There were indications at the weekend that the newly introduced, 20-day old Mobile Number Portability, MNP, may have run into a scandalous hitch owing to some alleged sharp practices on the part of one of the major operators in the Global System of Mobile Telecommunications, GSM. This development, it was gathered, compelled the regulator, the Nigerian Communications Commission, NCC, and interconnect clearing house, Interconnect Nigeria, ICN, to summon an emergency meeting of the operators in Lagos last Thursday. At the meeting which had all the operators in attendance, the regulator and the clearing house painted “a dismally low porting activity since the exercise commenced”. A very dependable source at the review meeting said the following status update was reeled out by NCC and ICN: Total no of porting requests so far: 4,659 Total completed successfully: 2,456 Total still in progress: 501 Total failed: 1702 The snag in the process, it was gathered, “is that the donor operators appear not to be disposed to quickly processing and releasing the lines to the receiving operator.” “It is the underhand practice that appears to have accounted for the low success rate of porting. Although it is early days yet, the figure of less than 5,000 considering the millions of subscriber base in GSM operations in the country is incongruous”. At the Thursday meeting, NCC and ICN admonished the operators “to ensure that they do not bring dishonour into the exercise”. Although it turned out to be a meeting of muted suspicion, the operators suspected foul play “and urged both the NCC and ICN to investigate the dismal figure and intervene appropriately to restore order and public confidence in the process”. To this end, according to our source, “NCC threatened to apply the maximum sanction against any operator that violates the porting regulations. NCC officials pledged to swiftly put in place fines and other regulatory measures that will help to restore sanity in the whole process. Following the meeting and the suspicion of sabotage by some of the telecom operators, “the ICN and its partners interrogated their data to see if any of the operators had deliberately stalled the process. Investigations revealed that the staggering discovery that followed rattled the ICN and its partners”. The source explained, “It was discovered that instead of the abysmally low figure of over 4,000 porting requests recorded, the total number of porting requests made were discovered to have been almost twenty-folds, out of which over half were found to be authentic after proper diagnosis. It was gathered that during the first wave of investigation, the sabotage was traced to a player in the industry, thereby denying two other players the benefit of porting”. Investigations are on-going. It was gathered that NCC and the clearing agents will soon announce various strategies to compel operators to play by the rules. The Nigerian Communications Commission on Friday said unregistered subscribers would be cut off from telecommunications networks across the country. Director of Public Affairs at NCC, Mr. Tony Ojobo, who confirmed this in a number of tweets on Friday, said this followed a meeting between the regulatory agency and telecommunications operators. According to him, the deadline offers a window of opportunity to subscribers who have not registered their SIM cards to do so or be cut off at the expiration of the deadline. He added that the total number of registered subscribers would be known after the cut off date. Ojobo said, “The Nigerian Communications Commission has set a deadline for disconnection of all unregistered SIM cards. “From the 30th of June 2013, all unregistered SIM cards will be barred from the telecom services. “This decision was taken after a meeting between the commission and the service providers. “There is now a window of opportunity for those who have not to do so. Otherwise from that 30th of June they will be barred and can’t use the numbers anymore to make calls. “The total number of registered SIMs will be known after the cut off date.” NCC had earlier said that no unregistered SIM would be able to migrate from one network to another in the Mobile Number Portability recently introduced by the regulatory agency in alliance with digital mobile operators. Our correspondent had reported that about 19.16 million mobile telephone subscribers across the country may be disconnected from their respective networks next month following the exercise. This is the number of subscribers that were not registered during the national Subscriber Identity Module card registration exercise that kicked off in the country on February 28, 2011. Sources claim that the SIM card registration exercise recorded about 80 per cent success. This means that about 20 per cent of the nation’s active subscriber base was not registered by the time the first phase of the exercise ended. As at the time the first phase exercise ended, the subscriber base stood at 95,886,714. Twenty per cent of this is 19,117,342 subscribers, who may be disconnected from the networks. Although the active subscriber base has since increased to 109,829,223 as of December 31, 2012, new subscribers will not be affected because any of the additional 13.94 million subscribers must have registered before their SIM cards were activated. Ojobo had in an earlier telephone interview with our correspondent declined to give an estimation of the number of SIM cards on the networks that were not registered, adding that the verification of registered SIM cards was still going on. He had said, “Some of these SIM cards may belong to people that have multiple SIM cards. This is still an evolving market. A lot of things are going to play out. At the time of disconnection, you will know those that are genuine and those that are not genuine. “If anybody is disconnected and the person comes to complain, you