Almost every kilometer of that road will require a different approach.
What it will cost to construct a road over a river will be different from what it will cost to construct over a mountain, swamps etc.
So how do you expect the minister to specifically give you a number. The Jakande axis has a fly over, there are some areas that have bridges, are you expecting the cost per kilometer to be the same?

A car plate number can give me the name and address of the owner I can use that information to do much more than you can imagine, if I am a criminal.
