The 2026 French Peace Proposal
French President Emmanuel Macron has proposed a "grand bargain" to end the current hostilities. Key terms reportedly include:


Formal Recognition: Lebanon would formally recognize Israel and sign a non-aggression agreement, ending the state of war that has existed since 1948.



Israeli Withdrawal: In exchange, Israel would halt airstrikes and withdraw from five strategic positions it has occupied in southern Lebanon since late 2024.


Border Demarcation: The plan envisions a final demarcation of the Israel-Lebanon and Lebanon-Syria borders by the end of 2026.


Why the Current Effort Is Stalled
Despite "very positive" initial feedback from some Israeli leaders, the deal remains unfulfilled for the following reasons:
Resumed All-Out War: Since March 2, 2026, heavy fighting has resumed following Hezbollah missile strikes in solidarity with Iran. Israel has since launched an extensive bombing campaign and expanded its ground operations in southern Lebanon as of March 16.


Hezbollah’s Rejection: While the Lebanese government has shown willingness for direct talks and even attempted to ban Hezbollah's military activities, Hezbollah has rejected these moves and continues to fire rockets into Israel.


Israeli Military Goals: The Israeli government has signaled little interest in immediate talks, with some officials indicating the military campaign will continue until Hezbollah is "eliminated" or a deeper "buffer zone" is established.


Sovereignty Disputes: Lebanese Prime Minister Nawaf Salam has stated that Lebanon cannot negotiate any formal treaty until its sovereignty is fully restored and Israeli forces withdraw from all seized territories.


UNIFIL Withdrawal: The UN peacekeeping force (UNIFIL) is currently in the final year of its mandate, which is set to expire on December 31, 2026, creating a security vacuum that neither side has agreed how to fill.
