At the bolded, yes, you have to wait until after your Pre-CAS.

I couldn't get this Dell anymore; however, I have been given two options.

1. Dell Latitude 7480 core i5 gen 7, 16 gig ram, 256 ssd (2.5 GHz)
2. Dell latitude 7490 core i5 gen 8, 16 gig ram, 256 ssd (1.9 GHz)

The cost difference between both is 35k. Which of them would you advise I go for?
The laptop will be used for programming, Excel, SQL, and a few other things.
