Lawrence Nomanyag­bon Anini, Nigeria’s most notorious armed robber, was born sometime in 1960. He terrorised the old Bendel State, especially its capital, Benin City in the 1980s. By 1986, his robbery exploits had reached such a terrible level that it became a national issue. He operated along with his lieutenant, Monday Osunbor, and others.

However, one striking feature in the Anini reign of terror was police complicity. It was soon discovered that the Anini gang had insiders within the Police hierarchy George Iyamu, a Deputy Superintendent of Police, was their arrowhead.The complicity of the police is believed to have enhanced Anini’s reign of terror in 1986.

Early that year, two members of his gang were prosecuted over an earlier under-the-table ‘agree­ment’ with the Police to destroy evidence against the gang members. The incident, and Anini’s view of Police betrayal, is believed to have spurred retaliatory actions by Anini. In August, 1986, a bank robbery linked to Anini was reported in which a police officer and others were killed. That same month, two officers on duty were shot at a barricade while trying to stop Anini’s car.

This month’s environmental sanitation will hold tomorrow between 7am and 10am. There will be restriction, according to the Permanent Secretary, Ministry of the Environment, Hakeem Ogunbambi, an engineer, advised residents to participate in the exercise, which was not held last month, because of the inauguration of the president and some governors.
While stressing the importance of a clean and hygienic environment towards the promotion of tourism and economic potentials of the state, Ogunbambi urged Lagosians to actively participate in the cleaning of their homes, drains and totality of their environment.
He further stated that apart from this monthly exercise, cleaning the environment should be a daily affair, stressing that human beings daily generate waste which must be daily disposed. “We should also be mindful of our drains as we are now in the peak of the rainy season,” he added.
He emphasised that global climatic condition have continuously affected rainfall patterns across the world as such coastal cities like Lagos are prone to flooding. “This explains why we have intensified our mid-rain deflooding programme that consists of continuous dredging, cleaning and maintenance of drainage channels across the state,” the Permanent Secretary explained.
He implored residents to desist from dumping waste inside drainage channels and shun acts compromising drainage alignment, such as erection of structures on drainage setbacks among others.
Ogunbambi warned residents who still patronise cart pushers to desist from the illegal act, saying that it is inimical to the waste management policy of the state government.

The Senate president, Bukola Saraki, has written to the APC national leadership, explaining why he ignored the party’s directives as regards the selection of principal officers.

His letter was in response to the one written by the APC national chairman, submitting the names of those who the party had chosen to occupy the positions.

Whereas the APC leadership wanted Ahmed Lawan as majority leader, the zonal caucuse chose Ali Ndume and his name was announced yesterday by Saraki.

Saraki said in the letter which he personally signed on June 25 that he remains loyal to the party but the rules of the senate clearly was at odds with the directives of the party and so he had to follow the rules.

It was a bad day yesterday as armed robbers stormed two banks in Ikorodu, carting away unspecified amounts of money.

The robbers attacked the banks located at Ipakodo Ebute, near Ogolonto in Ikorodu and were said to have used speed boats in accessing the community, raiding First Bank and another bank in the area.

The Nigerian Police on its Twitter handle: @PoliceNG said: “Our officers are responding to armed robbery at #Ogolonto Ikorodu Lagos. Citizens are advised to stay off vicinity; Lagos now secured after our officers responded to Bank robbery this morning. Police units remain on ground.”

Following a tweet by Bayelsa senator Ben Murray-Bruce that he will donate half of his wardrobe allowance to Osun workers, the Osun government has now responded.

In a statement signed by Semiu Okanlawon, the Director of Bureau of Communication and Strategy, the government accused Bruce of trivialising the issue.

My attention has been drawn to a tweet by a member of Upper chamber of the National Assembly Senator Ben Murray Bruce of the Peoples Democratic Party from Bayelsa saying he will not reject the alleged hefty pay for members of the National Assembly but collect it and donate to Osun workers.