know that the person still needs the line. The person may not bother because he has other lines and will not bother because of number portability and does not need to register multiple lines. “There are people that may not bother coming when their lines are disconnected because they have ulterior motives. So, a lot of things are going to play out. The revolution sweeping through the nation's aviation industry is likely to cause discomfort to private jet owners as a new policy introduced by the Federal Government has come up with stringent conditions for their operations. The long awaited National Civil Aviation Policy, 2013, which took the Federal Government over one year to prepare, was finally unveiled on Friday with severe rules for private jet owners in the country. The policy has barred individuals with private jets from carrying their friends and business associates on board the aircraft, stating that only members of their families are allowed aboard. It states further that companies with private jets are permitted to carry only their employees or members of the Boards of Directors. Moreover, the policy has also directed that the identities of all passengers onboard any private jet must be made known through a manifest before air traffic control clearance will be sought. It states, "Approval or clearance from the Director-General, NCAA, will not be required from Nigerians operating non-revenue flights with appropriate insurance policies in the following cases: "For private aircraft owned or leased by individuals, only the family members of the owner/lessee of the aircraft will be permitted on board as passengers; "For private aircraft owned or leased by companies or corporate entities, only the employees and members of the Board of Directors of the company will be permitted on board as passengers. "For aircraft belonging to non-scheduled or scheduled operators, only the employees and members of the Board of Directors of the company or the corporation may be permitted on board as passengers; all operators will declare the identities of all passengers on non-revenue charter flights in the appropriate general declaration forms prior to obtaining ATC clearance. "Nigerian carriers operating revenue passenger charter flights will be required to have a current non-scheduled or scheduled operator permit with operations manual that contains flight duty time limitations, which will be strictly monitored on regular basis." Similarly, the Minister of Aviation, Ms. Stella Oduah, has directed that all foreign-registered private jets will no longer be allowed to stay in the country beyond 15 days as recommended by the NCAP. She, however, said foreign-registered private jets on special mission in Nigeria would be allowed to stay for only 60 days, following a special approval from the office of the minister. Part VII of the NCAP 2013, which deals with general aviation (private jets), read in part, "Retention of foreign registered aircraft in Nigeria will not be permitted beyond a period of 15 days from date of entry. However, the Minister of Aviation may, in certain circumstances, grant the extension of this period for up to 60 days." The development will affect some pastors, business moguls, governors and politicians, whose private jets are currently carrying registration of countries like the United States, United Kingdom and South Africa among others. Over 70 per cent of private jets in the country are carrying foreign registration, a former Managing Director of Aerocontractors Airlines, Captain Akin George, has said. Some industry chief executive officers said the new policy might force most of the business moguls and pastors, whose private jets are currently carrying foreign registration, to fly their jets outside the country every 15 days in order to comply with the policy. The other option for owners of private jets with foreign registration is to de-register them and subsequently register them in Nigeria, some industry experts have said. "I think what the government is saying is that most of these people should go and de-register their planes and put them on Nigerian registration," an industry CEO, who pleaded anonymity, told our correspondent. Some business moguls and pastors, who have their private jets registered in foreign countries are: Pastor Enoch Adeboye of the Redeemed Christian Church of God; Pastor David Oyedepo of the Living Faith Church; President, Christian Association of Nigeria; Pastor Ayo Oritsejafor, Alhaji Aliko Dangote of the Dangote Group; Mr. Jimoh Ibahim of Global Fleet; Chief Mike Adenuga of Globacom; and Chief Harry Akande. State governments, whose jets carry foreign registration numbers, include Akwa Ibom and Rivers states. The policy has, however, attracted criticisms from industry stakeholders with only a few supporting it. On the declaration of the identities of all passengers on board a private jet flight, aviation experts said there was no where in the world where such a rule was obtainable; adding that the filing of manifest for private aircraft was not known in international aviation circle. They said no single country required filing of manifest for local travel in a private aircraft. An aviation expert and former Military Commandant, Murtala Muhammed International Airport, Lagos, Group Captain John Ojikutu, said the demand for passengers' manifest on private aircraft could only be the responsibility of the State Security Services. "The need for passengers' manifest on private aircraft, if required, can only be the responsibility of the State Security Services, and in the case of private aircraft on international flight, the Nigerian Immigration Service," he said. On the policy allowing only family members and employees/members of Board of Directors on board private aircraft owned by individuals and corporate bodies, respectively, industry experts said the rule was not practicable. An