenuity, the serene environment occasioned by the absence of contractors and busy bodies provided for me an enabling disposition towards innovation, efficiency and effectiveness. Even over sight functions by legislators concerning my organization were quite few during my tenure. In all, I got little money, little attention and little troubles including interference. So, who says there is no time when it is probably better to be poor? Even if the issue is looked at from point of view of an entire government, it is also not difficult to see the evils of money. This year, 3 States- Enugu, Niger and Bayelsa announced their budgets at about the same time making it easy to compare the figures. The money available to Bayelsa to prosecute capital projects only was about the same as the total budgets of Enugu and Niger put together. Lagos, Akwa Ibom, Rivers and Delta States similarly have huge budgets which ought to put them well ahead of others. But there is no evidence that the wealthy States are where we can best find the dividends of democracy. For example, Ekiti State cannot be described as one of our wealthy States but it has a commendable system of welfare assistance including free health care and welfare grants to the elderly to reduce old age poverty. In like manner, Jigawa State, a visibly poor State has a social security package for the disabled and other disadvantaged people. It is a pragmatic programme put in place by the Sule Lamido administration through which every disabled person in the State receives a monthly income of N7, 000.00. Jigawa is poor but in 2012, it announced the completion of works on about 1000 kilometres of township, feeder and new roads in the State at a total cost of N56 billion. In ‘wealthy’ States, road contracts are a different ball game. In the first place, they are never advertized; so, neither the issue of competitive bidding nor cost benefit analysis arises. Some of the contracts go for as high as N400million per kilometre and there can be variations two or three times. Half way through, the contracts can be re-awarded while in some cases, they may never be completed because the State concerned is not essentially a poor entity. Let us take a look at Gombe State which is no doubt poor. It is the second from the bottom in the table of revenue allocation in Nigeria. Yet, it reportedly has the highest record of delivery in terms of water supply and road infrastructure in the country. In recognition of such giant strides, an award was conferred on the State Governor, Alhaji Ibrahim Dankwambo, by the Nigerian Society of Engineers at its 45th National Engineering Conference and Annual General Meeting in Ilorin. Gombe is indeed twice lucky. The first aspect is that it has as its Governor, a chartered accountant, whose passion is to harness the State’s meagre resources for optimal benefit to his people. As a result, Dankwambo cuts the State’s coat according to its cloth. He does not under the guise of development; procure huge loans that the next 3 generations of his successors cannot repay. The second is that Gombe has the advantage of not being one of our wealthy States. Oh yes, paucity of funds plays a big role in dissuading profligacy. It is more difficult for instance, for a leader in a poor State to join the league of those who renovate government guest houses at a cost higher than what is needed to build a new university. A new study has found that marijuana could reduce the risk for diabetes. Marijuana users take in more food calories than nonusers, but recent research has found that for some reason, marijuana users also have lower body mass index levels than nonusers. Lower body mass index means lower risk for obesity, diabetes and various other weight-related issues. The basis of this study was to find out what effects THC has on metabolism and insulin levels. Diabetes is usually caused by a metabolic disorder that occurs when the body’s cells cannot properly absorb insulin. Researchers consulted the results of National Health and Nutrition Examination Survey, a cross-sectional test administered to thousands of adults each year by the Centers for Disease Control and Prevention. Out of the 4,576 participants, 579 were regular marijuana users. 1,975 used the drug in the past but not recently and 2,103 had never smoked marijuana in their lives. The regular users had 16% lower fasting insulin levels than nonusers and 17% lower insulin-resistance levels. Regular users also had smaller average waist sizes and healthier cholesterol levels as well. “These are indeed remarkable observations that are supported by basic science experiments that came to similar conclusions,” Dr. Joseph Alpert, professor of medicine at the University of Arizona College of Medicine, Tucson, said in a statement." To test their results, the researchers applied the same test to people who had been diagnosed with type-2 diabetes. “After we excluded those subjects with a diagnosis of diabetes the associations between marijuana use and insulin levels, [insulin resistance], waist circumference and HDL-C were similar and remained statistically significant,” Dr. Elizabeth Penner, a co-author of the study, said in a statement. “Is it possible that THC will be commonly prescribed in the future for patients with diabetes or metabolic syndrome alongside antidiabetic oral agents or insulin for improved management of this chronic illness?