It is saddening and tragic that Mr. Murray Bruce whom many had accorded a lot of respect is too early in the day joining the fray of politicisation and trivialising the salary issue affecting more than half of the stars of the federation in this ridiculous manner.
While Nigerians are in hot debate over the alleged jumbo pay and the mood of the country Murray Bruce seems to have turned the plight of Nigerian workers to a thing of an entertainment.

Of all the states in the federation who are battling to pay salaries as a result of the precarious economic situation his party the PDP threw Nigeria into why is it that it is Osun he wants to take his pay to?

This is certainly playing to the gallery and nothing but a mockery in the faces of Nigerian workers and not only of Osun extraction. It is not only wicked but ungodly to play politics with the suffering of the people.

If the Senator’s conscience tells him his pay is too high especially in the face of the prevailing economic predicament of Nigeria the most honourable thing to do is to lead a protest for reduction and not a self serving philanthropy only in the direction of Osun workers.

She made this known at the Appreciation Dinner held last night ,June 13th at the State House where she warned Nigerians against bribing to she her and the President along with a press release outlining his desire to not attach superfluous additions to his name or title.

A new official report released on the authority of the former House speaker and current governor of Sokoto state, Aminu Tambuwal, has shown that of the 360 members in the old assembly, there were 191 who did not sponsor a single bill in four years.

The official report was tagged “Status of Bills, Petitions and Other Legislative Measures,” and it had some high profile names like the current deputy speaker of the House, Yusuf Lasun (Osun, APC) and a former candidate for speaker, Abdulmumin Jibrin (Kano, APC).

The official publication was put together by the Hon. Albert Sam-Tsokwa-led Rules and Business Committee of the 7th House.

It said a total of 755 bills were introduced to the House and they were all read for the first time on the floor of the House. 679 of the bills were initiated by private members, six were sent from the Senate while 70 were executive bills. Only 123 of them were passed by the House including the Petroleum Industry Bill (PIB) before its tenure expired on June 6, 2015.

The lawmakers who sponsored the highest number of bills were Hon. Ali Ahmad (APC, Kwara), Hon. Uzoma Nkem Abonta (PDP, Abia) and Hon. Femi Gbajabiamila (APC, Lagos) who sponsored 36, 32 and 20 bills respectively.

Current House speaker, Hon. Yakubu Dogara (Bauchi, APC), who was a member of the 7th House, sponsored seven bills including the Data Protection Bill (HB.45) 2011. However, his deputy, Lasun Yusuf (Osun/APC), who was also a member of the 7th House, did not sponsor any bill, according to the official report which covered the period between June 6, 2011 and June 5, 2015.

Excellency President Robert Mugabe, Chairman of the Union, Excellency President Jacob Zuma, our Host, Excellencies fellow Presidents and Heads of Government

Excellency Mr. Jan Eliasson, Deputy Secretary-General of the United Nations,

Excellency Dr. Nkosazana Dlamini Zuma, Chairperson of the AU Commission, Excellencies, Heads of Delegation, Invited Guests, Distinguished Ladies and Gentlemen

Please permit me to join previous speakers in conveying my delegation’s appreciation to our host, H.E. President Jacob Zuma, to his Government, and the brotherly people of South Africa for their warm hospitality, and for the excellent arrangements made for our comfort and for the success of our meetings. As this is my first address at this august assembly, may I also congratulate H.E. Dr. Robert Gabriel Mugabe, President of the Republic of Zimbabwe, for his unanimous election as the Chairman of our Union.

President Muhammadu Buhari delivers his address at the 25th AU summit in Johannesburg South Africa, June 14th 2015

2. I feel highly honoured and extremely pleased to be able to address you today, barely two weeks after my inauguration as the President of Nigeria, following the 2015 Presidential election in my country. That process, which was adjudged as the fairest and most credible in the history of elections in Nigeria, was midwifed by the dogged and sustained determination of the Nigerian people, and their desire to deepen our democracy. Their quest was amply supported, and even encouraged by the goodwill of our friends and partners in the international community. I therefore wish to seize this opportunity to convey my very deep appreciation to all those who contributed to the success of that election.

