The House of Representatives has resolved to investigate the comments credited to the Chairman of the Independent Corrupt Practices and Other Related Offences Commission, Prof. Bolaji Owasanoye, who accused National Assembly members of committing project-duplication fraud. The House, at the plenary on Tuesday, resolved to invite Owasanoye to explain the report by the Constituency Projects Tracking Group, which claimed to have tracked 424 projects from 2015 to 2018 and between June and August 2019, across 12 states of Adamawa, Akwa Ibom, Bauchi, Benue, Edo, Enugu, lmo, Kano, Kogi, Lagos, Osun and Sokoto as well as the Federal Capital Territory. A member of the House, Mr John Dyegh, pointed out that members of the National Assembly were accused in the report of duplicating contracts using the same description, same narrative, same amount, same location and awarded by the same agency. The fresh conflict is coming after the National Assembly, the ICPC and the Presidency recently traded blames over N1tn allegedly wasted on Zonal Intervention Projects, popularly known as constituency projects. The President, Major General Muhammadu Buhari (retd.), had on November 19, 2019, said there was little to show for the over N1tn budgeted for the projects initiated by members of the National Assembly in the last 10 years. Both the Senate and the House had separately debunked the claim, stating that the amount released for execution of the projects was far less than the amount appropriated for them. The House had particularly accused the ICPC of misleading Buhari into criticising the National Assembly. On Tuesday, Dyegh, who moved a motion to protest the claim by the ICPC, said the allegation infringed on his privilege as a member of the parliament. Dyegh, who represents the Gboko/Tarka Federal Constituency of Benue State, said, “The House is further concerned that this is capable of pitting the National Assembly members against their constituents and portray us as thieves. The lawmaker argued that no court in Nigeria had given any judgment declaring the legislature or its members as thieves, saying, “So, the ICPC chairman has no such right. If you say someone stole, you are saying he/she is a thief.” Lagos NURTW members fight for control of park Another member, Mr Ossy Ehiriodu, prayed the House to invite the ICPC boss to address the lawmakers in plenary as the claim was against the entire parliament. He said, “My amendment is on the prayer, where he (Dyegh) is requesting that the Chairman of the ICPC be invited by the committee. I think this is not an issue of a committee; it is an issue that affects the entire members of the National Assembly. I think we should invite the ICPC chairman to come on the floor of this House to substantiate his allegation against members that we are thieves.” The Deputy Speaker, Ahmed Wase, who presided over the plenary, however, warned the lawmakers to be cautious as the comments made by the ICPC boss might have been misquoted or misrepresented. Wase said, “I’ll rather subscribe to allowing the committees to interface with him. Let us allow the committee to do their work and report back to us.” The Minority Leader, Ndudi Elumelu, also prayed that the House Committees on Ethics and Privileges, and Public Petitions be asked to join the investigation. The Lagos State Government on Tuesday said it had commenced the sale of Lake Rice in preparation for the Yuletide celebrations. The Commissioner for Agriculture, Gbolahan Lawal, in a statement, said the rice, a product of the collaboration between Lagos and Kebbi states, would be available in various centres across the state. Some of the centres, according to the statement, include the Agricultural Development Authority Complex, Oko-Oba, Agege; the Lagos State Agriculture Inputs Supply Authority, Ojo; and the Blue Roof at LTV Complex, Agidingbi, Ikeja. Others are the Farm Service Centre, Epe; Odogunyan Farm Service Centre, Ikorodu; Teslim Balogun Stadium, Surulere; Farm Centre, Ajah, Government Technical School, Ikotun; Farm Service Centre, Badagry; and the Mobolaji Johnson Sports Centre, Rowe Park, Yaba. While a 50 kilogramme bag of rice costs N17,000, the 25kg bag would be sold for N8,500. “The commissioner noted that the state government would continue to ensure adequate production and fair distribution of Lake Rice, with a view to ensuring its availability to the masses in the various designated sales centres across the state. “He gave assurance that the government would continue to embark on agricultural policies and programmes to ensure food security in the state in line with the THEMES agenda of the present administration,” the statement added. https://punchng.com/lagos-offers-lake-rice-for-n17000/

A 28-year-old woman from Bayelsa State, Mrs Chidinma Robinson, has called on the Inspector-General of Police to intervene in the sudden disappearance of her husband, Mr Imonima Robinson, from the custody of the IGP Monitoring Team in Rivers State. Chidinma told journalists in Port Harcourt on Tuesday that she suspected that her husband had been extra-judicially killed while in the custody of the police after a court ordered his release. The woman, who clutched her baby, said her husband was arrested on August 1, 2019, in Port Harcourt by the cops, who accused him of being a friend to a wanted kidnapper. She stated that though her husband insisted that he was a businessman and not a kidnapper, the policemen held on to him and transferred him from one station to another until his sudden disappearance at the station of the IGP Monitoring Team in the state. She maintained that the 33-year-old Imonima was shot in the leg by the cops after the court had ordered that he should be released. Chidinma stated, “My husband was arrested when he went to buy something on Aggrey Road in Port Harcourt. He was later transferred to the Divisional Police Station, Old GRA. “He was again transferred to the Anti-Cultism Unit, Port Harcourt. I went there several times when I got information that he had been moved there. But they did not allow me to see him. There, they handcuffed him to a generator. “They were asking that I should send N500,000 to them. I told them that I didn’t have such money and that after my husband was arrested, we had not been feeding well. They later transferred him to the IGP Monitoring Team’s office in Aluu. When I got there, they had already shot him in the leg. “Since that time, I have not seen my husband. I learnt that he had been killed. We have been looking for him; we can’t find him. I am calling on the IGP to tell his men to please produce my husband. If they have killed him, they should show me his corpse.” The lawyer to the family, Mr Godwin Omereji, confirmed that the family had taken the matter to court and got an order for Imonima’s release. Omereji expressed dissatisfaction that the police disregarded the court order for Imonima’s release and demanded that the businessman be released from police custody dead or alive. The lawyer also demanded that the Commander of the IGP Monitoring Team in the state should be prosecuted in the interest of justice. He stated, “No matter the gravity of the crime that Imonima Robinson allegedly committed, he is still presumed innocent by the constitution, and this constitutional presumption of innocence encapsulated in Section 36 (5) of the Nigerian Constitution (as amended), 1999, remains until a court of competent jurisdiction adjudges him guilty. “Our law does not provide for jungle justice and also the law establishing the Nigeria Police Force does not empower the police to be the accuser, investigator, prosecutor, judge and executioner at the same time.” When contacted, the state Police Public Relations Officer, Mr Nnamdi Omoni, said he was not aware of the matter and Chidinma and the family’s lawyer to visit his office. https://punchng.com/woman-decries-husbands-disappearance-from-rivers-police-custody/