aviation lawyer, who spoke under condition of anonymity, said, "This new policy means that pastors and business moguls who own private jets cannot carry business associates or friends on board their aircraft. Also, if the jets belong to their churches or companies, it means they cannot carry on board their family members. Breast cancer: what are the best foods to eat to help lower your risks? Eating plenty of fruits and vegetables may lower women’s risk for a tough-to-treat form of breast cancer, but it does not reduce their odds of getting breast cancer overall, a new study finds. Specifically, the new study found lower rates of what’s known as “estrogen receptor-negative breast cancer” among women who ate high amounts of fruits and vegetables. These tumors — which do not respond to circulating estrogen — account for 15 percent to 20 percent of breast cancers, and have a lower survival rate than other types of breast cancer. According to a team led by Seungyoun Jung, formerly at the department of nutrition at the Harvard School of Public Health, previous research has suggested that consuming higher amounts of fruits and vegetables might lower breast cancer risk, but there haven’t been enough data to prove it. In their new investigation, Jung’s team analyzed data from 20 prior studies of women who were followed for a maximum of 11 to 20 years. They found a statistically significant link between higher fruit and vegetable consumption and a lower risk for estrogen receptor-negative breast cancer, but not with a lower risk of estrogen receptor-positive breast cancers (those that do respond to estrogen) or for breast cancer overall. The lower risk for estrogen receptor-negative breast cancer was mostly associated with higher intake of vegetables, Jung’s team noted in a journal news release. Two breast cancer experts responded to the findings with caution, noting that a cause-and-effect relationship is far from certain. “It is plausible that estrogen receptor-negative breast cancer is influenced by nutritional factors,” said Dr. Paolo Boffetta, director of the Institute for Translation Epidemiology at the Mount Sinai Medical Center, in New York City. “However, eating fruits and vegetables is closely tied to environmental factors and healthy lifestyle, such as weight control, physical activity and other healthy eating habits,” he noted. “Since these are so closely tied together, it is difficult to disentangle the specific effect of fruits and vegetables.” And Dr. Stephanie Bernik, chief of surgical oncology at Lenox Hill Hospital in New York City, agreed. “The study fails to control for some bias that may occur when observing the two populations,” she said. “Perhaps the women that eat well also exercise, drink little alcohol, don’t smoke and eat less animal fats overall.” Still, living healthily is always a good idea, and “the study does add some evidence that a healthy lifestyle can perhaps help decrease the risk of breast cancer,” Bernik said. A former Pennsylvania pastor was sentenced Monday to life in prison without parole in the fatal bludgeoning of his second wife in 2008. Arthur “A.B.” Schirmer, 64, was sentenced in Monroe County Court nearly two months after a jury convicted him of first-degree murder in the death of Betty Schirmer. The conviction brought an automatic life sentence. “My mom is finally able to rest in peace,” Betty Schirmer’s son, Nate Novack, said after the sentencing. “We do have some closure and it’s a great day overall, even though the life conviction isn’t going to bring my mom back.” Schirmer is charged separately with killing his first wife, Jewel Schirmer, in 1999. He awaits trial in that case. Prosecutors said he clubbed Betty Schirmer on the head with a crowbar, then loaded her into their car and staged a low-speed accident in an effort to conceal the crime. Former England striker Michael Owen is to retire from football at the end of the season. Owen, 33, who scored 40 goals in 89 internationals, played for Liverpool, Real Madrid, Newcastle United and Manchester United and is now at Stoke. He said: "It is with an immense amount of pride that I am announcing my intention to retire. "I have been very fortunate in that my career has taken me on a journey I could only have dreamed of." Owen burst on to the scene as a teenager at Liverpool and made England's 1998 World Cup squad aged just 18. He announced himself on the world stage with a memorable solo goal against Argentina in that tournament and scored a hat-trick as England beat Germany 5-1 in Munich in September 2001. He has scored 220 goals in his club career, winning the Premier League, FA Cup, League Cup (three times) and Uefa Cup. Owen was named European Footballer of the Year in 2001 - the first Englishman to achieve the accolade since Kevin Keegan in 1979. Owen joined Stoke City at the start of the season and has scored one goal in seven appearances. "Having progressed through the ranks at Liverpool to make my first-team debut at 17, before embarking upon spells at Real Madrid, Newcastle United, Manchester United and Stoke City, not to mention representing my country on 89 occasions, I now feel it is the right time to bring the curtain down on my career," Owen wrote in a statement on his website. Owen suffered a broken metatarsal in December 2005. Despite returning to fitness in time for the 2006 World Cup, he damaged the anterior cruciate ligament in his right knee in the first minute of the group match against Sweden, and was out of action for almost a year. Owen played fewer than 10 more times for his country after that tournament, with his last appearance for England coming against France in 2008. After four injury-blighted years at St James' Park, in which he still managed to score 30 goals in 79 appearances, the club were relegated from the Premier League. He later signed for Manchester United on a free transfer in 2009.