3. My election has been described as historic. I agree that it is indeed historic because for the first time in the practice of democracy in my country, an opposition Party has defeated the ruling Party in a keenly contested election. The election was also held against the backdrop of the fears and concerns expressed both in Nigeria and among our international friends abroad and partners that the outcome of the election could spell doom for Nigeria. I am glad that even though those fears and concerns were not without basis, the outcome was totally different, to the relief of all of us.

4. I cannot fail to acknowledge the very positive role played by my predecessor, H.E. President Goodluck Ebele Jonathan, in averting the feared crisis, and in facilitating the peaceful transition of power between the two parties. I also wish to express my deep appreciation to all who honoured us with their presence at my inauguration, and even those, who for unavoidable reasons were unable to attend. I thank you all.

5. It is gratifying to note that our Union has made laudable progress over the past one and a half decades since its transformation from the Organization of African Unity (OAU) to the African Union (AU). Notably, we have been able to redirect our priorities at the continental level from mainly political goals to more diverse aspirations that are equally fundamental to our survival and development in a global community.

6. It is however clear, Mr. Chairman, that some of the greater challenges to our peoples within this Union still lie in the political, economic, as well as peace and security spheres. Our continent is currently bedevilled by the twin evils of terrorism and insecurity; poverty, youth unemployment, and underdevelopment. The destructive effects of the inhuman and criminal campaigns of the Boko Haram insurgency in Nigeria and neighbouring countries; the Al-Shabab attacks in East Africa, and the activities of the Al-Qaida in the Maghreb, all bear testimony to a continent under siege.

Mr Chairman, Excellencies and Colleagues

7. On our part, I was convinced on my assumption of office that the best approach would be to work within the framework of the Lake Chad Basin Commission (LCBC) to mobilse collective support to fight against Boko Haram. I have in this regard, directed the relocation of Nigeria’s Command Centre to place it closer to the theatre of action. Furthermore, I have vigorously engaged the members states of the LCBC to better coordinate the strategies and tactics in fighting the insurgency in the region. I believe that this approach can be enhanced through complimentary regional and continental efforts.

8. The images in the international mass media of African youths getting drowned in the Mediterranean sea on their illegal attempts, and often times illusory hope of attaining better life in Europe is not only an embarrassment to us as leaders, but dehumanises our persons. Indeed, they combine to paint a very unfavourable picture of our peoples and countries.

9. Those of us gathered here today owe it as a duty to reverse this ugly trend. We must put an end to the so-called push factors that compel our young men and women to throw caution to the winds and risk life, limbs and all, on this dangerous adventure. We must redouble our efforts to sustain the economic development of our countries, ensure empowerment of our youths, create more jobs, improve and upgrade our infrastructure, and above all continue the enthronement of a regime of democracy, good governance and respect for human rights and rule of law. These and other measures that engender peace and stability must be pursued relentlessly.

10. In this connection, we must persist in our collective endeavour to work together through the African Union and our respective Regional Economic Communities (RECs), to uplift our continent and provide the African peoples the enabling environment for the realization of their legitimate dreams and aspirations. At this juncture, let me assure you of the unflinching commitment of Nigeria to the ideals and aspirations of the African Union as explained in the Agenda 2063, which is geared towards ensuring a peaceful, prosperous and integrated Africa in the next 50 years. It is for this reason that Nigeria is fully and irrevocably committed to the ECOWAS vision.

11. We do so because we believe that African integration is best attained through the instrumentality of our Regional Economic Communities (RECs) as the building blocs of viable continental institutions. Nigeria will therefore continue to play her part in supporting the African Union Commission and other continental and regional institutions in their efforts to prioritize African development in all sectors of human endeavour.

12. The journey might look arduous, but certainly not impossible. There are opportunities in every challenge. If and when we adopt this call for a change of attitude, approach, and disposition towards agreed protocols and commitments, we shall be bequeathing a politically stable, economically developed, and socially harmonious Africa, thereby justifying the confidence reposed in us by our electorates. We will also demonstrate our qualities as statesmen and true daughters and sons of Africa.

