It means Tanzania has relaxed the visa process for Nigerian passport holders.

The key point is:

Previously, Nigeria was on Tanzania's “Referred Visa” list. That meant a Nigerian applying for a visa had to:
Apply well in advance, often at least two months before travel.
Wait for approval from Tanzania's Commissioner General of Immigration.
Generally could not simply use the normal visa-on-arrival process.
