For the world best, it is because of the stinking politics played by FIFA. Riberyn or Schneider should have won it in some years but the power of Perez and Barca president is tilting them away. (Another reason is why modric won it instead of Ronaldo. Do you think modric would have won it if Ronaldo was in Madrid?) Think about it.