The workers of Osun State might have a cause to celebrate again as the governor of the state, Rauf Aregbesola has promised to pay their salaries before the end of this month.

This was contained in a statement by the governor’s media aide Semiu Okanlawon.

“Before the end of June, workers would be paid their salaries,” it said.

The governor stated that he had a great dream for the state and that was why he was in a hurry to begin many programmes which had earned him applause even outside the country.

He said further, “The dream has not gone awry and it is a clear vision that Osun must be on its feet, self-reliant and be a reference point in Nigeria. The race to ensure development within the first term of Aregbesola was informed by the fear of what is happening now.

“Aregbesola wanted an Osun that is self-reliant. That Osun, almost two decades after its creation, could not boast of tax-paying companies speaks volume about the magnitude of the works that awaited the Aregbesola administration.

“But he did not shy away from this task of industrialisation. Within his first term, his government had caused investors to bring up companies such as the Omoluabi Garment Factory, Osogbo, Adulawo/RLG Technology company in Ilesa.

“Just last month, a leading telephone line company, Airtel, came to establish partnership with the Adulawo/RLG company. These are aside the various agro-allied companies which have benefited from the growth schemes of the Aregbesola administration throughout the state.

“The government has also commenced aggressive drive for the development of the solid mineral sector with the signing of a Memorandum of Understanding with an Australian mining firm, Andalusian Mining Industry.

“It was in the same vein that the idea of an airport for aircraft maintenance was conceived.

“Only a lazy administration would accept the tag of Osun as a “civil servant” state as excuse for not developing initiatives for industrialisation.

“To accept that our state must continue to survive on the meagre inflow through what goes to the civil servants alone is to accept that we would continue to depend on external forces for our survival.

“We must work hard to give our people many choices. If you want to work in the civil service, it must be the choice that our people make on their own volition and not that there are no other choices regardless of their education, qualifications and expertise.”

“People must not forget that Lagos, in 1999 when former Governor Bola Tinubu took over, was generating a paltry sum. It was the ingenious interventions and immediate provisions of infrastructure that lured investors in to create various opportunities for the people and made tax administration much easier for what is now today’s Lagos. This feat can be repeated in Osun and other parts of Nigeria.”

Former Minority Leader of the House of Representatives, Femi Gbajabiamila, has said he is ready to work with the new Speaker Yakubu Dogara,who he ran against in the race for speaker.

Addressing newsmen in Abuja after leaving an emergency meeting of some lawmakers and the national working committee of the party on Thursday, Gbajabiamila acknowledged Dogara as the nation’s number four citizen.

“We will work with the leadership of the House and with the speaker for as long as the party’s programmes are properly articulated and pursued on the floor of the house,” he said.

“He is an APC member but not the speaker of the APC but of the house of representatives of the country. So we will work with him and support him.”

Responding to the decision of the APC to sanction the lawmakers that defied its instruction during the election, Gbajabiamila stated that the move was sparked by the need to instil discipline in the party’s quarters.

“Whatever the party decides to do, that’s for the party; it’s not for me to speak about it,” he said.

“All I know is that in every association there must be discipline.”

Also voicing his thoughts on the issue, Mohammed Monguno, the party’s choice candidate for the deputy
speakership described the situation in the lower chamber as a reality that APC must rise to face.

“As it is now, that is the reality on the ground and we have to deal with it,” he said. As loyal party members, we will not take any step that is going to affect the interest, peace, order and good governance of this country.

“The emergence of the leadership of the national assembly is a reality on ground as far as the constitution of the federal republic of Nigeria is concerned.”

New way to follow your flow

Your smartphone has reached a new level of intelligence: with the help of a forthcoming iPhone feature, you’ll be able to tell when you’re going to be getting your period.

