Actually, the reverse should be the case. The DISCOs should realize more money with prepaid meters as long as the meters are tamper proof. Most consumers do tamper with their meters to avoid paying for what they consume. The DISCOs are still able to collect their money by shifting the extra burden to the neighbors of the cheaters who are on estimated billing.