The iOS 9 upgrade will add a track-your-period feature to the HealthKit app, Gizmodo reports. The health app—which already tracks several screen-scrolls’ worth of health and fitness data—seems to be able to record how long (and heavy) your menstrual cycle is. The feature was briefly mentioned Monday at WWDC and details are sparse, but the update is billed as a “reproductive health” tracker, so it may come with other features related to fertility.

Women have used menstrual tracking and fertility apps for years; all kinds of apps exist to help maximize—or minimize—the chances of pregnancy. The extra feature, due out with the next update, will finally give women a more complete digital view of their health.

The governor of Kaduna State, Nasir El-Rufai, has announced the reduction of the number of ministries in the state from 19 to 13; and a consequent reduction in the number of commissioners from 24 to 13.

This is part of the cost cutting measures being carried out by the governor which has already seen him slash his salary by 50%.

The new restructured ministries include:

1. Ministry of Justice;

2. Ministry of Agriculture and Forestry;

3. Ministry of Commerce, Industry and Tourism;

4. Ministry of Local Government;

5. Ministry of Youth, Sports and Culture;

6. Ministry of Environment and Natural Resources;

7. Ministry of Women Affairs and Social Development;

8. Ministry of Water Resources;

9. Ministry of Health and Human Services;

10. Ministry of Education, Science and Technology;

11. Ministry of Budget and Planning;

12. Ministry of Finance and

13. Ministry of Works, Housing and Transport

Consequently, the governor has directed that the former Ministry of Lands, Survey and Country Planning be moved to his office as a department; while the former Ministry of Rural and Community Development becomes a department in the Deputy Governor’s Office.

Also, there will no longer be a ministry of Information, but each ministry will have its own public relations unit attached to the office of its commissioner.

Governor Akinwunmi Ambode of Lagos State has summoned Petroleum Products Tanker Drivers’ Union and stakeholders to an emergency meeting on Monday, June 8.
The meeting, Mr. Ambode said, would address the incessant petrol tanker-induced fires in the state.
The governor gave the directive on Saturday during a visit to the scene of the early morning petrol tanker fire at Idimu area of the state.
A similar tanker fire occurred on Tuesday at Iyana-Ipaja area of the state which left several shops and vehicles destroyed.
The Idimu fire which occurred in the wee hours of Saturday at an intersection has also left property worth millions of naira in ruins.
About 34 buildings, 70 shops, one tricycle and one truck were consumed by the fire ignited by a fallen petrol-laden tanker, according to the Lagos State Emergency Management Agency (LASEMA).
“I have directed that we will meet with the union of the tanker drivers and other agencies on Monday morning, and we must make pronouncements relating to the usage of our roads.
“This is another unfortunate accident within one week; unfortunate because we are beginning to lose a lot of our assets and property”, Mr. Ambode said.
Mr. Ambode also said it had become necessary to check the activities of the tanker drivers and enforce the state traffic laws.
“We do not want this to repeat itself again. I have been briefed that there were two tanker drivers actually competing on the road as at midnight including a commercial bus.
“In the process, one of the tanker drivers conveying 33,000 litres of fuel lost control at the bend and spilled its content to as far as five streets”.

He said 34 houses and 70 shops were destroyed by the fire.
Mr. Ambode also commiserated with those affected by the fire and appealed to them to remain calm.
“We will do immediate relief and take enumeration to see how we can address this issue.
“We will do everything in our might to make sure that they go back to their normal lives”, he said.
Giving an account of how the incident occurred, the Director of the Lagos State Fire Service, Rasak Fadipe, said his men responded to the distress call at about 12.08 a.m. on Saturday.
“The prompt response by the rescue officers with the aid of the community helped to prevent the fire from spreading.
“The effort we put in saved the MRS fuel station from being engulfed by the fire and we also saved several buildings here”, he said.
He said the incident also consumed fire- fighting materials that would have been used to contain about 15 to 20 future fire outbreaks.
“As the governor said, something has to be done about this type of incidents”.
Also speaking, Babatunde Kokumo, the Deputy Commissioner of Police, Operations, pledged the support of the Police in addressing the situation.
“We want to see that‎ sanity returns to our roads, particularly sanity among our tanker drivers, tipper drivers and generally among all users of roads in Lagos.
“The government is doing so much for us and we must as a matter of seriousness reciprocate all these gestures by ensuring that we instil sanity”, the DCP said.

The spate of fuel tanker accidents in Lagos is on the increase as another tanker fell in the state on Sunday morning, June 7 along Lekki-Epe expressway. The fall which happened just after Victoria Garden Cemetery by Forte Oil petrol station was not as ghastly as the previous two, although it is not clear if lives or property were not lost as at the time of filing this report.

This comes after two fuel tankers fell at Iyana Ipaja and Idimu both in Lagos destroying hundreds of shops and vehicle.

One of the most contentious issues in the polity since the return of democracy has been whether local governments councils should have autonomy and not be at the mercy of the state governors who withold their allocations at will.

The conflict played out again this week in Katsina State where the governor, Aminu Masari instructed banks to freeze the accounts of all 34 local government areas in the state.

Masari gave the instruction during a closed door meeting with the bankers’ Forum.

The governor said his decision was as a result of some alleged fraudulent expenses by the local government administrations especially from the month of March 2015 till date, which he said they must account for.

The governor’s move has however drawn the ire of the Peoples Democratic Party (PDP) in Katsina State as well as the Association of Local Governments of Nigeria (ALGON).

The PDP described Masari’s order as unconstitutional and an attempt to undermine democratic process.

In a statement by the PDP Publicity Secretary Salisu Sukuntuni, it was alleged that as a result of the governor’s order, the local councils have been unable to render essential services to their employees and constituents.

“The PDP strongly believes in the democratic culture and will not support any action that will jeopardise our cherished democracy. The state government must immediately take action to save the state councils,” he said.

Meanwhile, ALGON on Friday issued a 24-hour ultimatum to commercial banks operating in the state to unfreeze their accounts or face legal action.

The association chairman Ibrahim Dankaba said the action of the banks are illegal, unconstitutional and a flagrant abuse of bank-customer relationship.

“In the light of the above, we demand for an explanation failure of which within 24 hours I shall not hesitate to take legal action against you if you fail to reverse your action within then,” he wrote.

Aspiring candidate for the Senate Presidency, Bukola Saraki, has released a statement to mark the end of the seventh senate.

Giving an overview of the seventh senate, he was not as glowing about its achievements as the outgoing senate president David Mark had been yesterday.

Saraki expressed disappointment that the outgoing Senate did not act on the issue of the failed Nigeria Immigration Service recruitment exercise which led to the death of over a dozen young people seeking employment.

“I remember sadly, the events of some of our youths who went to seek employment from government and lost their lives, needlessly, in a government arranged employment test.

“We missed, at this occasion, the opportunity of that ill-fated occasion to show leadership and properly set a new standard of responsibility in the conduct and attitude of our public office holders,” said Saraki, who has been on a media blitz in recent days talking about his vision for the Eight senate in the event that he emerges winner of the highly competitive race with Sen. Ahmed Lawan.

Saraki also said that it was improper that the Senate passed 46 bills in ten minutes this week. Even though he voted in support of the move when a voice vote was called because he considered it “important”, he however said history will not be kind to them.

He said, “The new Senate must now learn and show that it has the vigour and drive to work harder through enriched deliberations to pass important bills that form the core of its agenda rather than be seen as a last minute assembly where important bills are rolled through the process in 10 minutes.

“My view is that it was important that we pass those laws but I have my reservation on the railroading of over 46 bills in 10 minutes. History will not be too kind to us on this count.

“This is made even a little steeper by the commentary that must follow that after another four years, the National Assembly was not able to pass such water shed bills like the PIB, the Federal Competition Bill and the NOSDRA Bill amongst many other bills that have the regulatory potential of changing the way our economy operates.”

Saraki noted that the Seventh Senate had done well in a number of areas but noted that the last assembly could have done better.
